Abstract

The coal sector is the main producer in Indonesia, which is the largest exporter in Asia and Europe. The coal sub-sector has high prospects because most of the energy sources for power plants use coal as an energy source. Indonesia has abundant potential resources, especially mining which plays an important role in driving the country's economy. This creates jobs, guarantees the country's energy security and increases the country's foreign exchange earnings. This research was conducted to examine the effect of Profitability, Exchange Rates and Interest Rates in the coal sub-sector companies on the IDX. There are 20 populations of coal mining companies listed on the IDX. The sample of this research is 8 companies' financial reports obtained by using purposive sampling method. The analytical method used is panel data regression analysis . The results showed that Return on Equity has a positive effect on stock prices, while the exchange rate and interest rates have no effect on stock prices. Simultaneously Return On Equity, Exchange Rates and Interest Rates have a joint effect on Stock Prices.

Abstract

The MBKM program provides opportunities for students to study outside their study programs for several semesters. However, the implementation of the program is still hampered by students who have difficulty accessing the website, establishing communication between lecturers and managers, confusion in the procedures for registering and do not understand the benefits of the MBKM program, the slow response in converting the value of courses, and lack of attention in the MBKM program service process. This study aims to determine the effect of the quality of academic services on student satisfaction participants in the MBKM program at FISIP UNTAD. This study uses a quantitative approach, with the theory of service quality from Zeititalm (1990) consisting of tangible, reliability, responsiveness, assurance, and emphaty. Data collection techniques are carried out through observation, questionnaires, and documentation with the type of primary and secondary data. Sampling techniques using probability sampling, and determining samples using proportional random sampling, and totaling 85 respondents (Untad FISIP students). Data analysis uses simple linear regression analysis. The results showed that the quality of academic services simultaneously had a significant effect on the satisfaction of students participating in the MBKM FISIP UNTAD. This is evidenced from the simultaneous test f count ≥ f table of 72,338 ≥ 3.11 and the results of a simple linear regression test obtained a significance value of 0,000 (<0.05). So it can be concluded that H0 is rejected and H1 is accepted. This means that the quality of academic services simultaneously has a significant effect on student satisfaction. The coefficient of determination (KD) of 46.6% shows that the quality of academic services contributes significantly to the satisfaction of students participating in the Merdeka Campus Learning program, with the remaining 53.4% is influenced by other variables that are not examined in this study.

Abstract

This study aims to examine the administration of State-Owned Assets (BMN) at the Sulawesi River Basin Agency III Palu, using the BMN administration concept by Suwanda and Rusfiana, which includes the aspects of bookkeeping, inventory, and reporting, particularly in the management of office stationery supplies (ATK). This research employs a qualitative method with a descriptive approach, and data collection techniques through observation, interviews, and documentation. The research informants consist of the Head of General Affairs Subdivision, Commitment Making Officer (PPK), BMN Manager, and BMN Operator. The results show that the administration of BMN has not been optimal due to the lack of human resource competencies, which leads to data discrepancies, lack of accuracy in record-keeping, weak coordination, and limited technical understanding. Therefore, there is a need to enhance human resource capacity, conduct more routine inventories, and strengthen oversight systems and information integration. This study recommends continuous technical training and the refinement of operational procedures to support more orderly and accountable BMN administration.

Abstract

This research is based on the condition of the phenomena of the state civil apparatus and the bureaucracy in the election of the mayor and deputy mayor of Palu which is marked by the political events that occur. Simultaneous regional head elections in the province of Central Sulawesi. The theory used is the participation theory from Michael Rush and Philips Althoff and the bureaucratic theory from Max Weber. The aims to analyze how the participation of the community participates in the implementation of the Mayor and Deputy Mayor Elections in 2015. The research method used is descriptive qualitative. Informants were obtained in a purposive way with the criteria of state civil servants, bureaucracy, totaling 7 informants. The results showed that the degree of political inclusivity of state apparatus in the 2015 mayoral and deputy mayoral elections was as follows: state apparatus in the election of the mayor and deputy mayor of Palu were in a neutral position, However, there are several realities where there are emotional and work relationships that are always under pressure, either directly or indirectly, making it difficult to make political decisions individually and have to be involved in the state apparatus situation itself. The Palu city government bureaucracy, which is inclusive in political decision-making, is marked by intrigue from the mayor and deputy mayor officials because based on the law, they hold power over the SKPD, which should be held by the city secretary.

Abstract

This study aims to explore and understand the dynamics of community participation in the village development planning process (Musrenbangdes) in Tambayoli Village, Soyo Jaya District, North Morowali Regency. Using a qualitative approach, data were collected through purposive sampling, open data collection methods, and analysis of both textual and visual materials. The primary methods of data collection included participatory observation, in-depth interviews, and document review. The findings reveal that, although some awareness of Musrenbangdes has been achieved through existing announcement systems, the overall effectiveness of community participation remains limited. Many residents perceive the process as a formality, with decisions dominated by specific stakeholders, leading to low levels of trust and engagement. The study identifies significant barriers to active participation, such as inadequate information dissemination, lack of transparency, and limited involvement in both the implementation and benefit-sharing of development projects. The research suggests that for Musrenbangdes to be more effective, there needs to be a concerted effort to enhance transparency, ensure equitable information distribution, and create a more inclusive participatory framework. These findings have implications for improving governance and promoting sustainable development at the village level.

Abstract

This research aims to analyze the implementation of non-communicable disease (PTM) prevention policies at the Sangurara Community Health Center, Palu City. Descriptive qualitative methods are used to explain the implementation of integrated PTM services with a focus on communication, resources, disposition and bureaucratic structure. The research location at the Sangurara Community Health Center was chosen because it will become a training center related to PTM after 2022. Data was obtained through in-depth interviews, field observations and documentation. The research results show that communication still faces obstacles in disseminating policies to the public. Human resources and physical facilities at the Sangurara Community Health Center are considered inadequate, while the disposition of the management and health workers is quite good. The bureaucratic structure shows the existence of SOPs and coordination, although attention needs to be paid to internal communication between units. In conclusion, the implementation of the PTM policy at the Sangurara Community Health Center is going well with obstacles, especially communication and resources. This research provides insight into increasing the effectiveness of PTM policy implementation.

Abstract

This study aims to explore and analyze the effectiveness of office management systems in Poso Kota District, focusing on goal achievement, departmental integration, and adaptation to change. Using a qualitative descriptive approach, the study describes, analyzes, and interprets current conditions in Poso District, Poso Regency. The research was conducted over one fiscal year using primary data from in-depth interviews and systematic observations, as well as secondary data from literature and official documents. Informants were selected purposively based on their understanding of the phenomenon under study. The research instruments included interview guidelines and the researcher as the main instrument. Data analysis followed an interactive model, encompassing data collection, condensation, presentation, verification, and conclusion drawing. Findings indicate that despite structured steps to manage policy and technological changes, the office management system faces significant challenges in achieving administrative efficiency, optimal public service, effective integration between departments, and adaptation to a dynamic work environment. In terms of the three main dimensions—goal achievement, integration, and adaptation—the office management system in Poso Kota District still requires improvements in internal communication, enhanced use of information technology, and staff training to optimize operations and organizational responsiveness.

Abstract

Effectiveness of the Child Identity Card Program Services at the Population and Civil Registration Office of Palu City. This research aims to determine the effectiveness of the child identity card program services at the Population and Civil Registration Office of Palu City. The basis of this research uses qualitative research with a descriptive type. Data collection techniques were conducted through observation, interviews, and documentation. The data used in this study is based on the theory of effectiveness by Richard M. Steers (1985), which includes three indicators: goal achievement, integration, and adaptation. The results of this study indicate that in the goal achievement indicator, the annual target has been reached at 60%, the services provided are quite good, and the procedures are easy to understand. However, there are still delays in issuance caused by inadequate facilities and infrastructure, as well as from the community providing incomplete required documents, which slows down the service and delays the issuance. In the integration indicator, it was found that communication among employees has been established quite well. However, the socialization to introduce this program to the community has not been widespread. In the adaptation indicator, it is assessed as quite good due to adequate facilities and infrastructure and well-organized service rooms. However, the network sometimes experiences disruptions during service, and the availability of printer ink and paper is not always sufficient for reprinting forms, which hinders the smoothness of services and the issuance of child identity cards at the Population and Civil Registration Office of Palu City

Abstract

This research aims to explore how the implementation of the Marriage Law policy, particularly regarding the minimum age for marriage as stipulated in Law Number 16 of 2019, in Balaesang Sub-District. The study employs George Edward III’s policy implementation model, which includes four aspects: Communication, resources, disposition, and bureaucratic structure.This study uses A qualitative method with a descriptive approach. Informants were selected using Purposive, totaling seven individuals. The types of data used are primary and Secondary data. Data collection techniques included interviews, documentation, And observation.The research findings indicate that the implementation of the minimum Marriage age policy at the KUA of Balaesang has been carried out in accordance With procedures, but it still faces several challenges. Communication related to The dissemination of policy to the community remains uneven, resulting in low Public legal awareness and understanding. The availability of resources is still Limited and inadequate. The disposition of the implementers is relatively good. However, the effectiveness of the bureaucratic structure is still influenced by the Lack of coordination with external parties. Therefore, there is a need to enhance Equal dissemination, strengthen resource capacity, and improve inter-agency Coordination to realize optimal policy implementation in preventing underage Marriage in Balaesang Sub-District
