Abstract

Financial Accountability for Regional Development Planning Agency Parigi Moutong district still can not be rated successful achievement performance. It is characterized by the presence of some of the findings by the State Audit Board 2015.Tujuan year to be acquired on the outcome of this study is to Know the application of financial accountability in Regional Development Planning Board Parigi Moutong district. This study used a qualitative approach to the selection techniques with the number of informants purposively selected informants as many as four people. Data was collected through interviews, observation and documentation. The data analysis technique is inductive Penelitiakan build their research conclusions by means of abstract empirical data it collects from the field and look for patterns that may be in the data-datat ersebut. The theory used is the theory proposed by Nordiawan, Sandi Putra (2007), the form (normative measures that need to be realized in the accounting information) with the variables in the form of relevant, reliable, comparable and understandable. The results showed that the Financial Accountability in Regional Development Planning Agency Parigi Moutong not fully implemented in accordance with the vision and mission. Applications SAI applied with the application of Information and Communication Technology (ICT) saatini led to the principle of the preparation and presentation of financial statements is relevant, reliable, comparable and understandable, has not been implemented optimally. So that their misuse by some budget manager who later became the findings by the State Audit Board.

Abstract

This research was a descriptive research with a qualitative approach. Qualitative descriptive research is research that aims to describe events and phenomena that occur in the field and present data systematically, factually and accurately about facts or phenomena that occur in the field. Data collection was done throught observation, interview and documentation techniques. Data analysis in this research used three components consisting of data reduction, data presentation and drawing conclusions. The results of this research show that the Development of State Civil Apparatus Competency of Regional Research, Development and Innovation Agency in Central Sulawesi Province used indicators of ability, skills and knowledge and work attitude. The three indicators are not maximized or cannot be implemented properly, where the implementation of the existing employees do not have the appropriate scientific qualifications, the lack of specific training related to research, and various other factors where in other word the development of state civil apparatus competence is stated to be not optimal.

Abstract

Tujuan penelitian ini adalah untuk mengetahui efektivitas percetakan sawah baru dengan menekankan pada konektivitasnya dengan daerah irigasi di Kabupaten Parigi Moutong. Jenis penelitian ini adalah kualitatif. Adapun informan penelitian ini adalah berjumlah empat orang, masing 2 orang dari Dinas Pertanian dan Dinas Pekerjaan Umum. Selanjunya untuk mengecek keabsahan data dilakukan Fokus Group Discusion (FGD) dari instansi dan kelompok masyarakat yang terlibat. Adapun teori yang digunakan sebagai pisau analisis dalam penelitian ini adalah teori efektifitas dari Duncan dalam Steers, Richard M. (1977), yang terdiri dari empat asspek, yaitu Integrasi, Adaptasi dan Pencapaian Tujuan. Hasil penelitian ini menunjukkan bahwa dari aspek integrasi konektivitas percetakan sawah baru dan daerah irigasi belum efektif karena sosialisasi tentang Pedoman Percetakan Sawah Baru belum optimal dilakukan kepada stakeholders yang terlibat sehingga menimbulkan persepsi yang berbeda diantara mereka yang terlibat. Selanjutnya dari aspek-aspek adaptasi menunjukkan bahwa karena adanya persepsi yang berbeda dari beberapa stakeholders yang terlibat maka kemampuan adaptasi untuk mensinergikan aturan-aturan yang berkaitan dengan percetakan sawah baru dan konektivitas dengan daerah irigasi untuk intansi yang terkait belum efektif dilakukan. Kemudian dari aspek pencapaian tujuan menunjukkan bahwa dari empat tahun pelaksanaan percetakan sawah baru, sasaran utama percetakan sawah baru, yaitu konektivitas dengan daerah irigasi, baik irigasi teknis maupun tadah hujan belum efektif sesuai harapan.

Abstract

Tujuan penelitian ini dilakukan untuk mengetahui Kinerja Organisasi pada Kantor Badan Penanggulangan Bencana Daerah kota Palu. Tipe penelitian yang digunakan deskriktif kualitatif yaitu memberikan gambaran dan penjelasan lebih rinci dari variabel yang dilakukan melalui teknik penelitian kepustakaan serta penelitian lapangan yang terdiri dari observasi secara langsung ke objek penelitian, wawancara secara langsung kepada informan, dan dokumentasi. Informan dalam penelitian ini ditentukan secara purpossive berjumlah 7 (Tujuh) Orang. Penelitian ini menggunakan Teori Agus Dwiyanto (2015) dimana ada 5 (Lima) Indikator untuk mengukur kinerja organisasi yang meliputi Produktivitas, Kualitas Layanan, Responsivitas, Responsibilitas, Akuntabilitas. Dari hasil penelitian menunjukan bahwa produktifitas pada kantor Badan Penanggulangan Bencana Daerah kota Palu belum berjalan dengan baik, dalam hal ini dilihat dari aspek tingkat kedisiplinan pegawai perlu ditingkatkan lagi, sumber daya manusia yang kurang memadai baik dari segi jumlah maupun kemampuan, kemudian responsivitas pada kantor Badan Penanggulangan Bencana Daerah kota Palu masih perlu diperhatikan terkait dari beberapa program yang dijalankan belum sesuai dengan harapan masyarakat.

Abstract

The aim of this research is to clearly understand the implementation of general guidelines for the formation of disaster resilient villages/subdistricts in Sigi Regency. The results of the research show that the implementation of general guidelines for the formation of disaster resilient villages/subdistricts in Sigi Regency. It is quite good, it can be seen from the fulfillment of aspects of policy standards and targets, communication between organizations that is quite good and social, political and economic conditions that support it well. Furthermore, the implementing resources are still not sufficiently well met in carrying out the disaster resilient village program both in quantity and quality, the pattern of division of work has not been implemented optimally and the attitude of the implementers in carrying out their duties and responsibilities has not been implemented well, only a few individuals are active in building collaborative relationships with external parties in a collaborative manner, all departments should contribute actively in accordance with their main duties and functions in realizing the formation of disaster resilient villages in the Sigi Regency area in accordance with the mandate of the law.

Abstract

. This research aims to describe and explain the implementation of the SPM policy in Diabetes Mellitus (DM) health services at the Birobuli Community Health Center. This research method is a qualitative descriptive research method and data collection techniques are by means of observation, interviews and documentation. This research was conducted at the Birobuli Community Health Center using a purposive selection and selection technique for informants as many as 6 (six) people. This research uses aspects used by Donald Van Meter and Carl Van Horn, namely: 1. Policy Standards and Targets 2. Resources 3. Characteristics of Implementing Organizations 4. Communication between Implementing Organizations 5. Attitudes of Implementers 6. Social, Economic and Environmental Environments Political. Based on the results of research and discussion, standard variables and SPM policy targets for DM sufferers at the Bureaubuli Community Health Center still reached 80.13%, this figure has not yet reached the target set in Minister of Health Regulation No. 4 of 2019 because it is still hampered by the stages of data collection activities and early detection of DM sufferers. . Resource variables that do not fully support the implementation of the Diabetes Mellitus Health SPM at the Bureaubuli Community Health Center are also a factor in achieving the Health SPM target that has not reached 100%, such as human, financial and infrastructure resources that are still insufficient. The variable characteristics of implementing agents are related to the bureaucratic structure, norms and relationship patterns that are formed between policy implementers and have run well and in accordance with SOPs. Communication variables between implementers in implementing SPM policies for diabetes mellitus sufferers do not experience obstacles. The communication variable between implementers at the community health center is carried out directly because they are still in the same work area, while communication with implementers in the community is also carried out well and is supported by the use of online communication. The attitude/tendency variable of policy implementers such as the Health Service and the Bureaubuli Community Health Center gave a good response with the existence of a clear policy governing how to implement Diabetes Mellitus services in accordance with SPM Health standards. Economic, social and political environmental variables still have obstacles regarding all funding for SPM which must be accommodated with SPM. This means that in planning the Palu City regional budget, the SPM must be taken into account first in the budget planning. Apart from that, the economic capacity of the people of Palu City is also a supporting factor in the success of the Diabetes Mellitus Health SPM. Apart from that, political support is still lacking in perceived benefits in supporting DM health services that are in accordance with the SPM. The general conclusion is that the implementation of the Minimum Service Standards (SPM) policy in the Diabetes Mellitus (DM) Health Service at the Birobuli Health Center has not gone well.

Abstract

This study aims to find out and analyze how the implementation of the regional revenue and expenditure budget discussion policy at the Palu City Regional People's Representative Council. This research is a qualitative study with descriptive methods and an indukative approach that uses the policy implementation model from Charles O. Jones by paying attention to 3 (three) indicators, namely organization, interpretation and implementation. In collecting data, researchers used data collection techniques by means of observation, interviews and documentation, while data analysis techniques by condensing data and presenting it in the form of narrative text so that final conclusions can then be drawn in this research. Through this research it can be concluded that the implementation of the policy of discussing the regional budget revenue and expenditure at the Regional People's Representative Council of Palu City has been running in accordance with the provisions in the applicable laws and regulations both from the stages and schedules given but the discussion still seems rushed because it is always at the end of the time regulated in the provisions so that the discussion is still not optimal.

Abstract

The Sigi Regency Government issued the Sigi Regent's PERDA Number 10 of 2017 concerning Management of Education Implementation which contains accreditation policies for PAUD units. However, the accreditation achievement of PAUD units in Sigi district from 2017-2022 is only at 29%, the second lowest position of 13 districts/cities in Central Sulawesi. The aim of this research is to describe and analyze what causes low accreditation achievements in Sigi Regency and how to implement the PAUD unit accreditation policy in Sigi Regency in 2017-2022. The method used in this research is a qualitative descriptive method using the Van Meter and Van Horn (1975) policy model implementation approach. The research results show that the implementation of the PAUD unit accreditation policy in Sigi district has not been effective. Based on the results of a study using the 6 aspects of the Van Meter and Van Horn (1975) model, it was found that the standard and policy target aspects were not good, the policy targets only reached 29%, the resource aspect was not good due to the lack of budget for PAUD units and the ability of educational staff. which is still not good, aspects of communication between organizations and activities of implementers are not good due to policies not being conveyed to targets, aspects of the character of implementing agents are not good due to the attitude of implementers who tend to be passive in implementing policies, socio-economic aspects and are not good due to low motivation of targets to following the program policy, the budget, and the low response from the political elite, the disposition aspect is not good because the implementers are not aware of the existence of the accreditation policy.

Abstract

Hypertension is a chronic medical condition in which arterial blood pressure increases, causing the heart to work harder. At Puskesmas Mabelopura, hypertension has not yet reached the Minimum Service Standard (MSS) target with an achievement of only 68.61% of the 95% target. This study evaluated the SPM policy on hypertension services at the Mabelopura Health Center using a descriptive qualitative method with informants from Key Informants and Triangulated Informants. The results showed that the implementation of SPM Hypertension only reached 68.61% of the 95% target, indicating that the target has not been achieved. Health services are in accordance with SPM standards but not optimal, due to differences in central target data with Puskesmas data and limited human resources. The low number of community visits for hypertension screening, due to the community's lack of perceived importance of routine control, was also a major factor. This study concluded that to achieve SPM targets, intensive efforts are needed from Puskesmas Mabelopura and the Health Office of Palu City to establish better communication with Pusdasten and increase community awareness of the importance of routine check-ups. Thus, it is expected that Puskesmas Mabelopura can be more effective in achieving SPM targets and improving the quality of life of people with hypertension in the area.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh atau hubungan kebijakan manajemen terhadap kinerja pegawai di Kantor Camat Marawola Barat. Penelitian ini menggunakan pendekatan kuantitatif yang bersifat positivistik yang merupakan landasan filsafah positivisme, filsafah positivisme melihat sebuah realita, gejala atau fenomena merupakan hal yang dapat diklarifikasi, kongkrit, teramati, terukur, relativ tetap dan terdapat hubungan sebab akibat. Penelitian menggunakan 20 orang responden (pegawai kantor pertanahan donggala) yang diambil menggunakan sensus (sampling jenuh). Penelitian menggunakan 1 variabel independent (Kebijakan Manajemen) dan variabel dependen (Kinerja Pegawai) menggunakan referensi dari Skinner (Kebijakan Manajemen) dan Dwiyanto (Kinerja Pegawai). Menggunakan Teknik pengumpulan data berupa koesioner (wawancara) kepada responden yang hasilnya ditabulasi secara kuantitatif. Hasil penelitian menunjukkan bahwa kebijakan manajemen berpengaruh/hubungan signifikan terhadap kinerja pegawai di Camat Marawola Barat
