Abstract

This research analyzes the constraints and challenges faced by the House of Representatives (DPR) in following up on the Constitutional Court's decision No. 90/PUU-XXI/2023, with a focus on political and administrative aspects. Through an in-depth study, this research identifies various obstacles, such as differences of opinion among factions, the influence of political coalitions, and external pressures from the public and urgent national issues. Furthermore, this research highlights the complexity of bureaucracy and the limitations of human resources that affect the effectiveness of the legislative process. To address these challenges, this study recommends strategies for improving the quality of human resources and strengthening bureaucratic processes through the restructuring of procedures and the application of technology. The findings of this research are expected to provide valuable insights for the DPR in enhancing accountability and responsiveness to the needs of the public

Abstract

Micro, small and medium enterprises (MSMEs) have a strategic role in national economic development, in addition to playing a role in economic growth and labor absorption. The goal to be achieved in this study is to find out and analyze the superior performance of MSMEs (MSME Excellent Performance) by implementing Training through Work Creativity. This research is a quantitative research that examines scientifically and systematically the parts, phenomena and relationships between variables. The results of this study have significant implications for human resource development strategies and improving organizational performance, especially in the context of small and medium enterprises (MSMEs/SMEs). The findings show that training plays an important role in increasing work creativity (WCR), which directly affects the superior performance of MSMEs (SEPs). Referring to the formulation of the problem, the conclusion of this study is: training, which is good, has a significant influence in increasing Work Creativity significantly, but does not significantly contribute to improving the Superior Performance of MSMEs/SMEs's EXcellent Performance directly. Thus, this study proves that good Work Creativity is proven to be a good mediator and is able to increase the influence of training, coaching, and mentoring on the Superior Performance of MSMEs / SME's EXcellent Performance.

Abstract

After the New Order, Indonesia's electoral system underwent various changes to achieve governability, which is effective governance. So the performance of KPU employees plays an important role in ensuring the implementation of elections that are smooth and free from technical dynamics. However, in the 2019 General Election, the performance of the Cimahi City KPUD Secretariat faced a number of problems, such as ineffective coordination, information delays, inadequate complaint handling, resource shortages, administrative errors, and lack of technical assistance. This affected the smooth running and public trust in the electoral process. This study aims to analyze the influence of leadership style, motivation, work discipline, and the quality of human resources on the performance of Cimahi City KPUD employees, both partially and together. The study used an explanatory quantitative approach with regression analysis method. The research sample consisted of 195 respondents selected using proportionate stratified random sampling. Data collection was done through documentation, Likert scale-based questionnaires, and literature study. Data analysis includes validity, reliability, simple and multiple linear regression tests, as well as F and T tests. The results showed a positive and significant influence of leadership style variables (65.1%), work motivation (65.1%), work discipline (58.4%), and quality of human resources (76.4%) on employee performance. Together, the four variables have an influence of 83.9% on the performance of Cimahi City KPUD employees. This study emphasizes the importance of improving the quality of leadership, motivation, work discipline, and human resources to support the implementation of better elections.

Abstract

Researchers are interested in conducting research on the effectiveness of ATCS use policies in improving the smoothess and safety pf traffic in Banjarbaru City, because ATCS is a policy implemented by the Banjarbaru City government to reduce the level of congestion and also a form of public service in the traffic sector. This research was conducted with the aim of evaluating the effectiveness of ATCS use polocies in overcoming traffic problems in Banjarbaru City. The research uses qualitative research methods using interviews, observation and documentation to collect problem data based on facts. The research results show that the implementation of ATCS in Banjarbaru City has shown positive results in reducing congestion. With the ability to manage traffic dynamically, this system can adjust the timing of green and red lights based on the volume of passing vehicles. This is very important, especially during rush hour, where traffic tends to by heavy.

Abstract

Educational diplomacy has become an important element in international relations, especially in the era of globalization and technological revolution. This research aims to explore the role of United Arab Emirates (UAE) soft power in education diplomacy in Indonesia, particularly in the context of technology transfer and innovation. Using a descriptive-analytical qualitative approach, this research examines the dynamics of bilateral relations between the UAE and Indonesia, through technology-based education initiatives, such as the Alef Education platform. The results show that the United Arab Emirates has utilized various tools in education diplomacy, including technology transfer in Indonesia through Alef Education, proven to improve accessibility and quality of learning in Indonesia. However, the research also found challenges, including cultural differences, regulatory barriers, and limited technology-based education infrastructure, as well as program synergies with the national curriculum to support the sustainability of these programs. This research provides a deep insight into how the UAE's education diplomacy becomes a strategic tool in strengthening bilateral relations and creating long-term impact for Indonesia's education sector. The implications of this research can help identify opportunities for further cooperation in the field of education technology and innovation

Abstract

The transportation sector plays a vital role in supporting urban residents' daily activities and improving their quality of life. It encompasses two critical components: facilitating movement and physically relocating goods and passengers from one place to another. Public transportation systems are essential for enhancing urban mobility, reducing traffic congestion, and promoting environmental sustainability. This study focuses on analyzing the condition and service quality of the public transportation system operated under the Buy The Service (BTS) scheme on the Gresik-Lamongan route. The research employs a mixed-methods approach, combining primary data gathered through questionnaires distributed to passengers and field observations with secondary data obtained from the East Java Provincial Transportation Office, Gresik Regency Transportation Office, and Lamongan Regency Transportation Office. Using the Importance Performance Analysis (IPA) method, this study evaluates key service attributes to identify gaps between passenger expectations and actual service delivery. The findings reveal that the Transjatim Corridor IV route serves a 53-kilometer journey with an estimated travel time of 1 hour and 40 minutes. It operates with 14 buses and 1 spare fleet and is equipped with safety features such as seat belts, fire extinguishers, and glass-breaking hammers. The service is popular among various demographics, including students, workers, and tourists, due to its affordability, comfort, and strategic connectivity. However, certain service indicators, such as fleet availability, punctuality, and cleanliness, require improvements to better meet passenger expectations. This research highlights the importance of continuous evaluation and enhancement of public transportation services to achieve optimal satisfaction and operational efficiency. The results provide valuable insights for policymakers and transportation operators in designing strategies to improve the quality of mass transit services, ensuring they are safe, efficient, and accessible to all user groups.

Abstract

The evaluation of traffic light effectiveness is critical for optimizing road performance and minimizing congestion, particularly in high-traffic areas such as the overpass segment of Sidodadi Road, Candi District, Sidoarjo Regency. This study analyzes the performance of traffic lights in regulating vehicle flow at intersections and proposes improvements to enhance traffic efficiency and safety. Using the Indonesian Highway Capacity Manual (MKJI) 1997 as the analytical framework, this research examines traffic volume, degree of saturation, delays, and service levels under current traffic light configurations. Data were collected through traffic volume surveys during peak hours and included vehicle composition, intersection geometry, and traffic light cycle timing. The analysis revealed significant congestion during morning and evening peak hours, with a degree of saturation exceeding the recommended threshold. The delays and service levels indicated suboptimal performance, necessitating adjustments to traffic light timing and phase configurations. The study proposes two key alternatives to address these issues: short-term adjustments to traffic light cycles to accommodate peak-hour traffic and long-term solutions involving the redesign of intersection geometry and the implementation of adaptive traffic control systems. These recommendations aim to balance traffic flow, reduce delays, and prevent potential deadlock scenarios. This research underscores the importance of periodic evaluations and the integration of advanced technologies such as real-time adaptive traffic systems to optimize road performance and support regional economic activities. The findings contribute valuable insights for policymakers and stakeholders in improving traffic management strategies in similar urban settings

Abstract

The construction of the Public Safety Center (PSC) building in Probolinggo District represents a significant government initiative aimed at enhancing health emergency response services. This project, like many others, encountered various challenges, particularly concerning cost, time, and quality management. To assess the project’s performance, this study applies the Earned Value Analysis (EVA) method, which is widely used for monitoring and controlling project performance. The key data used for this analysis includes the Actual Cost of Work Performed (ACWP), Budgeted Cost of Work Performed (BCWP), and Budgeted Cost of Work Scheduled (BCWS), which together provide a comprehensive overview of both cost and schedule performance. The study reveals several critical findings, including periods where the project faced significant budget and time overruns, as well as where performance was optimized. Based on these findings, strategic recommendations are proposed to improve project control and ensure that future PSC development projects are more effective and efficient. By providing actionable insights, this research aims to serve as a valuable reference for stakeholders involved in similar infrastructure projects, offering guidance on how to better manage and control cost and schedule, mitigate risks, and achieve desired project outcomes

Abstract

This study aims to analyze the sensitivity of investment feasibility in the construction of South Surabaya Regional General Hospital using investment evaluation methods, namely Net Present Value (NPV), Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), and Payback Period (PP). The study also evaluated the sensitivity of the investment to changes in the health service retribution tariff as well as operational management costs. Primary and secondary data were collected to analyze the investment cash flow, which includes the initial investment cost, operational expenses, and revenue from the health service tariff. The results of the analysis show that the investment is feasible with positive NPV parameters, IRR greater than the minimum rate of return, and an investment payback period that is faster than the planned period. Sensitivity analysis revealed that the management cost component and revenue from service tariffs are the main factors affecting investment feasibility. Additionally, the study emphasizes the importance of strategic tariff adjustments and operational efficiency in ensuring the project's sustainability. The results of this study can be a valuable reference for the Surabaya City Government in making evidence-based policies related to hospital tariff optimization schemes and cost management.

Abstract

This study was conducted to determine the Implementation of Collaborative Policy for Tourism Village Development in Bintan Regency, Riau Islands Province. Tourism has experienced a very rapid development so that the demand for varied tourist objects and destinations is getting higher, the presence of tourist villages is one of the answers to these needs. The role of the government and related stakeholders is becoming increasingly important in collaborating to respond to these developments. This research is designed descriptively - qualitatively. To see the Policy Implementation of Bintan Regent Regulation No. 31 of 2022 concerning tourist villages and villages, researchers used Ryan Nugroho's Policy Implementation Theory (2004: 159) and Emerson, Nabatchi and Ballough's Collaboration Theory (2012). This research was conducted in the tourist village of Bintan Regency, Riau Islands Province. The results showed that the implementation of the collaborative tourism village development policy in Bintan Regency has not been effective. This is due to the low proactivity of collaboration elements. To address this challenge, the research designed a collaboration model called the "POROS 1X-5Y in 5W-1H MODEL," which offers a systematic approach to improving the effectiveness of collaboration. Based on the findings, the implementation of collaboration policies still requires strengthening collaborative aspects in order to optimally support the development of tourist villages. The designed model is expected to be a strategic reference in the management and development of tourist villages in the future.
