Abstract

The several approaches used in Indonesia to determine the start of the Islamic month are not the only factor; Ulil Amri, the person in charge, is also an aspect to consider. The study of this is necessary since Ulil Amri is typically thought of as the head of state or the administration. Ulil Amri's commands are deemed to have been disintegrated when something differs from a result of the government's judgment. This article attempts to examine the history of the notion of Ulil Amri as it emerged from various Muslim groups and organizations in Indonesia. Literature reviews were used to gather data about the concept of Ulil Amri as it was perceived by classical academics as well as as it was understood by various Muslim groups and organizations in Indonesia. This study demonstrates that the idea of Ulil Amri, which Muslims in Indonesia claim as their own, originates from ancient fiqh literature that makes reference to the ulama and the government (hukkam). These two ideas are also discussed in relation to the type of Ulil Amri that Muslims in Indonesia own. Other versions, such as Murshid Tariqah (Sufi Master) and the Jamaat chief, are the outgrowth of both thoughts, nevertheless. The social, religious, and political contexts of Indonesia contributed to the development of the Ulil Amri type variety. In addition, the similarity of the methods and criteria used by the Muslim community, with those used by the government, also influenced the difference in the concept of Ulil Amri.

Abstract

Lokasari Mangga Besar itself is a place that is famous for its culinary and entertainment centers. However, the entertainment available at night is different entertainment from most of the entertainment that is popular with ordinary people and teenagers who are famous for sex tourism, such as pubs, discos, and so on. Sex tourism, such as prostitution and harmful entertainment, occurs at night in the Lokasari People's Entertainment Park (THR) area, which increases the atmosphere of life and crowds, especially at night. However, currently, in Indonesia, there is no legal basis or legislation that legalizes or covers sex tourism to this day. However, in reality, sex tourism exists in tourist areas, especially in the Mangga Besar area. Sex tourism in Mangga Besar itself has changed a lot since the pandemiccovid-19, which resulted in several shops in Lokasari closing due to the lack of visitors. They were also forced to make several innovations to market their services using existing technological developments from various applications. This research aims to obtain new information related to changes that have occurred with technological developments and their role in sex tourism at Lokasari Mangga Besar, West Jakarta. The research method that will be carried out uses a descriptive qualitative approach by collecting data through interviews and observation to obtain data information from sources in the local environment as primary data sources. The research results show that tourism marketing and operations in Mangga Besar itself vary from conventional methods to modern methods that utilize the benefits of technology. Most ways of working that use application technology have advantages in terms of income due to more efficient marketing and communication to reach more people, especially new people. The use of technology from various applications such as chat and Twitter has played quite an important role in marketing and offering services in this area.

The decline in mangrove forest land has resulted in an increase in carbon in Indonesia and the loss of habitat for various types of marine biota and natural resources. Therefore, mangrove ecotourism is one way that can have a positive impact on protecting and preserving the environment and can improve the economy of the surrounding community. One of the potentials for mangrove ecotourism that can be developed is located at KSS Beach, Tangerang Regency. This research uses qualitative research by conducting observations, interviews and distributing questionnaires to the public and visitors at KSS beach. KSS Beach fulfills four elements in ecotourism, namely the element of education, the element of understanding, the element of conservation of natural resources and the element of increasing local community income, namely having mangrove forest exploration activities, mangrove education and mangrove planting. KSS Beach has three types of mangroves, namely Avicenniaceae, Rhizophoraceae, and Sonneratiaceae which can be a processed mangrove product that has sales value among the community. Therefore, KSS Beach requires further development and assistance from the government so that it can become a mangrove ecotourism that is widely known by the community.
