Abstract

This study aims to measure the significant influence of civil servants’ digital competence, ICT infrastructure, and digital leadership on the successful implementation of the Electronic-Based Government System (SPBE) in local governments. The research focuses on analyzing the determinants of SPBE success using the theoretical frameworks of the Technology-Organization-Environment (TOE) and Technology Acceptance Model (TAM). Data were collected through structured questionnaires administered to 420 civil servants across 35 local governments and analyzed quantitatively using Structural Equation Modeling (SEM). The results indicate that digital competence (β=0.28), ICT infrastructure (β=0.35), and digital leadership (β=0.31) have significant effects on SPBE implementation success. Budget allocation serves as a strengthening moderator of competence, while regulation remains ineffective. The novelty of this study lies in integrating the TOE and TAM frameworks simultaneously within the regional SPBE context in Indonesia, as well as incorporating budget and regulation as moderating variables that have received limited attention in previous research. The findings highlight the importance of synergy among civil servants’ digital competence, adequate ICT infrastructure, and digital leadership in enhancing the success of electronic-based bureaucratic transformation.

Abstract

The revitalization of Sentul Market in Yogyakarta, which began in 2023, has changed the social and economic conditions of both traders and buyers. This study aims to determine the impact of the revitalization on the economic conditions of traders and changes in social relations at Sentul Market. This research method used a qualitative approach, with in-depth interviews with eleven informants: six traders and five buyers, as well as direct observation and analysis of relevant documents. The results of this study indicate that although the revitalization provided improvements to physical facilities and a more comfortable market environment, these changes hurt traders due to increased operational costs and a decrease in the number of buyers. Furthermore, the more modern market design reduced the social interactions that previously occurred in traditional markets. Therefore, this study concludes that the revitalization process needs to consider the socio-economic aspects of the market community through appropriate business support, operational cost management, and active participation of traders in the policy planning process.

Abstract

This research analyzes the "Halo Dek" phenomenon on TikTok as a digital communication practice that reflects power relations, gender ideology, and the dynamics of popular culture in Indonesia. This simple greeting, when used by TNI and Polri officers to get acquainted with women, experienced a shift in meaning to become a symbol of flirtatious behavior and a representation of excessive masculinity. Using a qualitative approach using Norman Fairclough's Critical Discourse Analysis method, this research examines three dimensions of analysis: text, discourse practice, and social practice. Data was obtained from videos, screenshots of conversations, and public comments on the theme "Halo Dek" which were selected through purposive sampling. The research results show that the phrase "Halo Dek" functions as an arena for a battle of meaning between the language of domination and resistance, where the public—especially women—uses humor, irony, and virality as a strategy to criticize patriarchal communicative behavior. In conclusion, this phenomenon reflects a shift in symbolic relations between the state and citizens, as well as the emergence of a form of linguistic emancipation that shows women's ability to seize control of the narrative and redefine communication ethics in the digital space.

Abstract

Marketing communication is understood as a systematic process carried out by business actors to convey messages and brand values to consumers through various communication channels. This activity aims to build understanding, attract attention, and create sustainable relationships with consumers so that a positive brand perception can be formed. This research aims to examine the  application of the  marketing communication mix in building the Brand Image of Own Café in Kotabumi. The research employs a qualitative approach using in-depth interviews, observation, and documentation as data collection techniques. The research informants consist of the owner of Own Café as the key informant and 3 customers as supporting informants. The results indicate that Own Café implements elements of the marketing communication mix, including advertising through Instagram, sales promotion through affordable pricing, public relations through friendly service and a first anniversary event, personal selling through direct interactions, and digital-based direct marketing through GrabFood. These practices contribute to shaping Own Café’s brand image as a café with a classic concept, comfortable atmosphere, friendly service, and affordable prices.
