Abstract

The rise of China that goes along with strategic shifts around the Indian and the Pacific Ocean has started a new stage of major power contestation recently. ASEAN which acts as a host in Southeast Asia has certain stands to deal with the challenges and opportunities presented by the competition. On the other hand, the US Government with its global interests will never ever allow this region to fall into China’s influence. Simultaneously, both ASEAN and the US have the same approach in this situation to utilize the framework of Indo-Pacific cooperation that is definitively open to any explication in order to gain advantages resulted from the global interaction over the region. Nevertheless, their perceptions on the matter of defining the cooperative framework of Indo-Pacific are apparently diverse. Hence, this paper attempts to analyze the rationale of ASEAN and the US development of the Indo-Pacific cooperative concept based on their respective strategic assessment. This paper argues that the distinctive interests and insight of threats from ASEAN and the US toward the rise of China as well as major power contestation in the region are being the two main factors in their different perceptions on the concept of Indo-Pacific cooperative framework.

Abstract

Many scholars believe that every religion has its peaceful interpretation as well as violent practices. Yet, this article elaborates more on the Islamic radical movements in Indonesia, particularly on the questions of what factors have triggered them to conduct such violence, how they linked each other and what action should be taken by the Indonesian government to counter-terrorism. To answer the question, the paper will focus on the ideology part and organization network of Darul Islam (DI) and Jemaah Islamiyah (JI), which shared similar ideology, network and methods of recruitment. Authors argue that ideology and organization become vital elements for DI and JI, in which the government, coupled with all stakeholders, should pay more attention if they want to eradicate violence in the name of religion. Although there is “no prescription fits all” in eradicating terrorism, the ability to understand the root causes and organization network of terrorism in Indonesia will help the government and all stakeholders to establish a proper strategy. Key words: Counter-terrorism, salafi jihadism, Darul Islam, Jemaah Islamiyah Abstrak Banyak pengamat percaya bahwa setiap agama mengandung interpretasi damai sekaligus juga tindak kekerasan. Namun, artikel ini akan mengulas lebih banyak tentang gerakan radikal Islam di Indonesia, terutama yang terkait dengan faktor-faktor apa saja yang mendorong mereka melakukan aksi kekerasan, bagaimana kelompok-kelompok tersebut saling memiliki keterkaitan dan tindakan apa yang perlu diambil oleh pemerintah Indonesia dalam melakukan kontra-terorisme. Untuk menjawab pertanyaan tersebut, paper ini akan menjelaskan ideologi dan jaringan organisasi dari Darul Islam (DI) dan Jemaah Islamiyah (JI), di mana keduanya memiliki kemiripan termasuk juga dalam metode rekrutmen. Penulis berpendapat bahwa ideologi dan organisasi merupakan elemen penting bagi DI dan JI. Oleh karena itu, pemerintah dan seluruh elemen masyarakat harus memperhatikan hal ini jika ingin memberantas kekerasan atas nama agama. Walaupun tidak ada “resep ampuh” yang dapat mengatasi terorisme, kemampuan untuk memahami akar permasalahan dan jaringan organisasi kelompok terorisme di Indonesia akan membantu pemerintah dan seluruh elemen masyarakat untuk menyusun strategi yang tepat. Abstract

The traditional elite in the 2017 Buru Regency Head Election has a strategic position for the survival of democracy for five years. The influence and power they have is the key in the democratic process of the 2017 Pilkada won by the couple Ramli Umasagi and Amustofa Besan (RAMA). This study seeks to understand the existence of local elites on Buru Island and their role in the 2019 Regent Election. using the elite theoretical framework proposed by Mosca, Pareto and Keller synthesized with the theory of political participation formulated by Mirriam Budiarjo, Samuek Huntingting and Joan Nelson. This study finds that in the Buru Island community, the local elite has been stratified in structure; Mat Gugul, Hinolog and Soa. The figures in this elite not only play a role in social, cultural and economic functions, but also have an increasing significant political role During the reformation period. Second, In the 2017 Pilkada, these elites have carried out intense participation, among others, in conducting political socialization, being the Pilkada committee, mobilizing lower-level so that the community participates in politics and not abstaining, Resolving conflicts if they occur and providing political support to RAMA candidates. whose triumphed in this election. This research strengthens theories about the role of local elites or non-governing elites in the political process. Abstract

The Government of Sudan hastened to handle refugees when a mass influx of Tigrayan refugees swarmed the Ethiopian-Sudanese border in late 2020. Political rivalry between the TPLF (Tigray People’s Liberation Front) and the coalition led by Ethiopian PM Abiy Ahmed's newly formed political coalition Prosperity Party/Paartii Badhaadhiina reached an all-time high when Federal Government decided to halt the financial aid planned for Tigray and formally reject regional election results held by Tigray earlier in September 2020; PM Abiy Ahmed condemned it as an illegal election carried out without Federal Government’s approval. In countermeasure, TPLF stormed the Ethiopian Defense Force regional base headquartered in Tigray capital, Mekelle, An action that provoked PM Abiy Ahmed's intentions to crush the TPLF once and for all. The military coalition consisted of Ethiopian Defense Force, Amhara Milita the Liyu Hayl, and Eritrean forces attacked Tigray from two consecutive fronts, forcing the civilians to flee their homes west into the Ethiopian-Sudanese border, begging for asylum from the Sudanese Government. This study aims to answer the roles and responsibilities carried out by the Sudanese Government in handling the Ethiopian refugees sheltered in the states of Kassala, Gedaref, and Blue Nile during the Tigray crisis. Using Kayongo-Male’s African Refugee Migration research model, the authors find the eagerness shown by the Sudanese Government to handle the Ethiopian refugees, the difficulties of rehabilitating the infrastructure, and the passive role of the African Union in mediating the conflict between the TPLF and Federal Ethiopian Government.

Abstract

This research seeks to understand the law enforment policy made by the government of Indonesia on the counter terrorism(CT) particularly during the reformasi era. The law enforcement consists of detention, interrogation, investigation, tribunal and imprisonment.This research uses qualitative approach with the collection of secondary data in terms of document analysis and the employment of policy making and law enforcement as theoretical framework. This paper come to the conclusion that,in fact, the government of Indonesia has enacted legal frame works in terms of laws, and other ministe- rial decrees which serve as the foundation in the law enforcement of counter terrorism.International community has praised Indonesia for its success in the detention, interrogation, investigation and tribunal measures. However, the implementation of law enforment in the CT still poses number of problems and challenges, comprising from legal foundation and other law enforcement measures. The Indonesian parliament in now undergoing the revision of the law hs been perceived as weak for CT strategies. Polri still conduct number of extra judicial killings and are perceived as jeopardizing Muslims.The imprisonment fail to impose the dera- dicalization of the terrorists, leading to their return to terrorist network and involvement in supporting ISIS.Keywords: policy, law enformnet, terorism, goal, challenge

Abstract

Indonesia's economic growth in 20221 shows a positive figure, namely 3.69% yoi. This growth experienced a significant increase compared to economic growth in 2020 which experienced a contraction at minus 2.07%. This economic growth certainly gives good hope for the growth and movement of the Indonesian economy in 2022. One of the strategies implemented by the Ministry of Investment/BKPM RI is the preparation of an Investment Opportunity Map that is ready to be offered to Investors. This program is State facilitation for investors to invest their capital by providing all the necessary information in the form of a pre-financial study (pre-FS). The research aims to describe the effectiveness of the program for compiling investment opportunity maps in supporting the achievement of investment realization in Indonesia at the Ministry of Investment/BKPM RI. The method used is descriptive with a qualitative approach, the output of which is the publication of the ISSN national journal OJS and national seminars. The results of this study indicate that the PPI program is effective in increasing investment realization in Indonesia. The seven indicators consisting of Clarity of Goals to be Achieved, Clarity of Strategy for Achievement of Goals, Steady Policy Analysis and Formulation Process, Mature Planning, Proper Programming, Availability of Facilities and Infrastructure, Educational Monitoring and Control System all show a high level of effectiveness.

Abstract

In Indonesia, there are a number of foundations which were established by the ex-terrorist inmates as a new community towards peace and a way of empowerment for the ex-terrorist inmates. The involvement of ex-terrorist inmates in disengagement strategy in Indonesia has also raised pro(s) and con(s). This research aims to explore the involvement of ex-terrorist inmates in disengagement strategy in Indonesia. This kind of involvement is hoped to become a softer approach because it focuses more in using kinship method, in a way that it will be easier to gain trust, and the people have the same experience and background in terrorism. The methodology used in this research is a qualitative with interview technique. This research found that the phenomenon of the arousal of new communities towards peace which was established by ex-terrorist inmates and combatants is a positive thing as a new medium for those inmates and other inmates who has the desire to come and disengage from violence. However, this kind of phenomenon has to be guided, guarded and controlled by the government in order to keep it in line with the true purpose of deradicalization and counter strategy of terrorism in Indonesia.

Abstract

South Korea is one of the countries in the Asian region that has successfully implemented cultural diplomacy as a tool to achieve its country's interests. Apart from using music and film media, the Korean Wave is also able to spread through the Korean Beauty (K-Beauty) trend. K-Beauty is a natural facial skin beauty trend from South Korea. Korean Wave has succeeded in bringing K-Beauty to become increasingly famous in Indonesia and has also become a variety of cosmetic product choices for Indonesian women in choosing skin care and cosmetic products. Korean Wave has succeeded in making K-Beauty products a trend in the Indonesian cosmetics market by involving South Korean artists as Brand Ambassadors. The aim of this research is to determine the influence of the Korean Wave as South Korea's cultural diplomacy on the achievement of South Korea's state image in the field of Indonesian cosmetics. This research uses a qualitative approach to produce descriptive data. This research method uses documentation originating from digital repositories and official documents. The theories and concepts used in this research are the theories of neoliberalism, complex interdependence, soft diplomacy and cultural diplomacy. The research results show that the Korean Wave was formed as a South Korean Soft Power instrument which is based on popular culture, then exported to various countries in the form of cultural products, one of which is K-Beauty which can later be enjoyed by the wider community in various countries

Abstract

The relationship between Indonesia and France in the context of defense has experienced significant growth, particularly in terms of military and defense industry cooperation. The primary focus of defense diplomacy between Indonesia and France includes the procurement of defense equipment, technology transfer, joint military exercises, and the development of regional defense capabilities. This study aims to analyze the role of defense diplomacy between Indonesia and France. The theories applied in this research are Defense Diplomacy and National Interest. The research employs a qualitative approach, utilizing data collection techniques such as interviews with key informants and literature studies derived from books, journals, government documents, and online media. The conclusions indicate that defense diplomacy between Indonesia and France during this period has successfully fostered closer and more strategic bilateral relations, although there remains room for further development in the future.

Abstract

This study critically evaluates the relationship between Indonesia and China from 2014 to 2023, a period marked by significant geopolitical shifts and economic collaborations. The research examines the multifaceted nature of this bilateral relationship, encompassing economic partnerships, strategic challenges, and regional dynamics. Particular attention is given to China's Belt and Road Initiative and its impact on Indonesia, as well as the complexities surrounding territorial disputes in the South China Sea. The study highlights Indonesia's efforts to balance economic opportunities with national interests, emphasizing its careful diplomatic approach and strategic positioning in Southeast Asia. This analysis provides insights into the evolving nature of Indonesia-China relations and their implications for regional stability and Indonesia's long-term development prospects.
