Abstract

Penerapan UU No. 6 Tahun 2014 tentang Desa diharapkan tidak mematikan eksistensiDesa Adat. Struktur kepengurusan desa adat di Bali intinya terdiri dari Bendesa Adat atauKelihan Adat dan Kelihan Banjar Adat dan semua para pembantunya disebut sebagai PrajuruKata “juru” dalam bahasa Bali artinya “tukang” atau “petugas”.Tata cara pemilihan Prajuru Desa Adat sesuai ketentuan awig-awig Desa Adat tidak selalu seragamantara Desa Adat satu dengan yang lainnya. Pada umumnya, pemilihan prajuru desa adatmelalui sangkepan (rapat) desa yang diselenggarakan khusus untuk itu. Bagi desa adat yangwarganya sedikit, pemilihan dilakukan secara langsung dengan menyebutkan nama-nama calonyang diajukan, kemudian diminta persetujuan dari peserta sangkepan. Bagi desa yang terdiri daribeberapa banjar, pemilihan biasanya dilakukan melalui sangkepan para kelihan banjar dan padasangkepan itu para kelihan banjar menyampaikan nama-nama calon yang diajukan oleh banjarnyamasing-masing, jika memang ada. Apabila telah diperoleh kata sepakat tentang nama-namayang dicalonkan, susunan prajuru dan pembagian tugasnya, maka pada hari sangkepan itujuga para calon terpilih disahkan sebagai Prajuru Desa Adat.Adapun nama-nama jabatan dalam Prajuru Desa Adat, pada umumnya terdiri dari BendesaAdat/Kelihan Desa Adat sebagai pimpinan tertinggi, Penyarikan (Sekretaris), Petengen (Bendahara),Kesinoman (Juru Arah) dan pada anggota prajuru lainnya yang diadakan menurut kebutuhandesa dan diberikan nama menurut kebiasaan di desa adat bersangkutan. Fungsi utama DesaAdat adalah memelihara, menegakkan dan memupuk adat-istiadat yang diterima secara turuntemurun di desa adat itu sendiri.

Abstract

The palace as a traditional cultural heritage of Indonesia experiences cultural tensionalong with the occurrence of modernity in Indonesia. Modernization has marginalized the role andfunction of the Palace as the center of traditional power. Conversely, efforts to build the existence ofthe Palace can be questioned about its relevance or merely cultural romance. For this reason, thisstudy examines three main problems. First, why does the Keraton preserve the Keraton Culture inIndonesia? Second, how are the forms of preservation of Keraton Culture in Indonesia? Third, whatare the implications of the Keraton Cultural Preservation in Indonesia? These three problems areexamined with three theories, namely the theory of social change, cultural adaptation, and geneticstructuralism. The research method used is qualitative research with three data collection techniques,namely observation, interviews, and document studies. Data were analyzed with descriptiveinterpretativetechniques through three stages, namely data reduction, data presentation, and drawingconclusions. The results show that the reasons underlying the preservation of the Keraton Culture in Indonesia include rebuilding the existence of the Palace, maintaining the status quo, structuraldifferentiation, and the charm of modern life. The forms of preservation of Keraton Culture include(1) passive preservation, namely the construction of the physical structure of Keratondan andmaintaining the attributes of royal identity; (2) active preservation, i.e. optimizing capital owned bythe Palace with specific patterns and specific goals in the structure of modern society; and (3)Keraton network preservation, namely strengthening collegial collective systems and networkexpansion. Implications of Keraton Cultural Preservation in social life include reformulation ofsocial relations and shifting the patron-client system. The implication in cultural life is in the form ofstrengthening Keratonsas cultural heritage and strengthening Keratonsas the center of culturaldevelopment.

Abstract

In the era of globalization and amid the increasing quantity of tourism in Bali,it often creates a variety of new problems that require an increase in the quality of servicesand legal protection for every tourist. The local governments together with related stakeholderswho are involved in tourism activities are required to work hard to always improvelegal protection for every tourist so that Balinese cultural tourism programmed by the governmentTogether with the community can run sustainably.After the enactment of Bali Province Regional Regulation No.2 of 2012 is a legal aspectof the organizer of power to achieve that goal. The organizer of the said power consists ofinstruments of power or equipment of the state as elements of government administrationfrom the center to the regions. The administration of government is deemed to be alwaysdynamic or moving (de staat in bweging). Elements of the organizers of power in the regions,especially in exercising power related to Balinese cultural tourism. This implementationis carried out through officials who are given the authority to organize government inthe region. It is also given to take action to protect tourists visiting each tourism destination.Legal protection must be carried out in an equitable manner and provide welfare forevery tourist. This is the basis for the issuance of Bali Province Regional Regulation No.2of 2012 concerning Bali Cultural Tourism. The establishment of this Bali regulation is theexistence of legal protection in the form of certainty and guarantee of tourist welfare andobtaining a sense of security and comfort through a service quality.

Abstract

Balinese always preserve cultural traditions as the inheritance of their ancestors. Omed-omedan tradition is a unique and rare tradition since such tradition cannot be encountered in  other areas. Therefore, it  is  interesting to  be  discussed in a paper. This reseacrh was aimed at finding out: How is the process of implementa- tion of Omed-omedan tradition at Banjar Kaja Kelurahan Sesetan, South Denpasar Sub-District, Denpasar City?, What is the relationship between Omed-omedan tradi- tion and the series of Nyepi Holiday at Banjar Kaja Kelurahan Sesetan, South Den- pasar Sub-District Denpasar City? What is the meaning of Omed-omedan tradition  for the people at Banjar Kaja Kelurahan Sesetan, South Denpasar Sub-District, Den- pasar City? The theoretical bases applied in this research are 1). Culture, 2). Reli- gious systems, 3). Society. The results of the research show that the implementation of Omed-omedan Tradition must be conducted as it relates to Ida Bhatara Sesuhunan at in Banjar Kaja Sesetan temple. Omedomedan tradition is also an event of Masima Krama (visit and forgive each other) to welcome Caka New Year (Nyepi Holiday). The conclusions of this research are 1). Omed-omedan tradition is Purwa Dresta, namely a religious custom and it is not allowed if it is not conducted because if it is not conducted, it is believed it would lead to the undesirable things, 2). In its perfor- mance, Omed-omedan tradition is an event of Masima Krama in order to welcome Caka New Year, 3). The meaning of this Omed-omedan tradition is as a devotion to Ida Bhatara Sesuhunan, as by always conducting this tradition, the members of Ban- jar Kaja Sesetan are believed to always have His protection.

Abstract

This study aimed at analyzing indie music movement as an anti-reclamationmovement at Benoa Bay, Badung Regency, in 2013 – 2018. There were three problems analyzedin this study; the representation of indie music as a resistance practice towards Benoa Bayreclamation plan, the ideology behind the music as a resistance practice towards Benoa Bayreclamation plan, and the significance of the resistance practice towards Benoa Bay reclamationplan. This study applied qualitative method with interviews, document studies and observation astechniques of collecting data. The obtained data were analyzed by using the theories ofKnowledge Power, Practice and Semiotics.There were three conclusions drawn from the analysis. Firstly, in its movement ofrefusing reclamation plan at Benoa Bay, the indie music made efforts to represent people’saspirations through the lyrics of the songs performed in the anti-reclamation demonstrations.Through the articulation of the anti-reclamation message in music, the people felt that theiraspirations were represented in the music. Secondly, the ideology behind the anti-reclamation movement was environmental conservation ideology and culture. The lyrics of the songsarticulated that the reclamation would damage the environment and disrespectful to the Balineseculture. Thirdly, the significance of the indie music’s resistance practice was seen from theintense aspirations from the people to cancel Presidential Regulation 51 in 2014, so thatreclamation plan could be cancelled.

Abstract

This research is motivated by the problem Systems, procedures andcomplicated method makes the service process becomes longer. In addition, theprofessionalism of the unit of service personnel driving licenses on Polres Karangasemare still questionable performance, as well as facilities and inadequate infrastructurethat is part of the problem contained in the driving license offices onPolres Karangasem.The purpose of this study is to determine how much influence the system methodprocedures, personnel and infrastructure to the effectiveness of service license inthe office of the Polres Karangasem. The theory used is from Siagian (2009: 60)regarding the effectiveness of work includes time, precision, style and service whenthey give and factors that affect public services from Moenir (2016: 8) the systemof procedures and methods, personnel and infrastructure. The method used in thisresearch is quantitative by taking the total number of respondents was 100 people.The results showed that procedure systems factor methods, personnel and infrastructureare together effect on the effectiveness of driver’s license services at thePolres Karangasem and it is known that the personnel factor is the most influentialfactor on the effectiveness of driver’s license services at the Office of the PolresKarangasem.

Abstract

Balinese people still depend on economy on tourism sector. This could become big problems because during Covid-19 pandemic, tourists are still not allowed to to visit other countries, especially Indonesia.This research used three theories, namely Michel Foucalt’s Power and Knowledge Theory, Jacques Derrida’s Deconstruction Theory, and Antonio Gramsci’s Hegemony Theory. The big swirl of the Covid-19 pandemic gave impacts to the tourism industry, agriculture, and other macro and micro sectors in Bali. Many tourism attractions experienced a decrease. This situa- tion became a tourism discourse that was very interesting to be studied.The Bali public which was very crowded with tourists has turned into a silent place. However, this pandemic would end although they are not sure when, but the people in Bali have their own way to survive. Many of them sell food and do other business.The effect of the Covid-19 pandemic closes many hotels and restaurants, work termination and finally, this leads to the people’s economy. This situation is explored deeper outside the shining tourism, that the needs of new jobs, food security, and education access are needed by the Balinese behind the pandemic problems.

Abstract

Buleleng Regency is one of eight regencies in Bali that is known by foreign tourists as an attractive tourist destination, where the area has a variety of arts, culture and natural tour- ist attractions. Munduk Village has a variety of tourist attractions consisting of arts or culture and natural scenery, in the form of hills, rice fields, and waterfalls that are characteristic of the village. The concept of Tri Hita Karana is the basis for living the daily lives of local people in Munduk Village. Village tourism is a form of integration between attractions, accommodation and supporting facilities that are presented in a structure of community life that integrates with the prevailing procedures and traditions where tourists can stay in or close to the village to learn and enjoy life in the village.From the description of the background above, the formulation of the problem in this paper is: what is the role of tourism villages in the development of villages in Munduk Village, Banjar District, Buleleng Regency. The research method is done using interviews.Conclusions from the results of the study indicate that the role of the tourist village munduk in Munduk Village, Banjar Subdistrict, Buleleng Regency is as a source of income for the people in Munduk Village other than as farmers, considering the Munduk village area as a tourist vil- lage that is visited by many tourists which in turn can increase the income of the surrounding community. The suggestions that can be asked are: For the Munduk village government should be able to support tourism villages in Munduk by helping to provide funding facilities for devel- opment in order to develop. In addition, the community is given facilities for capital in order to build a business to support tourist villages in the village of Munduk, Banjar District, Buleleng Regency.

Abstract

Public services both at the central and regional levels still do not apply Ethical values due todiverse understanding, not supported by adequate policies, contrary to local cultural values, and nonbinding.For this reason, the government needs to establish a policy on public service ethics in anintegrated and more operational manner that is able to create an understanding of central and regionalgovernment officials regarding the form of Public Service Ethics policy and applies to officials directlyrelated to the community and does not apply to officials who are not directly related to society. Thegovernment needs to develop and socialize a strategy for developing operational and integrated PublicService Ethics that accommodates the content of local culture and involves all existing public servicestakeholders, both in government offices and in private institutions.
