Abstract

The marker of substitutional cohension can be found in three types: nominal,verbal, and clausal substitutional cohesion. The nominal substitutional cohension hastwo subtypes: personal and non-personal of nominal substitutional cohension. Meanwhile,the marker of ellipsis cohension differentiated into three types: nominal, verbal,and chaulsal ellipsis cohesion. The conjunctive cohension is differentiated into five typemarke: additive, adversative, temporal, continuative, and causal. The lexical cohensionis differentiated into four types: reiterative, synonimy, hyponimy, and colocative lexicalcohension.While in the coherence of comic discourse shows the existence of two systems of theforming coherence, namely coherence based on the cohesion systems, and the coherencebased on the situational aspects. The coherence based on the cohension system canbe differentiated into four types: equal, pposite, successive, situational aspects has twotypes, namely continuity step of situational coherence, and the explanation situasionalcoherence.

Abstract

Traffic jam is sosial problem in Kuta, Bali, Indonesia. The congestion problem has taken root in tourism destination . The causes are complex. The role of investors in governance in Kuta, Bali, Indonesia, was appointed in the form of writing about public discourse primarily about the implementation of public policy. This discussion and social research was made for business people in Kuta. Comprehensive handling is needed so   it is not only handled from one side only. The synergy of the government, private sector and investors is urgently needed in order to be able to provide guarantees for smoothness, certainty, comfort, affordability and better safety. This can only be achieved if the concept of planning is correct, actors are united, government policies support, high public obser- vance and strict enforcement of law enforcement. Continuity and integration between transportation modes is also a prerequisite for better quality levels. Thus, effectiveness and efficiency will be achieved which in turn will support efforts to overcome congestion and ultimately improve the welfare of the community. The face of traffic and public trans- portation is a reflection of Bali’s face as a world tourist destination.

Abstract

Politics is an activity in a system or State that involves the process of determining the purposeof the system. Political life in a country especially Indonesia is very complex. The appearanceof women in the political world has been going on from ancient times starting from the days of thekingdoms in the archipelago.The equality of women’s rights in various fields of life is an agenda in this day and age. Theachievements and skills shown by women have led to the notion that there are not many differencesbetween men. His achievements and skills can be seen from the role of women in political life inour country. Strength in the form of toughness, firmness as well as being a condition for becoming aleader.The burden and responsibility of a woman leader is greater than men’s responsibility, wherewomen play a dual role who also has responsibilities both housewives and other female responsibilities.Alignment between women and men is an effort that is not in vain if women try according to theirabilities, to be able to compete with men in accordance with their femininity. From this, many womenhave barriers to entering the political arena. Starting from a lack of awareness to participate in politics.To overcome the obstacles that women have in politics and must make efforts to increase women’sparticipation in the political arena by providing education from an early age, so that women canunderstand. The involvement of women in the political world is still very unbalanced, therefore men’spolicies are lacking in a gender perspective so that decisions often do not favor women, do not payattention to women and do not make women more developed.

Abstract

Organisasi kemasyarakatan yang terbentuk di Indonesia memiliki tujuan yangberbeda-beda sesuai dengan keinginan kelompok yang membentuknya. Dari sekian banyakorganisasi tersebut, terdapat pula organisasi yang dibentuk untuk tujuan meraih kekuasaan.Terdapatnya organisasi kemasyarakatan radikal yang sering melakukan kegiatan anarkisdi Indonesia telah membuat pemerintah Indonesia harus melakukan pengendalianberupa pembatasan-pembatasan, mulai dari pengendalian ijin kegiatan, tempat kegiatan,seperti yang diatur dalam UU No.17/2013 tentang organisasi kemasyarakatan.UU No.17/2013 tersebut ternyata belum mampu untuk mengatur keberadaan organisasikemasyarakatan secara komprehensif hingga keluarlah Peraturan Pemerintah PenggantiUndang-Undang nomor 2/2017 tentang Perubahan atas UU Nomor 17/2013.Pembatasan yang sudah dilakukan, sering kali tidak efektif untuk mengendalikan organisasikemasyarakatan karena tidak diimbangi oleh tindakan tegas berupa pembubaran.Pembubaran yang dimaksud dalam Undang-Undang tentang ormas pun tidak serta mertadapat membubarkan ideologi organisasi kemasyarakatan tersebut sehingga gerakan organisasitanpa nama atau tanpa bentuk (OTB) pun menjadi pilihannya dan mereka selaluberlindung di bawah Undang Undang Dasar 1945 pasal 28E ayat 3 yang menyatakansetiap orang berhak atas kebebasan berserikat, berkumpul dan mengeluarkan pendapat.Klausul inilah yang menyulitkan pemerintah dalam membubarkan organisasi kemasyarakatanyang berbahaya bagi bangsa dan negara. Sehingga solusi yang penulistawarkan dalam mengatur keberadaan organisasi kemasyarakatan di Indonesia adalahmelakukan amandemen UUD 1945 dengan menambahkan kewenangan pada lembagaMahkamah Konstitusi (MK) yang bukan saja diberikan untuk membubarkan PartaiPolitik tetapi diberikan pula kewenangan untuk membubarkan organisasi kemasyarakatanyang berbahaya bagi kelangsungan kehidupan berbangsa dan bernegara.

Abstract

The importance of maintaining local wisdom for Balinese people in order to facevarious negative impacts of social changes brought about by .Technology The symptom, whichis basically felt by the Balinese today, is the fundamental socio-cultural change. The accelerationof the information coming along with the wave of technology has been significantly experiencedby the Balinese, both at the level of the “surface structure” (the attitudes and the pattern of behavior) and at the level of the “deep structure” (the value system, the life view, the philosophy,and the belief). The change is due to the culture contacts between countries in which there aredialectic fight between the contemporary values and those of the traditional where one tries totake the domination of another. Here, the hegemony and the neoliberal views are possiblycoming and breaking all the aspects of life, including the values of the local culture ever obeyedfirmly by the Balinese society. This condition leads to a spit and uncertain values situationbecause the people give more attention and respect to the modern values and marginalizethe transcendental values. This is resulting in various violations of the moral values reflected bythe feature, the style, and the life pattern of the society to occur. Therefore, reinforcement andinheritance of Balineselocal wisdom have to be conducted intensively to the Balinese youngergeneration.

Abstract

The state civil apparatus (ASN) has a very important role in governmentimplementation of Republic of Indonesia. The main function of ASN is public policyexecution, public service, and adhesive and unifying nation. In the hand of ASN, theexecution of various government affairs was actually carried out.In order to implementation of the function is done effectively, there is code of ethicsmust be obeyed by the ASN. But in reality, there are still many violations of the ASNcode of ethics. The cause is it can be internal of external factors.While the elementsthat influencing the realization of ethics in the organization, according to MagnisSuseno are work environment and supervision/control.Considering the determinants of ASN role in implementing the state government,enforcement of ASN ethics is very important. By knowing the causes of ethical violationsby ASN and the elements that influencing the realization of ethics in theorganization, so that must be done to enforcing the ethics of ASN is, first, enforcingand establishing the corps spirit of ASN through a consistent and continuous coaching;second, controlling by the society and mass media over ASN behavior throughthe available channels; and third, enforcing the discipline and provide strict and clearsanctions for violating the code of ethics by the ASN.

Abstract

State / public management that is clean from corruption, collusion, nepotism, and management of state / public resources must be transparent, open, more than that every citizen is given access to participate in influencing the management of the way --- participation. Public agencies need to be monitored, for example by Transparency Inter- national for global coverage or Indonesian Corruption Watch for national coverage. Now we have known a lot of “watchdog dogs” like that, including those covering the district / city or even village / village. Good governance is thus synonymous with transparency and participation - democratic governance. This includes the rule of law (rechtsstaatlichkeit and Berechenbarkeit). In approximately 1990 or the late 1980s the World Bank conclud- ed, that anything and any “donations” disbursed to African countries (Sub-Saharan) must be exhausted without a trace. Just like water poured over a hot desert. This phenomenon is referred to by the World Bank as bad governance, meaning poor management (money, resources). This is euphemism for, especially if it’s not corruption.

Abstract

The budget policy made by the government in principle aims to fulfill the wishes of all levels of society. Budget processes and allocations must be oriented to the public interest. This implies that the budget preparation process should involve many par- ties ranging from planning to implementation. For this reason, it is expected that spending for the public interest gets a greater proportion than spending on the apparatus, because public spending is a government investment that is expected to improve people’s welfare. Participation of all people in regional budget politics is very necessary so that the region- al budget can be used optimally for the development of all the communities in the area. Realizing this participation is not an easy thing because there are still many members of the community who still consider the preparation of regional budgets only determined by officials of the ruling party. The community programs proposed in the Development Planning Consultation (Musrenbang) at the village level will sometimes disappear at the next level because they are not escorted by officials of the ruling party. This assumption is still developing in the community so that the desire to participate in regional budget poli- tics has decreased. This assumption must be eliminated in the midst of the community by all components of the government so that the people want to involve themselves in every process of the formulation of regional budget policies.Participatory of communities are needed in the process of governance and development. The United Nation Development Program (UNDP), an institution under the auspices of the United Nations which deals with the development of nations in the world, has even included community participation in one of the indicators or characteristics of good gov- ernance. This implies that the higher level of community participation in the governance and development process shows that the ruling government has carried out a good gover- nance process.The management of the regional budget by involving high participation from the commu- nity will be able to make all the planning made in preparing the regional budget can be achieved effectively and efficiently. In addition, participatory budget policy will be able to make all programs implemented can be manipulated by all levels of society because all communities feel they have been involved in the entire process. The successful implemen- tation of development in the region will lead to national development success

Abstract

Badung district as one of the regions applying local autonomy made a policy of tourismaccommodation stipulated in the Regent Regulation Number 6 Year 2016 on Standardization ofCottages Business.This regulation was a follow-up of building structuring supervision ofaccommodation service in Badung District, as a technical requirement for accommodation service witha narrow area of land by following the standard of cottages business.The objectives of this researchwere to determine how the implementation, implementation strategy and supporting factors are ofRegent Regulation Number 6 Year 2016 on the Standardization of Cottages Business. This was adescriptive qualitative research. In order to collect the data, the researchers conducted an observationand interview with information sources relating to the implementation of that regulation.The researchresult showed that the implementation of this research was not optimum yet, there was a violation ofthe implementation and the license. Badung tourism service as the executor seems like ignoring thatmatter since the government wants to have a local revenue increase accepted from the tax determinationfor business by 10%. The implementation strategy was conceptualized as a Tourism Village, but thecondition at field did not support. Supporting factors of this regulation implementation werecommunication and good cooperation among the executors, potential of spatial planningimplementation, and the potential to increase Badung local own-source revenue. While the inhibitingfactors were the target group behavior diversity and commitment degree as well as executors ‘ability.

Abstract

Pelaksanaan kebijakan otonomi daerah sesuai dengan amanat undang-undang No 23 Tahun 2014 tentang Pemerintah Daerah, yang menjadi landasan terjadinya perubahan sistem politik pemerintah terhadap hubungan pemerintah Pusat dengan Pemerintah Daerah, dampak perubahan yang luas dirasakan oleh pemerintah daerah dalam mengatur daerahnya sesuai dengankekhasanya. Beraneka ragam permasalahan yang dihadapi oleh pemerintah Daerah terhadap kebijakan dsetralisasi tersebut diantaranya: sumber daya manusia, alokasi sumber daya, partisipasi masyarakat, kesejahtraan harmonisasi antara pemerintah dengan masyarakat.
