Abstract

General Background: Voter participation serves as a core indicator of democratic quality and civic awareness. Specific Background: In East Java’s Mataraman region, significant disparities in electoral participation highlight socioeconomic influences measurable through the Village Development Index (IDM). Knowledge Gap: No prior research integrates IDM-based indicators with machine learning methods for voter behavior prediction. Aims: This study develops a classification model using C4.5, Naïve Bayes, and SVM algorithms to predict voter participation based on IDM attributes. Results: The Decision Tree C4.5 algorithm achieved the highest accuracy (80.87%) and F1-score (0.88) compared to Naïve Bayes and SVM, identifying education and healthcare access as primary determinants of high participation. Novelty: The integration of IDM and C4.5 classification introduces a novel framework for data-driven political participation analysis. Implications: The model can assist policymakers and electoral bodies in targeting civic engagement initiatives within underrepresented regions. Highlights: C4.5 algorithm effectively predicts voter engagement. Education and health access influence participation. Data-driven policy enhances democratic quality.

Abstract

General Background: Women’s empowerment through community-based organizations plays a vital role in strengthening the local economy and family welfare. Specific Background: The ‘Aisyiyah organization in Sidoarjo actively supports women’s micro, small, and medium enterprises (MSMEs) through training and cooperative initiatives. Knowledge Gap: Few studies discuss the operational strategies and socio-economic outcomes of ‘Aisyiyah’s empowerment programs. Aims: This study analyzes the role of the ‘Aisyiyah Community Organization in empowering women entrepreneurs to enhance MSME income in Sidoarjo Regency. Results: The study finds that women participating in ‘Aisyiyah’s programs experienced improved financial literacy, marketing capacity, and production efficiency, contributing to increased household income. Novelty: The integration of religious-based community movements with modern entrepreneurship development frameworks demonstrates a sustainable empowerment model. Implications: Strengthening digital marketing, cooperative networking, and financial management can enhance women’s economic resilience through ‘Aisyiyah’s initiatives. Highlights: ‘Aisyiyah promotes sustainable women entrepreneurship. Economic literacy increases household income levels. Community-based empowerment enhances business independence.

Abstract

General Background: Village-Owned Enterprises (BUMDes) are vital instruments for local economic growth and community self-reliance. Specific Background: Many BUMDes face challenges in financial management, accountability, and transparency, impacting their operational sustainability. Knowledge Gap: Previous research often focuses on financial performance but rarely integrates governance and community participation perspectives. Aims: This study evaluates BUMDes’ financial management efficiency and accountability practices across several Indonesian villages. Results: The analysis shows that proper financial documentation, accounting system application, and adherence to SAK-ETAP standards significantly improve financial control and public trust. Novelty: The research links financial governance frameworks with community empowerment models for sustainable BUMDes performance. Implications: Strengthening internal control, transparency, and training for village officials can optimize local revenue generation and community welfare. Highlights: Financial transparency strengthens BUMDes performance. Accountability builds trust and village participation. Governance training improves financial efficiency.

Abstract

Specific Background: BUMDes development often faces obstacles such as limited managerial competence and weak strategic planning. Knowledge Gap: Few studies explore comprehensive development models that align business innovation with local potential. Aims: This study aims to examine development strategies implemented by BUMDes in enhancing local economic welfare. Results: The findings reveal that effective business unit diversification, market linkage expansion, and digital marketing increase BUMDes competitiveness and community income. Novelty: The study proposes a participatory business model emphasizing collaboration between government, youth, and local entrepreneurs. Implications: Policy strengthening, digital adaptation, and community participation are essential to achieve sustainable BUMDes growth. Highlights: Diversified units enhance BUMDes competitiveness. Abstract

General Background: Financial fraud in village fund management undermines public trust and development effectiveness. Specific Background: Strengthening internal control, moral integrity, and transparency is crucial to prevent fraudulent practices in village administrations. Knowledge Gap: Prior studies emphasize financial systems but overlook behavioral and ethical determinants of fraud prevention. Aims: This research investigates how human resource competence, internal control systems, and moral integrity affect fraud prevention in village financial management. Results: Findings show that internal audits, ethical leadership, and whistleblowing systems significantly reduce fraud tendencies. Novelty: The integration of moral sensitivity with institutional controls provides a multidimensional framework for preventing village-level corruption. Implications: Strengthening human resource training and fostering ethical culture are critical for sustainable village governance. Highlights: Ethical culture minimizes fraud in village finance. Internal control improves accountability. Whistleblowing enhances transparency and trust.
