Abstract

This study analyzes the investigators’ performance in Subnit I Cyber Crime Criminal Reserse of West Jakarta Metro Police in the disclosure of cyber fraud crimes. During 2018 and 2020, the cyber fraud cases have been increased significantly. Consequentially, the optimal investigators’ performance in disclosing the crime is required in order to continue their duty as the protector of the community. The qualitative approach was used with the type of field study research. To analyze the performance of investigators, the performance theory, the law enforcement theory, the resource theory, and information technology theory, were used, along with some relevant Perkapolri and prevailing laws regulations. The results of the study show that the investigators' performance at the investigation and inquiry stage to uncover the cyber fraud crimes has not been optimal. West Jakarta Metro Police has been working to improve the investigators’ performance by implementing PPDLT, specific allocation, and smart policing, but the efforts have not been sufficient. Several factors that hinder the optimal efforts to improve the investigators’ performance are limited personnel, request to increase the budget that has not been approved, no specific methods have been implemented to resolve the stack of cases, and the unavailability of technical SOP. Thus, it is necessary to transform the training and education methods for the investigators to tackle cyber fraud, to reform and trim bureaucratic procedures, and to strengthen the synergy with various parties that can help the investigations and both internally and externally.

Abstract

This research based on the increasing number of curanmor cases in Indonesia. In Sidoarjo Police, although it is not as high as the number of curanmor in other Polresta jurisdictions, the opportunity for curanmor action in this jurisdiction is quite high. The aim of this research is to see how the role of the Sabhara unit dialogic patrol is to prevent curanmor actions in the legal area of the Sidoarjo Police and what are the factors that affect the role of the Sabhara unit dialogic patrol in preventing criminal acts of curanmor cases in the Sidoarjo Police jurisdiction. Researchers use routine activity theory to see an overview of curanmor actions in this jurisdiction. The researcher used role theory, POAC management theory and the Police Perkap in describing the role of dialogical patrols in the jurisdiction of the Sidoarjo Police. Finally, the researcher uses The Six M management theory to identify the factors that influence the role of dialogical patrols in this jurisdiction. This study uses a qualitative approach with a descriptive analysis method. The sources of information were obtained from primary data, namely interviews with KBO, Wakasat Sabhara, Kanit Sabhara, and communities in the jurisdiction of the Sidoarjo Police, while secondary data was obtained from internal documents of the Sidoarjo Police. The result of this research is that the Dialogical Patrol which is carried out routinely by the Sabhara Unit of the Sidoarjo Police has a role in preventing curanmor actions. This is of course based on several factors that support this role so that this patrol activity can run according to the provisions in order to achieve its goals. However, there are some of the most important obstacles that come from the human factor itself. Both in terms of the police and the community. Researchers suggest that the police can improve the quality of its members so as not to become an obstacle in carrying out patrols in the future.

Abstract

This research is motivated by the rise of drug trafficking cases in the West Pasaman Regency in recent years. In disclosing the crime of drug trafficking, the role of an informant is needed to find information related to drug trafficking and networks. The existence of this condition affects the disclosure of cases to realize public security and order. The problem in this thesis is the efforts of the drug detective unit in increasing the effectiveness of informants, their use in investigations, and influencing factors. The results of the study which were analyzed using Management Theory, Effectiveness Theory and Cooperation Theory with the concept of Investigation, Informant Concept, and Drug Concept, showed a conclusion that recruiting informants from drug offenders, prisoners, and former drug convicts and former drug addicts by providing rewards with an approach. Supporting factors are the desire for revenge from the informant, personnel capabilities, and planning. The inhibiting factors are the limited budget and lack of community support. Efforts to improve the effectiveness of the informant's performance are increasing supervision and giving rewards and ensuring the confidentiality of the informant's identity. Based on the results of the study, the authors provide suggestions to the Pasaman Barat Police Drug Investigation Unit for investigators to explore the case to find a larger network and ask for backup from the upper unit in terms of personnel limitations, increase the eliciting ability of members to save budget expenditures for informant development, as well as the need for socialization to the public about the protection of identity security for those who provide information related to drug abuse and trafficking, besides that, rewards will also be given in the form of rewards.

Abstract

This research is based on the because of the criminal act of domestic violence in the jurisdiction of the Kolaka Police. which resulted in several fatalities caused by the violence, especially wives and children as well as further impacts such as divorce. This study aims to determine the role of Bhabinkamtibmas in preventing the occurrence of domestic violence and the factors that affect Bhabinkamtibmas Kolaka Police and the steps of Bhabinkamtibmas in improving its performance capabilities. The concept of Bhabinkamtibmas, the concept of Polmas and the concept of the prohibition of domestic violence are used, while the implementation uses the Theory of Competence and Management. Research Methods Using a qualitative approach whose results are strengthened by the findings, observations, document studies, with the results of interviews with sources of information. Data analysis techniques include data reduction and formulating working hypotheses by formulating a proportional question. The result of this research is the role of Bhabinkamtibmas Polres Kolaka in Preventing Domestic Violence which refers to Perkap No. 3 of 2015 in terms of community development has been going well. In terms of Early Detection, it has not gone well, and in terms of Mediation/Negotiations it has gone well, meaning that people who complain about domestic violence problems can be resolved through mediation/negotiation rather than through legal channels. Internal and external factors as well as Bhabinkamtibmas' steps in improving abilities, namely increasing knowledge, skills and behavior.

Abstract

In 2019, based on data obtained from the Ciamis District Police Criminal Unit, the highest crime was theft by weighting with 69 cases. This is certainly very worrying for the people in Ciamis Regency for their safety. This is of course the responsibility of the police, bearing in mind the duties and main functions of the police, namely maintaining security and public order as stipulated in Law No.2 of 2002 concerning the Indonesian National Police. Therefore, the Ciamis Regional Police took a preventive measure in the form of police patrol which was carried out by the Sabhara technical functions. The research, which is located in Ciamis Regency, West Java, aims to describe the implementation of patrols carried out by patrol units in Sabhara Ciamis Police Unit, describe the supporting and inhibiting factors of patrol implementation, and then describe the appropriate patrol method to prevent criminal acts of deterrence by weighting at the Ciamis Police Unit. Ciamis region. This study uses qualitative methods with descriptive research types and uses data triangulation (Moeloeng, 2016: 330). Sources of data owned are primary and secondary data sources and data validity that is data presentation. This study uses management factor theory and intellectual competency theory, as well as new paradigm patrol concepts and weight theft concepts. In its implementation, patrol is implemented less than optimal and there are several supporting and inhibiting factors in the implementation of patrol, this is assessed by the theory used. The conclusion is that the implementation of patrols is not optimal, the inhibiting factor is the competence of members, and the right patrol is the dialogic Patrol method.

Abstract

Penelitian ini dilatarbelakangi oleh munculnya inovasi yang dilakukan oleh Korlantas Polri berupa penggunaan website daftar SIM online Korlantas Polri yang bertujuan untuk memotong birokrasi pembuatan SIM. Disisi lain, sebelum adanya website daftar SIM online Korlantas Polri ini, Satlantas Polres Bogor telah memiliki website daftar SIM online yang diberi nama E-Satpas. Namun pada kenyataannya, website daftar SIM online Korlantas Polri yang merupakan program nasional diminati tidak lebih dari 3% oleh masyarakat Bogor. Melihat kenyataan yang seperti itu, maka dilakukanlah penelitian dengan tujuan untuk menganalisis dan mendeskripsikan efektivitas dan faktor-faktor yang mempengaruhi penggunaan website ini. Penelitian ini dilakukan di Polres Bogor dengan fokus penggunaan website Korlantas. Menggunakan metode kualitatif dengan teknik studi kasus, sumber data primer, sekunder dan tersier, teknik validitas dengan trianggulasi data (Moleong;2006:330). Analisis data yaitu reduksi data, sajian data, penarikan dan penarikan kesimpulan. Dari penelitian yang dilakukan maka ditemukan hasil bahwa website daftar SIM online Korlantas Polri sampai saat ini terkendala di fungsi pengorganisasian dan pengadaan sumber daya, sistem pembayaran yang dilakukan tidak sesuai dengan keadaan yang disanggupi oleh masyarakat. Berdasarkan hasil penelitian, maka peneliti menyarankan untuk dilakukan pelatihan secara berkala kepada seluruh anggota Satpas, pemenuhan penganggaran khususnya dalam DIPA Polres Bogor terkait pemeliharaan dan perawatan website, pemenuhan sarana dan prasarana penunjang kinerja personel dalam penggunaan website, melakukan perbaikan inovasi website daftar SIM online Korlantas Polri agar sistemnya lebih baik dari E-Satpas Polres Bogor, agar meningkatkan sistem pembayaran dengan menggunakan e-wallet, serta bekerja sama dengan radio maupun media cetak untuk melakukan sosialisasi mengenai website daftar SIM online Korlantas Polri.

Abstract

Keamanan lingkungan merupakan aspek yang sangat penting dan dibutuhkan masyarakat dalam melakukan aktivitasnya. Keamanan dan ketertiban masyarakat merupakan salah satu tugas Pokok Polri sebagaimana pasal 13 Undang-undang Nomor 2 Tahun 2002. Namun dalam pelaksanaan tugasnya untuk memelihara keamanan dan ketertiban masyarakat. Adanya dinamika sosial di masyarakat menuntut Polri untuk melakukan tindakan preventif /pencegahan terhadap timbulnya tindak kriminal seperti pencurian kendaraan bermotor.Bhabinkamtibmas merupakan ujung tombak Polri dalam menjalankan fungsi pembinaan dan penyuluhan terhadap masyarakat untuk memberikan pemahaman dan edukasi tentang pentingnya Keamanan dan ketertiban lingkungan. Dalam rangka menekan tindak pidana pencurian kendaraan bermotor roda dua, Polres Ciajur melakukan upaya pembinaan dan penyuluhan masyarakat melalui Bhabinkamtibmas yang ada di jajaran Polsek.Penelitian skripsi ini merupakan penelitian dengan pendekatan kualitatif. Pendekatan kualitatif ialah proses pemahaman suatu permasalahan berdasarkan pandangan informan secara terperinci. Jenis penelitian ialah deskriptif analitis, untuk memberi gambaran secara rinci. Sumber data peneltian ini adalah sumber data primer dan sumber data sekunder. Kemudian, teknik pengumpulan data yang digunakan dalam penulisan skripsi ini adalah observasi, wawancara, dan studi dokumen. Selanjutnya, untuk menguji ketepatan dan keabsahan data dalam penelitian ini menggunakan teknik tringulasi. Teknik analisis data pada penelitian kualitatif ialah reduksi data, sajian data, dan penarikan kesimpulan.Hasil penelitian bahwa kegiatan pembinaan dan penyuluhan masyarakat yang dilaksanakan oleh Polres Cianjur melalui Bhabinkamtibmas dalam mencegah terjadinya tindak pidana pencurian kendaraan bermotor roda dua sudah berjalan sesuai tahapan manajemen, namun masih ditemukan hambatan-hambatan antara lain kurangnya jumlah personel Bhabinkamtibmas dan kualifikasi bidang Binluh dan rendahnya perhatian masyarakat terhadap pentingnya menjaga Kamtibmas di lingkungan stempat. Sehingga perlu optimalisasi dalam pelaksanaan Binluh Bhabinkamtibmas untuk kedepannya.

Dwi Rizki Febriana Akademi Kepolisian Semarang Semarang Jawa Tengah, Indonesia, 50232 Email : dwirizkifebriana@ymail.com Latar belakang permasalahan yang terjadi diakibatkan karena kegiatan patroli Satuan Sabhara di Polres Cirebon Kota yang telah melaksanakan tugasnya setiap harinya, tetapi pencurian kendaraan bermotor masih sering terjadi. Oleh karena itu, dilakukan penelitian yang bertujuan untuk mendeskripsikan gambaran tindak pidana pencurian kendaraan bermotor dan menganalisis pelaksanaan kegiatan patroli Satuan Sabhara dalam menekan tindak pidana pencurian kendaraan bermotor serta mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan patroli. Teori dan konsep yang digunakann untuk menjawab permasalahan yaitu teori aktivitas rutin, teori manajemen dan teori peran. Sementara, konsep yang digunakan yaitu Konsep Sabhara dan Konsep Patroli. Penelitian ini dilakukan dengan pendekatan kualitatif dan jenis penelitian deskriptif analisis. Fokus penelitian berupa peran patroli Sabhara dalam menekan tindak pidana pencurian kendaraan bermotor di wilayah Cirebon Kota. Data yang digunakan adalah data primer dan data sekunder. Teknik pengumpulan data dengan tahapan wawancara, pengamatan, dan studi dokumen. Validitas data menggunakan triangulasi data berupa sumber, teknik, data dan teori. Sementara teknik analisis dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian bahwa pencurian kendaraan bermotor masih meningkat setiap tahunnya. Sementara pelaksanaan patroli SatSabhara dalam menekan angka curanmor masih belum optimal. Hal ini dikarenakan metode patroli SatSabhara hanya dengan menggunakan patroli roda empat saja yang masih diterapkan sampai saat ini. Sementara untuk patroli roda dua hanya dilakukan pada situasi-situasi yang insidentil. Dalam pelaksanaan patroli dikarenakan luas wilayah Cirebon Kota yang harus di tinjau sampai ke plosok daerah tetapi kendala personil patroli yang terbatas. Faktor yang mempengaruhi pelaksanaan patroli sabhara berupa sarana dan prasarana, jumlah personil serta metode pelaksanaan patroli yang digunakan. Berdasarkan hasil penelitian, maka penulis menyarankan untuk meningkatkan sistem manajemen di Satuan Sabhara, menambah intensitas patroli terutama di malam hari, menjalin koordinasi dengan masyarakat serta dalam pelaksanaan tugas selalu dilengkapi administrasi patroli sesuai dengan Perkabaharkam No.1 Tahun 2017. Abstract

The background of this research comes from of the high level of vehicle crime in the region of Polres Majalengka. Despite the prevention attempts that has been done by Unit Patroli Satuan Sabhara Polres Majalengka by mapping regions that are prone of vehicle crime or vehicle theft and dividing patrol routes specific to resolve the crime of vehicle theft. But those attempts haven’t eliminate the crime of vehicle theft from being top three rank from the data of crime total in Polres Majalengka. This research is done to know the description of crime in the region of Polres Majaelngka, the attempt that’s been done by Unit Patroli Satuan Sabhara Polres Majalengka in order to prevent vehicle theft in the region of Polres Majalengka, and factors that affect the attempt of Unit Patroli Satuan Sabhara Polres Majalengka to prevent vehicle theft. This research uses qualitative approach with interview, observation and document studies as the technique of taking data. The result of the research shows that the attempt by Unit Patroli Satuan Sabhara Polres Majalengka is in line with the application of management theory, the prevention attempt is corresponding with the research about description of crime theft in Majalengka. However, there are a few factors that inhibit the prevention attempt when it’s analyzed with theory of performance, which is the limitation of human resources based on quality and quantity, also there’s anomaly of the crime total data that occurred in certain periods. Based on the research, the author suggests enhancement of quality and quantity of human resources of personnel of Unit Patroli Satuan Sabhara by attending courses and education that corresponds with their duty, focus enhancement towards guarding and security in periods that’s pictured in crime total data in order to maximize the prevention attempt of vehicle theft in region of Polres Majalengka.
