Abstract

Motor vehicle theft which happens in Cirebon Kota Police Resort is trend crime than others crime that happen there. Indonesian National Police as an organization which enforce law with Sabhara as a preventive way to prevent motor vehicle theft, called police patrol. Police patrol in Cirebon Police Resort is not optimal yet, as shown that motor vehicle theft often happen. Because of that, this research is done to describe how a motor vehicle theft can happen, how police patrol can prevent a motor vehicle theft not to happen, and to identificate the factors that affect police patrol can prevent a motor vehicle not to happen. This research uses qualitative approach. This research locates in Cirebon Kota. To get the data, writer use an interview, an observation, and study documents. Writer also use a data validity check, so the the authentic of data can be guaranteed. The result of this research which is analyzed by Perkabaharkam Nomor 1 Tahun 2017 Tentang Patroli shown that police patrol is not optimal yet. Writer uses routine theory activity to analyzed how a motor vehicle theft can happen, and to analayze how police patrol and the factor, writer use Managemnt theory by George R. Terry. So as a result, the inhibitory factors are human resources, the materials, the machines, and the structural organization itself. So as the result shown above, the writer suggest to gain more members and placing the members as the competency, give target of patrol to members, train all the members, and involve community to be a police community by themselves.

Abstract

In Indonesia, criminality is often found in several directions, especially theft. One of the theft crimes that became the attention is the motor vehicle theft. Sumedang Regency is one of the regencies in Indonesia with prominent motor vehicle theft. Binmas Unit of Tanjungkerta Police Sector Sumedang Police Resort has Jabursilan program. Jabursilan is an environmental security system program that activated roadside patrol posts that are modified and supervised by all residents of each village and police sector apparatus and the main pillar of Kamtibmas. The purpose of this research is to describe the motor vehicle theft crimes in the Sumedang Police Resort jurisdiction, to describe the effectiveness of the Jabursilan implementation and to explain the factors that inhibited the effectiveness of the Jabursilan implementation in preventing the motor vehicle theft crimes. This research used a qualitative approach with field research method. The location of this research is the Sumedang Police Resort jurisdiction. Data collection techniques used are interview, documents study and observation methods. In analyzing data, data reduction, data display and conclusion drawing are carried out. The results of this research showed that the motor vehicle theft in the Sumedang Police Sector jurisdiction still relatively high. Jatinangor sub-district is the area with the most motor vehicle theft crimes occurred, this crime often occurred in boarding houses and the parking area of mosque. This event happened between 24.00-06.00 Western Indonesia Time. The actors of motor vehicle theft in conducting their actions using fake key or T key. The inhibiting factors of Jabursilan are law enforcement, infrastructures, community, culture and geographic condition of Sumedang Regency. As for the recommendations are the involvement of Civil Service Police Unit, give rewards to the achievers, innovation of the jabursilan program, and make contests related to the beauty and neatness of the jabursilan posts.

Abstract

The focus of this thesis is the description of the Binmas Unit's Efforts Through Counseling Activities in Preventing Theft on RodaTua-type Vehicles in the Tasikmalaya Police Region. The problems raised in this thesis, namely: What is the description of the crime of theft of two-wheeled motor vehicles in the area of ​​the Tasikmalaya Polres, How are the efforts made by the Binmas Unit in overcoming obstacles in preventing the theft of two-wheeled motor vehicles in the Tasikmalaya district police jurisdiction, what factors are affect the activities of the Binmas Unit in preventing the theft of two-wheeled motor vehicles in the law area of ​​the Tasikmalaya Police Station. This study uses a qualitative approach with field research methods. Theories used in this research are management theory and communication theory, while the concept used is the binmas unit concept, the concept of criminal acts and the concept of theft. Data analysis techniques using data reduction, data presentation and conclusion drawing. As for the place of research conducted by the author in the area of ​​law police in Tasikmalaya. The conclusions in this research are: The counseling activities carried out by the Tasikmalaya Police Bin Bin Saturn are outlined in the daily plan, weekly plan and monthly plan. The targets of counseling in the ritual are religious leaders, community leaders, NGOs, mass organizations, and the community in the Tasikmalaya district police jurisdiction. Obstacles in preventing theft on two-wheeled vehicles in the Tasikmalaya Police Region, namely: human resources, budget and infrastructure. Efforts that can be carried out by the Binmas Unit are as follows: Conduct training for members of the Tasikmalaya Regional Police Binmas, adding facilities and infrastructure existing, Making addicts of Kambtibmas by placing banners in strategic places (prone to theft, mosques, crowded places, etc.)

Abstract

Penelitian ini dilatarbelakangi oleh ketidakseimbangannya antara pertumbuhan kendaraan dengan peningkatan sarana jalan sehingga terjadinya kemacetan seperti pada Jalan Cirebon-Palimanan. Satlantas Polresta Cirebon telah melakukan berbagai upaya dengan melakukan rekayasa lalu lintas yang diharapkan kemacetan teratasi dan terciptanya kelancaran arus lalu lintas pada jalan tersebut. Oleh karena itu, dilakukan penelitian yang bertujuan untuk mengetahui perbedaan kecepatan kendaraan antara saat dan tanpa dilakukan rekayasa lalu lintas serta gambaran pelaksanaan rekayasa lalu lintas yang dilakukan oleh Satlantas Polresta Cirebon. Dalam menganalisis, penulis menggunakan teori Manajemen Rekayasa Lalu Lintas, Teori Kecepatan, Konsep Kemacetan, Konsep Kelancaran Arus lalu lintas, Konsep Derajat Kejenuhan, dan Konsep Tingkat Pelayanan Jalan. Dengan menggunakan pendekatan mix method dengan Sequential Explonatory design menjadikan pendekatan kuantitatif sebagai prioritas dalam penulisan serta dengan pendekatan kualtiatif dalam membantu menjawab permasalahan yang lain. Hasil penelitian menunjukkan bahwa terdapat perbedaan kecepatan kendaraan antara saat dan tanpa dilakukan rekayasa lalu lintas dengan terjadinya peningkatan kecepatan pada jenis kendaraan motorcycle sebesar 27,7%, pada jenis kendaraan light vehicle sebesar 11,27%, dan pada jenis kendaraan heavy vehicle sebesar 14,7% yang menunjukkan bahwa pelaksanaan rekayasa Lalu Lintas mampu menciptakan kelancaran arus lalu lintas. Analisis terhadap hasil pelaksanaan rekayasa Lalu Lintas menunjukkan belum optimalnya kegiatan manajemen dan rekayasa Lalu Lintas, khususnya pada tahap perencanaan, yakni identifikasi dan analisis volume, perkiraan volume kendaraan yang akan datang dan pada tahap pengawasan berupa tindakan penegakan hukum secara tidak langsung melalui media elektronik . Temuan penelitian menunjukkan pelaksanaan operasional rekayasa Lalu Lintas yang sudah cukup baik dengan terpenuhinya indikator yang terdapat dalam PP Nomor 32 tahun 2011. Berdasarkan hasil penelitian, maka penulis menyarankan untuk melakukan identifikasi dan analisis volume, dilakukan pembatasan berupa larangan melintas bagi kendaraan dengan jenis kontainer pada jam sibuk, dilakukan usul perkembangan infrastruktur berupa pembuatan kantung parkir pada kawasan jalan tersebut. Abstract

Penelitian ini dilatarbelakangi dengan masih tingginya angka pelanggaran lalu lintas pada pelajar di wilayah hukum Polres Bogor. Kesadaran dari para pelajar masih kurang, sehingga Satlantas Polres Bogor melakukan program Dikmas Lantas yang dilakukan oleh Unit Dikyasa kepada kalangan pelajar dengan harapan meningkatkan kesadaran dan pengetahuan dari pelajar akan pentingnya tertib dalam berlalu lintas di wilayah hukum Polres Bogor. Rumusan permasalahan yaitu Penelitian ini dilatarbelakangi dengan masih tingginya angka pelanggaran lalu lintas yang dilanggar oleh kalangan pelajar di wilayah hukum Polres Bogor dan Kesadaran dari para pelajar masih kurang. Tujuan penulisan yaitu guna mendeskripsikan dan menganalisis pelaksanaan kegiatan Dikmas Lantas oleh Unit Dikyasa dalam mencegah pelanggaran lalu lintas pada pelajar di wilayah hukum Polres Bogor. Untuk mendeskripsikan dan mengoptimalkan kendala apa yang dihadapi saat pelaksanaan Dikmas Lantas terhadap kalangan pelajar. Untukr mengidentifikasi dan menganalisis faktor-faktor yang mempengaruhi pelaksanaan Dikmas Lantas oleh Unit Dikyasa dalam mencegah pelanggaran lalu lintas pada pada pelajar diwilayah hukum Polres Bogor.Penelitian ini menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa pelaksanaan program Dikmas Lantas melalui pemberian materi yang dilakukan oleh Unit Dikyasa melalui program DIkmas Lantas dari suatu proses perencanaan kepada kalangan pelajar dengan mengelompokkan penyuluhan kepada kalangan pelajar yaitu Police Goes to School, Polsanak , safety riding dan memberikan himbauan di radio. Program Dikmas terhadap kalangan pelajar dengan maksud memberikan sikap disiplin serta tata tertib kamseltibcar lantas kepada pelajar sejak dini. Namun masih ditemukan kendala yaitu kurangnya jumlah personel, kurangnya kuantitas dan kompetensi anggota, alokasi dana Unit DIkyasa, kurangnya sarana dan prasarana, dan kurangnya kesadaran masyarakat terhadap peraturan lalu lintas. Faktor yang menghambat yaitu faktor sumber daya manusia, anggaran, dan perencanaan. Sedangkan faktor pendukung kualitas anggota dan dukungan fungsi lain atau kerjasama lintas sektoral. Walaupun sudah dilaksanakannya kegiatan Dikmaslantas oleh Unitdikyasa untuk mencegah pelanggaran lalu lintas akan tetapi masih saja masyarakat Kabupaten Bogor seringkali melakukan pelanggaran lalu lintas. Saran penelitian ini adalah penulis menyarankan untuk anggota Unit Dikyasa pemberian pendidikan kejuruan (Dikjur), penambahan personel, dan penambahan sarpras, guna mendorong pelaksanaan tugas pada anggota sendiri untuk mewujudkan kinerja yang efektif dan efisien. Abstract

ABSTRAK Perkembangan teknologi yang memberikan dampak bagi kehidupan bermasyarakat membuat Korbinmas Polri berinovasi untuk membuat aplikasi Binmas Aparat yang digunakan oleh anggota bhabinkamtibmas untuk pelayanan kepada masyarakat dengan menggunakan smartphone berbasis Android maupun iOS. Binmas Aparat dibuat untuk mendukung Polri yang PROMOTER dengan peningkatan kualitas internal Polri berbasis Informasi Teknologi. Tujuan penelitian adalah (1) mengetahui penerapan aplikasi Binmas Aparat oleh bhabinkamtibmas, (2) Apa saja kendala dan hambatan dari aplikasi Binmas Aparat, (3) Upaya yang dilakukan untuk meningkatkan aplikasi Binmas Aparat. Untuk membahas dan mengupas segala temuan yang ditemukan selama penelitian, penulis menggunakan antara lain teori manajemen, konsep implementasi kebijakan dan konsep manajemen pelayanan publik. Penelitian ini dilakukan di wilayah hukum Polres Kuningan dengan metode pendekatan kualitatif dan fokus penelitian kepada pelaksanaan tugas bhabinkamtibmas menggunakan aplikasi Binmas Aparat. Pengumpulan data dilakukan dengan wawancara, observasi, dan studi dokumen serta menggunakan triangulasi untuk memastikan kebenaran untuk penarikan kesimpulan. Dari penelitian yang dilakukan ditemukan (1) masih banyak anggota yang belum menggunakan aplikasi Binmas Aparat karena keterbatasan sarana dan prasarana yang disediakan, (2) diluar dari keterbatasan sarana dan prasarana, aplikasi Binmas Aparat sendiri masih belum aplikatif disamping dengan adanya sistem pelaporan konvensional anggota bhabinkamtibmas melalui grup Whatsapp Polres Kuningan, (3) Masih kurangnya dukungan Korbinmas terutama dalam hal sarana, prasarana, pelatihan dan sosialisasi terhadap aplikasi Binmas Aparat. Kemudia penulis menyarankan untuk diadakan sosialisasi dan pelatihan kepada seluruh pihak terkait dengan aplikasi Binmas Aparat, dan pelengkapan sarana dan prasarana kepada pelaksana dalam hal ini satuan binmas di seluruh Polres khususnya Polres Kuningan terutama kepada anggota bhabinkamtibmas sehingga dapat meningkatkan motivasi kinerja dan terwujudnya postur Polri yang Promoter Kata Kunci : Implementasi, Aplikasi Binmas Aparat, Promoter, Polres Kuningan.

Abstract

This research is motivated by the high number of traffic accidents of two-wheeled vehicles that occur in Purwakarta Regency. This traffic problem caused the disruption of the traffic jams which was the responsibility of the traffic unit at the Purwakarta Police. Satlantas Polres Purwakarta is making preventive efforts to reduce the number of two-wheeled vehicle traffic accidents through the Dikyasa Unit by carrying out community education activities in the field of traffic, one of which is the socialization of safety riding, but if it is related to the facts in the field, the number of traffic accidents is still high, it is necessary to evaluate the implementation. socialization of safety riding. In this study, the authors used a qualitative approach, using the type of field research, as well as data collection techniques by conducting interviews, observing, and reviewing documents. Research sources that are used as references relating to the implementation of safety riding socialization. The theory used is management theory and communication theory. The concept used is the concept of a two-wheeled vehicle traffic accident, the concept of safety riding and the concept of Kamseltibcar immediately. The results showed that the implementation of the socialization of safety riding required proper management and methods to support the socialization activities. In addition, the communication that occurs in the socialization of safety riding is very important to ensure the delivery of traffic messages to the public which can be seen from the embedded aspects of traffic discipline in the community of Purwakarta Regency. The conclusion of this research is that the implementation of safety riding socialization carried out by the Unit Dikyasa Satlantas Purwakarta Police has not been maximized, this can be seen from the lack of supporting facilities for activities and the lack of innovation in conveying safety riding socialization messages.

Abstract

This research was motivated by the increasing illicit trafficking of methamphetamine drugs in Balikpapan which was successfully uncovered in 2020, an increase of 10 (ten) times compared to the previous year. Therefore, in uncovering the drug crime, the Balikpapan Police Intelligence and Security Unit seeks to optimize early detection of intelligence so that its implementation is in accordance with Perkabaintelkam No. 1 of 2013 concerning Police Intelligence Investigations. This study aims to: (1) describe the efforts of the Balikpapan Police Intelligence and Security Unit in early detection of the illicit trafficking of methamphetamine, (2) explain the factors that influence the early detection of the illicit trafficking of methamphetamine. In the conceptual literature the author uses various concepts to analyze the problems above. The concepts as the theoretical basis are: the concept of intelligence, the concept of police operational management, the concept of early detection, the concept of basic intelligence, the concept of illicit drug trafficking, and the concept of proactive policing. This study used a qualitative approach with Field Research Methods, primary and secondary data sources, and used data triangulation to obtain data validity. The results of the study indicate that the implementation of early detection by the intelligence unit to uncover the illicit trafficking of methamphetamine in the Balikpapan Police jurisdiction is not optimal because the implementation of tasks in the field is not balanced with the number of human resources needed to focus on priority targets that occur or there is no renewal of infrastructure facilities. owned. The conclusions in this thesis, (1) The implementation of early detection in closed intelligence investigations is still not optimal, and (2) influencing factors such as human, material and logistical resources have not been well supported. Suggestions in this thesis, the addition of personnel is very necessary because the number of personnel is still far from the list of personnel composition that should be. Then, in carrying out investigations other than in updating alsus intelligence, in making products for carrying out tasks, you can use a renewable application system as a forum for collecting intelligence products for leaders.

Abstract

Peningkatan kasus pencurian kendaraan bermotor (curanmor) yang meresahkan masyarakat menyebabkan gangguan kamtibmas juga semakin meningkat. Polresta Yogyakarta, khususnya Satuan Sabhara sebagai upaya preventif berusaha untuk memelihara kamtibmas melalui patroli Unit Reaksi Cepat (URC). Patroli memegang peranan penting dalam mencegah curanmor. Penelitian ini memiliki tujuan untuk mendeskripsikan pelaksanaan patroli URC Satuan Sabhara, menemukan faktor-faktor yang mempengaruhi patroli URC Satuan Sabhara dan mendeskripsikan upaya meningkatkan peran patroli URC Satuan Sabhara dalam mencegah curanmor di wilayah hukum Polresta Yogyakarta. Teori dan konsep yang digunakan dalam penelitian ini yakni URC Satuan Sabhara Polresta Yogyakarta, Patroli, Manajemen Patroli serta faktor-faktor yang mempengaruhi patroli berdasarkan Teori Manajemen, curanmor, dan pencegahan kejahatan berdasarkan Teori Aktivitas Rutin. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian lapangan berperan-serta. Data dikumpulkan melalui wawancara, observasi, dan studi dokumen, serta validitas data menggunakan triangulasi data. Hasil penelitian menemukan bahwa kasus curanmor adalah kasus yang menonjol di Polresta Yogyakarta. Peran patroli URC oleh Satuan Sabhara dalam mencegah curanmor belum optimal karena masih adanya kekurangan dalam setiap tahapan manajemen patroli berdasarkan Perkabaharkam No. 1 Tahun 2017 dan Teori Manajemen. Seluruh tahapan dipengaruhi akibat kekurangan personel yang dialami serta masih adanya tahapan yang seperti formalitas saja. Melalui enam faktor utama manajemen terdapat unsur pendukung dan penghambat dalam realisasi peran patroli yang dilaksanakan. Upaya peningkatan diperlukan guna memenuhi peran patroli URC Satuan Sabhara Polresta Yogyakarta. Melalui penelitian ini dapat dinyatakan bahwa perlunya peningkatan birokrasi di Satuan Sabhara, pemerataan jumlah personel sesuai DSP, pelatihan pengembangan mengenai patroli, revisi SOP Polres tentang patroli URC dan pemetaan untuk menentukan titik rawan curanmor.

Abstract

Sexual violence is a problem that often occurs around us. Some of the victims of sexual violence do not want to report what happened to them and bury it more in themselves. The police, as law enforcers, have even played a role in dealing with acts of sexual violence by creating a particular implementation unit for women and children, namely the PPA Unit and the victim handling mechanism with Perkap No. 3 of 2008. Thus, this research explores how handling sexual violence acts based on Perkap No.3 of 2008. The preparation of this research uses a qualitative approach with the type of field research. Then to discuss how to handle sexual violence based on Perkap No. 3 of 2008 at Polres Metro South Jakarta, the researcher used an analysis knife of the A6 exceptional service theory, the theory of law enforcement effectiveness, and the concepts related to the focus of the problems that were formulated. This study can conclude that the handling of sexual violence at the South Jakarta Police in terms of the investigation flow mechanism is under Perkap No.3 of 2008. However, in services related to investigation facilities, it is still inadequate with the main factor that is still missing, namely the Special Service Room. In addition, several obstacles were found in handling sexual violence, namely internal and external factors. Based on the results of the research, there are several suggestions to the leadership of the South Jakarta Polres Metro; building a particular service room and completing the investigative support facilities and human resources for the PPA Polres Metro South Jakarta Unit.
