Abstract

The existence of the Covid-19 pandemic in Indonesia has caused problems in the health and economic fields which are marked by the increase in theft crimes in Batu City. The "PRESISI" National Police Chief Priority Program related to increasing the role of Pam Swakarsa as regulated in Perpol Number 4 of 2020 is expected to be able to increase the role of the Batu Police Binkamsa Unit. Therefore, a study was conducted that aims to describe and analyze the role of the Binkamsa Unit in preventing theft during the Covid-19 pandemic, identify the factors that influence the occurrence of theft, and find efforts to increase the role of the Binkamsa Unit in preventing theft. In this paper, the analytical tools are routine activity theory, management theory, and role theory. While the concepts used are the concept of Binkamsa and the concept of predictive policing. This study uses a qualitative approach and data collection through interviews, observations, and document studies. The research conducted is located in the jurisdiction of the Batu Police. Based on the research findings, the role of the Binkamsa Unit in preventing theft during the Covid-19 pandemic is still lacking at the management level, especially in planning, implementation and supervision. In addition, there are factors that influence the occurrence of theft in terms of perpetrators, victims, and the lack of adequate security. The efforts to increase the role of the Binkamsa Unit in the prevention of theft were analyzed using predictive policing theory. There are three choices of actions that can be taken, namely increasing resources, a specific crime approach, and a problem approach.

Abstract

This problem arises based on the background of the high circulation of traditional alcohol and also criminal acts caused by liquor, especially sopi in Salahutu District. With the approach with the community through guidance and counseling by conveying the message of kamtibmas, especially in suppressing the circulation of traditional sopi-type alcohol carried out by bhabinkamtibmas. This study aims to optimize the role of bhabinkamtibmas in carrying out their duties, as well as the factors that influence the role of bhabinkamtibmas in suppressing the circulation of traditional sopi-type alcohol in the jurisdiction of the Salahutu Police, Ambon Police.Concepts and theories for analyzing research focus. The research concept used includes the concept of Community Policing by utilizing FKPM and the active role of the community to suppress the distribution of traditional sopi types of alcohol, the concept of Bhabinkamtibmas in conveying security messages to the community, The theory used includes Management Theory and Theory of Crime Prevention.The systematic research method is a qualitative approach. This type of research is descriptive analytic. Data collection techniques with interviews, observation, and document review. The location is in the Salahutu Police Binmas Unit. Validity by triangulation. Data analysis using interactive model analysis.The results of the study found that the role of Bhabinkamtibmas which was analyzed according to their duties and functions contained in the Republic of Indonesia National Police Regulation Number 1 of 2021 about Polmas has gone well but there are several factors that influence the role of bhabinkamtibmas. Influencing factors are internal factors analyzed with management elements and external factors consisting of social conditions of vulnerability in Salahutu District which are analyzed with crime prevention theory, supporting factors from other functions, cooperation with other agencies and implementation of community service duties according to competence.The conclusion of the implementation of optimizing the role of Bhabinkamtibmas in suppressing the circulation of traditional sopi types of alcohol has been running, but there are several factors, both supporting and inhibiting. Constructive suggestions include suggestions for optimizing the implementation of the use of FKPM and youth organizations in maintaining security and community service and assisting the role of the police in conveying social security messages to the community, improving and maximizing internal and external factors that affect the duties and roles of bhabinkamtibmas in suppressing the circulation of traditional types of alcohol sopi in the jurisdiction of the Ambon Police Salahutu Police .

Abstract

This research was motivated by the high number of street crimes in the midst of the covid-19 pandemic, then the Bekasi City Metro Police Patriot Team was re-established in March 2020 to reduce the number of street crimes. The Patriot Team is a special team formed to reduce crime rates in the Bekasi City Metropolitan Police Legal Area. Therefore, a study was conducted that aims to describe the performance of the Patriot Team Polres Metro Bekasi City which has succeeded in reducing crime rates, especially street crimes, but behind this success there are several shortcomings that can be improved to be better. This study uses several theories and concepts, namely the Performance Concept, the Patrol Concept, the Countermeasure Theory and the Management Theory. The research was conducted with a qualitative approach, using descriptive analytical research methods, as well as data collection techniques by interviewing, observing and reviewing documents. Researchers in this case only discuss 4 (four) types of street crimes, namely brawls, theft with violence, theft with weights and illegal racing. Researchers only discuss 4 (four) street crimes that are the most prominent in the Bekasi City Police Station and become the main priority. Later in the study it was found that there were several places marked as areas where these street crimes occurred and every night the Patriot Team patrolled the areas that had been mapped. The decrease in the number of street crimes was not only due to the hard work of the Patriot Team, but there was assistance from the television media and social media which covered the activities and disseminated it so that it had a fearful effect on the community, this can be studied using the deterrence theory that the researchers included in this study. However, there are shortcomings in the administration, because after all, administration is very important in this Polri institution. Based on the results of the study, the researchers suggest that the Bekasi Metro Police Chief should fix the administration of the Patriot Team and provide additional personnel to support the performance of the Bekasi City Metro Police Patriot Team to be even better in the future.

Abstract

SIM services in the city of Bekasi are still manual based so that in the manufacturing process there are still queues. And this also opens up opportunities for brokers' activities in carrying out their actions, both from the process of making and taking action against violations. In this study, the researcher used Effectiveness theory, public service theory, service quality theory, POAC (Planning, organizing, analyzing and controlling) and George R. Terry's 6m theories to become analytical tools. In analyzing this study using qualitative methods because researchers must obtain empirical data related to SIM services using smart SIMs in the city of Bekasi. And this research was also carried out with field research to get the real meaning of the situation and condition of the city of Bekasi. The results of the study found that the smart SIM program in the city of Bekasi was not effective because it did not meet internal and external factors, so that SIM services were still manual in the process of prosecuting violations and making SIMs. Facilities and infrastructure such as the smart SIM building, technical guidelines related to smart SIMs must exist so that this program can run properly to improve the quality of SIM services in the city of Bekasi.

Abstract

The phenomenon of corruption has been occurred since Indonesia’s independence until now. All ranks of people are definitely trying to improve the image of the Police in public by being consistent in eradicating criminal acts of corruption. However, we are currently dealing with the Covid-19 Pandemic now, where various stipulated provisions have limited activities including the investigation of corruption crimes by the Corruption Crime Unit of Polrestabes Palembang. This is also the background of this research with the aim of knowing how the implementation of the investigation of corruption in the Covid-19 Pandemic by the Corruption Criminal Unit of Polrestabes Palembang. The research was conducted on 18-30 January 2021 in the Polrestabes Palembang area. This study used a qualitative approach with descriptive analysis research methods, as well as data collection techniques with observation, interviews, observations, and secondary data analysis to provide a descriptive picture. Related with the pandemic at the end of March 2020, an investigations of the first case had been carried out before, only the compilation of the filing that had been P-21. For the second case, the obstacles caused by the Covid-19 Pandemic began to be felt because the suspect in this case had fled and became the People Wanted List (DPO) so that the investigation process was temporarily halted. For the third case, obstacles were encountered due to budget cuts. Researchers also conducted research related to the management process in carrying out investigations, the Corruption Criminal Unit of Polrestabes Palembang was considered not good enough in all its elements because it had not met the criteria, such as for example for human resources, infrastructure and limited budget and was hindered by the Covid-19 Pandemic. Based on the results of the research, the authors suggest maximizing technological progress, in order to support the investigation process and facilitate related parties such as providing training to Unit Members so that investigations are not hampered. In addition, due to budget cuts, the Corruption Criminal Unit should be able to build a relationship with the services of expert witnesses where the relationship prioritizes emotional feelings, so that when asking for help it is not fixed with the nominal money that the Corruption Criminal Unit of Polrestabes Palembang must provide.

Abstract

One of the important roles of the National Police is to maintain security and public order in accordance with the provisions of Article 13 of Law Number 2 of 2002. As the times progressed, the problems regarding this role became more complex in various regions. One of them is a case of street crime which is often done by teenagers using sharp weapons or known as klitih. The klitih case caused fear and anxiety in the people of the Special Region of Yogyakarta so that countermeasures had to be implemented. As one of the areas prone to clitih cases, the jurisdiction of the Bantul Police through the Sabhara Unit carries out preventive efforts through active patrols. Based on this background, the researcher analyzed how to optimize patrol activities by the Sabhara Unit in an effort to handle klitih cases in the Bantul Police jurisdiction. In the analysis process, the researcher uses 3 previous studies as references, two of which were carried out in 2017 and one in 2015. The conceptual literature in this study is the patrol concept, sabhara concept, klitih concept, and management theory. The research method used is qualitative with descriptive analysis. Researchers display the results of the application of management theory in problem solving. The focus of the research is on the technical and model of patrols by the Sabhara Unit in handling klitih cases. There are primary and secondary data obtained from interviews, observations, and browsing the literature. Furthermore, data validity is carried out to data analysis. Looking at the geographical conditions, descriptions of human resources, and an overview of the Bantul Police, as well as the Sabhara Unit patrol unit, they still have complete facilities for handling clinical cases. It's just that the obstacles include the use that has not been optimal plus the number of cases that are increasing. The patrol implementation has been based on management theory, namely Planning, Organizing, Acting, and Controlling. Furthermore, an analysis of the influencing factors is carried out consisting of Men, Money, Methods, Materials, Machines, and Market. In order to optimize the clinical case handling patrol, it is carried out using the Mixed Droppoint method. Patrol activities in order to deal with clinical cases in the Bantul Police jurisdiction that are not yet optimal can be carried out by implementing management theory and improving the influencing factors. Furthermore, the Mixed Droppoint method was implemented through the active role of the Sabhara Unit and collaboration with the community and other government agencies.

Abstract

The Indonesian people really appreciate the diversity of ethnic groups, religions, races, cultures, languages ​​and diverse individual characters. It is very possible for anarchic action to occur in the delivery of opinions. To overcome this, the State Police of the Republic of Indonesia needs to carry out its main duties and functions. This study aims to determine the efforts to prevent anarchic demonstrations through early detection of the Intelkam unit. In addition, this research is used to determine the factors that influence efforts to prevent anarchist demonstrations through early detection by the Intelkam unit. This research is a qualitative research that was conducted to understand the problem of non-conducive demonstrations in the city of Bekasi, which are seen to be significant. The researcher used descriptive analysis method. In obtaining information and data in this study, the authors used primary data and secondary data in this qualitative study. In this research, the researcher uses data triangulation to determine the accuracy of the data. The results showed that the Intelligence and Security Unit of the Bekasi Metro Police carried out intelligence activities by raising intelligence to prevent anarchic demonstrations that occurred in Bekasi City and were influenced by networks that had been placed in every community, such as students, mass organizations, and workers who increased material resources. precise and accurate information carried out according to the abilities and skills of each member through management measures. The factors that influence the implementation of efforts to prevent anarchic demonstrations through early detection by the Bekasi Metro Police Intelligence and Security Unit include unit strengths, unit weaknesses, opportunities for this there is the existence of intelligence networks that can provide information, and threats originating from the student environment. , mass organizations, and workers in provoking other people by being ridden by certain political elements to stage demonstrations. In this case, the leadership should be pleased with members of the Intelligence and Security Unit of the Bekasi City Police to strengthen intelligence gathering to increase trust building. Improve budget management and intelligence product creation, as well as improve coordination and motivation.

Abstract

This study aims to analyze the role of the Criminal Investigation Unit of the Bogor City Police Criminal Investigation Unit in dealing with online fraud in the Bogor City Police area. The conceptual literature used is Information Technology Concept, Role Theory, and POAC Management Theory. This study uses a qualitative approach with field research methods (field research). Sources of data include 1) Head of Bogor City Police, 2) Head of Criminal Investigation Unit of Bogor City Police, 3) Deputy Head of Criminal Investigation Unit of Bogor City Police, 4) Investigator of the Criminal Investigation Unit of the Bogor City Police. The results of the study show that 1) The investigation of online fraud crimes is still not optimal because if you look at the number of settlements for online fraud crimes, it is not proportional to the number of existing online fraud crimes. So this is a special concern because crime is now increasingly developing using information media and information technology; 2) The influencing factors in dealing with online fraud are influenced by internal and external factors so that this becomes an obstacle in dealing with online fraud crimes; 3) The role of the Criminal Investigation Unit in dealing with online fraud crimes must be of particular concern because crime continues to grow using information technology media. So there needs to be development and innovation in conducting investigations so that the settlement of online fraud crimes can be done more easily and get maximum results. So the use of tools and information technology in uncovering non-criminals needs to be increased so that the investigation becomes more maximal and effective. It will be even more focused on dealing with online fraud by forming a special cyber unit that handles cyber crimes including online fraud itself. So that the investigation and investigation can be maximized.

Abstract

This research is motivated by the rise of group wars that occurred in 2018, 2019 and 2020. Therefore, efforts are needed to prevent wars between these groups. The purpose of this study is to explain the role of the Makassar Polrestabes Sabhara unit in preventing inter-group wars that occur in the Makassar Polrestabes jurisdiction and to look at the factors that influence this inter-group war. The theories used in this research are management theory, crime prevention theory, and theory performance. This research uses a qualitative approach with field research research methods. Data collection techniques are interviews, document studies and observation. The results of this study indicate that the two-wheeled patrol activities of the Sabhara Unit have not been able to carry out their roles properly. Patrol activities carried out are still not optimal due to the lack of time for implementation and insufficient members in carrying out patrol duties, especially for the prevention of group wars. For the better implementation of the role of the Sabahara patrol in preventing group war, management measures were implemented through planning, organizing, implementing and monitoring and controlling. In addition, it is necessary to look at how we focus on a crime that is trying to be prevented by using the theory of crime prevention. And we look at the factors that influence the implementation of two-wheeled patrols with the application of performance theory. Suggestions that can be given regarding the findings of this study It is hoped that the Sabhara Unit will add patrol members, especially in preventing war between groups, provide training and vocational education for Sabhara members so that they have good abilities, and check equipment and equipment for members to be carried out so that the patrol can be carried out properly.

Abstract

The Covid-19 pandemic that has attacked all regions in Indonesia has caused a decline, especially in the economic sector. This has led to an increase in several crimes in society, in this case the crime of motor vehicle theft in Pekanbaru. The purpose of this research is to explain the implementation of the Sabhara Dialogic Patrol in preventing the crime of theft. It also aims to explain the factors that influence the implementation of the Sabhara unit's dialogical patrol. The methodology used is a qualitative approach. Sources of data used in this study are primary and secondary data sources. The research method used is descriptive analysis research which aims to get a real picture of what happened at the Pekanbaru Police by using data collection techniques in the form of interviews, observation and document review. This research was conducted in the jurisdiction of the Pekanbaru Police which focuses on patrol activities carried out by the Sabhara unit in preventing motor vehicle crimes. This study uses the conceptual theory of crime prevention, Management Theory (P.O.A.C), and uses the theory of SWOT analysis. This study also uses the Dailogical Patrol concept, the Sabhara concept and the motor vehicle theft concept. These three concepts are combined concepts used in this study to support the relationship between the background problems used. The results of the study explain that the implementation of the Patrolidialogic Unit of the Sabhara Polresta Pekanbaru has referred to the Perkbaharkam Polri No. 1 year 2017, but there are some things that are not right. There are two factors that influence this, namely the strength factor, namely the existence of a patrol box program which is a means of leadership control, then there is a weakness factor in the lack of qualified personnel and personnel, lack of infrastructure.
