Abstract

The research was demand on an increase of theft cases in the Sabang City area due to low prevention action with patrol activities of Police Unit of Sabang city. The activities carried out by officers have been not optimally. This is due to the existence of culture on member patrols. to minimize the development of this old culture, a maximum leader supervision is required by the leadership of the performance on its members while in order to achieve optimal results with using application of Alfred Camera. Therefore, this research aims to identify how the Alfred camera application is implemented as a monitoring control for patrol activities and to find the affecting factors. This research use a theories and concepts as a analytical in research process. which is theory technology information, crime prevention theory, and management theory. While the concepts is Supervision consept, the Concept of Patrol and the Concept of the Alfred Camera. The type of method is a qualitative research with using techniques data, which is observation, interviews, and study document. Based on the result of research, the maximum supervision in implementation of patrol activities can improve the performance of members patrol and improve a optimal results when compared to the absence of supervision carried out. However, in the implementation of Alfred camera on patrol activities there are still inhibiting factors that affecting on members patrol such as the budget fund management and the condition of inventory items which will later support the smooth running of patrol activities more optimally.

Abstract

Nowadays, motorized vehicles are an important human need. However, the pandemic situation resulted in the layoff of many people. Thus, the welfare of the community is getting lower, resulting in higher thefts occur. The Sabhara unit is tasked to preventing crime. The problems of this study are: 1. What is the general description of the implementation of patrol units of Depok Police region and the crime rate of motorcycle criminal acts in Depok? 2. How does the role of Sabhara patrol unit in reducing the amount of motorcycle criminal acts in Depok during covid-19 pandemic? 3. What are the factors that influence the implementation of Sabhara patrol units of Depok police to overcome the motorcycle criminal acts in Depok? This study uses qualitative approach. The focus of the study is the role of the patroli unit of the sabhara Depok Police in reducing motorcycle criminal actions in Depok city during Covid-19 pandemic. This study uses primary and secondary data with data collection techniques in the form of interviews, observation, and document review. Triangulation of data is used to validating the data. The patrol activities carried out by the sabhara units are an effort to prevent motorcycle criminal acts. There are two forms of patrol which are four wheels patrol and two wheels patrol. Both patrols are carried out regularly everyday with two schedules and three teams. There are several factors that influence the implementation of patrol which can be linked to the 6M elements of management theory. Suggestions for optimizing patrol activities which are, increasing the human resources, intensify the patrols schedule, renewing the facilities, and socialization to the community.

Abstract

The Indonesian National Police (Polri) are state servants in maintaining security and public order. The high incidence of weighted theft in Bulungan Regency is the background of this research. The purpose of this study is to know and analyze the description of Curat's actions in Bulungan, to find out the role of the SatSabhara patrol unit of the Bulungan Police in carrying out patrol activities and the factors factors affecting patrol activities by SatSabhara Polres Bulungan. This research is a research using qualitative methods. Qualitative research includes primary, secondary and tertiary data in carrying out research conducted at the Bulungan Police. The technology, which in its implementation uses the four-wheeled Isuzu MUX brand, b. This market is aimed at public places so that the public is safe, (2) The inhibiting factor, namely human beings, is related to the number of SatSabhara personnel, Bulungan Police, as many as 396 people, according to Chief of Police Perkap No. 23/2010 describes the ideal of Bulungan Police personnel needing 1062 people, b. The money received is still limited, only the need for patrols without funding for firearms while on duty, c.The material in question still lacks facilities such as HT and four- wheeled vehicles so that the hope can be increased facilities to support the SatSabhara patrols, d.The methods still need to be improved, both the responsibility between personnel and the two-way patrol plan.

Abstract

This research was motivated by the high spread of the Covid-19 virus in Polres Tarakan district. The level of material and moral losses caused by the increasing spread of the Covid-19 virus can cause a national development and health deficit, so it is important for the Police to put forward preventive efforts in order to reduce it. Therefore, a study was conducted which aims to determine the description of the implementation and the factors that influence Kampung Tangguh Nusantara Program which is carried out by Bhabinkamtibmas Satbinmas Polres Tarakan. This research was conducted using a descriptive analysis research method and a qualitative approach. Kampung Tangguh Nusantara program analyzed using Surat Kapolda Kaltara Nomor : B/660/VI/REN.4.1./2020 number 3 point (a) is considered not optimal because only a few parts of the assessment indicators have been fulfilled. The factors that become obstacles include internal and external factors consisting of the field of human resources, the field of facilities and infrastructure, the field of budget, support for other functions in the police, support across agencies, and the support of the residents of Kelurahan Karang Anyar. Based on the results of these studies, the authors provide suggestions according to the concepts and theories used, namely the concept of Kampung Tangguh Nusantara, the theory of 4M management elements and POAC, so that the development and restructuring of the management organization of Kampung Tangguh Nusantara is carried out based on the Job Description of each member. number of Bhabinkamtibmas personnel, the existence of written provisions of the HTCK between functions and related institutions. This includes improving the control and supervision of Satbinmas budget, holding Binmas Dikjur, implementing the concept of reward and punishment, reforming the presentation material, and research related to the implementation of the Kampung Tangguh Nusantara Program from a perspective other than the police institution.

Abstract

Preventive efforts that have been made to reduce the crime rate will be very influential if done properly and consistently. The author wants to do research, especially regarding dialogical patrols carried out as a preventive effort by the Sabhara Unit so that it can reduce the number of criminal cases of theft by weighting the Padangsidimpuan Police so that the author will put it into scientific papers. In the Padangsidimpuan Police, as well as describing the factors that influence the prevention of theft by using the dialogical patrol method. In this study, a qualitative approach was used with the method of field research through interviews, observation, and document study. Based on the research results of the Sabhara Unit Dialogical Patrol Effort in Preventing Crime of Theft by Giving Up at the Padangsidimpuan Police, it was carried out well and the community was cooperative in carrying out the appeal of the patrol officer. The cycling patrol program and the implementation of the PSBB are supporting factors for the prevention of criminal acts of theft by weight, however, the limited number of personnel and the patrol's targets is an obstacle. Abstract

This research is motivated by the high number of accidents that occur from year to year in the jurisdiction of the Bogor Police. Judging from the last 5 years the number of accidents at the Bogor Police has always increased. However, there was a significant decline in 2020, this was influenced by the Covid-19 pandemic. The important role of the Bogor Police Traffic Unit, especially the Dikyasa Unit, is in preventing accidents, which are carried out through public education activities in the traffic sector. Therefore, a research was conducted on the role of the Dikyasa Unit through the Dikmas and in preventing traffic accidents in the jurisdiction of the Bogor Police, as well as the factors that influence the role of the Dikyasa Unit. This research was carried out with a qualitative approach that focused on the implementation of community education services in the jurisdiction of the Bogor Police. Data collection techniques are interviews, observations, and documentation studies. Data validity was carried out using source triangulation and technical triangulation. Data analysis techniques used in the form of data reduction, data presentation, and drawing conclusions. The results of the study found that the Dikyasa Unit through Dikmas then in preventing traffic accidents in the jurisdiction of the Bogor Police which was analyzed using Management Theory, Communication Theory, Juklak Kapolri No.Pol: JUKLAK/5/V/2003, Law No. 22 of 2009, has not played a role in prevent traffic accidents. The implementation of community education has not met the standard indicators in past social education activities. Based on the results of the study, the researchers suggest making technology-based social education activities such as webinars that can facilitate the implementation of community education, especially during the Covid-19 pandemic.

Abstract

Crime from time to time shows a very significant increase, both in small cities and in big cities in Indonesia, such as the capital city of Jakarta, Bandung, Yogyakarta, Semarang and other big cities. Increased crime in Indonesia can be caused by a booming population, especially in cities with large numbers of jobs, the lifestyle of people in urban areas which tends to be high which requires them to have their own vehicle to do their daily work. The high number of vehicles in the city of Semarang also increases the crime rate of vehicle theft which results in disruption of order and security for the community, members of the Police who are tasked with guarding this have taken action, one of which is through sikat jaran operations to reduce the crime of vehicle theft. Therefore, the researcher conducted this study to determine whether the operation carried out by the Semarang Police was effective or not or not at all effective and looked for factors that influenced the success of this operation. To analyze these problems, the researcher used the theory of effectiveness and law enforcement theory, for the concept the researcher used the concept of the criminal unit, the concept of the operation of the sikat jaran and the concept of patrol. The approach used is qualitative and the method used is field research. Data sources were obtained by researchers from primary and secondary data sources. The results of the research obtained were that there were still a few obstacles faced by the Elang Team members such as lack of facilities and infrastructure, lack of personnel and lack of community participation and professional criminal offenders, however the results obtained by the Elang Team always found full success. Suggestions from researchers from this study are the addition of personnel and facilities to support this operation considering the perpetrators are getting smarter and more professional, and educating the public so they can play a role in reporting to prevent this crime.

Abstract

Penelitian ini dilatarbelakangi keberadaan Candi Borobudur yang merupakan objek wisata internasional yang menjadi salah satu objek vital nasional yang bersifat strategis. Sebagai situs cagar budaya, sangat pentinglah diberlakukannya pengamanan objek vital nasional terhadap Candi Borobudur oleh negara. Beberapa upaya negara dalam melakukan pengamanan tersebut terlihat dari dikeluarkannya Keputusan Presiden Republik Indonesia No. 63 Tahun 2004 tentang Pengamanan Objek Vital Nasional yang kemudian ditindaklanjuti dengan terbitnya Surat Keputusan Kapolri No. Pol : Skep / 738 / X / 2005 tanggal 13 Oktober 2005 tentang Pedoman Sistem Pengamanan Objek Vital Nasional. Dituntut tanggung jawab Kepolisian dalam hal ini Unit Pam Obvit Polres Magelang dalam pengamanan serta mencegah terjadinya kejahatan, sehingga terjaminnya keamanan objek wisata Candi Borobudur dan timbulnya rasa aman bagi pengunjung objek wisata Candi Borobudur. Oleh karena itu, maka dilakukan penelitian yang bertujuan untuk mengetahui pelaksanaan pengamanan oleh Unit Pam Obvit Polres Magelang, faktor-faktor yang mempengaruhi pelaksanaan tugas Unit Pam Obvit, dan upaya apa saja yang dilakukan Unit Pam Obvit dalam mencegah terjadinya kejahatan. Penelitian ini dilakukan dengan pendekatan kualitatif, menggunakan metode penelitian deskriptif analisis, serta teknik pengumpulan data dengan wawancara, pengamatan, dan telaah dokumen yang ada. Teori yang digunakan untuk menganalisis adalah teori Manajemen POAC, teori Analisis SWOT, dan teori Pencegahan Kejahatan. Hasil penelitian menemukan bahwa pelaksanaan pengamanan oleh Unit Pam Obvit belum maksimal. Masih banyaknya faktor internal dan eksternal yang mempengaruhi pelaksanaan tugas pengamanan Unit Pam Obvit tidak maksimal. Adanya upaya pengamanan yang belum maksimal dilakukan Unit Pam Obvit dalam berkoordinasi dengan instansi yang terkait. Berdasarkan hasil penelitian, maka perlunya anggota mengikuti dikjur Pam Obvit guna paham mengenai sistem pengamanan Obvitnas, mengikuti sekolah bahasa Polri guna pengamanan yang maksimal, perbaikan struktur organisasi Polres Magelang untuk Unit Pam Obvit menjadi Satuan Pam Obvit untuk pengamanan yang maksimal terhadap Obvitnas, penambahan anggaran dan sarpras untuk meningkatkan kinerja anggota, peningkatan koordinasi dengan pihak taman dan masyarakat, penambahan kualitas pengamanan fisik mulai dari pagar sampai pintu masuk. This research is motivated by the existence of Borobudur Temple which is an international tourist attraction which is one of the strategic national vital objects. As a cultural heritage site, it is very important that the state enforces the security of national vital objects against Borobudur Temple. Some of the efforts of the state in carrying out these safeguards can be seen from the issuance of Presidential Decree No. Republic of Indonesia. 63 of 2004 concerning Safeguarding of National Vital Objects which was then followed up with the issuance of Decree No. Kapolri No. Pol: Skep / 738 / X / 2005 dated October 13, 2005 concerning Guidelines for the National Vital Object Security System. The Police are required in this case the Pam Obvit Magelang Police Unit in safeguarding and preventing crime, so as to ensure the security of Borobudur Temple attractions and the emergence of a sense of security for visitors of Borobudur Temple tourism objects. Therefore, a study was conducted to find out the implementation of security by the Magelang Police Obvit Pam Unit, the factors influencing the implementation of the Pam Obvit Unit tasks, and what efforts were made by the Pam Obvit Unit in preventing crime. This research was conducted with a qualitative approach, using descriptive analysis research methods, as well as data collection techniques by interviewing, observing, and examining existing documents. Theories used to analyze are POAC Management theory, SWOT Analysis theory, and Crime Prevention theory. The results of the study found that the implementation of security by the Pam Obvit Unit was not optimal. There are still many internal and external factors that affect the implementation of the security task force Pam Obvit unit is not optimal. Pam Obvit Unit's security efforts have not been maximized in coordination with the relevant agencies. Based on the results of the study, the need for members to follow the Pam Obvit Dikjur in order to understand the Obvitnas security system, attend the Polri language school for maximum security, improve the organizational structure of the Magelang Resort Police Unit for the Pam Obvit Unit to become the Pam Obvit Unit for maximum security for Obvitnas, increase the budget and infrastructure to improve member performance, improve coordination with the park and the community, increase the quality of physical security from the fence to the entrance.

Abstract

Latar belakang penelitian ini adalah pentingnya kinerja unit patroli satuan Sabhara dalam mencegah tindak pidana Curanmor. Untuk kepentingan tersebut, maka penulis melakukan penelitian dalam bentuk penulisan skripsi mengenai optimalisasi kinerja unit patroli satuan Sabhara dalam mencegah tindak pidana Curanmor di wilayah hukum polres Tegal Kabupaten. Berdasarkan latar belakang dan identifikasi masalah yang telah disebutkan, penulis kemudian menentukan rumusan masalah yang diangkat, yaitu : “Bagaimana optimalisasi kinerja unit patroli satuan Sabhara Polres Tegal Kabupaten, serta faktor-faktor pendukung dan penghambatnya dan upaya pengoptimalannya dalam pencegahan tindak pidana curanmor”. Tujuan penelitian ini adalah sebagai berikut: untuk mendeskripsikan optimalisasi kinerja unit patroli satuan Sabhara dalam mencegah tindak pidana Curanmor di wilayah hukum Polres Tegal Kabupaten dan untuk mengetahui kebutuhan sarana prasarana dan faktor-faktor pendukung dan penghambatnya serta memberikan pencegahan terhadap tindak pidana Curanmor, serta untuk mengetahui upaya yang dioptimalkan dalam kinerja unit patroli. Dalam penelitian ini, penulis menggunakan pendekatan kualitatif.metode yang digunakan adalah deskriptif analisis.teknik pengumpulan data yang digunakan adalah wawancara dan studi dokumen.teori yang digunakan dalam penelitian ini adalah teori manajemen POAC dan teori analisis SWOT, sedangkan konsep-konsep yang digunakan adalah konsep Optimalisasi, konsep Patroli, konsep patroli roda dua, konsep kinerja dan konsep pencegahan kejahatan. Kesimpulan penelitian ini adalah pengoptimalisasian kinerja unit patroli satuan Sabhara dapat ditingkatkan secara kualitas dan kuantitas serta mengikutkan pendidikan kejuruan bagi yang belum melaksanakan. Perlunya dukungan sarana prasarana dari jajaran atas karena kurang memadai serta dapat mengajukan penambahan logistik kendaraan roda dua maupun empat, upaya-upaya yang dilakukan pimpinan harus didukung oleh unsur pelaksana untuk mewujudkan Kamtibmas dan mencegah tindak pidana curanmor yang lebih tinggi dari kriminalitas lainnya. The background of this research is the importance of the performance of the Sabhara unit patrol unit in preventing the crime of Curanmor. For this purpose, the authors conducted a research in the form of a thesis writing about optimizing the performance of the Sabhara unit patrol unit in preventing criminal acts of Curanmor in the Tegal district police jurisdiction. Based on the background and identification of the problems that have been mentioned, the author then determines the formulation of the problem raised, namely: "How to optimize the performance of the Sabhara District Police Tegal patrol unit, as well as the supporting and inhibiting factors and its optimization efforts in preventing criminal acts of fraud". The purpose of this study is as follows: to describe the optimization of the Sabhara unit patrol unit's performance in preventing criminal acts of Curanmor in the jurisdiction of the Tegal Regency Police Station and to determine the need for infrastructure and supporting and inhibiting factors as well as providing prevention against criminal acts of Curanmor, as well as to find out optimized efforts in patrol unit performance. In this study, the authors used a qualitative approach. The method used was descriptive analysis. Data collection techniques used were interviews and document studies. The theories used in this study were POAC management theory and SWOT analysis theory, while the concepts used were concepts Optimization, the concept of Patrol, the concept of two-wheeled patrol, the concept of performance and the concept of crime prevention. The conclusion of this study is that optimizing the performance of the Sabhara unit patrol unit can be improved in quality and quantity and include vocational education for those who have not yet implemented it. The need for infrastructure support from the upper ranks because it is inadequate and can propose additional logistics for two- or four-wheeled vehicles, the efforts made by the leadership must be supported by the implementing elements to realize Kamtibmas and prevent criminal liability higher than other crimes.

Abstract

Latar belakang dari penelitian ini adalah tingginya angka Curanmor yang terjadi setiap tahunnya di hampir seluruh Polres tak terkecuali Polres Kudus. Tujuan dari penelitian ini adalah Menganalisis peran Bhabinkamtibmas dan mengidentifikasi serta menganalisis faktor-faktor yang mempengaruhi Bhabinkamtibmas dalam penyampaian pesan kewaspadaan terhadap curanmor di wilayah hukum Polres Kudus. Penelitian ini dilaksanakan di wilayah hukum Polres Kudus dan menggunakan metode penelitian kualitatif serta menerapkan teori Manajemen P.O.A.C dan S.W.O.T dalam membahas temuan penelitian. Hasil penelitian menunjukkan bahwa 1) analisis peran Bhabinkamtibmas dalam penyampaian pesan kewaspadaan terhadap curanmor yang dilakukan dengan Teori Manajemen dapat berjalan dengan baik dari tahap perencanaan, pengorganisasian, pelaksanaan dan pengendalian; 2) bahwa peran Bhabinkamtibmas tersebut yang dianalisis denggan Program Promoter Kapolri sudah sesuai dengan poin ke 8 dari 11 Program Prioritas yakni membangun kesadaran dan partisipasi masyarakat terhadap Kamtibmas; 3) faktor-faktor yang yang menghambat peran Bhabinkamtibmas dalam penyampaian pesan kewaspadaan terhadap curanmor di wilayah hukum Polres Kudus yaitu a) masih adanya Bhabinkmatibmas yang merangkap tugas di satuan fungsi; b) belum semua Bhbainkamtibmas mengikuti Pendidikan Kejuruan Binmas; dan c) lokasi tempat tinggal Bhabinkamtibmas yang berbeda dan/atau jauh dari desa binaannya. The background of this research is the high number of Curanmor that occurs every year in almost all Polres, including the Kudus Polres. The purpose of this study is to Analyze the role of Bhabinkamtibmas and identify and analyze the factors that influence Bhabinkamtibmas in delivering vigilance messages to mavers in the jurisdiction of the Holy Police. This research was conducted in the jurisdiction of the Holy Polres and used qualitative research methods and applied the management theory of P.O.A.C and S.W.O.T in discussing research findings. The results showed that 1) an analysis of the role of Bhabinkamtibmas in the delivery of vigilance messages to customers carried out with Management Theory could run well from the planning, organizing, implementing and controlling stages; 2) that the role of the Bhabinkamtibmas analyzed by the National Police Promoter's Program is in accordance with point 8 of the 11 Priority Programs, which is to build public awareness and participation in Kamtibmas; 3) the factors which hampered the role of Bhabinkamtibmas in delivering the message of vigilance towards muranmor in the Holy Police jurisdiction, namely a) the continued presence of Bhabinkmatibmas who doubles as a task in a function unit; b) not all Bhbainkamtibmas have attended the Binmas Vocational Education; and c) the location of Bhabinkamtibmas's residence which is different and / or far from the target village.
