Abstract

This study examines the efforts of Bhabinkamtibmas in preventing the spread of radicalism. This study has a research focus, namely "Efforts of Bhabinkamtibmas in Preventing the Spread of Radical Understanding in the jurisdiction of the Tegal Police" because the capabilities possessed by Bhabinkamtibmas are the spearhead of the Police in the field of prevention in preventing the spread of radical ideas in society through sambang, guidance and counseling. There are three issues raised in this thesis research, namely about; (1) What are the efforts of Bhabinkamtibmas to prevent the spread of radical ideas? (2) What are the factors that hinder the implementation of Bhabinkamtibmas' duties? (3) How to improve the capabilities of Bhabinkamtibmas? To analyze the three problems, the researcher used the field and research method with a qualitative approach. The use of a conceptual framework in the form of theories and concepts is used as an analytical knife by researchers in answering the predetermined problem formulation. Theories and concepts used by the researcher are management theory, 6 M management theory, competency theory, Polmas concept, Bhabinkamtibmas concept, and Radicalism concept. The findings of this study are (1) Bhabinkamtibmas in an effort to prevent the spread of radicalism has a very vital role where in efforts to prevent the spread of radicalism Bhabinkamtibmas is required to be able to provide understanding to the wider community about the dangers of radicalism and how to counteract and prevent this understanding. (2) Obstacles to the task of Bhabinkamtibmas are internal factors originating from within the Polri organization itself and external factors originating from outside the Polri organizational environment. (3) The ability of Bhabinkamtibmas in the fields of knowledge, skills/ability, and behavior requires improvement. The results of the findings of researchers in the field, the authors suggest that Bhabinkamtibmas training be carried out in all fields, both in the police and non-police fields as well as skills and abilities in the field of technology in supporting efforts to prevent the spread of radicalism in the jurisdiction of the Tegal Police.

Abstract

The Covid-19 pandemic is a condition in which a disease originating from the Covid-19 virus has spread throughout the world. This condition in the end has a very big impact on human life. This has resulted in many aspects of human life being disrupted, along with the onset of this pandemic, social problems have arisen. The social problems that arise are such as an increase in unemployment due to layoffs, a decline in the level of the economy such as production of goods, buying and selling transactions, and others. This has resulted in an increase in the level of crime that occurs in the community in the form of criminal cases such as theft. Therefore, necessary steps are needed to prevent crime in society, one of which is by carrying out police preventive activities. The form of the preventive function of the police is in the form of patrol activities to prevent the occurrence of criminal acts of theft with weight. This study aims to determine how Police Readiness efforts in patrol activities can prevent criminal acts of theft by using theories in the field of criminology and the concept of Sabhara and patrol in the jurisdiction of the Pekanbaru Police. Based on the results of the study, it was found that the increase in cases of theft was due to social problems arising from the Pandemic, the Ministry of Law and Human Rights assimilation program and the efforts made to prevent these cases from occurring through beat patrols and sambang patrols.

Abstract

The focus of research in this thesis is the optimization of Sabhara patrol to prevent motor vehicle theft in Central Lampung Regency. The focus of this study is considered important because motor vehicle theft is the highest crime incidence in Central Lampung. Research problems based on the focus of this thesis, namely: (1)How is the implementation Sabhara patrol of Central Lampung Police to preventing motor vehicle theft?; (2)What are the factors that influence the optimize of the Sabhara Unit patrols to prevent motor vehicle theft?; and (3) What are the efforts to increase the optimization of the Sabhara Unit patrols in preventing motor vehicle theft?. This research uses a qualitative approach with the type of research that is the case study. Sources in data collection in the form of primary data sources, secondary data sources, and tertiary data sources, with the techniques of observation, interviews, and document studies. The theories and concepts used are the theory of crime prevention and SWOT analysis, Perkabaharkam Number 1 of 2017 concerning Patrol, the concept of theft, the concept of using communication and information technology, the concept of optimization, concept of patrol, concept of implementation patrol and the concept of the Glympse application. The findings of this study are (1)Implementation of patrols hunting who in their routine activities implement a proactive strategy, routine in nature, patrolling R2 and R4 motorized vehicles in the form of random patrols/random. The hunting patrol consists of the preparation stage, the aap stage, the implementation stage, the termination stage, and the supervision, control, and analysis and evaluation stages; (2)The results of optimizing the patrols of the Sabhara Unit are influenced by supporting and inhibiting factors; (3)In improving optimization, it is carried out by implementing the Park, Walk, Talk patrol method and using the Glympse application for hunting patrol supervision.

Abstract

While the COVID 19 pandemic is still roaming around the globe, there are several main changes that happened in Indonesia as well. These changes could be found throughout daily life such as the academics, jobs and humanity and its usage or function itself. With the many changes that happened abruptly because of the virus, the researcher chose “upaya unit patroli satlantas dalam mencegah pelanggaran lalu lintas di wilayah polresta banjarmasin pada masa pandemi COVID-19.” as the title in hope that this thesis can brought new knowledge about numerous ways and efforts that have been done and will be done by to avoid any traffic violations by the patrol units during this COVID-19 pandemic that would be rather easier or tougher hence twice the efforts than the usual ways before pandemic. The researcher of this thesis on a whole matter will be using qualitative methods to analyze the collected data and interviews, the researcher would as well spread a questioner with an open answer which can be filled according to the intended people, the observation around Polresta Banjarmasin street have been done in the span of 2-3 months that is already calculated strictly and is enough to retrieve the data intended. There are several factors that affect the mentioned problem, such as internal and external factors on the other hand countable supporting efforts to help the effectiveness of the patrol units to have a smooth and perfect execution of their plans and ways, this is thoroughly done by ceasing the usage of activities in the main street of Banjarmasin, which is Ahmad Yani street due to the COVID-19 pandemic and this will ease the job to be worked out though not forgetting the existence of several internal and external factors.

Abstract

This research is motivated by the number of criminal acts of drug abuse in Tulang Bawang district which is still high and does not show a decrease at all. Various prevention efforts have been carried out by the Binmas Unit of the Tulang Bawang Police in suppressing drug abuse, but there are still shortcomings, therefore researchers conducted a study to determine the efforts of coaching and counseling the Binmas Unit in reducing the number of drug abuse. The approach used in this research is a qualitative approach and this type of research is descriptive analytic. The focus of the research is on optimizing the Binmas Unit in suppressing drug abuse with the jurisdiction of the Tulang Bawang Police. Sources of information from the Head of Binmas and the Binmas Unit of the Tulang Bawang Police, especially those who play a role in the field of guidance and counseling as well as the local community. Data collection techniques by interview, observation, and document review. Test the validity of the data by data triangulation. Test by providing a detailed, clear and systematic description. Analysis with data reduction. The results of the study indicate that the efforts of coaching and counseling the Binmas Unit in suppressing drug abuse by looking at the readiness, implementation and inhibiting factors of coaching and counseling on drug prevention. And the efforts that must be made are increasing the quantity and quality of the members, the mindset of the members, improving the facilities and infrastructure, the budget, and the methods that need to be improved in the delivery of material on drug abuse and collaboration with related agencies, bringing in direct examples of drug abusers to the public. the public, using WhatsApp social media in delivering messages to prevent drugs so that it is more attractive and has a wider scope.

Abstract

This research is motivated by the increase in unemployment in Indonesia due to the prolonged Covid-19 pandemic, which has led to an increase in narcotics abuse cases among teenagers in the Denpasar Polresta area. The existence of the Covid-19 health protocol causes the Denpasar Police Narcotics Unit to be unable to take preemptive steps in the form of narcotics guidance and counseling in 2020. This study aims to identify and analyze what efforts can be made by the Denpasar Police Narcotics Unit to optimize narcotics guidance and counseling activities as well as identify and analyze factors that influence the guidance and counseling of narcotics. This study uses a qualitative approach with the method of field and file research. This study uses primary and secondary data sources, and takes place in Denpasar City. Data analysis was carried out by data reduction, data presentation, and drawing conclusions. Data collection techniques used interview, observation, and document studies. The concepts used in this study are the concepts of Optimization, Guidance and Counseling, Prevention, Narcotics, Narcotics Abuse, and Adolescents, while the theories used are Crime Prevention Theory, The Six "M" in Management, and Media Dependency Theory. The results showed that 1) the Denpasar Police Narcotics Unit had not yet found a solution or alternative to optimize narcotics guidance and counseling activities due to the Covid-19 pandemic; 2) The factors that influence the guidance and counseling on narcotics are influenced by 8 factors consisting of internal and external factors, and 5 of the 8 factors that have a negative effect. Based on the Media Dependency theory, the use of online application media and social media can be a solution to the non-implementation of narcotics guidance and counseling.

Abstract

This research is motivated by the case of motor vehicle theft in the city of Bekasi which never decreases from year to year and even increases every year. This study aims to determine the implementation of patrols by the Patriot team in preventing motor vehicle theft, the factors that influence the implementation of patrols by the patriot team, and efforts to optimize patrols by the patriot team of Polres Metro Bekasi City. This research was conducted using a qualitative approach, using conceptual literature and using field research methods, namely field research, as well as data collection by interviews, observations, and document studies. Of course, from this research, it can be seen clearly the description of the patrols carried out by the Patriot team to prevent the crime of motor vehicle theft in the jurisdiction of the Bekasi City Police Metro. The results of the study found that the implementation of patrol activities by the patriot team was still not optimal because the crime of motor vehicle theft was still increasing from year to year. This is influenced by internal and external factors, including patrol personnel who do not meet the standards, there are damaged facilities and infrastructure, there is no special budget for the patriot team provided by the Polres, while external factors are very wide within the jurisdiction of the Bekasi Metro Police. Based on the results of the study, the researchers suggest to improve the quality of the Patriot team personnel, immediately establish a patriot team organizational structure, provide a special budget for the patriot team by the Bekasi City Police, there must be officers attached to the patriot team specifically, not just pickets.

Abstract

The rise of illegal racing actions that occurred resulted in Kamtibmas in Batam City being not conducive. The increase in the intensity of the illegal racing action that occurs is very disturbing for the residents of Batam City in carrying out their daily activities. Teenagers are the dominant group as perpetrators of illegal racing. Thus forcing the Barelang Police, namely the Sabhara unit, to work hard in preventing illegal racing actions that are troubling the people of Batam City. The purpose of the research in this thesis is to describe the description of the patrols of the Barelang Police Sabhara Unit and the description of illegal racing in Batam City, to describe the role of patrols in preventing illegal racing in the Barelang Police jurisdiction, to find the factors that influence the implementation of patrols in preventing illegal racing. This study uses qualitative methods, while the theories and concepts used to analyze this problem are Role Theory, Management Theory, Crime Prevention Theory, Patrol Concepts, Crime Prevention Concepts, Illegal Racing Violation Concepts.Data collection techniques that can be used are interviews, observation, and document studies. The results obtained in this study are the role of the Sabhara Polresta Barelang patrol unit is to maintain security and public order is good, but the role of enforcing the law, and the role of providing protection, shelter and service to the community is not good. In the implementation of patrols, there are several factors, including supporting and inhibiting factors. Suggestions for the Sabhara Polresta Barelang unit to improve the ability of patrol members by participating in Sabhara function ability training, the need for additional 2-wheel patrols at night regularly, giving awards to patrol officers who carry out their duties and responsibilities well, providing a forum for teenagers to can channel their interests and talents to do wild racing, and it is necessary to have a varied time for the implementation of patrols.

Abstract

Penelitian ini dilatarbelakangi oleh tindak pidana pencurian kendaraan bermotor di wilayah hukum Tanjung Karang Timur tergolong cukup tinggi dan mengalami kenaikan yang terus meningkat. Pelaksanaan penyidikan yang dilakukan oleh Unit Reskrim dirasa masih belum optimal. Oleh karena itu maka dilakukanlah penelitian dengan tujuan mendeskripsikan dan menggambarkan tindak pidana pencurian kendaraan bermotor di wilayah hukum Polsek Tanjung Karang Timur dan Menggambarkan faktor-faktor apa saja yang mempengaruhi proses penyidikan pencurian kendaraan bermotor. Penelitian ini menggunakan konsep optimalisasi, teori manajemen, teori penegakan hukum untuk menganalisa permasalahan yang ada. Fokus penelitian adalah faktor-faktor apa saja yang mempengaruhi proses penyidikan dan gambaran yang terjadi tentang kasus tindak pidana pencurian kendaraan bermotor di wilayah hukum Polsek Tanjung Karang Timur. Teknik pengumpulan data dengan wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan reduksi data, sajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian, ditemukan bahwa penyidikan tindak pidana pencurian kendaraan bermotor tidak optimal. Hal ini disebabkan karena adanya beberapa faktor penghambat dalam pelaksanaan penyidikan tindak pidana pencurian kendaraan bermotor faktor faktor tersebut adalah personel yang kurang berkompeten, baik ilmu maupun pengalaman di bidang penyidikan sarana dan prasarana yang tidak maksimal, selain itu terdapat faktor lain yang pada pelaku. Merujuk dari hasil penelitian diatas penulis menyarankan agar pimpinan berkoordinasi dengan biro sumber daya manusia Polda untuk mengadakan pelatihan tentang penyidikan dan penggunaan teknologi untuk penyidikan, serta bekerja sama dengan unit Binmas agar melaksanakan penyuluhan agar masyarakat ikut serta dalam membantu penyidikan dalam bentuk menjadi saksi dalam penydidikan.

Abstract

This research is based on the number of traffic accidents involving students in the city of Balikpapan, which always has an increasing percentage when compared to the total number of accidents in the last 3 years (2018-2020), therefore researchers are interested in researching the implementation of Traffic Education for students carried out by the Dikyasa Unit of the Balikpapan Police Satlantas. Based on this background, three problem formulations were formulated, namely the Implementation of the Social Education Education, the influencing factors, and the optimization of the Social Education Education. This type of research is a field research with a qualitative approach, the data sources used are primary and secondary data collection techniques. in the form of interviews, observations and document studies. Data validity using triangulation technique. Data analysis techniques in the form of data reduction, data presentation, and drawing conclusions. From the results of the research carried out, it was found that the implementation of the Dikmas Then for students was still not running optimally, which was caused by several internal and external factors, internal factors including the lack of personnel from the Dikyasa unit in terms of quantity, not optimal budget management carried out, and the ability of personnel in delivering the Dikmas Traffic which is less varied and innovative, while the external factors come from students as the object of the implementation of the Dikmas Then. Based on the results of the study, the authors have several suggestions for the Balikpapan Police Headquarters to prepare all the needs to support the Optimal Traffic Dikmas implementation, including increasing the number of Dikyasa Unit personnel, increasing the budget and budget management which must be even better, coordinating with other Satker related to message delivery.
