Abstract

Indonesia as an archipelagic country with various religions, ethnicities and cultures certainly has high social vulnerability. During this Covid-19 pandemic, there are still many traffic violations committed by the community, especially students. The things that trigger the occurrence of these violations are due to internal factors such as selfishness and lack of concern for the environment as well as external factors such as lack of attention from parents and minimal education about ethics and traffic discipline. The focus of the research is how the role of the Semarang Polrestabes traffic education unit in reducing the number of traffic violations committed by students during the Covid-19 pandemic. This study was conducted to describe the role and factors that affect the performance of the Semarang Polrestabes Traffic Unit Dikmas Unit in reducing the number of traffic violations committed by students during the Covid-19 pandemic. As an analytical tool, the research uses Law No. 2 of 2002, Law No. 22 of 2009, the concept of roles, communication theory and management theory. The research approach is qualitative by obtaining empirical data at the Traffic Unit of the Semarang Polrestabes. The results showed that the management elements (personnel, budget support, infrastructure and methods used) related to the role of the Dikmas unit in reducing the number of traffic violations committed by students were still less intensive due to various factors, both internal and external. . The role of the Satlantas Dikmas Unit needs to be improved and carried out more intensively. In addition, the methods used in carrying out community education should then be made more straightforward and interesting, such as interesting posts on social media, webinars, and meetings through zoom meetings so that they can make the public, especially students, interested in the material presented.

Abstract

This research is motivated by the high number of criminal acts of theft with weights in North Lampung Regency. In accordance with Article 13 of Law Number 2 of 2002, it describes the main tasks to overcome threats, challenges, disturbances, and obstacles. Therefore, a research was carried out which aims to find out the general description of the crime of stealing in North Lampung Regency, analyze the role of the Binkamsa unit and determine the factors that affect the implementation of the task. The theory used is Management Theory, Communication Theory and Criminology Theory. The concepts used are the concept of binkamsa and the concept of roles which will be discussed later in the discussion of research results. The research method uses a qualitative approach whose results are strengthened by the findings, observations, document studies, and interviews with information sources. The techniques used for data analysis include data reduction, data presentation, and drawing conclusions. The results of the study found that theft with weighting was dominated because of economic problems and heterogeneous society. In the implementation of prevention there are still many shortcomings such as the lack of number and readiness of members, steep terrain and supervision and control. While the influencing factors such as humans, money, materials, machines, methods, and markets. Based on the results of the study, the researchers suggested that the leadership instruct members to carry out education and training, carry out regular analysis and evaluation, coordinate with the local government to provide skills training to prevent the crime of theft with weights at the North Lampung Police.

Abstract

This research is propelled by crime in society. It cannot be denied that the street is a crime-prone area. In (Hagan, 2013) it is claimed that the violent crime index and property crime are the most vulnerable to occur around public facilities. The number of cases of violent crimes and property crimes has consistently is in the highest ranking. Patrolling is one of the police activities carried out by members of the National Police, as an effort to prevent disturbances in security and social security, which are caused by potential disturbances, threshold for disturbances, and real disturbances by visiting, exploring, observing, supervise, pay attention to situations, and / or conditions that require the presence of the Police to carry out policing actions. (Djamin, 2015). Therefore, this research is to analyze the effectiveness of the implementation of motorcycled-patrol activities carried out by the Sabhara of Polrestabes Makassar function in preventing street crimes in the jurisdiction of the Makassar Police. This research was obtained with a qualitative method that focuses on the effectiveness of the two-wheeled patrols in Sabhara in preventing street crimes, data collection techniques by interviewing, observing, and reviewing documents, data validity using data triangulation with primary and secondary data sources and data analysis techniques in the form of reduction data, data presentation, and drawing conclusions. It was found that the prevailing description of the effectiveness of street crime preventi through the two-wheeled patrols of Sabhara at the Makassar Polrestabes which was analyzed using the effectiveness theory had not been implemented properly at the Makassar Police. The two-wheeled patrol activities have been carried out well, but there are still several factors that affect its effectiveness. However, efforts continue to be made so that the two-wheeled patrols can run effectively. Based on the results, the researcher recommends that a larger budget allocation is needed to increase the quantity of patrol implementation and workers support in the patrol team, need for special education and training on patrolling and empowering and building relationships with the surrounding community.

Abstract

Technological developments during the industrial revolution 4.0 made the Police create 110 police services as a means of reporting and/or public complaints. However, what happened in the field was that the community had not used the police services in a sustainable manner and even tended to choose another call center. Therefore, the problem formulation of this thesis is how to implement police services 110 and what are the factors that influence the implementation of police services 110. The purpose of this research is to describe the implementation of police services 110 and the factors that influence the implementation of police services 110. This thesis was prepared using a qualitative approach and the type of descriptive analysis research carried out at SPKT Polresta Manado using data collection techniques, interviews, observation, and document review. The results of the research on the implementation of police services to the community are considered to be still not going well because there are still many inhibiting factors such as having double job personnel so that they do not focus on being a monitoring center operator, the operator has never attended training, as well as a complicated bureaucratic system, police services 110 uses pulses, cannot make emergency calls, still affects the credibility of the police service 110. Based on the results of this study, the authors suggest to focus on the duties and functions of personnel so that no double job is involved and then be included in trainings regarding monitoring centers, conducting improvement of reporting flow (bureaucratic system) so that it becomes fast and precise, police service operators are given training and then when carrying out their duties they remain focused on 1 (one) task, re-establish cooperation with third parties to create a free police service 110 credit and can be used for emergency call services, as well as socializing police services 110 continuously.

Abstract

The rise of theft with aggravated circumstances (Curat) which is troubling the community has caused disturbances in public order. The police as the protectors of the community try to maintain kamtibmas through four-wheeled dialogue vehicle patrols. The role of this patrol is very important in preventing spouts. This study aims to describe the picture of drains, describe the role of the Satsabhara dialogic four-wheel patrol and identify the factors that influence the dialogical four-wheel patrol in preventing scurvy at the Blitar City Police. The theory used in this research is Routine Activity Theory and Management Theory. Furthermore, the concepts used are four-wheel patrol, dialogical patrol, drain, kamtibmas, and Perkabaharkam No. 1 of 2017. This research was conducted using a qualitative approach with field research methods. Data were collected through interviews, observations, and document studies, as well as data validity using data triangulation. The results of the study found that the purposive case was the most prominent case in the Blitar City Police Station. Satsabhara's four-wheeled dialogical patrol role in preventing Curat is not optimal because deficiencies still exist at every stage. The inhibiting factors are human resources, patrol targets, involvement in the Yustisi Operations. While the supporting factors are facilities and infrastructure, teamwork and community factors. In increasing the role of the four-wheeled dialogical patrol of the Turjawali Satsabhara unit, special training is needed for members of the Turjawali unit, reactivating the "Jogo Bumi Proklamator" application, and increasing cooperation and coordination between technical functions, especially with the detective function through Kring Serse in preventing Curat.

Abstract

The focus of this thesis research is on the performance of the Dikyasa Unit through the Traffic Dikmas in reducing traffic violations in the jurisdiction of the Parigi Moutong Police. The focus of this study is considered important because the performance, quality, quantity, implementation of duties and responsibilities of the Dikyasa Unit personnel are role models for implementing field activities in reducing traffic violations in the community. There are three issues raised in this thesis research, namely: (1) What is the general description of traffic violations in the jurisdiction of the Parigi Moutong Police? (2) How is the performance of the Dikyasa Unit through the local community education unit in reducing traffic violations in the jurisdiction of the Parigi Moutong Police? (3) What are the factors that affect the performance of the Dikyasa Unit through the local community education unit in reducing traffic violations in the jurisdiction of the Parigi Moutong Police? Using a conceptual framework in the form of theories and concepts used as an analytical knife by the author in answering the predetermined problem formulation. Theories and concepts used by the author are performance theory, SWOT theory, the concept of social education and security, the concept of traffic safety and security, and the concept of traffic violations. The findings in this study are (1) Traffic violations occur due to lack of awareness in the community and the influence of local cultural factors, (2) Dikyasa Unit performance is less than optimal in quality, quantity, implementation of duties and responsibilities when implementing community education activities in the field. , (3) the less than optimal performance of the engineering unit is caused by internal factors and external factors so that the competencies possessed by the engineering unit need to be improved.

Abstract

The crime of fraud at Polewali Mandar Police has increased along with the spread of cases of Covid-19 which is caused by the corona virus. The implementation of social distancing and various kinds of restrictions have made Bhabinkamtibmas’ performance and strategy become less optimal than before. Based on data that has been collected, the writer choose to create a research which has a main purpose to determine an issue about role of Bhabinkamtibmas and factors that may influence and could prevent the fraud criminal at Polewali Mandar Subregional Police. This research is using a qualitative approach. A qualitative approach is the process of understanding a problem based on the informants' views in detail. This type of research is descriptive analytical, to provide a detailed description. The data sources of this research are using primary, secondary and tersier data sourced. The results of this study indicate that preventive activities carried out by Bhabinkamtibmas were already done but there are several factors that still become problems such as, it is not focused on delivering material about the crime of fraud, the large amount of area so that it becomes unreachable, awareness and information which are aimed to spread out to public couldn’t built maximally because most of people in Polewali Mandar are difficult to use Bahasa as main language. The advice which given regarding the problems above is optimizing the ayam com and whatsapp applications in Bhabinkamtibmas activities. Ayam com is a citizen journalism-based application that engages the public and Polri’s officer to inform each other about the conditions of peace and order in society such as distraction of peace & order in society or positive activities of Polri’s officer. Whatsapp application can be used by Bhabinkamtibmas in delivering peace and order in society messages for the target which is hard to reach or remote areas. Whatsapp is very efficient to use during the COVID-19 pandemic and further.

Abstract

This research is motivated by the crime of motor vehicle theft (curanmor) in Kebumen Regency which is relatively high. Repressive efforts against theft cases do not solve the problem, so the most effective efforts are preventive and preemptive efforts. Therefore, a study was conducted that aims to determine the general description of theft, the role of Bhabinkamtibmas and the factors that influence the role of bhabinkamtibmas in preventing theft in Kebumen Regency. The literature review used by the author is the research literature from the 2017 Akpol alumni thesis Dwi Dea Anggraini and Bagus Aji Setiawan and the conceptual literature in the form of the bhabinkamtibmas concept, the concept of prevention, the concept of motor vehicle theft, management theory and role theory. This type of research is descriptive with a qualitative approach that focuses on the role of bhabinkamtibmas in preventing theft. The research location is in the jurisdiction of the Kebumen Police, using primary and secondary data sources as well as data collection techniques by interviewing, observing, and documenting studies. The data analysis technique uses data reduction, data presentation and conclusions, while the data validity uses triagulation techniques. This study produces data in the form of a general description of theft in Kebumen Regency including place, time and vulnerable areas, the modus operandi that is often used, the brand of the vehicle and the age of the perpetrator of the theft. The role of bhabinkamtibmas is carried out through bintibmas, binkamsa, binpolmas and binpotmas activities, while the influencing factors come from human factors (bhabinkamtibmas), facilities and infrastructure, methods, budgets and community responses. The conclusion of this study is that theft in Kebumen Regency occurred in residential areas in Buluspesantren District at around 03.00-06.00 WIB with the modus operandi using the "T" key, the age of the perpetrators ranged from 18-30 years and the vehicle brand was Honda Beat. The role of bhabinkamtibmas is carried out through bintibmas, binkamsa, binpolmas and binpotmas activities. The influencing factors are the number of bhabinkamtibmas that are lacking and concurrent positions, inadequate facilities and infrastructure, inappropriate methods, poor public response and adequate budget. While the suggestions given by the author are in the form of good communication between the Binmas unit and the Criminal Investigation Unit, optimizing the role of Bhabinkamtibmas, cooperation between Babinkamtibmas with the community and government as well as providing rewards and punishments for high achieving bhabinkamtbmas and reprimands.

Abstract

In order to prevent this, the Binmas Unit takes preventive and remedial steps to prevent the occurrence of this theft from increasing, the Jayapura Police prioritizes the role of the Binmas Unit which directs Bhabinkamtibmas in the ranks of the Polsek in its implementation. In this research, the author aims to find out about what efforts have been carried out by the Jayapura Police Binmas Unit in counseling to prevent the case of theft, then what factors affect the task of the Jayapura Police Binmas Unit in preventing the crime of motor vehicle theft in Indonesia. the jurisdiction of the Jayapura Police. Implementation of this research the author uses a qualitative approach and field research methods. Where in the process of collecting data the author carried out several activities, namely by means of observation, interviews, and reviewing documents. The data was processed using descriptive analysis. As an analytical tool for all existing data, the author uses several theories and concepts, namely management theory, role theory, Binmas Unit Concept and Extension Concept. Based on the results of research that has been carried out by the community who appreciates the performance of the Binmas Unit from the Jayapura Police in carrying out their responsibilities, this appreciation from the community is given to the Binmas Unit because the officers have carried out their duties in accordance with the applicable regulations, namely Perkap Number 21 of 2007 concerning Binluh , in which the Perkap discusses the tasks carried out by the Binmas Unit. In its daily implementation, there are factors that support and hinder the role of the Binmas Unit. The supporting factor is the role of the National Police who help each other between the government and the city community and for the inhibiting factor is the inadequate facilities and infrastructure and the lack of concern from the community for the members of this Binmas Unit, especially in several sub-districts that are far from the city. As a suggestion for the leadership of the Jayapura Police, namely to provide various facilities and infrastructure and provide interesting innovations so that the community is more comfortable, which is also needed by members of the Binmas Unit.

Abstract

The focus of this thesis research is motivated by the phenomenon of the increase in motor vehicle theft committed by children in the jurisdiction of the Riau Police. Therefore, a study was conducted which aims to describe the general description motor vehicle theft by minors in the Riau Regional Police, to describe the role of Reskrim in handling criminal acts of criminal charges by minors in the Legal Territory of Polda Riau, as well as to find out the following factors: factors that can affect the role of Criminal Investigation Unit in dealing with motor vehicle theft by minors in the Legal Area of the Riau Police. The theory and concepts used by the writer in answering the problem are theft, prevention of crime, general overview of child protection, the concept of restorative justice, and management theory. This research was conducted with a qualitative approach and used a descriptive analysis type of research. The findings of this study are the factors causing the occurrence of curarmor crimes by minors, including economic aspects, socio-cultural aspects, and environmental factors. Parental poverty is the basis for triggering the crime of motor vehicle theft in the Riau Province Regional Police. The efforts of the Riau Police to minimize motor vehicle theft include preventive and oppressive measures. Factors that can affect the role of Reskrim in dealing with criminal offenses by minors in the Legal Area of the Riau Police include, the number of investigators and assistant investigators is still insufficient, the lack of good support for the operation of the equipment used for the survey becomes ineffective because it is not can be run. Based on the results of the research, the authors suggest that the need to pay attention to and handle all government agencies, especially the police which are more serious, comprehensive, planned and comprehensive in juvenile cases, especially cases involving minors, The role of the police (in this case this investigator) as a community partner must always be strengthened through direct access to the community plan in the handling and disclosure as well as the prevention and eradication of motor vehicle theft committed by minors, and there is a need to increase the vigilance and safety of every motorized vehicle owner or user.
