Abstract

The child is the greatest gift that god gives to the parents to be cared for and the protection of his rights by the people and the State. Children also have basic human rights, and have been stipulated both national and international legal instrument. Attention to the protection of human rights law in children is still minimal by the people and the State. Indonesia as a State of law must be able to protect the rights of children considering they are the future assets of the State that must be protected the protection of their rights. There have been many cases of sexual crimes in children due to lack of care from parents and no respect for the rights of children by the community. Lack of legal awareness by the community causes the victims of sexual crimes in children to continue. This paper is intended to analyze the role of police on providing the legal proetction for children as victim of sexual violence in Indonesia. The research emphaszied and found that in some cases, police cannot provide the enough protetcion to children due to the lack of facilities as well as laws and regulations. Eventhough there is Juvenile Criminal Justice System, in many cases, the victims not getting adequate protection, as well as restoring their rights. This research underlines that the national law only focuses on the imposition of punishment for perpetrators, not yet more oriented to how to restore victims' rights. In the case in this study, the criminal route does not provide much to the victim, so a breakthrough is needed by law enforcement officials in Indonesia.

Abstract

This study examines Islamic extremism, and the challenges of terrorism in the West African sub-region. This was achieved through a systematic review of the activities terrorist groups in West Africa and how they affect the African and indeed the global security space. Consequently, this burgeoning threat has necessitated a search for an effective solution to the sub-region’s security challenges as the region in recent times has become the flashpoint of incessant bombing, hostage-taking, killing of innocent civilians on a daily basis; leading to loss of businesses and property. The work employed an historical design and relied on primary and secondary sources of data- via the use of text books, journals, newspaper, official documents and internet sources. For the purpose of a theoretical framework, the study is guided by the frustration-aggression theory, which made it possible to discuss and apply relevant literatures that are centered on Islamic extremism, global security and the challenges of terrorism in West Africa. The study equally raised five research questions that were answered using qualitative data in the form of supportive literatures. The analysis of these literatures revealed among others; the challenges of terrorism in West Africa and the nexus between African terrorist organizations and other terrorist organizations around the globe. As part of the solution/ counter terrorism measures in West Africa, the study also reviewed the UN Global Counterterrorism Strategy (UNGC-T Strategy) and the UN General Assembly Resolution 1373 and 1612 on African Counter Terrorism Strategies. From the findings of this study, the following recommendations were made; the need for African States affected by acts of terrorism to reappraise their socio-economic conditions and political policies in other to improve on them, the creation of legal and institutional bodies to adjudicate on cases associated with terrorism, Government, through the religious advisory committee should map out sustainable strategies will encourage religious tolerance discourage any kind of preaching that involves criticism, condemnation and abuse of other religions and the adoption and implementation of the UNGC-T Strategies among others to ensure a peaceful and stable sub-region poised for economic growth and development.

Abstract

In the existing legal system in Indonesia, goods and objects suspected of being evidence of a criminal act must be secured in order to carry out further investigations into the criminal acts committed. The existence of a house for storing state confiscated objects or abbreviated as Rupbasan is very important as a place to keep the evidence of the crime until the investigation is complete and the verdict has been issued for abandoning the crime. In this study, the author wanted to see how far the management of goods and looted and confiscated by the state in the Rupbasan Class I Bengkulu. This research was conducted using a qualitative method by conducting interview data collection techniques and field observations, and the data obtained were primary data and secondary data. The implementation of the management carried out at the Bengkulu Class I Rupbasan is technically not appropriate but procedurally it is in accordance with the decision of the Director General of Corrections Number: E1.35.PK.03.10 of 2002 concerning Implementation Guidelines and Technical Instructions for Management of State Confiscated Objects and State Confiscated Goods. As well as found obstacles in the implementation of the management of confiscated state goods and goods, these obstacles consist of internal and external. Internal barriers are limited human resources and inadequate facilities and infrastructure. Meanwhile, external obstacles, such as the existence of found objects that are not in the legal process at the Rupbasan and the number of objects and goods that have obtained legal decisions but are not immediately executed, resulting in accumulation in the Rupbasan.

Abstract

Penulisan skripsi ini bertujuan untuk menggambarkan model efektivitas penggunaan Sistem Deteksi Telekomunikasi Taktis dalam mengantisipasi perkembangan Terorisme oleh Satintelkam Polres Karawang. Permasalahan yang diangkat dalam skripsi ini adalah bagaimana model efektivitas penggunaan sistem pendeteksi telekomunikasi taktis dalam mengantisipasi perkembangan terorisme oleh satintelkam Polres Karawang. Untuk mencapai tujuan penelitian tersebut, peneliti menggunakan teori dan konsep, yaitu teori teknologi informasi, teori manajemen, konsep efektivitas, konsep satintelkam, konsep Sistem Deteksi Telekomunikasi, konsep terorisme. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian yang digunakan yaitu metode field research (lapangan) di wilayah Polres Karawang. Cara mendapatkan data dalam penelitian ini dilakukan dengan cara observasi ke lapangan, wawancara dengan narasumber, dan dokumentasi hasil penelitian. Berdasarkan temuan penelitian dan analisis yang telah dilakukan, diketahui bahwa dalam penggunaan sistem deteksi telekomunikasi taktis sangat membantu dalam mengantisipasi perkembangan Terorisme. Pada pelaksanaannya masih ditemui beberapa kendala dalam menggunakan alat tersebut yang dilihat dari 4 indikator yaitu man, money, materials, method, machine. Kesimpulan dalam penelitian ini menunjukkan bahwa tahapan penggunaan sistem deteksi telekomunikasi taktis sangat membantu satintelkam polres karawang dalam mengantisipasi perkembangan terorisme. Namun, dalam pelaksanaannya masih ditemui beberapa kendala yang dapat mempengaruhi penggunaan sistem tersebut.

Abstract

Penelitian ini dilatar belakangi oleh maraknya penyebaran aliran radikal yang ada di wilayah hukum Polrestabes Bandung. Penelitian ini ditujukan untuk menjelaskan gambaran radikalisme diwilayah hukum Polrestabes Bandung, menjelaskan peran Bhabinkamtibmas pada upaya mencegah radikalisme diwilayah hukum Polrestabes Bandung dan menganalisis faktor-faktor yang mempengaruhi peran Bhabinkamtibmas pada upaya mencegah radikalisme diwilayah hukum Polrestabes Bandung. Teori yang dipergunakan dalam penelitian ini adalah teori peran, konsep pemolisian masyarakat, konsep radikalisme, model pencegahan kejahatan, pengembangan strategi pencegahan kejahatan dan analisis SWOT. Metode yang digunakan dalam penelitian ini adalah metode penelitian lapangan. Hasil penelitian ini menunjukkan bahwa perkembangan paham radikal di wilayah hukum Polrestabes Bandung berasal dari 4 kelompok yaitu ISIS, HTI, Gema Pembebasan, dan GAFATAR, peran Bhabinkamtibmas dalam pencegahan radikalisme dilaksanakan dengan pendekatan soft power dalam bentuk kegiatan deradikalisasi, dan faktor-faktor yang mempengaruhi peran Bhabinkamtibmas dalam pencegahan radikalisme yang di wilayah hukum Polrestabes Bandung berasal dari faktor internal dan faktor eksternal. Saran yang diberikan dari hasil penelitian ini antara lain melakukan penyuluhan deradikalisasi ke sekolahan-sekolahan, masjid maupun aktifitas yang dilakukan oleh kelompok masyarakat Bandung, serta meningkatkan kualitas pendidikan masyarakat Bandung. ABSTRACT This research is motivated by the widespread spread of radical flow in the jurisdiction of Polrestabes Bandung. This study aims to explain the picture of radicalism in the Bandung police region, explain the role of Bhabinkamtibmas in efforts to prevent radicalism in the Bandung police region and analyze the factors that influence the role of Bhabinkamtibmas in the effort to prevent radicalism in the Bandung police region. The theory used in this research is role theory, the concept of community policing, the concept of radicalism, crime prevention models, development of crime prevention strategies and SWOT analysis. The method used in this research is the field research method. The results of this study indicate that the development of radical understanding in the legal area of ​​the Bandung Polrestabes comes from 4 groups namely ISIS, HTI, Liberation Echo, and GAFATAR, the role of Bhabinkamtibmas in preventing radicalism is carried out with a soft power approach in the form of de-radicalization activities, and the factors that influence the role Bhabinkamtibmas in the prevention of radicalism which in the jurisdiction of Bandung Polrestabes comes from internal and external factors. Suggestions given from the results of this study include counseling de-radicalization to schools, mosques and activities carried out by Bandung community groups, as well as improving the quality of education in Bandung society. Abstract

Korlantas Polri through the Satlantas Polrestabes Bandung made a service innovation called SIM Online to cut bureaucracy regarding the making of new SIMs and SIM extensions which the implementation has not shown as prime service. Research is conducted to determine the ability of personnel, efforts to optimize it, and the factors that influence it. Theories used are Innovation Diffusion Theory and Management Theory. The concept used is the concept of public service, the concept of SIM, and the concept of SIM Online. This research applied qualitative research methods. The scope of the study is the Satlantas Polrestabes Bandung SIM Online service, the focus of the research is online service, as well as the factors causing ineffective services. Data collection techniques used were interviews, observation, and study of documents, the data were processed in a descriptive manner. The results of the study found that the system, implementing competencies, number of implementers, and socialization regarding SIM Online did not meet service standards. There are 2 types of factors that affect internally and externally namely the supporting and inhibiting factors. From the supporting factors of the running of the service namely the leadership policy, a good work culture, the existence of reward and punishment, the existence of good socialization and the expectations of the community in public services. From the inhibiting factors namely the competence of human resources is not yet qualified, the lack of financial support from the police station, as well as the level of knowledge and ability of the technological community is still lacking. It is recommended that the government open up opportunities for personnel to take part in development education by increasing personnel quota, launching budgets regarding maintenance and care and building cooperation with more media agencies. Abstract

Penelitian di latar belakangi oleh tingginya angka curanmor di Kabupaten Sumedang yaitu pada tahun 2019 sebanyak 113 kasus. Salah satu faktornya adalah lemahnya tingkat kewaspadaan masyarakat. Satuan Binmas berperan dalam melakukan pencegahan yaitu pendekatan dengan masyarakat melalui penyuluhan salah satunya menyampaikan pesan pencegahan curanmor melaui media grup Whatsapp yang dilakukan Bhabinkamtibmas. Penelitian ini bertujuan untuk mengetahui implementasi penyuluhan dan faktor-faktor yang mempengaruhi pelaksanaan penyuluhan melaui Whatsapp yang memerlukan sistem atau mekanisme untuk mempermudah tugas Bhabinkamtibmas. Teori dan konsep dalam penelitian ini adalah teori aktivitas rutin, teori fungsi dan unsur manajemen serta konsep implementasi penyuluhan melalui Whatsapp, konsep Bhabinkamtibmas, konsep curanmor dan Perkap No.21 Tahun 2007. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif analisis. Lokasi penelitian di Polres Sumedang dengan fokus penyuluhan melalui Whatsapp oleh Bhabinkamtibmas. Sumber data berasal dari data primer, sekunder dan tersier dengan teknik pengumpulan data melalui wawancara, observasi, telaah data dan studi dokumen serta triangulasi data. Validitas data melalui reduksi, sajian data, dan kesimpulan/verifikasi. Hasil penelitian menemukan bahwa pelaksanaan penyuluhan melalui Whatsapp oleh Bhabinkamtibmas belum terlaksana dengan maksimal, yang dianalisis dengan teori fungsi manajemen dan Perkap No.21 Tahun 2007 yaitu perencanaan, pengorganisasian, pelaksanaan dan pengendalian serta dilihat dari faktor-faktor yang mempengaruhi dianalisis dengan teori unsur manajemen meliputi faktor penghambat yaitu lemahnya manajerial personil Bhabinkamtibmas serta tidak adanya SOP, adapun faktor pendukung yaitu anggaran, sarana dan prasarana yang mendukung serta respon yang baik dari masyarakat terkait penggunaan Whatsapp. Simpulannya yaitu pelaksanaan penyuluhan oleh Bhabinkamtibmas melalui Whatsapp belum terimplementasi dengan baik.

Abstract

This research is motivated by the phenomenon of traffic violations committed by students in the law area of ​​the Tasikmalaya Regional Police due to student disorder in traffic on the highway. Therefore, a study aimed at describing the implementation of the Police Goes to School program carried out by the Tasikmalaya Police Traffic Unit, identified the factors that influence and describe the efforts made in optimizing the Police Goes to School program. Theories and concepts used by the author in answering problems are Management theory, 6M Management elements, Communication theory, Optimization concept, Traffic Violation concept, Dikmas Lantas concept, Kamseltibcar Lantas concept and Enculturation concept. This research was conducted with a qualitative approach and using a type of field research. The results of the study refer to the implementation of the Police Goes to School program in educating students to a minimum. Analysis of the implementation of the program according to the theory of Communication and 6M elements shows that the implementation of the Police Goes to School program is not running optimally in its implementation because there are still many traffic violations committed by students. The implementation of the Police Goes to School program between planned activities and implementation has not been well implemented. The findings of the study indicate that factors affecting the field of human resources are still limited, lack of budget, lack of facilities and infrastructure, less innovative methods and school targets that are not achieved are all obstacles to implementation. Based on the results of the study, the authors suggest that the Dikyasa Unit create more innovative activities to attract the attention of students, form the KADET LANTAS organization to make students as traffic safety agents and empower the public relations field by utilizing the use of social media.

Abstract

SIM merupakan hal yang wajib dimiliki setiap warga negara Indonesia yang mengemudikan kendaraan bermotor. Namun dalam proses penerbitan SIM masih banyak ditemukan penyimpangan dan kualitas pelayanan yang buruk. Kurangnya sosialisasi kepada masyarakat juga menimbulkan ketidaktahuan masyarakat mengenai informasi yang berkaitan dengan pembuatan SIM sehingga hal ini sering dimanfaatkan oleh aparat yang tidak bertanggung jawab untuk melakukan penyimpangan dalam pembuatan SIM. Teori yang digunakan dalam penelitian ini didasarkan teori manajemen oleh George R. Terry, teori pelayanan oleh sinambela Konsep Pelayanan Publik, Konsep SIM, serta UU No 22 Tahun 2009 tentang Lalu Lintas dan Angkutan Jalan dan UU No 25 Tahun 2009 tentang Pelayanan Publik. Pada penelitian ini penulis menggunakan pendekatan kualitatif dengan metode penelitian field research. Sumber data yang digunakan adalah sumber data primer dan sekunder. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, pengamatan, dan studi dokumen. Teknik analisi data yang digunakan adalah reduksi data, sajian data, dan penarikan kesimpulan. Hasil penelitian menemukan bahwa pelayanan SIM di SATPAS Polres Karawang belum optimal. SATPAS Polres Karawang masih banyak menemui kendala dalam memberikan pelayanan bagi masyarakat pemohon SIM, baik dari faktor internal yang terdiri dari SDM Polri, Anggaran, Sarpras, dan Teknologi serta faktor eksternal yakni kondisi sosial masyarakat. Adapun Langkah yang dilakukan SATPAS Polres Karawang dalam mengoptimalkan pelayanan kepada masyarakat yaitu dengan melakukan penerapan sistem FIFO (First In First Out).
