Abstract

The number of motor vehicle thefts in the Ciamis Police area has increased every year. The purpose of this study is to describe and analyze the implementation of the two-wheeled patrol of the Sabhara Unit in preventing the occurrence of curanmor in the jurisdiction of the Ciamis Police and the factors that influence the implementation of the two-wheeled patrol of the Sabhara Unit in preventing curanmor crime in the jurisdiction of the Ciamis Police. The theories and concepts used to analyze this research are management theory, role theory, crime prevention theory, patrol concept, two-wheeled patrol concept and curanmor concept. The research method uses a qualitative approach whose results are reinforced by the presence of findings, observations, document studies, and interviews with information sources. The results showed that the two-wheeled patrols carried out by the Sabhara Unit of the Ciamis Police had been carried out but it was still not optimal because it was proven to have increased in the last 3 years. This is due to factors that hinder patrol operations. Among them are the lack of communication between the two-wheeled patrol members of the Sabhara Unit and the community which causes a lack of understanding from the community about maintaining human rights, the uneven use of two-wheeled patrols and four-wheeled patrols, the existence of supporting and inhibiting factors. Based on the results of the research, there is a need to increase understanding of the importance of maintaining dignity and social security which is socialized by two-wheeled patrol members of the Sabhara Unit to the surrounding community, there is equalization between the implementation of two-wheeled patrols and four-wheeled patrols carried out in accordance with the established rengiat, and increasing the supporting factors for patrol implementation two wheels and also minimizing the inhibiting factor in the implementation of the two-wheel patrol of the Ciamis Police Sabhara unit.

Abstract

The background of this research comes from the high level of motorcycle auto theft that’s been happening in the jurisdiction of Polsek Purwakarta Kota. Indonesian National Police have done preemptive and preventive efforts and one of them is sambang (personal approach to people) in order to prevent motorcycle auto theft. Because of that, the purpose of this research is to discover the role of bhabinkamtibmas through sambang (personal approach to people) in order to prevent motorcycle auto theft and the factors that effect Bhabinkamtibmas through sambang to prevent motorcycle auto theft. This research uses “the element of communication” theory and “the element of management” theory. Whereas for the concepts consist of role concept, sambang concept, prevention concept, and auto theft concept. This research used qualitative approach whilst the type of research is descriptive research. Data is collected by doing interviews, observation, and document studies. The result of this research gives conclusion that the role of Bhabinkamtibmas through sambang by appealing the society everyday by informing message to maintain alertness and be careful. In practicing sambang Bhabinkamtibmas refers to Perkap Nomor 3 Tahun 2015 about Community Policing. Meanwhile factors that effect it consist of man, money, method, material, market and machine whereas there’s support factors and inhibit factors. The suggestion from this research to enhance the role of sambang Bhabinkamtibmas (1) upgrade the qualification of Bhabinkamtibmas (2) giving reward to Bhabinkamtibmas that have outstanding achievements (3) The use of media in order for the society to comprehend the sambang (4) Making communication network in WhatsApp (5) Not involving Bhabinkamtibmas in other police functions (6) To even the equipment and infrastructure for Bhabinkamtibmas.

Abstract

The background of this study is that there are still cases of motorcycle theft found in the Cirebon Police Jurisdiction. Therefore, it is deemed necessary to conduct a study on the implementation of Cirebon Police Station Binmas unit’s role in preventing the criminal act of motorcycle theft in the Cirebon Police Jurisdiction. The research questions of this study are: (1) How is the description of the criminal act of motorcycle theft in the jurisdiction area of Cirebon Police Station?, (2) How is the implementation of Binmas unit’s role in preventing criminal act of motorcycle theft?, (3) What are the factors that influence the performance of the Binmas unit in Cirebon Police Station in preventing criminal act of motorcycle theft that occur in the Cirebon Police Jurisdiction? The theories of analysis in this study are the role theory (which functions to analyze the implementation of counseling conducted by the Binmas unit of Cirebon Police Station in preventing motorcycle theft), communication theory (which functions to analyze what factors that influence the performance of the Binmas unit), and the Binmas Unit concept that becomes the reference in this study. A qualitative approach with a field research method was used in this study. The focus of this study was to elucidate the implementation of counseling by the Binmas unit of the Cirebon Police Station in preventing the criminal act of motorcycle theft in the Cirebon Police Jurisdiction. Interviews, observation, and document analysis were used as a mean to collect the data in this study. The data analysis techniques included in this study were data condensation, data presentation and conclusion drawing. The results of this study indicate that the depiction of motorcycle theft in the Cirebon Police Jurisdiction has decreased in 2018 to 2019. However, motorcycle theft is still the most common crime compared to molestation and gambling. The main factors that still become the obstacles are the quality of members of Binmas unit of the Cirebon Police Station who have not yet received a vocational education, limited facilities and infrastructure as well as the lack of attention from the public in accepting the efforts made by the Binmas unit of the Cirebon Police Station in preventing the motorcycle theft crime.

Abstract

Crimes against Motorized Vehicle Theft in the Cirebon Regional Police Region Patrol Dialogue is a precautionary measure carried out by the Sabhara unit because in it there is a patrol dialogue in its implementation that involves directly with the community. In this research the reference library is the thesis of AKPOL cadet class 49 of 2018 Aditya Rizki Ridhotomo with a discussion about discussing vehicle prevention in Tarogong Kidul The concept used is the concept of patrol and for the theory of using routine activities, Role Theory and Management Theory which will be used in the formulation of the problem. The research method uses qualitative obtained with the findings, observations, study documents, and interviews with information sources. Techniques used for data analysis include data reduction, data presentation, drawing conclusions and verification to construct working hypotheses. Patrol dialogue by sabhara units in Cirebon City Police, such as the limitations of Sabhara unit members, requires knowledge of sabhara members in carrying out a task, supported by Patrols well in the community in the city of Cirebon. Helping members of the Indonesian National Police in maintaining the safety of other goods. Based on the results of the writing, the writer asks the members of the Sabhara Unit to cooperate with other units to help cover the Cirebon City Police jurisdiction. Researchers also help to be able to lead education to carry out vocational education to increase their knowledge in carrying out their responsibilities.

Abstract

In daily routines, the community carries out activities that require them to move to another place in order to carry out their obligation to use motorized vehicles. This research is based on the background because the traffic accidents in Purwakarta continue to occur despite the efforts of the Turjawali Unit of the Purwakarta Police Traffic Unit to prevent traffic accidents. With the prevention efforts by guarding the accident-prone points, but this has not yet shown the expected results, namely the reduction in accident rates and the creation of kamseltibcarlantas. Therefore, a study was conducted to find out the general picture of accidents that occurred in Purwakarta the efforts made by the Turjawali Unit of the Purwakarta Police Traffic Unit in preventing accidents traffic. This study, using qualitative approach to interview, observation and document review data collection techniques. The research method uses the concept of effort and traffic carried out by the Turjawali Unit of the Purwakarta Police Traffic Unit. Analyzing using performance theory also found that the obstacle was in human resources, namely the ability of the Turjawali Unit because it had not yet implemented specialization development education. The author’s research result suggest the need to improve the quality of the members of the Turjawali Unit by including the members of the Turjawali Unit to carry out specializaed development education in accordance with their dutie, afterwards forming an accident prevention task force by involving side agencies such as the trans portation agency and the public spatial planning service not to forget involving the community which is considered to be potential in efforts to prevent accidents in Purwakarta so that hopes for a reduction in accident rates and the creation of kamseltibcarlantas in Purwakarta can be achieved.

Abstract

This research is motivated by the issue of traffic discussed congestion published in the area with the level of complexity of the activity, challenges at the peak or could have occurred because of traffic capacity (demand) that is not proportional to the volume of the road (supply) besides that there are also modes available mixed, and also at certain times such as the celebration of certain religious holidays. One of the traffic issues related to land transportation that is quite complicated to overcome in various regions is the minimum ability to provide road network infrastructure, while the intensity of vehicle flow can be improved. This situation causes many accidents, accidents and traffic jams on various city roads. Literature research about research conducted on student research that discusses the case of a traffic accident. which researchers can support the process of making the thesis of the writer. As for the conceptual literature, the author uses Management Theory by George R. Terry and concepts related to the title that the writer adopts. This research was conducted using qualitative methods, using descriptive analysis, and data collection techniques by interviewing, observing, and studying documents. The results of the study found that the support in supporting or supporting the Garut Intan Application as a whole understood to use for supervision as well as supporting the application. The Garut Intan application is not only an application for providing information about past congestion, but is also related to providing important places on the way such as gas stations, police stations, hospitals that can send information through applications that are fast and will be related agencies. Users of the Garut Intan Application are very satisfied with the service of this application, and the community who use this application will continue to grow in accordance with information needs at the time of going home and back flow in 2020

Abstract

Theft of two-wheeled motor vehicles (Curanmor) in Bogor regency has increased based on data obtained from the Bogor Criminal Police Criminal Unit. Curanmor two wheels are caused by economic factors. The lack of jobs has resulted in many unemployed people meeting their economic needs by committing crime, namely two-wheeled Curanmor. To prevent the two-wheeled Sabhara unit from being patrolled, the increase in two-wheeled Curanmor is still occurring, so the authors conducted a research at the Bogor Police Resort under the heading of the Sabjol Unit Turjawali unit patrol in preventing the two-wheeled Curanmor in the Bogor Police jurisdiction. In analyzing, the author uses several theories and concepts including Management Theory, Proactive Iceberg Theory, SWOT Theory, Patrol Concepts, and Effectiveness Concepts. By using a qualitative approach that is descriptive analytic, this is done in order to obtain the broadest picture of the problems that occur. The qualitative approach provides descriptive data in the form of words orally delivered by the primary source at the time of the interview, thus explaining the problem in depth. The results of the study found that: (1) the description of two-wheeled Curanmor caused by economic factors; (2) the implementation of Sabhara unit turjawali patrols in preventing effective two-wheeled Curanmor because the implementation of the tasks is not in accordance with the SOP; (3) The factors that influence the Turjawali Sabhara unit patrol in preventing the two-wheel chans are internal and external. Internal, such as human resources, budget, facilities and infrastructure and leadership policies. Externals such as community participation, cooperation, and social communication. Sara the author in this writing is to see Sabhara in order to report the limitations that affect the quality of patrol activities in preventing criminal acts. The suggestion to the Bogor Police Chief was to add personnel to the Sabbhara Bogor Police unit and its personnel to be given vocational education at Sabhara and to add fuel rations in patrol implementation.

Abstract

The number of traffic violations in Indonesia which continues to increase from year to year makes the Police Traffic Corps in the current of era globalization to innovate to make applications that facilitate the handling of ticket cases. In Seluma Regency in particular the traffic violation rates also continue to increase over time. For this reason, throughout Indonesia on December 6, 2017 launching of an application called E-Tilang was carried out in which the E-Tilang application is expected to be a new breakthrough by the Police, especially Traffic to reduce the number of traffic violations, and also to press the rate of illegal fees committed between violators and parties Police. Although it has only been applied for 2 years, the application of the E-Tilang Fines sanctions can be said to be effective and efficient, especially in the Seluma Regency. E-Tilang has many benefits that are felt by various groups including the community and members of the Police especially Traffic. By using the E-Traffic Ticket application, violations committed by violators do not need to use a lot of paper because they are already registered in the E-Traffic Ticket application, if the violator is dealt with by the E-Traffic system, Traffic violators also no longer need to attend court hearings. The application of the E-Tilang application turned out to also have weaknesses which became an obstacle in the application of the E-Tilang fine in the Seluma District. These constraints and weaknesses include the network used in the E-Tilang Application, which still uses 3G / 4G application network accessibility, which if the signal is available is poor, the service will also be disrupted. Then it was still found in the Seluma District Region that there was a lack of public awareness of compliance with the Law.

Abstract

Narcotics abuse was become a very serious crime, and it also affected to child. Some facts and cases showed that many children have been caught in drug abuse. This paper tries to discuss and examine about diversion mechanism for narcotics abuse done by children in the perspective of law and justice approach. The research emphaszied and found that the implementation of diversion against child of perpetrator of narcotics crime pursuant to Law No 11 of 2012 concerning Juvenile Criminal Justice System from position of law of diversion to child abuse of narcotics in developmental perspective criminal law is a non-panel policy measure for handling child perpetrators of child criminal acts as their handling is transferred to the juvenile justice system. Related to the handling of children of narcotics abuse, the main problem that arises from the criminal justice process of a child or criminal decision is the stigma attached to the convict of narcotics abuse after the completion of the criminal justice process tends to increase the abuse of narcotics conducted by the child. The diversion concept set forth in the Indonesian justice system is putting the obligation to divert in any judicial proceedings (investigation, prosecution, trial) of the diversion settings against the perpetrators, the future narcotics crime concept of implementation is only a component and improved the structure of the Juvenile justice system as an alternative to formal criminal justice by placing diversionary efforts in every stage of the judicial process (investigation, prosecution and civil law). Future divergence concepts not only as an alternative to the just legal system but the diversion that really excludes the process of diversion itself.

Abstract

Prison sentence is a form of punishment which until now is one of the favorite punishments implemented and applied in the Indonesian punishment system. Imprisonment of the existing imprisonment proved to have a lot of gap abuse in him both by wardens or by inmates even by third parties. This in fact makes the prison yag should be the place to make the deterrent effect seems to change a lot. Even those changes made prisons a fertile ground for the inmates and made the prison a place of business. Therefore, it is necessary to solve the problem and find a way out to overcome the problem to create law that is safe and prosperous and revive the sense of a deterrent effect to inmates in prisons. This research tries to examine how the correctional institution in Indonesia provide sufficient facilities for character building of prisoners to be ready to return to society. The research found that the deterrent effect of criminals is not the main goal in the pattern of abusing prisoners in various correctional institutions in Indonesia, but rather how to build the character of the prisoners so that they are accepted back into society. This research also found that, the obstacles faced in the form of inadequate institutional facilities, overcapacity in almost all prisons, and the still large number of bribes in the institutions became an ineffective coaching pattern.
