Abstract

This study aims to describe the role of the Sabhara Unit patrol unit, the factors that influence the Role of the Sabhara Unit Patrol Unit, and the Role performed by Sat Sabhara in preventing criminal acts of theft and weighting at the Ciamis Police Station. The study was conducted using a qualitative approach in the form of written or oral words from people and observable behavior. Data collection techniques used were interviews, observation and document study. The results of this study indicate that the managerial role of the Ciamis Police Sabhara Unit patrol unit has been carried out well. The factors that influence the implementation of the role of the patrol unit in preventing theft by weighting at the Ciamis Police Station are internal and external as well as the role carried out by the Sat Sabhara Ciamis Police Station is with primary prevention, secondary prevention and tertiary prevention. Based on the results of the research above, it can be concluded that the role of the Sat Sabhara Ciamis Regional Police patrol unit has not been able to completely prevent criminal acts of theft by weighting. The advice given is to provide a reward and punishment system to Sat Sabhara members, provide training and vocational education to patrol members, and conduct an analysis and evaluation of the patrol program that has been made.

Abstract

Kuningan Regency is geographically a plateau area with cool weather and is dominated by natural attractions which are an attraction for this Regency. Because it makes a lot of local and foreign tourists visiting the Kuningan district for a vacation and enjoy its natural beauty. Every year traffic jam is always an annual phenomenon especially during the Eid holidays, Christmas and New Year. The Kuningan police traffic unit has the role of creating security, safety and order for road users, especially in congestion which always happens every year in Kuningan District. This study aims to analyze and describe the role and factors that influence the implementation of traffic jams by the Kuningan police traffic unit. Research locations in Kuningan Police with a focus on Decomposition of Congestion. Using data triangulation (Moleong; 2006: 330) 4 (four) kinds of techniques namely sources, theories and techniques as well as primary, secondary data sources. Data validity is data reduction, data display, conclusion drawing and verification. This research uses POAC theory and Role theory and uses the concept of Traffic Engineering Management. The implementation of traffic engineering is less than the maximum performed by the Brass Traffic Police Unit analyzed from the planning function. Forming a strategy for breaking down traffic, organizing, namely the preparation of member plots placed at various points that are sources of vulnerability, implementation and control, namely assessment and monitoring in past engineering activities. traffic carried out by the Kuningan Police Traffic Unit. In the implementation of traffic engineering there are internal factors that influence are the factors of people, budget, facilities and infrastructure to support the breakdown of congestion. Then the external factors that influence are road factors which become the location of vulnerability. The conclusion that becomes an obstacle to engineering by the Kuningan police traffic unit is the competence of members, budget, strategy, facilities and supporting infrastructure in implementing traffic engineering.

Abstract

Misuse and illicit trafficking of narcotics is a form of real danger that must be dealt with seriously, and continuously by involving all elements of the nation. One concrete manifestation of efforts to eradicate the abuse and illicit trafficking of narcotics is the enactment of Law No. 35. 2009 concerning Narcotics on September 14, 2009. The law is a refinement of Law No. 22 of 1997 concerning Narcotics and Law No. 5 of 1997 about Psychotropics. The National Police of the Republic of Indonesia as a state tool in the function of maintaining security and public order must be able to realize the desire of the people to be free from the abuse and illicit trafficking of narcotics. In this case, in accordance with the main tasks of the National Police listed in article 13 Chapter III of Law No. 2 of 2002 concerning the Indonesian National Police, the main tasks of the Indonesian National Police are; maintain public security and order, enforce the law, and provide protection, protection and service to the community. The public demand for the National Police to eradicate narcotics abuse and illicit trafficking has increased, because the public has now realized that the negative effects caused by narcotics abuse and illicit trafficking are so large and dangerous. The general public only knows that narcotics are prohibited, that narcotics are difficult to obtain. In fact, narcotics can be in any form and is very easy to get in public. Therefore, our role as members of the National Police is urgently needed to socialize the impacts caused and the losses that will be obtained when dealing with drugs.

Abstract

In today's modern era of the era that is the era of the Revolution 4.0 industrial Revolution that collaborates with cyber technology with automation technology. Where using the technology of the community can more easily access any information through the Internet network, in the current digital era police also have to do the improvement in its service system. There is no problem in the problems used is 1) How Services Office Samsat j'bret mechanism in public service by the unit regident units to be in the Karawang?, 2) How is the effectiveness of the program quality of service services Office Samsat J'bret in improving public services?, 3) How to do regident unit so that Karawang in the Program effective Services Office Samsat J'bret in the region, Karawang?. Based on the problems taken then the author performs observations to get information on the research to be taken by the author. In this research the authors use management theory is the theory of effectiveness, management theory that is planning (planning), organization (organizing), implementation (actuating), supervision (controling) and some concepts that are the concept of effectiveness, Concept Services Office Samsat J'bret, Concept regident, the concept of public service. Data collection techniques using interviews, observations, document studies, data validity and data analysis techniques used using data reduction, and data presentation The results of this research show that J'bret Services Office Samsat program has not been implemented effectively. In this program there is also a data leakage between identity card and Vehicle Registration Certificate different name and still many people who do not know about this J'bret Services Office Samsat program. There are many people who prefer to come to the office directly because they do not know how to operate the program and sometimes there are obstacles in the form of Internet network. So the need of the police and Bapenda cooperate to perform the improvement in the application and also continue to socialize more people who know about this application and the benefits that can also be gained from the facilities provided through this program.

Abstract

Indonesia adalah negara kepulauan dengan beragam kebudayaan dan berbagai perbedaan. Salah perbedaan yaitu kelompok yang menganut pemahaman yang berbeda misalnya kelompok penganut paham radikalisme. Pihak yang memiliki wewenang untuk mengatasi paham radikal yaitu kepolisian. Beberapa program yang dimiliki pihak Kepolisian salah satunya adalah program pencegahan berkembangnya paham radikalisme yang dapat membentuk terorisme dengan metode sambang yang dilakukan oleh Bhabinkamtibmas. Tujuan dari penelitian ini yaitu mendeskripsikan upaya yang dilakukan Bhabinkamtibmas dengan menggunakan metode sambang dalam mencegah terjadinya paham radikalisme, mendeskripsikan faktor-faktor yang mempengaruhi kegiatan sambang tersebut, dan mendeskripsikan pengoptimalan peran Bhabinkamtibmas di wilayah hukum Polres Cianjur. Subjek penelitian ini adalah Bhabinkamtibmas wilayah hukum Polres Cianjur. Penelitian ini merupakan penelitian kualitatif. Teknik pengambilan data dilakukan dengan cara wawancara dan telaah dokumen. Hasil yang didapatkan dari penelitian ini yaitu, kegiatan sambang dilakukan lebih kearah untuk menjaga silaturahmi dengan para tokoh dengan anggota kepolisian agar bisa saling mengenal demi terciptanya situasi yang aman baik dalam keseharian ataupun ketika melakukan kegiatan terkait ormasnya. Adapun faktor yang mempengaruhi yaitu faktor sumber daya manusia serta faktor sarana dan prasarana. Berdasarkan hasil yang didapatkan peneliti menunjukkan bahwa kegiatan sambang yang dilakukan Bhabinkamtibmas ini belum berjalan secara optimal di Kab. Cianjur. Belum optimalnya kegiatan sambang ini dilihat dari masih adanya beberapa kekurangan yang ditemui, sehingga dibutuhkan upaya pengoptimalan kegiatan sambang yang dilakukan oleh Bhabinkamtibmas untuk mencegah tersebarnya paham radikalisme di wilayah hukum Polres Cianjur.

Abstract

In thelast 3 years, Juvenile delinquencyisthemostcommoncase in the Bogor City area with561 cases. Binmas Bintibmas unit has a role in efforts to Juvenile delinquencycasesamonghighschoolstudentswithguidanceandcounseling. This study is to analyze and describe the efforts and factors that influence the implementation of binluh by the bintibmas unit. Research location in Bogor City Polresta with the focus of the bintibmas unit. This study using qualitative methods with descriptive analysis techniques. Using triangulation(Moleong;2006:330) of data which is sources, theories and techniques adn using primary, secondary and tertiary data sources. Data validity including data reduction, data present, conclusion making and verification. This research uses management function theory, management element theory and Force Field Analysis theory and effort concept, binluhconcept, andbintibmasconcept. The sub-optimal implementation of binluh carried out by the bintibmas unit is analyzed from the planning function, preparing the material to determine binluh targets, organizing, preparing competent officers, implementation and control, assessment and monitoring in binluh activities. In the implementation factor that influence binluh are internal factors that influence that are the factors of people, budget, infrastructure and methods of binluh and external factors are community awareness and factors of other functions also the effort doing with coaching and relationship and work procedures. The conclusion is binluh inhibiting factors carried out by the bintibmas unit are member competencies, extension materials, budgets, cooperation with other functions and agencies, binluh target determination and binluh methods.

Abstract

The focus of this research is motivated by the level of discipline and the level of participation of high school traffic which is relatively low, this can be proven by which traffic numbers that can be questioned by Kamseltibcarlantas in Kab. Cianjur Therefore, a study was carried out aimed at describing and analyzing the role of the Police Goes to School in increasing awareness across students and influencing factors. The concept used is the concept of the role, high school students, Dikmas Then the Police Goes To School, cross-disciplinary discipline, and uses communication theory and management theory. This study uses qualitative descriptive analysis and the data collection techniques are carried out by interview, observation and document study. Data sources include primary and secondary data. Data validity uses triangulation of sources, techniques and time. Data analysis techniques add data reduction and presentation as well as conclusions with a focus of research on the implementation of the Cianjur Regional Police Headquarters Task Force Unit. The results showed that the organization of the Police Going to School activities by the Cianjur Regional Police Traffic Unit Unit was broken down into four stages: planning, organizing, implementing and monitoring. Factors that influence the role of Police Going to School in terms of management elements namely People, Money, Methods, Materials, Machines and Markets. Meanwhile, the communication that is used is reviewed with non-active communication, namely Who, Saying It, Which Channel, For Whom, and With Effects. The conclusions obtained from the implementation of the Police Go to School activities because the role carried out with the results to be achieved has not been maximized. Factors that play a role Supporting factors and inhibiting factors. As a suggestion that is the optimal placement of members, encouraging members to be able to improve their abilities by attending vocational education, providing guidance to school security patrols (PKS), using social media and awarding (gifts) to members.

Abstract

This research is motivated because of the high number of congestion in the Peak route. Congestion occurs because on the Peak there are many tourist attractions, the amount of population growth in Bogor Regency, and the number of narrowing on the road. In connection with the main tasks of the Traffic Unit, efforts are needed to deal with congestion by the Bogor Traffic Police Unit, especially the Dikyasa Unit through traffic management and engineering. Based on this background, a study was carried out with the aim of finding out how the efforts of the Unit of the Bogor Sat Traffic Police Unit in Reducing Congestion in the Peak Lane. This research methodology uses a qualitative approach with a focus of research on the efforts of Dikaysa units in reducing congestion. Furthermore, to obtain data, researchers used primary data sources obtained through interviews and observations as well as secondary sources obtained through document review. Then the research results were analyzed with Management Theory and Role Theory then the concept of Traffic and Traffic Engineering Concepts. Based on the results of the study, it was found that the situation and condition of the traffic flow in the Puncak lane still experience traffic jams at certain times such as during holidays such as Saturday week, red date, and national holiday. But on ordinary days congestion can be overcome. The effort to deal with congestion is by placing members of the Bogor Traffic Police Unit to carry out arrangements and conduct traffic management and engineering using a one-way system, as well as carrying out lighting and coordination with related agencies. So from the findings when carrying out research, it is suggested to the Bogor Police Traffic Unit Unit Satyas Sat, to increase the number of personnel so that performance is more optimal, coordinate with related agencies more intensively, and make a creative effort by utilizing the Zenly Application namely the Peak Alternative Pathway program.

Abstract

This research is motivated by the high number of motor vehicle theft cases compared to other crimes in Sumedang. The Indonesian Police need to conduct patrols to prevent the meeting of intentions and opportunities for perpetrators of crimes, especially in the theft of motorized vehicles. Therefore the purpose of this study is to describe the general description of motor vehicle theft and patrol unit efforts and the factors that influence the efforts of Sabhara patrol units in preventing motor vehicle theft. The research approach used is qualitative with the type of field research. Data sources include primary and secondary data collected by interview, observation, and document review techniques. The validity of the data is tested through the triangulation technique of sources, techniques, and time, while the data analysis is carried out with the stages of data reduction, data presentation, and drawing conclusions. Theories, discourses, and ideas used to dissect the problem include the theory of routine activities, the theory of law effectiveness, and Perkabaharkam Polri No. 1 of 2017 about Patrol. The results of the study concluded that the crime of motor vehicle theft was ranked highest in the jurisdiction of the Sumedang District Police. This happens because the fulfillment of the three elements in Routine Activity Theory. The Sabhara Police Unit Sumedang Patrol Activity is carried out based on Perkabaharkam Polri No. 1 of 2017, divided into 4 (four) stages, namely the preparatory stage, the implementation phase, the termination stage, and the supervision, control and ‘analysis and evaluation’ stage. In conducting patrols, the Sumedang Police patrol unit has not yet fully complied with the provisions stipulated in Perkabaharkam No. 1 of 2017. Factors that influence the efforts of the Sabhara unit patrol unit consist of internal and external factors. Based on these findings, dialogical patrols should be carried out more often to raise awareness and create collaboration with the community, both individually and in groups, so that disturbances in security and public order especially motor vehicle theft can be prevented as early as possible. And sufficient members in accordance with their needs and provide appropriate training. In addition, the fulfillment and renewal of infrastructure facilities must be carried out to support the implementation of the tasks in order to achieve maximum results.

Abstract

This research is motivated by the high cases of student brawl at Polres Cirebon Kota. Police prevention efforts are needed in the form of police patrols. This study aimed to describe and analyze how the implementation of the role of patrols, factors that influence the role of patrols in preventing student brawl, and efforts made by Sabhara Polres Cirebon Kota in carrying out patrols. This research uses role theory, management theory, and patrol concepts. The study was conducted with a qualitative approach. Data sources include primary and secondary data. Data collection techniques used are through interviews, observation and document review. The analysis used data reduction, data presentation and conclusion drawing. The results of the study found that the implementation of the role of patrols was still not optimal, there were factors that influenced it, the lack of personnel and training, not in accordance with the regulations on patrols and SOPs for patrols, the Polres Cirebon Kota jurisdiction. Efforts made to optimize patrols are conditions of patrols, improved police activities, patrols in areas and vulnerable times. Suggestions from researchers to optimize the implementation of patrol is to provide reward and punishment to patrol members so that the implementation of patrols achieves the expected results and objectives, Bag Sumda provides training and vocational education to patrol members to improve their abilities. The Saturday Sambang Ciko program is reviewed and evaluated so that in the future it will be an appropriate effort for the Polres Cirebon Kota Station to prevent student brawls.
