Abstract

This research is backed by the high number of sexual violence in children in the law area of Cianjur Polres. The National Police of the Republic of Indonesia undertook the pre-emptive and preventive efforts of one of them through counseling guidance (binluh) in preventing child sexual violence. Therefore, research is carried out aimed at knowing the general image of sexual violence in children, the role of the Binluh by Bhabinkamtibmas in preventing sexual violence in children, as well as factors affecting the role of Binluh by Bhabinkamtibmas in preventing sexual violence in children. This research uses qualitative research approaches with analytical descriptive types. These research sources are primary, secondary, and tertiary data sources. Later, the data collection techniques used in the writing of this thesis are observations, interviews, and document studies. Furthermore, to test the accuracy and validity of data in this study using triangulation techniques. Data analysis techniques on qualitative research are data reduction, data feed, and conclusion withdrawal. Findings on the research show that the role of counseling guidance implemented by Bhabinkamtibmas is still not running with the maximum. The lack of this binary role is due to the management of activities that have not been in accordance with the existing SOP, the intensity of the binluh activities that are still lacking, the ability and qualifications of officers still do not meet the standards of existing rules, materials that are not controlled by the officers, or in terms Based on the results of the research, the authors suggest that the improvement of human resources, improving cooperation relationship with the relevant agencies, given the knowledge supply, carried out an approach to the community, as well as conducting similar research and including prevention efforts in review with different theories and concepts.

Abstract

According to the phenomenon that occurs in society today, the improvements of technologies and pieces of knowledge affect the way society thinks and acts whereas having an impact in a criminal case such as theft. One of the popular theft cases in Indonesia is the case of theft using violence. In Bogor police jurisdiction, According to the recorded data in 2018 there were 29 cases of fraud and in 2019 there were 62 cases of theft using violence. Sabhara aims to implement the arrangements, guard, escort, and patrol (In Bahasa known as Turjawali), Crime Scene, and Society control in order to maintain the public order and security, as well as securing the headquarter to prevent the case of theft using violence in the society optimally. The purpose of this study is to describe the implementation of the Sabhara unit patrol and the factors that influence the Sabhara unit in preventing the case of theft using violence in the Bogor Police jurisdiction. This study uses a qualitative approach as the type of field research. The location of this study located at Bogor Police. The data collection techniques uses interviews, observation, and document studies. The validity of the data in this study uses data triangulation, interviews, observations, and document studies. The results of this study revealed the Sabhara unit is carrying out patrol activities aimed to prevent the intentions and opportunities of the perpetrators to carry out their crimes. In the implementation of patrol activities in order to prevent the case of theft using violence, most of the units had been carried out as the guidelines according to the SOP (Standard Operating Procedure). External factors that influence the implementation of Sabhara members are the method of implementing patrols which are considered to be appropriate also supported by the patrol location and target. Internal factors that influence the implementation are the human resources of Sabhara members themselves, where Sabhara members of Bogor Police are still outnumbered. As well as the infrastructure obtained by members of Sabhara in carrying out activities in the fostered area is still lacking.

Abstract

This research is motivated by the high number of motor vehicle theft cases in the Purwakarta district police jurisdiction which has been increasing in the last 2 years. The National Police of the Republic of Indonesia makes pre-emptive and preventive efforts to prevent the occurrence of criminal acts of vehicle thief, especially two-wheeled vehicles, one of which is through counseling through Binmas units. Therefore, research is carried out that aims to find out the description of counseling by the Binmas Unit in order to prevent the criminal act of stealing two-wheeled motor vehicles, the factors that influence and efforts to optimize counseling by the Binmas Unit in the prevention of criminal acts of two-wheeled vehicle thief in the jurisdiction Purwakarta Police Station. Literature review consists of research literature using references from the previous 2 Thesis. For conceptual literature use management theory and communication theory. The concept used is the concept of counseling, the concept of optimization, the concept of crime and fraud, the concept of counseling. The study was conducted with a qualitative approach. Data sources include primary data, secondary data and tertiary data. Data collection techniques used were through interviews and observations. The analysis used data reduction, data presentation and conclusion drawing. The results of the study found that the implementation of counseling conducted by the Purwakarta Police Sub-dept was still not optimal and there were influencing factors. The inhibiting factor of counseling by Binmas Unit is that personnel are still deemed lacking in quality and quantity, the implementation of counseling is also not optimal. Efforts are being made to optimize counseling by Binmas Unit is to overcome the factors that hamper the counseling activities by Binmas Unit, using crime prevention theories to find the right material and targets for counseling. Suggestions from researchers to optimize counseling by Binmas Unit (1) improve the quality of personnel by providing training or vocational education and development education and can be trained by function leaders (2) innovating in conducting counseling (3) creating an organizing team (4) creating new programs which can improve extension services (5) provide facilities and infrastructure for extension services.

Abstract

Tingginya angka tindak pidana pencurian kendaraan bermotor (Curanmor) merupakan latar belakang penelitian ini dilaksanakan di wilayah hukum Polres Garut. Tindak pidana Curanmor menimbulkan keresahan yang berdampak pada dinamika kehidupan masyarakat. Hal ini menimbulkan kesan belum terlihatnya peran patroli roda empat oleh Unit Turjawali Satuan Sabhara Polres Garut dalam mencegah tindak pidana Curanmor. Tujuan penelitian ini adalah untuk mendiskripsikan peran patroli roda empat Unit Turjawali Satuan Sabhara Polres Garut, mengetahui faktor-faktor yang mempengaruhi terhadap peran patroli roda empat, dan mengetahui upaya untuk meningkatkan peran oleh Unit Turjawali Satuan Sabhara Polres Garut. Fokus penelitian adalah patroli roda empat oleh Unit Turjawali Satuan Sabhara Polres Garut. Data didapatkan melalui wawancara, observasi, dan studi dokumen. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analisis. Penelitian ini menggunkan konsep peran, konsep patroli, konsep peran, teori fungsi manajemen, teori unsur manajemen dan social crime prevention theory dalam menjelaskan permasalahan yang didapat. Penelitian ini menghasilkan temuan yaitu masih belum terlihat peranan patroli roda empat oleh Unit Turjawali Satuan Sabhara Polres Garut dalam mencegah tindak pidana Curanmor melihat beberapa aspek pelaksanaan yang belum sepenuhnya dilakukan sesuai dengan peraturan yang berlaku. Faktor-faktor yang mempengaruhi bersifat mendukung seperti sarana prasarana yang tersedia dalam kondisi baik. Terdapat faktor yang menghambat seperti kurangnya sumber daya manusia secara kualitas maupun kuantitas. Selain melakukan patroli roda empat rutin, upaya yang telah dilakukan dengan melakukan penambahan personel pada titik-titik tertentu yang memiliki tingkat kerawanan tinggi. Perlu adanya peningkatan sumber daya manusia secara kualitas maupun kuantitas, melakukan kerjasama dengan masyarakat, dan menekankan dialog dengan masyarakat pada saat pelaksanaan patroli roda empat.

Abstract

Dalam 20 tahun terakhir, paham dan gerakan-gerakan radikalisme di seluruh penjuru dunia, khususnya di Indonesia semakin meresahkan dan mengkhawatirkan. Arus informasi era 4.0 dan kemajuan teknologi yang semakin pesat membuat gerakan dan paham radikalisme berkembang pesat dan mengglobal. Aksi-aksinya yang cenderung pada tindakan kekerasan terhadap orang yang tidak sepaham dikatakan sebagai radikalisme pro kekerasan dan intoleransi. Dalam rangka mengetahui peran Bhabinkamtibmas dalam mencegah radikalisme tersebut, mengetahui peran Bhabinkamtibmas dalam pencegahan paham radikalisme di wilayah hukum Polres Cirebon Kota, penulis menggunakan teori diferensiasi sosial, teori peran & status, teori pencegahan kejahatan, dan teori manajemen. Penelitian ini menggunakan pendekatan kualitatif dengan wawancara semi terstruktur guna menggali fakta lebih dalam. Lokasi penelitian dilakukan di wilayah hukum Polres Cirebon Kota. Analisis data dalam pendekatan ini menggunakan hasil wawancara terstruktur dan tidak terstruktur, pengamatan dan data dokumentasi yang diperoleh dari sumber-sumber relevan. Hasil penelitian menunjukan bahwa terhadap unsur-unsur manajemen terkait peran Bhabinkamtibmas dalam mencegah paham radikalisme di wilayah hukum Polres Cirebon Kota adalah selama ini kurang didukung oleh anggaran khusus, personil tidak dibekali dengan pengalaman dari dikjur, dan pembagian sumber daya manusia yang tidak merata di setiap Polsek di wilayah hukum Polres Cirebon Kota. Untuk itu terhadap unsur-unsur manajemen, dalam pencegahan pengaruh kelompok radikal kanan perlu lebih mendapat perhatian lebih, melakukan perombakan & mutasi terhadap anggota Bhabinkamtibmas yang memasuki usia pensiun, dilakukan uji kepatutan dan kelayakan terhadap minat dan kemampuan dalam mengemban tugas sebagai Bhabinkamtibmas, mengintensifkan latihan khusus deradikalisasi serta pendalaman tentang paham-paham radikal sehingg mampu mencegah permasalahan tersebut di dalam masyarakat.

Abstract

This research is based on the implementation of police duty on the Binmas function in dealing with criminal acts of the two-wheeled curanmor that occurred in the jurisdiction of Bogor police. The aim of the study was to find out the criminal act of the wheels and the implementation of Polmas in preventing criminal acts of the second wheel curanmor at the Bogor police. The authors use research libraries and conceptual literature. The theory and concepts used are management theory, SWOT analysis, the concept of prevention, Polmas concept, and Perkap No. 3 year 2015. This research uses a qualitative approach, with the field method reseach (field research). The data collection techniques used are interviews, observations and document studies. Technical analysis of data through data reduction, data serving and withdrawal of conclusions. The author conducts research for the analysis of curanmor criminal acts, the implementation of Polmas in preventing criminal acts of the second wheel curanmor in Bogor police. The implementation of POLMAS activities not in accordance with SOP Karna is influenced by several factors. The arrival of Bhabinkamtibmas members to the community makes an awkward society because they imagine police as opposed to them. In fact, Bhabinkamtibmas members aim to give the appeal and call for Harkamtibmas. The results showed that Polmas has been implemented by BHABINKAMTIBMAS members but not optimal. Bogor Police has also carried out several activities routinely conducted by Bhabinkamtibmas namely Sambang, siskamling, Polmas, FGD (Forum Group Discussion) with village head, community leaders and religious figures. Based on the results of the study, the author advised to provide routine vocational or training education to Bhabinkamtibmas to increase the insight and improvement of the member's ability of Binmas.

Abstract

The presence of TMC in Kuningan City Police Department is a policy made by the chief of Police Department to overcome various traffic problems. However, the existence of this policy is still unable to realize traffic safety and order in Kuningan City, especially in decreasing the traffic congestion during Eid celebrations. The increase of traffic congestion during Eid and holidays is a proof that traffic safety and order is not yet achieved in Kuningan City. These traffic congestion are caused by the increase of vehicle volume in Kuningan City. On the spots where the vehicle volume increased, the CCTV camera that supposed to connect to TMC was not connected. This research uses management, instruments, and elements of management theories, implementation theory, NTMC concept and traffic congestion concept. This research uses qualitative approach by adopting field research methods. The methods of data collection used were through interview, observation and document analysis. Qualitative data analysis in this research was done through data codification, presentation and conclusion. There are several findings in this resarch. First, TMC is not functional during ordinary days. Second, constraint on TMC is in the quantity of CCTV camera they possess. Third, TMC operators only rely on social media in their efforts to decrease traffic congestion. Fourth, the lack of monetary allocation in TMC can hinder the maintenance of inventory equipment. This research concludes that the main obstacle of Kuningan City Police Department’s TMC lies in the unavailablity of specific monetary allocation. The lack of this specific monetary allocation causes hindrance in the maintenance of TMC’s main equipment. The results of this research suggest that the chief of Kuningan City Police Department should single out a specific monetary allocation for their TMC to maintain the performance of TMC’s main equipment and to develop a better cooperation between the Traffic Unit of Kuningan City Police Department and the Department of Transportations and the Department of Communications and Informatics Key Words : TMC, Traffic Congestion, CCTV, Traffic Management Center.

Abstract

This study aims to describe the role of the Sabhara Unit patrol unit, the factors that influence the Role of the Sabhara Unit Patrol Unit, and the Role performed by Sat Sabhara in preventing criminal acts of theft and weighting at the Ciamis Police Station. The study was conducted using a qualitative approach in the form of written or oral words from people and observable behavior. Data collection techniques used were interviews, observation and document study. The results of this study indicate that the managerial role of the Ciamis Police Sabhara Unit patrol unit has been carried out well. The factors that influence the implementation of the role of the patrol unit in preventing theft by weighting at the Ciamis Police Station are internal and external as well as the role carried out by the Sat Sabhara Ciamis Police Station is with primary prevention, secondary prevention and tertiary prevention. Based on the results of the research above, it can be concluded that the role of the Sat Sabhara Ciamis Regional Police patrol unit has not been able to completely prevent criminal acts of theft by weighting. The advice given is to provide a reward and punishment system to Sat Sabhara members, provide training and vocational education to patrol members, and conduct an analysis and evaluation of the patrol program that has been made.

Abstract

Kuningan Regency is geographically a plateau area with cool weather and is dominated by natural attractions which are an attraction for this Regency. Because it makes a lot of local and foreign tourists visiting the Kuningan district for a vacation and enjoy its natural beauty. Every year traffic jam is always an annual phenomenon especially during the Eid holidays, Christmas and New Year. The Kuningan police traffic unit has the role of creating security, safety and order for road users, especially in congestion which always happens every year in Kuningan District. This study aims to analyze and describe the role and factors that influence the implementation of traffic jams by the Kuningan police traffic unit. Research locations in Kuningan Police with a focus on Decomposition of Congestion. Using data triangulation (Moleong; 2006: 330) 4 (four) kinds of techniques namely sources, theories and techniques as well as primary, secondary data sources. Data validity is data reduction, data display, conclusion drawing and verification. This research uses POAC theory and Role theory and uses the concept of Traffic Engineering Management. The implementation of traffic engineering is less than the maximum performed by the Brass Traffic Police Unit analyzed from the planning function. Forming a strategy for breaking down traffic, organizing, namely the preparation of member plots placed at various points that are sources of vulnerability, implementation and control, namely assessment and monitoring in past engineering activities. traffic carried out by the Kuningan Police Traffic Unit. In the implementation of traffic engineering there are internal factors that influence are the factors of people, budget, facilities and infrastructure to support the breakdown of congestion. Then the external factors that influence are road factors which become the location of vulnerability. The conclusion that becomes an obstacle to engineering by the Kuningan police traffic unit is the competence of members, budget, strategy, facilities and supporting infrastructure in implementing traffic engineering.
