Abstract

ABSTRACT Optimization of the Bhabinkamtibmas Sambang in the Prevention of Motor Vehicle Theft to Realize Harkamtibmas at the Tegal City Police Firmansyah Alvian Ramadhan, 18.159, alvianfirmansyah99@gmail.com This writing is motivated by the high number of motor vehicle theft crimes in the jurisdiction of the Tegal City Police. The Bhayangkara Supervisor of Public Order and Security (Bhabinkamtibmas) is the spearhead of the National Police in preventing crime. Bhabinkamtibmas has carried out daily visits, but the implementation has not been optimal because Bhabinkamtibmas only focuses on handling Covid-19. This writing aims to describe the implementation of sambang by Bhabinkamtibmas and find optimization of the implementation of sambang by Bhabinkamtibmas in preventing motor vehicle theft in order to realize Harkamtibmas at Polres Tegal City. The theory that is used as an analytical in this writing is management theory. While the concepts used are the concept of Bhabinkamtibmas, sambang, optimization, crime prevention, motor vehicle theft, and maintenance of public security and order (Harkamtibmas). This study uses a qualitative approach and data collection through interviews, observations, and document studies. The research was carried out in the jurisdiction of the Tegal City Police. The results of the study found that the implementation of the Bhabinkamtibmas sambang in order to prevent burglary was not optimal because obstacles were found such as the absence of clear targets for the implementation of the sambang, Bhabinkamtibmas was still included in the picket function, the implementation was still not in accordance with the National Police Chief Regulation Number 7 of 2021 concerning Bhabinkamtibmas, and for monitoring the implementation of the sambang. Bhabinkamtibmas only reports WhatsApp for the results of the implementation of activities. Analysis of the optimization of the Bhabinkamtibmas chat in preventing theft according to the theory of elements of management found that most of the Bhabinkamtibmas have not implemented Dikjur, the material presented is still focused on handling Covid-19, the target of the visit is only the community, and facilities and infrastructure are still lacking for Bhabinkamtibmas. Based on the results of the research, the writer's problem solving includes making a pocket book on the implementation of the Bhabinkamtibmas visit and making a brochure for the prevention of theft of crime to be used as a guide for Bhabinkamtibmas when carrying out the visit.

Abstract

According to data from the last three years in Boyolali Police, the theft rate is relatively high and tends to increase. Additionally, crime clearance and crime total are not balanced, despite total crime being significantly higher than crime clearance. This condition motivated the author to investigate the performance of the Satreskrim Polres Boyolali. This research used qualitative research methods. The focus of the research was the the performance of the Satreskrim Polres Boyolali conducted the investigations criminal acts of theft. The researcher used data collection techniques with interviews, document studies, and observations. Engineering triangulation and source triangulation were used to validate the data. The results showed that there are still many Satreskrim investigators who have not engaged in in education and the development of specialties of reserse and criminal functions. There was also the funding, which was not in sync with the DIPA assimilation financing. Furthermore, buildings and infrastructure that do not support operations have been uncovered as a result of destruction and a lack of managerial to members of the leadership. The performance of Satreskrim has not improved much. According to Perkap No. 1 of 2019, a police operation plan is considered successful if it has a 60% success rate. However, according to field survey, Satreskrim Polres Boyolali's effectiveness rate was only 31%. Besides that, factors that affect both internally and externally, such as member ability, funding discrepancy with the distribution, lack of managerial to members, and people who still do not understand the importance of maintaining crime scene conditions, were also the cause of the non-optimal performance of Satreskirm

Abstract

ABSTRACT EFFORTS TO INCREASE PATROLS BY SATSAMAPTA TO PREVENT MOTOR VEHICLE THEFT CRIMES IN THE JURISDICTION OF SEMARANG POLICE Dandika Sena Alhaqiqi, 18.193, senadandika@gmail.com The number of criminal cases of motor vehicle theft in the city of Semarang has increased from 2019 to 2021. This is due to the Covid-19 situation and condition, which actually cannot be said to be better than the conditions before Covid-19 because people's mobility is limited. This research focuses on the implementation of patrols and efforts to increase patrols by the Semarang Police Headquarters in preventing the crime of theft. The method used in this research is descriptive qualitative, which is reviewed with the concept of improvement efforts, the concept of patrol, the concept of Samapta, and the concept of the crime of theft. The theories used in this research are management theory (POAC and 6M), SWOT theory, and routine activity theory. Patrol implementation was analyzed using P-O-A-C management theory (Planning, Organizing, Actuating, and Controlling) and efforts to increase patrol were analyzed using The 6 M (Man, Money, Material, Methods, Machine and Market) management theory. The results obtained show that a number of obstacles are still found in patrol activities ranging from planning, organizing, implementing, and supervising patrols that are less than optimal and not in accordance with Perkabaharkam No. 1 of 2017. Factors that affect the implementation of patrols are analyzed using SWOT theory where there is a balance between strengths and the weakness of the Semarang Police Satsamapta in carrying out patrols. It can be concluded that the implementation of the Semarang Police Samapta Unit patrols in preventing theft has not been maximized due to the less optimal management process of patrol activities. The patrols carried out are still focused on the Covid-19 protocol so that the prevention of theft has not been maximally carried out by the Semarang Polrestabes Satsamapta. It is recommended for the Semarang Polrestabes Samapta Unit to improve and maximize the implementation of patrols by utilizing and maximizing human resources, budgets, materials, methods, machines, and patrol targets through new ideas and innovations, especially through the development of existing technology.

Abstract

The background of writing this final project is the large number of traffic violations in the Temanggung Regency area. By using a descriptive method, the Temanggung Police Traffic Unit makes efforts to prevent traffic violations through the Traffic Community Education program so it can create a secure, safe, and dicipline community. The purpose of this paper is to determine the efforts and application in preventing traffic violations through the Traffic Community Education program by Temanggung Police Traffic Unit. As a basic analysis, the author uses several concepts and theories, which is: the concept of traffic, the concept of violation, the concept of traffic violations, the concept of Traffic Community Education Program, communication theory, and management theory. With the research area in the Police Station Temanggung Regency area. This research was conducted with an qualitative approach, using the type of field research, as well as data collection techniques in the form of interviews, observations, and document studies. The location of the research conducted by the author is in Temanggung Regency area. It was found that there were several obstacles in the results of the education application through the Traffic Community Education program, which is planning, organizing, actuating and controlling stages. Several obstacles were also found in efforts and application in preventing traffic violations through the Traffic Community Education program by the Satlantas Police Temanggung, such as the limited quantity and quality of members numbers, as well as activity plans that were not in accordance with the stated objectives.

With the many phenomena in society, coupled with the COVID-19 pandemic, which adds to the number of public order disturbances that occur, including gambling problems. To overcome this, there needs to be a preemptive effort from the Police, namely through Satuan Reserse Kriminal with various kinds of activities such as Kring Reserse. In this final project, the problem includes how the role of Satuan Reserse Kriminal Tegal city Police through Kring Reserse to prevent vehicle theft in the context of Harkamtibmas and what are the efforts of Satuan Reserse Kriminal Tegal city Police through Kring Reserse to prevent vehicle theft in the context of Harkamtibmas. As an analytical knife, the author uses management theory,performance theory and the concepts of Satuan Reserse Kriminal, Kring Reserse, Kamtibmas, and vehicle theft. This thesis uses a qualitative approach. The type of research is field research, while the data collection technique is through interviews, observations, and document studies. Abstract

Pandemi Covid-19 yang dinyatakan oleh pemerintah sebagai bencana non-alam menjadi masalah nasional berdimensi baru yang masih perlu diwaspadai dan perlu ditangani bersama, mengigat dampaknya begitu luar biasa pada semua aspek kehidupan manusia di Indonesia termasuk terhadap aspek Keamanan dan Ketertiban Masyarakat (Kamtibmas). Situasi dan kondisi tersebut menjadi tantangan Polri sebagai institusi negara yang memiliki peran melindungi, melayani dan mengayomi masyrakat serta menegakan hukum dan memelihara kamtibmas. Institusi Polri khususnya Polres Grobogan sesuai wewenangnya memegang peranan penting dan strategis dalam mendukung program pemerintah dalam Upaya Penanggulangan Pandemi Covid-19, untuk mengurangi berbagai gangguan Kamtibmas dampak dari Pandemi Covid-19, yang penyebaranya masih fluktuatif. Dalam hal ini Polres Grobogan melalui Sat Samapta nya menggelar Patroli Dialogis untuk menjalin komunikasi yang baik dengan masyrakat sehingga dapat menciptkaan hubungan yang harmonis guna menciptakan situasi kamtibmas yang kondusif di Masa Pandemi. Agar patroli dialogis ini berjalan optimal maka Giat Patroli Dialogis ini diselenggarakan melalui pengelolaan atau manajerial operasi dengan memberdayakan berbagai Sumber Daya Organisasi (SDO) yang ada.

ABSTRAK OPTIMALISASI PENYIDIKAN TINDAK PIDANA CURANMOR GUNA MENDUKUNG PENYELESAIAN PERKARA UNTUK MENINGKATAN KINERJA PENEGAKAN HUKUM DI POLRES GROBOGAN Muhammad Alif Fadillah, No.Ak.18.111, aliffadillah0@gmail.com Penelitian ini mendeskripsikan dan mengkaji mengenai beberapa permasalahan, pertama mengenai bagaimana pelaksanaan penyelidikan dan penyidikan tindak pidana pencurian kendaraan bermotor di Wilayah Hukum Polres Grobogan. Kedua, mengenai optimalisasi dalam penyelidikan dan penyidikan pada pengungkapan tindak pidana pencurian kendaraan bermotor di Polres Grobogan. Teknik penelitian dan pengumpulan data yang digunakan adalah melalui studi lapangan (field research) dan kepustakaan atau dengan nama (Library Research), instrumen penelitian berupa Perkap, KUHP, KUHAP, dan Perpol. Teknis analisis data yang digunakan adalah metode deduktif. Hasil penelitian menunjukkan bahwa pelaksanaan penyelidikan dan penyidikan tindak pidana pencurian kendaraan bermotor berpedoman pada Perkap No.6 Tahun 2019 tentang Penyidikan Tindak Pidana, mulai dari tahap persiapan sampai dengan pengawasan. Untuk optimalisasi difokuskan pada sumber daya manusia, anggaran, logistik, dan metode pada penyelidikan dan penyidikan tindak pidana pencurian kendaraan bermotor di Polres Grobogan Oleh karena itu, dalam pengungkapan tindak pidana pencurian kendaraan bermotor di Polres Grobogan harus mampu mengoptimalkan keterbatasan sumber daya, anggaran, logistik, serta keterbatasan metode yang digunakan melalui penyelidikan dan penyidikan guna mendukung penyelesaian perkara dalam rangka meningkatan kinerja penegakan hukum di Polres Grobogan.

Abstract

Penelitian ini bertujuan untuk menemukan dan menganalisis optimalisasi SP2HP Online dalam pelayanan publik dan upaya-upaya optimalisasi SP2HP Online dalam pelayanan publik pada penyidikan tindak pidana di Polres Demak. Penelitian ini menggunakan tiga teori dan empat konsep yaitu, teori pelayanan publik, teori manajemen organisasi, teori penegak hukum, konsep optimalisasi, konsep tindak pidana dan konsep SP2HP Online. Penelitian ini juga menggunakan penelitian empiris atau penelitian lapangan (field study research) yang berlokasi di wilayah hukum Polres Demak khususnya dalam Unit Satuan Tugas Reskrim Polres Demak. Analisis data menggunakan metode kualitatif dengan menguraikan hasil penelitian secara sistematis sehingga diperoleh gambaran yang jelas dan pada akhirnya dapat ditarik kesimpulan secara induktif sebagai jawaban singkat dari permasalahan yang diteliti. Hasil penelitian menunjukkan bahwa (1) Pelayanan publik pada penyidikan tindak pidana di Polres Demak dengan menerapkan sistem penerbitan SP2HP Online belum berjalan dengan optimal yang disebabkan oleh beberapa hal yaitu dengan sosialisasi SP2HP Online yang belum maksimal, mekanisme atau alur SP2HP Online yang belum jelas dan transparan, adanya pengaruh dari kualitas dan kuantitas SDM Polres Demak (Dalam hal ini berkaitan dengan kebutuhan personel Polri dan adanya peningkatan kompetensi dan juga modernisasi pelayanan publik) dan (2) Upaya-Upaya optimalisasi SP2HP Online dalam pelayanan publik pada penyidikan tindak pidana di Polres Demak yaitu dengan melakukan perbaikan atau pengembangan sistem dan melakukan pelatihan rutin secara sistematis.

Abstract

Bulglar (PENCURIAN DENGAN PEMBERATAN) often dominates in the records of social security disturbances cases in the territory of Polres Grobogan jurisdiction. Thus, the Polres Grobogan, through the Samapta Units, has a role in controlling and crime preventing by taking preventive measures in the form of the dialogical patrol. The implementation of dialogical patrol is quite efficient but not yet fully optimal. This can be seen from the thief index in this territory still fluctuating in its monthly period. This situation encourages researcher to deepen research with the topic of optimizing the Dialogical Patrol to prevent crimes with weighting in the teritory of Polres Grobogan jurisdiction. This research was conducted by applied a qualitative approach to the case study type also supported by interviews, observations, and documentation studies as data collection techniques. The data that has been obtained are then validated through a triangulation process and analyzed through a step of reduction measures, presented and maked conclusions. After that, the data were analyzed with management theory, achievement motivation theory and SWOT analysis theory. The final results of this study found a series of symptoms in the form of achieving consistency of dialogical patrol, marked by the fulfillment of the standardization of patrol activities as measured by the Regulation of the Head of the National Police Security Guard Agency of the Republic of Indonesia Number 1 of 2017 concerning Patrols. This patrol is good enough effective if looked by the process, but have not shown optimal results on a larger scale. This is influenced by internal factors which is strengths and opportunities and external factors which is weaknesses and threats, so that several efforts are needed to optimize the dialogical patrol to achieve the planned results.

Abstract

In the final project entitled Optimizing 4-wheeled vehicle patrols at the Sragen Police to prevent the crime of motor vehicle theft in order to support the Indonesian National Police make a predictive, responsibility, and transparency justice (Presisi), it discusses issues related to the implementation of 4-wheeled vehicle patrols at the Sragen Police and the optimization of 4-wheeled vehicle patrols by the Sat Samapta Polres Sragen. The background of writing this final project is that there is still a criminal act of motor vehicle theft in Sragen Regency so it needs to be prevented through police action, including patrol activities. However, it turns out that the patrol activities of 4-wheeled motorized vehicles by Sat Samapta are still not optimal because there are several problems in aspects of personnel, budget, facilities, machines and society. The purpose of this final project is to find out the efforts carried out for optimizing the 4-wheeled patrol of the Sat Samapta Polres Sragen in order to prevent the crime of motor vehicle theft in order to support the Precise Police. The research method used in this final project is a qualitative research method with data analysis techniques using an interactive model, namely: collecting data, reducing data, presenting data, and drawing conclusions. While the theoretical basis used in this final project is the management theory and the management theory of the police. The results obtained from the research that has been carried out, it is known that in order to optimize the patrol of Sat Samapta 4-wheeled motorized vehicles, Sat Samapta Polres Sragen in order to prevent theft of motorized vehicles in order to support the Precise Police, namely by making improvements to aspects of patrol personnel, making effective use of the available budget. , caring for and maintaining supporting facilities and machines, especially cars and increasing cooperation with various parties such as the community and other agencies, namely Sragen Regency Government and Kodim 0725 Sragen.
