Abstract

This research is motivated by the case of theft with a weight which is one of the highest criminal acts that occur in Magelang Regency. The Magelang Police took preventive action to prevent the crime of theft by weighting by optimizing the four-wheel patrol carried out by the Magelang Police Samapta Unit. The purpose of this research is to find out the process carried out by the Patrol Unit of the Samapta Unit in preventing the crime of theft by weighting and the efforts made in overcoming the factors that influence the inability of the Patrol. Theories and concepts used in this research are Swot Analysis and Management Theory, Drain Concept, Optimization Concept, Four Wheel Patrol Concept. This research uses a qualitative approach, with a descriptive analytical research type that seeks to systematically explain the facts about objects and their problems which are supported by the data obtained, as well as data collection techniques by interviewing, observing and reviewing documents. Based on the results of the study, the authors found the fact that there were several things that had not been fulfilled according to the regulations stipulated in Perkabaharkam No. 1 of 2017 concerning Patrol. There are several factors that influence the unfulfilled four-wheel optimization of the Magelang Police Samapta Unit, namely internal factors including Cooperation between Units, Personnel Experience, Lack of personnel and the presence of personnel mutations. Community and environmental external factors. Based on the research results, the authors provide input to the Magelang Police Samapta Unit to increase the number of personnel and carry out patrol management to the maximum.

Abstract

This research was motivated by the phenomenon of motor vehicle theft which increased the Wonosobo Police In 2019 to 2021. This is one of the ineffectiveness of Bhabinkamtibmas function in carrying out coaching and counseling activities as a preventive effort from the police. Analyzed using management theory and communication theory. The goal is to prevent the criminal act of theft of motor vehicles and factors that affect its implementation. This research uses a qualitative research approach that demands the knowledge of researchers in understanding the object of research aimed at describing the implementation of coaching and counseling activities, and informing the efforts made by Bhabinkamtibmas in preventing curanmor crimes and what factors affect Bhabinkamtibmas kineja in carrying out coaching and counseling to prevent curanmor crimes. Data collection techniques performed in this writing are by interviewing, observation or observation, and document studies. The results of the research showed that the implementation of coaching and counseling has been carried out but has not been maximized so that there are still many motor vehicle theft crimes. Factors that affect Bhabinkamtibmas efforts are Bhabinkamtibmas personnel who are still lacking and not yet in accordance with Perkap no.7 of 2021, inadequate facilities and infrastructure, Bhabinkamtibmas personnel who have not attended vocational education, Bhabinkamtibmas inventarsis goods that have begun to be damaged. Based on the results of the study, recommend conclusions and suggestions that, increase the number of personnel, provide vocational education to Bhabinkamtibmas personnel, and add infrastructure to support Bhabinkamtibmas activities

ABSTRACT EFFORTS OF BHABINKAMTIBMAS THROUGH GUIDANCE AND COUNSELING IN THE PREVENTION OF THE CRIME OF CURANMOR AT TEGAL POLICE AMRU AL JIHAD, 18.001, aaljihad20@gmail.com In this final project, the author raises the issue of "How are Bhabinkamtibmas' efforts in preventing the crime of theft through guidance and counseling at the Tegal Police Station?". Then it aims to describe the implementation of guidance and counseling by Bhabinkamtibmas and the efforts made by Bhabinkamtibmas in preventing activities through guidance and counseling. This study uses a qualitative approach with the type of field research, conducting limited observations, interviewing resource persons and document studies. In addition, the data used is also obtained from various references such as articles, journal books and relevant online media news. This study uses management theory, namely the functions and elements of management as well as the concepts contained in the laws and regulations governing the procedures for guidance and counseling. The author conducted research in the Legal Territory of the Tegal Police and the scope of the discussion was also limited according to the themes and topics taken by the author. The Binmas Unit of the Tegal Police on the issue of theft was not the main focus of the target activities and the material presented during guidance and counseling was not in accordance. Bhabinkamtibmas does not have a structured activity plan, apart from that, with the minimal number of Bhabinkamtibmas and having to concurrently hold many villages with limited budget conditions, this is also a problem for the Binmas Unit of the Tegal Police. From these problems, the leadership must take the initiative in making policies and innovating so that in carrying out their duties members can work effectively and efficiently and the results of their work can achieve the expected goals. Based on the existing problems, the authors present the data obtained at the time of the study. Then provide problem solving based on existing theories and concepts. ABSTRACT EFFORTS TO INCREASE THE ROLE OF BHABINKAMTIBMAS THROUGH COUNSELING GUIDANCE TO PREVENT MOTOR VEHICLE THEFT AT PATI POLRES Pande Made Rama Krisnananda, 18.178, panderama18@gmail.com This research is motivated by the case of motor vehicle theft which has always been the case with the highest number for the last three years at the Pati Police. The Pati Police apply the counseling guidance method by the Bhabinkamtibmas Unit to prevent motor vehicle theft. The purpose of this research is to know the implementation of the Bhabinkamtibmas Unit to prevent motor vehicle theft, the factors, and efforts to increase the role of the Bhabinkamtibmas Unit to prevent the crime of motor vehicle theft. Theories and concepts used in this research are management theory, POAC theory, Bhabinkamtibmas concept and counseling guidance concept. This study uses a qualitative approach with the type of field research and is supported by data collection through interviews, observation and document review. Based on the results of the study, the authors found the fact that the Bhabinkamtibmas Unit of the Pati Police had not been able to adjust the planning, implementation and organization stages contained in the National Police Chief Regulation Number 21 of 2007 concerning Guidance and Counseling on Security and Public Order, so that the performance of the Bhabinkamtibmas Unit was not optimal. The implementation of counseling guidance carried out by the Bhabinkamtibmas Unit is influenced by internal factors and external factors. The Pati Police carried out efforts to increase the role of the implementation of counseling guidance through the 6m element of management theory. With the results of the research, the authors provide suggestions and input to the Bhabinkamtibmas Unit in carrying out counseling guidance to optimize at the planning, organizing and implementation stages so that the results of the implementation are optimal.

Abstract

Satuan Lalu Lintas Polrestabes Semarang menggunakan sistem ETLE dalam hal penindakan pelanggaran. Hal ini mengacu pada semakin berkembanganya zaman dan kebijakan pemerintah yang diambil karna Pandemi Covid-19 yang belum kunjung mereda dan masih berlangsung. Untuk itu Kapolrestabes Semarang mengambil keputusan untuk meniadakan segala bentuk tilang manual dan hanya menggunakan ETLE sebagai media penindakan pelanggaran lalu lintas. Dalam hal ini terdapat berbagai kendala yang menimbulkan hambatan sehingga pelanggaran lalu lintas tidak sepenuhnya dapat terdeteksi dan mengakibatkan kecelakaan lalu lintas yang masih marak terjadi. Hal ini menunjukkan belum efektifnya penggunaan ETLE dalam penindakan pelanggaran lalu lintas di wilayah hukum Polrestabes Semarang.Dalam penelitian ini menggunakan teori managemen dan teori efektivitas dalam membahas temuan permasalahan dalam penelitian ini. Konsep yang digunakan antara lain konsep ETLE dan konsep penindakan pelanggaran lalu lintas. Penelitian ini menggunakan pendekatan kualitatif. Fokus penelitian dalam penelitian ini adalah efektifitas penindakan pelanggaran lalu lintas dengan ETLE oleh Satlantas Polrestabes Semarang guna mewujudkan kamseltibcar lantas. Dalam validitas data peneliti menggunakan triangulasi data. Untuk teknik analisis data menggunakan reduksi data, penyajian data dan penarikan kesimpulan.Hasll dari penelitian ini adalah masih banyak kendala yang ditemui dalam pelaksanaan penindakan pelanggaran lalu lintas oleh Satlantas Polrestabes Semarang. Kendalanya antara lain keterbatasan kamera ETLE sehingga tidak semua wilayah di Kota Semarang dapat termonitor oleh ETLE. Selain itu kendala dalam pelayanan konfirmasi surat tilang menjadi temuan masalah lain dalam penelitian. Berdasarkan hasil penelitiian ini, peneliti memiliki beberapa macam pemecahan masalah. Pemecahan masalah yang dapat dilakukan adalah dengan tetap memberlakukan sistem tilang lainnya yaitu KOPEK atau Mobile Sigap. Hal ini untuk menjangkau daerah yang tidak termonitor oleh kamera ETLE. Pemecahan masalah yang lainnya adalah pembagian tugas yang jelas dan piket yang jelas dalam pelayanan konfirnasi surat tilang yang dilakukan oleh pelanggar.

Abstract

Tujuan penelitian ini adalah untuk menganalisis penyidikan tindak pidana terhadap anak di bawah umur, dan menganalisis upaya penerapan Restorative Justice terhadap penyelesaian tindak pidana pencurian oleh anak di Unit Reserse Kriminal Polres Semarang Barat. Fokus penelitian ini adalah pada penyelesaian tindak pidana dengan pelaku anak, melalui Restorative Justice. Teori manajemen dan teori penegakan hukum digunakan sebagai instrumen analisis untuk mengetahui proses penyelesaian kasus pencurian melalui Restorative Justice di Wilayah Hukum Polsek Semarang Barat. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif. Data dikumpulkan melalui wawancara dengan para ahli di lapangan, maupun melalui pengumpulan dokumen. Analisis deskriptif adalah metode yang digunakan dalam penelitian ini untuk menjelaskan fakta dan masalah seputar objek dengan menggunakan informasi yang dikumpulkan. Berdasarkan hasil penelitian, proses penyidikan yang diIakukan oIeh unit Reskrim PoIsek Semarang Barat daIam menangani tindak pidana pencurian dengan peIaku anak, dilakukan secara khusus berdasarkan pada pasaI-pasaI yang terdapat daIam Undang-undang Nomor 11 Tahun 2012, Perpol Nomor 8 Tahun 2021, dan Perkaba Nomor 1 Tahun 2012. Dalam penerapan Restorative Justice terhadap penyelesaian kasus pencurian oleh anak, dipengaruhi oleh beberapa faktor yaitu: faktor hukum, faktor penegak hukum, faktor sarana dan prasarana, faktor masyarakat, faktor kebudayaan, dan faktor instansi lain. Penyidikan yang diIakukan terhadap anak diIakukan dengan Iebih humanis dengan pendekatan kekeluargaan. Secara keseIuruhan, upaya penyeIesaian kasus pencurian yang diIakukan oIeh anak di Unit Reskrim Polsek Semarang Barat sudah diIaksanakan kurang maksimaI, sehingga harus disesuaikan dengan prosedur dan ketentuan yang berlaku.

ABSTRACT EFFORTS OF BHABINKAMTIBMAS THROUGH COUNSELING AND EDUCATION TO THE COMMUNITY IN THE JURISDICTION OF THE KENDAL POLICE IN PREVENTING THE ABUSE AND CIRCULATION OF DRUGS Karina viktoria anami, 18,231 Karinaviktoria03@gmail.com The background of this problem arises because guidance and counseling have been carried out, but drug abuse and circulation still occurs, this paper aims to describe the performance and efforts of bhabinkamtibmas through coaching and counseling the community in the Kendal police jurisdiction in preventing drug trafficking and abuse. At this writing the author uses a qualitative approach with data collection techniques by interviewing, observing and studying documents. Sources of data used are primary data and secondary data. Data validity uses data triangulation. Data analysis techniques are data reduction, data presentation, conclusion drawing/verification. The concepts and theories used to analyze the focus of this research are the concept of coaching and counseling, the concept of bhabinkamtibmas, the concept of drug trafficking and abuse. While the theory used is POAC management theory, elements of management theory, cooperation theory, and communication theory. Bhabinkamtibmas is placed in each police station to oversee villages in the police station to carry out guidance and counseling. Abstract

ABSTRACT OPTIMIZING TASK EXECUTION OF THE SECURITY AND SAFETY UNIT ON KLATEN POLICE TRAFFIC UNIT TO PREVENT MOTORCYCLES ACCIDENT ON JOGJA-SOLO HIGHWAY IN ORDER TO REALIZE SECURITY SAFETY ORDERLY AND SMOOTH TRAFFIC ALBERTUS BAGAS SATRIA, 18.124, albertussatriasmatn@gmail.com Indonesia is the fourth largest country in populations, with the total population of 270,20 million people in 2020. The population grows significantly 32,56 million people in the last 10 years. The population increases throughout the years is also affected the use of motorcycles the total amount of motorcycles that are not followed with adequate facilities of traffic signs makes the motorcycles accident cases raising throughout the years, based on the traffic accident data from klaten police traffic unit it is stated that the amount of accident cases in Klaten Regency from 2018-2021 is increases by 24% and motorcycles is being the most popular cases that makes traffic accident by 2018-2021 periods. The accident mostly happen in Jogja-Solo highway, there are 11 high risk locations for accident and eight within that is happened in Jogja-Solo highway. Within the data it is important to have a research about further research about accident data, contributing factors to the accident and solutions to optimalize the role of security and safety unit in Klaten police station to prevent accident cases of motorcycles in Jogja-Solo highway. Furthermore, problem solving was carried out by applying management theory by George R.Terry through elements of planning, organizing, actuating, controlling and SWOT analysis theory by Fajar Nur’Aeni which deepened through the SWOT matrixs approach. After that the concept of security and safety unit, social traffic education, kamseltibcar lantas, traffic accidents are also applied as an analytical tool in formulating and finding the right solution for the problems. With the data obtained and associated with the theories and concepts used as the analytical knife above, several conclusions and suggestions were found regarding the role of the Klaten Police traffic security and safety unit and the efforts made to optimalize the Klaten Police traffic security and safety unit to prevent motorcycles accident on the Jogja-Solo highway in order to realize kamseltibcar lantas.

ABSTRACT THE EFFORT OF THE PATROL UNIT OF THE SAMAPTA UNIT TO PREVENT THE CRIMINAL ACTION OF THE WEIGHTING WITH THE WEALING OF THE KARANGANYAR POLICE LAWS Steven Leonard rumapea,No.Ak.18.188,stevenrumapea91@gmail.com This research is motivated by the high number of criminal acts of theft by weighting (curat) in Karanganyar Regency. As a crime prevention measure, the Samapta patrol unit plays a major role in this problem. This study aims to analyze the efforts of the Sabhara unit patrol in preventing the crime of theft by weighting, the factors that affect the implementation of the Samapta unit patrol and the implementation of patrols in preventing the crime of theft with the weight itself. This research was conducted using a qualitative approach and data collection techniques by interview, observation, and document study. From this research, it can be seen that there is a real picture of the prevention efforts carried out by the Karanganyar Police Samapta unit against the crime of stealing. To process the data obtained by researchers using management theory, Perkabaharkam Number 1 of 2017 concerning Patrols and the Promoter concept launched by the National Police Chief. The results of the study found that the patrol efforts of the Samapta unit had not been fulfilled optimally because management had problems in the aspects of preparation, organization, movement, and control. This is influenced by several inhibiting factors, namely internal factors and external factors. Based on the results of the study, the authors suggest eliminating the negative work culture in the Samapta unit, implementing patrol strategies in accordance with Perkabaharkam Number 1 of 2017 concerning Patrols, it is necessary to control patrol activities as well as equal distribution of personnel placement and special training in patrol skills. Thus the patrol efforts of the Karanganyar Police Sabhara unit in preventing the crime of stealing can be fulfilled optimally.

In this study, concepts and theories that are related to this research are used, including the concept of effort, the concept of patrolling, the concept of the Samapta Unit, the concept of motor vehicle theft, the theory of management elements, the theory of management functions, and the theory of SWOT analysis. The approach used in this research is a qualitative research approach with field research methods. Sources of data obtained in this study consisted of primary data sources in the form of interviews conducted with several sources as well as secondary data sources obtained from documents and books related to this research with data collection techniques obtained from interviews, observations, and studies. document. Data analysis techniques used in the form of data reduction, data presentation, and drawing conclusions. In this study it was found that the patrol carried out by the Demak Police Samapta Unit had been carried out in accordance with the expected conditions through three stages, namely the preparation stage, the implementation stage, and the termination stage. The influencing factors are divided into internal factors and external factors with internal factors consisting of supporting and inhibiting and external factors consisting of supporting and inhibiting. Thus, several solutions were found that could be taken by conducting training for patrol officers, re-determining patrol routes, equipping patrol officers with adequate equipment and weapons, equipping patrol vehicles with GPS, and establishing good relations with community leaders.
