Abstract

Theft of two-wheeled motor vehicles (Curanmor) in Bogor regency has increased based on data obtained from the Bogor Criminal Police Criminal Unit. Curanmor two wheels are caused by economic factors. The lack of jobs has resulted in many unemployed people meeting their economic needs by committing crime, namely two-wheeled Curanmor. To prevent the two-wheeled Sabhara unit from being patrolled, the increase in two-wheeled Curanmor is still occurring, so the authors conducted a research at the Bogor Police Resort under the heading of the Sabjol Unit Turjawali unit patrol in preventing the two-wheeled Curanmor in the Bogor Police jurisdiction. In analyzing, the author uses several theories and concepts including Management Theory, Proactive Iceberg Theory, SWOT Theory, Patrol Concepts, and Effectiveness Concepts. By using a qualitative approach that is descriptive analytic, this is done in order to obtain the broadest picture of the problems that occur. The qualitative approach provides descriptive data in the form of words orally delivered by the primary source at the time of the interview, thus explaining the problem in depth. The results of the study found that: (1) the description of two-wheeled Curanmor caused by economic factors; (2) the implementation of Sabhara unit turjawali patrols in preventing effective two-wheeled Curanmor because the implementation of the tasks is not in accordance with the SOP; (3) The factors that influence the Turjawali Sabhara unit patrol in preventing the two-wheel chans are internal and external. Internal, such as human resources, budget, facilities and infrastructure and leadership policies. Externals such as community participation, cooperation, and social communication. Sara the author in this writing is to see Sabhara in order to report the limitations that affect the quality of patrol activities in preventing criminal acts. The suggestion to the Bogor Police Chief was to add personnel to the Sabbhara Bogor Police unit and its personnel to be given vocational education at Sabhara and to add fuel rations in patrol implementation.

Abstract

The number of traffic violations in Indonesia which continues to increase from year to year makes the Police Traffic Corps in the current of era globalization to innovate to make applications that facilitate the handling of ticket cases. In Seluma Regency in particular the traffic violation rates also continue to increase over time. For this reason, throughout Indonesia on December 6, 2017 launching of an application called E-Tilang was carried out in which the E-Tilang application is expected to be a new breakthrough by the Police, especially Traffic to reduce the number of traffic violations, and also to press the rate of illegal fees committed between violators and parties Police. Although it has only been applied for 2 years, the application of the E-Tilang Fines sanctions can be said to be effective and efficient, especially in the Seluma Regency. E-Tilang has many benefits that are felt by various groups including the community and members of the Police especially Traffic. By using the E-Traffic Ticket application, violations committed by violators do not need to use a lot of paper because they are already registered in the E-Traffic Ticket application, if the violator is dealt with by the E-Traffic system, Traffic violators also no longer need to attend court hearings. The application of the E-Tilang application turned out to also have weaknesses which became an obstacle in the application of the E-Tilang fine in the Seluma District. These constraints and weaknesses include the network used in the E-Tilang Application, which still uses 3G / 4G application network accessibility, which if the signal is available is poor, the service will also be disrupted. Then it was still found in the Seluma District Region that there was a lack of public awareness of compliance with the Law.

Abstract

Narcotics abuse was become a very serious crime, and it also affected to child. Some facts and cases showed that many children have been caught in drug abuse. This paper tries to discuss and examine about diversion mechanism for narcotics abuse done by children in the perspective of law and justice approach. The research emphaszied and found that the implementation of diversion against child of perpetrator of narcotics crime pursuant to Law No 11 of 2012 concerning Juvenile Criminal Justice System from position of law of diversion to child abuse of narcotics in developmental perspective criminal law is a non-panel policy measure for handling child perpetrators of child criminal acts as their handling is transferred to the juvenile justice system. Related to the handling of children of narcotics abuse, the main problem that arises from the criminal justice process of a child or criminal decision is the stigma attached to the convict of narcotics abuse after the completion of the criminal justice process tends to increase the abuse of narcotics conducted by the child. The diversion concept set forth in the Indonesian justice system is putting the obligation to divert in any judicial proceedings (investigation, prosecution, trial) of the diversion settings against the perpetrators, the future narcotics crime concept of implementation is only a component and improved the structure of the Juvenile justice system as an alternative to formal criminal justice by placing diversionary efforts in every stage of the judicial process (investigation, prosecution and civil law). Future divergence concepts not only as an alternative to the just legal system but the diversion that really excludes the process of diversion itself.

Abstract

The child is the greatest gift that god gives to the parents to be cared for and the protection of his rights by the people and the State. Children also have basic human rights, and have been stipulated both national and international legal instrument. Attention to the protection of human rights law in children is still minimal by the people and the State. Indonesia as a State of law must be able to protect the rights of children considering they are the future assets of the State that must be protected the protection of their rights. There have been many cases of sexual crimes in children due to lack of care from parents and no respect for the rights of children by the community. Lack of legal awareness by the community causes the victims of sexual crimes in children to continue. This paper is intended to analyze the role of police on providing the legal proetction for children as victim of sexual violence in Indonesia. The research emphaszied and found that in some cases, police cannot provide the enough protetcion to children due to the lack of facilities as well as laws and regulations. Eventhough there is Juvenile Criminal Justice System, in many cases, the victims not getting adequate protection, as well as restoring their rights. This research underlines that the national law only focuses on the imposition of punishment for perpetrators, not yet more oriented to how to restore victims' rights. In the case in this study, the criminal route does not provide much to the victim, so a breakthrough is needed by law enforcement officials in Indonesia.

Abstract

This study examines Islamic extremism, and the challenges of terrorism in the West African sub-region. This was achieved through a systematic review of the activities terrorist groups in West Africa and how they affect the African and indeed the global security space. Consequently, this burgeoning threat has necessitated a search for an effective solution to the sub-region’s security challenges as the region in recent times has become the flashpoint of incessant bombing, hostage-taking, killing of innocent civilians on a daily basis; leading to loss of businesses and property. The work employed an historical design and relied on primary and secondary sources of data- via the use of text books, journals, newspaper, official documents and internet sources. For the purpose of a theoretical framework, the study is guided by the frustration-aggression theory, which made it possible to discuss and apply relevant literatures that are centered on Islamic extremism, global security and the challenges of terrorism in West Africa. The study equally raised five research questions that were answered using qualitative data in the form of supportive literatures. The analysis of these literatures revealed among others; the challenges of terrorism in West Africa and the nexus between African terrorist organizations and other terrorist organizations around the globe. As part of the solution/ counter terrorism measures in West Africa, the study also reviewed the UN Global Counterterrorism Strategy (UNGC-T Strategy) and the UN General Assembly Resolution 1373 and 1612 on African Counter Terrorism Strategies. From the findings of this study, the following recommendations were made; the need for African States affected by acts of terrorism to reappraise their socio-economic conditions and political policies in other to improve on them, the creation of legal and institutional bodies to adjudicate on cases associated with terrorism, Government, through the religious advisory committee should map out sustainable strategies will encourage religious tolerance discourage any kind of preaching that involves criticism, condemnation and abuse of other religions and the adoption and implementation of the UNGC-T Strategies among others to ensure a peaceful and stable sub-region poised for economic growth and development.

Abstract

In the existing legal system in Indonesia, goods and objects suspected of being evidence of a criminal act must be secured in order to carry out further investigations into the criminal acts committed. The existence of a house for storing state confiscated objects or abbreviated as Rupbasan is very important as a place to keep the evidence of the crime until the investigation is complete and the verdict has been issued for abandoning the crime. In this study, the author wanted to see how far the management of goods and looted and confiscated by the state in the Rupbasan Class I Bengkulu. This research was conducted using a qualitative method by conducting interview data collection techniques and field observations, and the data obtained were primary data and secondary data. The implementation of the management carried out at the Bengkulu Class I Rupbasan is technically not appropriate but procedurally it is in accordance with the decision of the Director General of Corrections Number: E1.35.PK.03.10 of 2002 concerning Implementation Guidelines and Technical Instructions for Management of State Confiscated Objects and State Confiscated Goods. As well as found obstacles in the implementation of the management of confiscated state goods and goods, these obstacles consist of internal and external. Internal barriers are limited human resources and inadequate facilities and infrastructure. Meanwhile, external obstacles, such as the existence of found objects that are not in the legal process at the Rupbasan and the number of objects and goods that have obtained legal decisions but are not immediately executed, resulting in accumulation in the Rupbasan.

Salah satu bentuk pelayanannya adalah pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online ini merupakan sebuah inovasi dari Satuan Intelkam Polres Pati dalam pelayanan pembuatan Surat Keterangan Catatan Kepolisian (SKCK) yang bertujuan untuk memudahkan masyarakat khususnya di masa pandemi covid-19 ini dengan memanfaatkan teknologi di era revolusi industri 4.0. Lokasi penelitian pada tugas akhir ini adalah Polres Pati. Terdapat beberapa permasalahan yang dirumuskan antara lain bagaimana kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online dan bagaimana upaya mengoptialkan kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Adapun penulis memiliki tujuan untuk mengidentifikasi kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online dan mengidentifikasi upaya untuk mengoptimalkan kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Guna membahas rumusan permasalahan tersebut, penulis menggunakan pisau analisis berupa beberapa teori dan konsep, antara lain teori manajemen, teori analisis SWOT dan teori peningkatan kualitas pelayanan publik. Hasil penelitian menunjukkan bahwa kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online masih belum optimal. Hal ini disebabkan oleh beberapa faktor, antara lain kurangnya sumber daya manusia pada Satuan Intelkam Polres Pati khususnya dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK), belum adanya dikjur maupun dikbangspes, dan kurang aktifnya Satuan Intelkam Polres Pati dalam melakukan sosialisasi kepada masyarakat terkait pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online. Maka dari itu, perlu adanya suatu pemecahan masalah atau solusi dalam mengoptimalkan kinerja Satuan Intelkam Polres Pati dalam pelayanan Surat Keterangan Catatan Kepolisian (SKCK) Online guna meningkatkan pelayanan publik. One form of service is the Police Certificate Online. Police Certificate Online Service is an innovation from the Pati Police Intelligence and Security Unit in the service of making Police Certificate which aims to make it easier for the community, especially during this Covid-19 by utilizing technology in the era of the industry rovolution 4.0. The research location in this final project is the Pati Police. There are several problems that were formulated, including how the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Service order to improve public services and how to optimize the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Service order to improve public services. The authors aim to identify the performance of the Pati Police Intelligence and Security Unit in Surat Keterangan Catatan Kepolisian (SKCK) Online order to improve public services and identify efforts to optimize the performance of the Pati Police Intelligence and Security Unit in Police Certificate Service Online order to improve public services. The research approach in this final project is qualitative research using field research or research in the field. In order to discuss the formulation of the problem, the author uses an analytical knife in the form of several theories and concepts, including management theory, SWOT analysis theory and theory of improving the quality of public services. The results showed that the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Services to improve public services was still not optimal. This is due to several factors, including the lack of human resources at the Pati Police Intelligence and Security Unit, especially in Police Certificate services, the absence of a vocational education or specialization development education, and the inactivity of the Pati Police Intelligence and Security Unit in conducting outreach to the public regarding Police Certificate Online Service. Therefore, it is necessary to have a problem solving or solution in optimizing the performance of the Pati Police Intelligence and Security Unit in Police Certificate Online Service order to improve public services. Abstract

Penelitian ini dilatarbelakangi oleh tingginya kasus tindak pidana pencurian dengan pemberatan di wilayah hukum Polres Pemalang. Melalui pendekatan pemolisian prediktif, Polres Pemalang mengutamakan pencegahan dalam mengatasi tindak pidana pencurian dengan pemberatan melalui penyelidikan intelijen oleh Satuan Intelkam, yang sekaligus menjadi objek penelitian. Penelitian ini menggunakan pendekatan kualitatif, dengan jenis penelitian deskriptif analisis, serta teknik pengumpulan data melalui wawancara, observasi dan studi dokumen. Hasil penelitian menunjukkan bahwa kinerja Satuan Intelkam Polres Pemalang mengalami kendala yang disebabkan oleh beberapa faktor, antara lain faktor internal Satuan Intelkam, kondisi pandemi covid-19, rendahnya kesadaran masyarakat tentang hukum, dan kegiatan Polres yang melibatkan semua fungsi dalam percepatan vaksinasi, serta rencana kegiatan penyelidikan yang hanya menyasar tindak pidana transnasional seperti terorisme dan radikalisme. Kondisi ideal yang diharapkan penulis adalah terjadinya manajemen yang tepat dalam perencanaan hingga pelaksanaan kegiata dan adanya dukungan yang dapat meningkatkan kinerja Satuan Intelkam. Berdasarkan kondisi faktual yang ada, maka terdapat langkah-langkah pemecahan masalah untuk mencapai kondisi ideal yang diharapkan, antara lain dengan melibatkan satgas covid pada tingkat desa dan kecamatan pada pelaksanaan vaksinasi sehingga tidak perlu melibatkan anggota Satuan Intelkam, meningkatkan kemampuan dan keterampilan anggota, meningkatkandan menyusun ulang prioritas dukungan anggaran, memperluas jaringan intelijen baik terbuka maupun tertutup, dan menyusun rencana kegiatan dengan menjadikan potensi kejahatan konvensional sebagai sasaran penyelidikan, serta memperbarui kualitas sarana dan prasana pendukung kegiatan.

OPTIMIZATION OF SAT INTELKAM POLRES PATIS’S SKCK KELILING SERVICE TO IMPROVE PUBLIC SERVICE RESPONSIBILITY Rulli Jeremy Andika Halomoan Siregar Akademi Kepolisian Semarang Semarang, Jawa Tengah, Indonesia, 50232 Email: jeremysiregar7500@gmail.com ABSTRACT In 2021, Indonesia also has not finished handling the Covid-19 pandemic since 2020 which has caused limited space for people to move due to the PPKM program. Polres Pati continue to strive to improve services to the community. Sat Intelkam Polres Pati provides a humane service innovation to the community in the form of a SKCK Keliling Service. However, in its implementation is still not optimal. From the report on the total number of SKCKs printed by the Polres Pati in October 2021, there were 1156 sheets, only 15 of which went through the SKCK Keliling service. Therefore, the objectives of this study were: 1) to determine the initial conditions of the Polres Pati’s SKCK Keliling service; and 2) explaining the efforts to optimize the Polres Pati’s SKCK Keliling service. This research is a qualitative research which refers to the development of an activity (developmental research). Data collection methods were carried out through observation, interviews and document studies. Primary data sources were obtained from interviews consisting of Kapolres Pati, Kasat Intelkam Polres Pati, KBO Satuan Intelkam Polres Pati, Kauryanmin Sat Intelkam Polres Pati and the SKCK applicant community. The validity of the data was tested by triangulation of sources and methods. Then, data analysis begins with data reduction, data presentation and drawing conclusions. The results of this study indicate that in planning the SKCK Keliling activities should be included in the activity plan (Rencana Kegiatan) of the Sat Intelkam Polres Pati, on a monthly, weekly and daily scale. Organizing needs to be clear about the division of work and duties of each member involved. The implementation of the SKCK Keliling service is expected not only at the Joyo Kusumo Stadium but to move to other places such as to the other district in Pati Regency. The administrative and inherent form of supervision is carried out by making a Report on the Implementation Results and the presence of a Controlling Officer. From the 6M management element, there are still deficiencies in the implementation of SKCK Mobile activities, namely in terms of infrastructure (finger print machine) and activity budget (program budget).
