Kecelakaan di perlintasan kereta api dari tahun 2018 sampai dengan tahun 2021 di Kabupaten Grobogan mengalami peningkatan korban meninggal dunia. Kepolisian Negara Republik Indonesia khususnya Unit Keamanan dan Keselamatan dalam hal ini bertugas untuk menganalisis dampak lalu lintas, membangun kerja sama lintas sektoral, menyelenggarakan pendidikan masyarakat, mengoperasionalkan rekayasa lalu lintas, dan melaksanakan inspeksi di bidang lalu lintas. Penelitian ini bertujuan untuk mendeskripsikan bagaimana kinerja dan upaya Unit Keamanan dan Keselamatan Kepolisan Resor Grobogan melalui penerangan lalu lintas guna mencegah kecelakaan di perlintasan kereta api. Pendekatan penelitian yaitu kualitatif dengan teknik pengumpulan data seperti wawancara, observasi, dan studi dokumen. Lokasi penelitian yaitu Kabupaten Grobogan khususnya di daerah yang terdapat perlintasan kereta api. Teknik validasi yang digunakan yaitu dengan triangulasi data. Teori yang digunakan dalam penelitian ini yaitu Teori Manajemen, Teori Analisis SWOT, dan Teori Komunikasi. Sedangkan Konsep yang digunakan yaitu Konsep Perlintasan sebidang, Konsep Manajemen Kegiatan Kepolisian, dan Konsep Penerangan Lalu Lintas. Berdasarkan teori dan konsep tersebut diperoleh temuan terkait kinerja dan upaya Unit Keamanan dan Keselamatan Kepolisan Resor Grobogan melalui penerangan lalu lintas guna mencegah kecelakaan di perlintasan kereta api yang menyebabkan pelaksanaannya menjadi tidak efektif. Hasil penelitian ini yaitu ditemukannya cara untuk menjadikan pelaksanaan penerangan lalu lintas menjadi lebih efektif dengan memanfaatkan teknologi. Kebaruan dalam penelitian ini yaitu menjelaskan terkait peran kepolisian dalam mencegah terjadinya kecelakaan di perlintasan kereta api dalam rangka mewujudkan keamanan, ketertiban, dan kelancaran dalam berlalu lintas.

Writer’s final assignment bringing up an issue about “How are efforts to improve the performance of Police Intelligence as a detection base in supporting Harkamtibmas in the Batang Police Departement”. This Final Project aims to describe the implementation of Sector Police Intelligence as a basis for detection and describe efforts to increase the intelligence capabilities of the Sector Police as a detection base in supporting Harkamtibmas in the jurisdiction of the Batang Police Departement. This study uses a qualitative approach with the type of field research research by conducting limited observations, interviewing resource persons and document studies. In addition, the data used is also obtained from various references such as articles, journal books and relevant online media news. This study uses management theory and the concepts contained in the laws and regulations governing the procedures for implementing Sector Police as the base for detection. In its implementation through the role of the current Police personnel performance is still not optimal due to several factors that are dominant in the human factor and the method applied factor, besides that there are external factors in the form of natural situations so that research is carried out with the aim of being able to identify sector Police performance as a detection base in supporting Harkamtibmas in the jurisdiction of the Batang Police Departement. Efforts to improve the performance of the Polsek Unit as the basis for detection from the Batang Police Departement InteIkam Unit really need to be done to improve performance capabilities through increasing the ability and motivation of personnel, so as to maximize when identifying problems that arise in the context of early detection and early warning. The author advises that the police personnel be given opportunities in the form of regular function training, seek tiered supervision, and provide rewards and punishments to personnel, so that the success of Policce Sector as a detection base can be realized.

ABSTRAK OPTIMALISASI KINERJA BHABINKAMTIBMAS POLSEK KALIWUNGU DALAM MENDUKUNG PROGRAM VAKSINASI GUNA TERCIPTANYA HERD IMMUNITY DI KECAMATAN KALIWUNGU SELATAN WILAYAH HUKUM POLRES KENDAL Penelitian ini dilatarbelakangi oleh program pemerintah tentang pelaksanaan vaksinasi bagi seluruh lapisan masyarakat di Indonesia, terutama yang dilakukan di Polres Kendal Kecamatan Kaliwungu Selatan. Permasalahan yang terjadi adalah rendahnya angka vaksinasi yang terjadi di Kecamatan Kaliwungu Selatan sehingga penulis tertarik untuk mengangkat permasalahan ini dikaitkan dengan tugas pokok Bhabinkamtibmas dalam penyuluhan dan sambang yang dilakukan terhadap warga binaannya. Penulis tertarik untuk mengangkat permasalahan tersebut dengan melihat kinerja Bhabinkamtibmas, upaya mengoptimalisasikan kinerja Bhabinkamtibmas, serta faktor internal dan eksternal yang mempengaruhi. Penulis menggunakan pendekatan kualitatif, metode penelitian field research (penelitian lapangan), serta menggunakan teori komunikasi, teori kompetensi, dan teori manajemen POAC. Penelitian ini menggunakan dasar Peraturan Kapolri no 7 Tahun 2021 tentang Bhabinkamtibmas, dan Buku Pintar Bhabinkamtibmas Edisi V Tahun 2018 yang mencakup tentang tata cara dan pedoman Bhabinkamtibmas dalam melakukan tugas dan tanggung jawabnya terutama dalam rangka mengajak warga binaannya melaksanakan vaksinasi. Hasil penelitian yang didapati oleh penulis bahwa kinerja yang dilakukan oleh Bhabinkamtibmas sudah sesuai dengan dasar hukum dan pedoman yang penulis gunakan namun masih adanya beberapa faktor yang kurang mendukung seperti pengetahuan dan kemampuan tiap anggota yang berbeda, media dan sasaran komunikasi yang belum tepat, pelaksanaan perencanaan hingga pengawasan, serta faktor eksternal dari masyarakat yang kurang teredukasi tentang vaksinasi dan tidak kooperatif ketika diajak untuk melakukan vaksinasi. Diharapkan hasil tugas akhir ini nantinya mampu memberikan gambaran tentang pelaksanaan tugas Bhabinkamtibmas terutama di Kecamatan Kaliwungu Selatan dalam mengajak warga binaannya melakukan vaksinasi, diharapkan dengan menggunakan kemampuan, pengetahuan, serta sumber daya yang ada mampu mengoptimalkan kinerja Bhabinkamtibmas dalam mengajak warga binannya melakukan vaksinasi. ABSTRACT PERFORMANCE OPTIMIZATION OF BHABINKAMTIBMAS KALIWUNGU POLICE IN SUPPORTING THE VACCINATION PROGRAM FOR THE CREATING OF HERD IMMUNITY IN SOUTH KALIWUNGU DISTRICT, THE JURISDICTION OF KENDAL POLICE This research was motivated by a government program on the implementation of vaccinations for all levels of society in Indonesia, especially those carried out at the Kendal Police Station, South Kaliwungu District. The problem that occurs is the low number of vaccinations that occur in South Kaliwungu District so that the author is interested in raising this issue in connection with the main task of Bhabinkamtibmas in counseling and sambang which is carried out on its fostered residents. The author is interested in raising this issue by looking at the performance of Bhabinkamtibmas, efforts to optimize the performance of Bhabinkamtibmas, as well as internal and external factors that influence it. The author uses a qualitative approach, field research (field research), and uses communication theory, competency theory, and POAC management theory. This study uses the basis of the National Police Chief Regulation No. 7 of 2021 concerning Bhabinkamtibmas, and the Bhabinkamtibmas Smart Book Edition V of 2018 which includes the procedures and guidelines for Bhabinkamtibmas in carrying out their duties and responsibilities, especially in order to invite their inmates to carry out vaccinations. The results of the study found by the author that the performance carried out by Bhabinkamtibmas was in accordance with the legal basis and guidelines that the author used but there were still several factors that were not supportive such as the knowledge and abilities of each member who were different, the media and communication targets were not appropriate, the implementation of planning to supervision, as well as external factors from the public who are less educated about vaccination and are not cooperative when invited to vaccinate. It is hoped that the results of this final project will be able to provide an overview of the implementation of Bhabinkamtibmas' tasks, especially in the South Kaliwungu sub-district in inviting their assisted residents to vaccinate.

ABSTRACT OPTIMIZATION OF DIKMASLANTAS THROUGH SOCIALIZATION OF TRAFFIC ORDER TO REALIZE KAMSELTIBCARLANTAS IN THE JURISDICTION OF POLRES KUDUS Ega Satya Nugraha, Academy No: 2018.128 Indonesian National Police Academy Email: egasn99@gmail.com Kudus City is one of the cities that has many factories, so many employees/private sectors use motorcycle for transportation to work. This of course has an impact on increasing traffic flow. The domination of the Kudus Regency population who work as employees/private sectors in traffic violations and accidents should certainly be the attention of the Kudus Police through the Traffic Unit to handle them. Many things have been done by the National Police in addressing and dealing with these problems through preemptive, preventive and repressive actions. One of the preemptive actions of the Kudus Police Unitkamsel is the traffic order socialization program which is carried out on a scheduled and periodic basis at factories/industries where employees/laborers work, with the hope of increasing literacy about the importance of orderly traffic. This research uses Management Theory, Optimization Theory, Socialization Theory, Traffic Order Concept, and Dikmaslantas Concept. The approach in this research is qualitative, using non-participant field research methods, as well as data collection by interview, observation, and document review.

ABSTRAK UPAYA PENINGKATAN KESADARAN MASYARAKAT DALAM BERLALU LINTAS OLEH UNIT KAMSEL MELALUI PENERANGAN MASYARAKAT DI WILAYAH HUKUM POLRES BOYOLALI Luh Prabha Pratiwi, 18.249, prabhapratiwi1@gmail.com Jumlah pelanggaran dan kecelakaan di Kabupaten Boyolali yang masih tinggi menandakan kurangnya kesadaran masyarakat dalam berlalu lintas. Upaya Unit Kamsel dalam meningkatkan kesadaran masyarakat adalah melalui kegiatan penerangan masyarakat. Permasalahan dalam penulisan ini adalah bagaimana upaya dikmas lantas melalui penerangan masyarakat oleh Unit Kamsel guna meningkatkan kesadaran masyarakat dalam berlalu lintas. Adapun penulisan ini bertujuan untuk menemukan upaya dikmas lantas melalui penerangan masyarakat guna meningkatkan kesadaran masyarakat dalam berlalu lintas. Penelitian ini dilaksanakan di wilayah hukum Polres Boyolali. Penulis menggunakan pendekatan kualitatif, metode penelitian field research dan teknik pengumpulan data dengan wawancara, pengamatan, dan telaah dokumen. Dalam penulisan ini menggunakan konsep kesadaran, konsep dikmas lantas, teori komunikasi, dan teori manajemen sebagai pisau analisis. Berdasarkan hasil observasi dan telaah dokumen, unit kamsel telah membuat rencana kegiatan harian, mingguan, dan bulanan. Dalam melaksanakan penerangan masyarakat, unit kamsel menggunakan beberapa metode dan media. Terdapat beberapa faktor yang mempengaruhi pelaksanaan penerangan masyarakat yaitu faktor SDM, anggaran, sarana, materi penerangan masyarakat, metode pelaksanaan penerangan masyarakat, dan masyarakat di Kabupaten Boyolali. Hasil penelitian menunjukan bahwa upaya yang dilakukan belum optimal. Hal tersebut terjadi karena kurangnya kualitas dan kuantitas SDM Unit Kamsel, media yang belum sesuai dengan kondisi masyarakat, perencanaan yang dibuat tidak sesuai dengan pelaksanaannya, proses pengorganisasian anggota yang belum terlaksana, belum ada upaya khusus terhadap masyarakat yang belum sadar mengenai tertib lalu lintas, serta pengawasan dan evaluasi yang kurang dari pimpinan. Maka dari itu dibutuhkan suatu pemecahan masalah, yaitu dengan inovasi menarik dalam pelaksanaan penerangan masyarakat.

ABSTRAK OPTIMALISASI BIMBINGAN PENYULUHAN OLEH BHABINKAMTIBMAS DALAM MENCEGAH TINDAK PIDANA PENCABULAN ANAK DIBAWAH UMUR GUNA MENCIPTAKAN SITUASI KAMTIBMAS DI POLRES KARANGANYAR I Gede Augusta Angga Negara, 18.173, augustanegara318@gmail.com Pada tahun 2019 sampai dengan tahun 2021 tindak pidana pencabulan anak dibawah umur di Kabupaten Karanganyar mengalami peningkatan. Peningkatan tersebut dapat dilihat melalui berita yang terdapat di Tribunjateng.com dan data yang dimiliki oleh Satreskrim Polres Karanganyar. Dengan adanya peningkatan tindak pidana tersebut maka dilakukan penelitian yang bertujuan untuk mendeskripsikan pelaksanaan bimbingan penyuluhan oleh Bhabinkamtibmas dalam mencegah tindak pidana pencabulan anak dibawah umur guna menciptakan situasi Kamtibmas di Polres Karanganyar dan mendeskripsikan optimalisasi bimbingan penyuluhan oleh Bhabinkamtibmas dalam mencegah tindak pidana pencabulan anak dibawah umur guna menciptakan situasi Kamtibmas di Polres Karanganyar. Penelitian ini menunjukkan bahwa masih terdapat kekurangan dalam pelaksanaan bimbingan penyuluhan yang dilaksanakn oleh Bhabinkamtibmas yang dianalisis menggunakan Teori Manajemen yang disampaikan oleh George R. Terry. Kekurangan tersebut dapat dilihat dari perencanaan yang diracang oleh Bhabinkamtibmas masih berupa kegiatan yang umum, dalam pengorganisasian menunjukkan bahwa tidak pernah dilakukannya Arahan Perintah Pimpinan (APP) sebelum maupun sesudah pelaksanaan bimbingan penyuluhan, pelaksanaan bimbingan penyuluhan hanya dilakukan apabila terdapat pertemuan-pertemuan tertentu, dan kurangnya pengawasan dari pimpinan mengenai kegiatan bimbingan penyuluhan tersebut. Maka dari itu, dapat disimpulkan bahwa kegiatan bimbingan penyuluhan yang dilaksanakan masih belum optimal. Kegiatan tersebut dapat dikatakan optimal apabila sudah mampu memberikan pemahaman kepada masyarakat mengenai aturan hukum yang mengatur mengenai tindak pidana pencabulan anak dibawah umur dan sanksi yang didapat apabila melakukan perbuatan tersebut. Dengan pahamnya masyarakat, maka tindak pidana pencabulan anak dibawah umur di Kabupaten karanganyar dapat dicegah sehingga Kamtibmas dapat tercipta dilingkungan masyarakat Kata Kunci: Optimalisasi, bimbingan penyuluhan, Bhabinkamtibmas, pencabulan anak dibawah umur.

ABSTRACT THE EFFORTS OF THE BINPOLMAS UNITS THROUGH BHABINKAMTIBMAS IN PREVENTING BURGLARRY IN THE JURISDICTION OF THE TEGAL CITY POLICE Azriel Alie Ibrahim Munandar, 18.080, azrielmunandar14@gmail,com The background that underlies the research starts from the main duties of the National Police listed in Article 13 of Law No. 2 of 2002 concerning the National Police of the Republic of Indonesia, to realize this preventive action through partnership activities carried out by the Binpolmas Unit through Bhabinkamtibmas. One of the kamtibmas disturbances that occurred was the crime of theft with a ballast where curated crime dominated in the jurisdiction of tegal city police. This research uses a qualitative approach as well as a type of field approach with a focus on the efforts of the Binpolmas Unit in improving the performance of Bhabinkamtibmas. In the research literature research took references from 3 different people with differences and similarities respectively as well as with the novelty of writing this final project. Conceptual literature used with 6 concepts and 2 theories, namely management theory and competence. Factual conditions describe how the implementation of the Binpolmas Unit through Bhabinkamtibmas in establishing partnerships and Efforts of Unti Binpolmas in improving the performance of Bhabinkamtibmas and the existence of factors that affect both internally and externally. Based on the factual conditions that occurred and with the conditions expected to be guided by Perpol number 1 of 2021 concerning polmas and Perkap number 7 of 2021 concerning Bhabinkamtibmas, problem solving was arranged related to the implementation of the Binpolmas Unit and the Efforts of the Binpolmas Unit in improving the performance of Bhabinkamtibmas by using a knife analysis of concepts and theories that have been determined. Based on these problem-solving measures, it can be concluded that the implementation of the partnership established by Bhabinkamtibmas has not been going well and the need to improve bhabinkamtibmas performance is guided by Perpol number 1 of 2021 concerning Polmas. So it is also given advice on the implementation of partnerships and efforts to improve the performance of Bhabibnkamtibmas.

ABSTRACT EFFORT OF INVESTIGATION BY SATRESKRIM TO IMPROVE THE DISCLOSURE OF BURGLARY CRIMES IN BREBES POLICE M FAHMI SANUSI Fahmisanusi1106@gmail.com Theft has now become a complex problem that is currently faced by the world including the Indonesian nation. It has been the main task of the police as law enforcement cracks down firmly on suspected perpetrators of theft crimes. However, in the investigation activities, there are weaknesses that make it not optimal, which is found to be factors - both internal factors such as human resources, infrastructure, supervision and external such as public behavior that hinders the investigation of burglary crimes. The preparation of this final project uses a qualitative approach with a type of field research. Then to discuss the problems of the investigation of theft crimes by Satreskrim Brebes researchers use SWOT theory, management and related concepts focus the problem in this final project. The factual conditions that the author encountered when carrying out the research were the weakness of the human resource element, namely the lack of investigative skills possessed by the personnel, which was indicated by the lack of personnel who attended vocational education and the lack of facilities and infrastructure. The problem solving step that the writer recommends is the optimization of human resources and infrastructure using SWOT theory, management and concepts related to the focus of the problem in this final project. . The results of this study can be concluded that the implementation of the investigation of burglary crimes in Brebes police has not been running optimally. This is indicated by the decrease in the number of disclosure of burglary crimes in the last 2 (two) year with several factors that affect it, among others, human resources that are not qualified and adequate, infrastructure that does not meet the needs of investigations, budgets that are not in accordance with the needs in the field, and supervision that has not been maximizedwhere this will be an obstacle in the investigation of theft crimes in Brebes police in the future. The purposes of the research are to describe the patrol implementation of Samapta Police Unit of Boyolali Resort Police, to determine factors to affect the performance of Patrol Unit of Samapta Unit of Boyolali Resort Police, and to determine efforts to improve the performance of Patrol Unit in order to prevent the burglary crime. Theories and concepts used for the research are in accordance with the research title i.e. concepts of effort, improvement, Samapta Police Unit, patrol, burglary; as well as theories of management and performance. The research uses qualitative approach and descriptive analysis research method. The data used for this research are sourced from both primary data sources in the form of interview results with various interviewees, and secondary data sources in the form of books and documents related to the research. The technique of data analysis used comprises data reduction, data presentation, and drawing the conclusion. The validation of data used in the research is through triangulation towards the sources, techniques, and the time of data The research findings shows the patrol implementation of Samapta Unit of Boyolali Resort Police has been through three phases in accordance with the procedure, i.e. preparation, implementation, and closure phases. However, the implementation has not been maximized due to the patrol implementation has not reached the whole area of Boyolali Regency, as well as the high rate of the burglary itself. The inhibiting factors of patrol implementation by Boyolali Resort Police include the lack of patrol unit personnel, budget, facilities, as well as the lack of positive response and active participation from the civil society. The improvement efforts that have been done are forming the special teams for night patrols, carrying out circular patrol for the effectiveness and efficiency of work, and involving personnel from another sub-unit in the patrol activities. The suggestion given by the researcher are to maximize the cooperation with the community leaders and Bhabinkamtibnas as the duty executor which are directly adjacent to community, to receive information update regarding communal security.
