Jurnal Diplomasi Pertahanan bertujuan untuk mempublikasikan pemikiran akademis mencakup masaalah diplomasi pertahanan seperti, misi damai militer ke luar negeri, hubungan kerjasama, negosisasi, komunikasi, resolusi konflik keamanan antar negara, lingkungan regional dan Global. Strategi berupa upaya upaya-upaya meningkatkan kepercayaan antara negara dan peningkatan kapasitas pertahanan suatu negara menjadi perahatian utama. Kegiatan dilakukan antara lain tinjauan masalah perang, perdaiaman, kepemerintahan golobal, cyber diplomacy, penanganan pasukan pemelihara perdamaian (peacekeeping force), penegakkan keamanan (peace enforcement), perundingan, embago, resolusi, peningkatan industri pertahanan, promosi good-governance, tanggap bencana, penyeludupan narkoba, human trafficking, melindungi Hak Asasi Manusia, dll

Abstract

The complexity of the South China Sea issues has sparked overwhelming international attention, whereas overlapping claims between various countries and the presence of external interest result in the instability of the South China Sea itself. When it comes to the South China Sea, its significance as one of the main global trade routes and its nature as a geographically blessed region with an abundant amount of natural resources is certainly inseparable. With that in mind, the presence of the South China Sea is considered a significant advantage for the countries around it, especially ASEAN (Association of Southeast Asian Nations) countries that are now considered as an emerging power in the Asia – Pacific Region. Thus, this research provides a broader understanding of how ASEAN as the epicenter of civilization in the South China Sea could maximize the utilization of its diplomatic corridors, such as the ASEAN Defence Ministers’ Meeting (ADMM) and ADMM Plus as a form of realizing and ensuring stability and security in the region. This is considered a part of an ASEAN effort to establish one of the pillars of ASEAN, which is ASEAN Political-Security Community, in which through ADMM might projects a clear vision of ASEAN to create a more united and cohesive actor regionally and internationally.

Abstract

Intrumen penting dalam hubungan luar negeri adalah kebijakan luar negeridalam membela kepentingan nasionalnya. Kepentingan Nasional Malaysiamenganggap pembelaan kepentingan nasional sebagai dasar kedaulatan dankemerdekaannya. Sejalan dengan itu, tujuan utama kebijakan PertahananNegara adalah untuk melindungi dan mempertahankan kepentingan danwilayah Malaysia dari ancaman domestik dan luar negeri. Dalam penelitian inimenyimpulkan bahwa malaysia adalah salah satu negara yang memilikimasalah yang sangat dilematis karena kerjasama ekonomi Malaysia denganChina begitu erat dan sangat menguntungkan Malaysia, namun di sisi lainsengketa LCS membuat Malaysia menahan diri dengan melaksanakandiplomasi lembut dengan berbagai pertimbangan demi hubungan kedua negaratetap terjaga.

Abstract

World Maritime Axis is one of Indonesia’s policy to reach a new stage in the international system. One of World Maritime Axis’s pillars is Maritime Diplomacy which Indonesia Invites all countries to reduce the sources of conflict at the sea. There are influence betweet World Maritime Axis and the relationship between Indonesia and other countries, especially those with geographical proximity. Australia is one of the countries that have a geographical proximity with Indonesia. This studies using SWOT Analysis by Kearns and the concept of bilateral relations. Research method that used in this studies is content analysis. Based on the literatue researches conducted by researcher, it can be concluded that the opportunities and impacts of the World Maritime Axis affect bilateral relations between Indonesia and Australia as countries that have historical and geographical proximity.

Abstract

The South China Sea dispute has escalated since China claimed 80% of the South China Sea area. This is in conflict with the interests of many countries, one of which is Malaysia. China's claims regarding Malaysia's EEZ area that can endanger Malaysia's national interests. In addition, the United States is also involved in this region and threats to Malaysia come from all sides. This can be a threat to Malaysia's national interest Malaysia is a small country that is building its military strength and relies heavily on trade. In overcoming this threat in the South China Sea, Malaysia seeks to increase mutual trust with related countries, especially China and Malaysia as major countries involved in the SCS region. Malaysia is also consistent in carrying out its foreign policyand actively promotes security in the South China Sea with ASEAN through ASEAN Plus One, ASEAN Regional Forum (ARF), East Asia Summit (EAS), ASEANDefense's Minister Meeting/ASEAN Defense's Minister Meeting-Plus (ADMM/ADMM-Plus) and track II workshops. ASEAN has the same view, which isnot agreeing to China's claims in the South China Sea.

Abstract

This article discusses one of the government's efforts in handling the Papuan separatist movement. The Separatism Movement is a movement to gain sovereignty and separate from a territory or group of people from each other (or another country). In Papua, there is a group of people who want to be sovereign and break away from the Republic of Indonesia. A group of people called themselves Free Papua Organization (OPM). Papua de facto and de jure is one of the regions of Indonesia, so the Indonesian government prohibits anyone or any group that seeks to secede from the Republic of Indonesia (The Unitary State of The Republic of Indonesia). In Papua until now, there are still frequent conflicts related to political, economic, or socio-cultural issues. This research aims to find out how the government overcomes the separatist movement so that a group of people who call the OPM movement (Free Papua Organization) aware and return to the lap of the NKRI (Unitary State of the Republic of Indonesia)

Abstract

China's reclamation and infrastructure development in the South China Sea area poses a threat to countries around the region, including Malaysia. China also carried out illegal actions that violated state borders around the South China Sea, one of which was the maneuver of the Chinese air force inside Malaysia's sovereign territory on June 1, 2021. One of Malaysia's steps in dealing with this problem is to use defense diplomacy efforts, both bilateral and multilateral. Bilaterally, Malaysia can cooperate with Vietnam to strengthen maritime security, which is expected to be potential bilateral cooperation to reduce disputed claims in the South China Sea. Meanwhile, within the framework of multilateral cooperation, Malaysia can maximize existing cooperation forums such as through the ASEAN Regional Forum (ARF), ASEAN Plus Three (APT), East Asia Summit (EAS), ASEAN Defense Ministers' Meeting (ADMM), and ADMM-Plus. In dealing with problems in the South China Sea region, Malaysia has the pillars of a national defense strategy, namely concentric deterrence, comprehensive defense, and credible partnerships.

Abstract

The concept of defense diplomacy does not have a universally recognized definition; therefore, each country tends to have its definition, which is then included in its defense white paper. The concept of diplomacy for Malaysia itself is defined as creating stable international relations with other countries. Malaysia has a defense diplomacy strategy known as quiet diplomacy. One of the problems that threaten Malaysia's maritime economy and sovereignty that continues to this day is the South China Sea conflict. This conflict occurred because of a unilateral claim made by the Chinese government with theissuance of a map that later contained a nine-dash line. In dealing with this problem,Malaysia then implemented the concept of defense diplomacy in the multilateral realm,namely through official forums, namely the ASEAN Defense Ministers' Meeting (ADMM) and the ASEAN Defense Ministers' Meeting Plus (ADMM Plus). This report was prepared using a descriptive-narrative method obtained through interviews with resource persons and a literature study. The purpose of this report is to serve as a theoretical reference for the concepts and practices of Malaysian defense diplomacy.
