Abstract

This study examines the effectiveness of learning CTL (Contextual Teaching and Learning) on ??the matter of biotechnology, namely making nata de coco. The method used is the method of quasi-experimental research subjects students take one SMAN in Cianjur. The study used a descriptive analytic techniques. The effectiveness of learning is determined based on the following criteria: 1) the significance of the thoroughness of learning outcomes, in terms of mastery of concepts is achieved; 2) the ability of inquiry indicated during PBM; 3) interaction pattern formed during PBM, namely the interaction patterns are symmetrical, asymmetrical shifting, and asymmetrical, adapted from Johnson & Johnson (1975). From these results it is found that it turns learning model is effective with the fact that support, namely: 1) The study results turned out to be significantly better than the complete learning criteria (Zscore = 5.69); 2) the ability of scientific inquiry at all emerges with the ability greatest scientific investigations (24.45%) and the lowest in the ability to develop descriptions, explanations, predictions and models based on evidence (10.70%); 3) interaction pattern formed is symmetrical patterns of interaction (50.72%) and the shifting asymmetric (49.36).

Abstract

Pembangunan  merupakan upaya yang terencana dan terarah untuk meningkatkan kesejahteraan masyarakat paradigma pembangunan ini, lebih menekankan pada “empowerment” (penguatan diri). Dalam pembangunan banyak masalah-masalah yang dihadapi untuk menuju perubahan yang diinginkan melalui kebijakan-kebijakan yang terstruktur yang pada akhirnya untuk  meningkatkan pendapatan dan kesejahteraan penduduk. Untuk itu diperlukan capability dan capacity organization, yaitu unsur birokrasi pemerintahan yang kuat, dalam aspek administratif dan transformasi sosial budaya melalui pemberdayaan masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi efektivitas penyusunan Laporan Kinerja Instansi Pemerintah (LKIP) di Kecamatan Rancakalong Kabupaten Sumedang dari persfektif pendekatan sumber, proses dan sasaran. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Sasaran dalam penelitian ini, yaitu pegawai Kantor Kecamatan Rancakalong Kabupaten Sumedang. Informan sebanyak tiga (3) orang, yaitu Camat, Kepala Sub Bagian Program dan Keuangan serta Pelaksana. Prosedur pengumpulan data yang digunakan oleh penulis adalah dengan menggunakan prosedur wawancara, observasi, dokumentasi dan dilengkapi dengan studi literatur. Hasil penelitian menunjukkan bahwa berdasarkan persfektif pendekatan sumber untuk penyusunan LKIP di Kecamatan Rancakalong telah sesuai dengan regulasi/aturan yang telah di tetapkan, melibatkan semua unsur, sumber dana yang digunakan bersumber dari APBD Kabupaten Sumedang serta penanggung jawab penyusunan LAKIP adalah Kepala Sub Bagian Program dan keuangan. Berdasarkan persfektif pendekatan proses untuk penyusunan LKIP di Kecamatan Rancakalong, yaitu proses Penyusunan LKIP Kecamatan Rancakalong berdasar atas beberapa tahapan yang ditempuh seperti Pengumpulan Data, pencatatan dan koordinasi seluruh unsur serta proses penyusunan LKIP telah sinergi dengan Rencana Kerja, Rencana Strategis, Perjanjian Kinerja dan indikator Kinerja Utama. Selain itu, berdasarkan persfektif pendekatan sasaran untuk penyusunan LKIP di Kecamatan Rancakalong, yaitu hasil yang dicapai sebagai output penyusunan LKIP Kecamatan Rancakalong adalah Kinerja Pembangunan yang selaras dengan Rencana Jangka Menengah Daerah.

Good governance concept is an emerging issue in the management of publik admnistration today that emerged in the early 1990s. The system of state governace is important element in a country. In the implementation of regional autonomy, to e able to carry out its functions properly, local gomerments are required to realize goog governance in their respective regions. Good governance relates to how the local goverment both district and ciity as poliisy implementers, both national and local policies. When good governace delas with how local governments implement local level policies it also relates to how local government performance works policies to be implemented by local government.

Abstract

This study aims to obtain an overview of the workload at the District Office Cimalaka Sumedang, to determine the factors that hinder the workload at the District Office Cimalaka Sumedang, to know what efforts are made Subdistrict Cimalaka Sumedang in addressing the factors inhibitors workload.Techniques of collecting samples used in this research is purposive sampling techniques, the sampling technique based on need.Then the samples in this study were 1 sub-district and 1 Sekcam, 1 Head, 2 Civil Servants (PNS). The author draws the conclusion that the workload at the District Office Sumedang Cimalaka overall that the tasks performed physical labor organizations such as the time period of work, the working environment is the physical work environment, fInternal actors like, factors from the body as a result of reaction to the workload of the external factors that hamper the workload at the District Office Cimalaka Sumedang is because the burden is too heavy, physical work load with time, the imposition of excessive so as to affect the performance of employees in ultimately the goal will not be achieved as service to the community to be weak, efforts undertaken District of Cimalaka Sumedang in overcoming the limiting factors workload is a target to be achieved well, the working conditions are supportive of all employees and jobs and standard of work pass the required quality standards of the State civil apparatus set forth in legislation ASN.The suggestions writer is should the District Cimalaka in this case camat more attention to employees who often excel in attendance and work by providing promotional opportunities are fair and based on seniority, promotion of fair and based on performance, the existence of the bonus given when the results of such work achieve targets such as remuneration based on individual skill levels, remuneration based on work results achieved servants,The promotion of staff to the structural organization is giving employees who have served for a long time because of obstruction by the education factor so defeated by new employees with education is high in this case the boss always gives feedback to subordinates therefore leaders should always create communication between subordinates and tops are good.

Abstract

The purpose of research that researchers do is to determine the effect of facilities and infrastructure on the effectiveness of employees in the Office of Population Control and Family Planning Sumedang District and to determine the relationship between facilities and infrastructure with the effectiveness of employees in the Office of Population and Family Planning Sumedang District. The method used in this study is a quantitative research method which is used in research based on positivism philosophy with the aim to test the hypothesis that has been set. In this study researchers used inferential descriptive data analysis techniques describe or describe the data that has been collected as is by making conclusions that apply to the public. The sampling technique used in this study is the technique of proportional stratified random sampling, with a population of 36 people then the researchers used the Slovin formula to obtain the sample to 26 respondents. Based on the results of the study, research can illustrate that the procurement  of  facilities  and  infrastructure  carried  out  by  the  Department  of Population and  Family Planning  Sumedang District has  reached  69.42% and the numbers are categorized Good,  as well as with the effectiveness of employees of the Office of Population Control and Family Planning Sumedang District reached 70.77% and the numbers are categorized Good. The relationship of facilities and infrastructure with the effectiveness of employees of the Office of Population Control and Family Planning Sumedang District with a correlation coefficient of 0.993 is in the category very strong. While the influence of facilities and infrastructure to the effectiveness of employees of the Office of Population Control and Family Planning Sumedang District reached 98.6% of the rest of 1 .4% influenced by other factors not investigated by researchers called the epsilon factor.

Abstract

Kebijakan desentralisasi di Indonesia melahirkan otonomi daerah. Sejak bergulir UU Nomor 22 Tahun 1999 tentang Pemerintahan Daerah yang dilaksanakan mulai tahun 2001 telah banyak menelorkan berbagai kemajuan di beberapa daerah. Namun demikian, kinerja otonomi daerah secara nasional belum memenuhi harapan beberapa pihak. Rendahnya kinerja otonomi daerah di Indonesia dipicu oleh: (1) masih banyaknya masalah strategis yang menelikung pelaksanaan otonomi daerah mulai dari banyaknya tuntutan pemekaran daerah, banyaknya perundang-undangan yang mereduksi kewenangan daerah, sampai kriminalisasi kebijakan; (2) belum proporsionalnya peran pemerintah pusat, provinsi, dan kabupaten/ kota dalam pelaksanaan otonomi daerah. Untuk mengatasi hal tersebut ada beberapa implikasi kebijakan dan program yang wajib dikembangkan oleh pemerintah pusat mulai dari desentralisasi fiskal yang proporsional; memfasilitasi dan memberdayakan Daerah (kepala daerah dan aparatur pemerintah daerah) untuk mengelola anggaran (uang) secara akuntabel dan prudent; membuat sistem monitoring, evaluasi, dan pengawasan serta mengimplementasikannya secara akuntabel dalam pengelolaan keuangan daerah dan kinerja Daerah sehingga manajemen pemerintahan daerah terbebas dari KKN.

Abstract

Development Agenda Agenda for bureaucratic reform is one thing that gets special attention for the government. The Special Ministry that discusses bureaucratic  matters, namely the Ministry  of Empowerment of the State Apparatus and Bureaucratic Reform (PERMENPAN-RB). In  the framework of carrying out the mandate of bureaucratic reform, Buah Dua Subdistrict, Sumedang Regency, approved in the Strategic Plan, Buah Dua Subdistrict (2014-2018: 2), was agreed to provide direction and reference for all components of the sub-district government, community and business world in order to realize their ideals and the objectives of the sub-district government are in accordance with the vision and mission as well as the direction of development that directs the policies of the Sumedang district government. Targeting is taken using the Sampling Technique, where  the  object  is  the  District  Head  and  Stakeholders  with  an  interest  in  public  service bureaucratic  reform  in  Buahdua  District.  Based  on  the  results  of  the   study  found  the implementation of bureaucratic reform in the Buahdua sub-district has not been implemented very well, in fact the budget support for infrastructure to improve public services is very low, there is still something related to service information, Assessment To appreciate the vision and mission of the Buahdua sub-district. The obstacle that symbolizes bureaucratic reform, namely the organizational culture in Buahdua Subdistrict is still not conducive due to the involvement of the authorities, there is no proper honor for sukwan / award recipients who are very helpful in the process of public service, and every standard and complete SOP unit for the type services in their fields. Strategies to overcome obstacles to the implementation of bureaucratic reform in the Upper Buahdua Subdistrict, namely the DPRD must support proper respect for high performing religious workers by allocating to the APBD, Must provide space to the community through musrenbang, aspirations, must use service media.

Abstract

This study is focused on obtaining a picture of the effect of MGMP empowerment on teacher performance in Kabupaten Ciamis conducted at 32 MGMP. The research approach used quantitative approach with explanatory survey method of correlation technique and regression test. Research data collected through questionnaire. The results show that (1) score of items with total score of empowerment MGMP has positive relationship this indicates that the implementation of MGMP activity in Kabupaten Ciamis has reached ideal; (2) score of item with total score of teacher performance have positive correlation, thus the performance of teacher following MGMP empowerment in Kabupaten Ciamis has reached ideal; (3) The empowerment of MGMP has a strong influence on teacher performance with contribution of 24.21% while the remaining 75.79% is determined by other variables. The result of the analysis shows that the regression line is Y = 59,394 + 0,725X. This shows that if there is no increase of MGMP empowerment variable value, the teacher's performance value is 59,394, and each addition of one MGMP empowerment score will give teacher performance score increase of 0.725. The probability value of 0.000 is smaller than 0.05. It can be concluded that significant regression coefficients, or MGMP empowerment really have a significant effect on teacher performance.

Abstract

This research is motivated by the lack of effectiveness in the use of grants Livestock and Fisheries of West Bandung regency. The problem is assumed to be affected by not optimal supervision conducted by the Department of Animal Husbandry and Fishery West Bandung regency. Based on these problems, we propose the problem: "How much influence the effectiveness of supervision of the use of Grants Livestock and Fisheries in West Bandung regency". The theory is used to analyze the research is the theory of the supervision of Terry in the Brantas (2009: 195) states that the measurement of the supervision includes direct supervision, indirect supervision and monitoring by exception. As for measuring the effectiveness of the use theory of Duncan in Steers (1994: 16) that penapaian, integration and adaptation. Based on the theory that theory, the hypothesis is: "The magnitude Influence Usage Monitoring the Effectiveness of Grant Ranch and Livestock in West Bandung regency determined by direct supervision, indirect supervision and monitoring by exception". The method used in this research is an explanatory survey with data collection through library research and field studies through observation, interviews and questionnaires. The sampling technique used for the research was probability sampling, in particular the simple random sampling method. The design of hypothesis testing to test the influence of independent variables and the dependent variable using the method of Spearman correlation analysis. The results showed the effect of supervision of the Effectiveness of Using Grants Livestock and Fisheries in West Bandung regency is determined by the dimensions of the implementation of direct supervision, indirect supervision and monitoring by exception.
