Journal of International Studies on Energy Affairs or known as JISEA is a scholarly periodical that publishes twice a year. JISEA is maintained by the International Relations Department at Universitas Pertamina, Jakarta, Indonesia. This journal was initiated in 2019 and its first edition was published in 2020. JISEA publishes research papers, technical papers, conceptual papers, and case study reports. As the first journal in Indonesia that concerned with international studies and energy, JISEA would like to enhance the study of international studies, especially in the energy field. Article manuscripts are published after a thorough peer-review process. JISEA works closely with scholars of international studies locally and globally, indicated by a range and variety of editorial members, peer reviewers, and authors. Accepted papers are in English only We welcome academics and practitioners to share their thought with us. other language articles, subject to translation cost prior to publication acceptance Spanning the gap between academic and policy approaches, JISEA offers policy analysts a place to pursue fundamental issues, and academic writers a venue for addressing policy. Major fields of concern include: Energy Security Energy Diplomacy International Political Economy of Energy Global Governance on Energy Actors in Global Energy JISEA is committed to a broad range of intellectual perspectives. Articles promote new analytical approaches, iconoclastic interpretations, and previously overlooked perspectives. Its pages encourage novel contributions and outlooks, not particular methodologies or policy goals. Its geographical scope is worldwide and includes security challenges in Europe, Africa, the Middle East and Asia. Authors are encouraged to examine established priorities in innovative ways and to apply traditional methods to new problems.

Abstract

Nigeria, a country in Africa, is a country that is quite famous for its large economy. However, behind the country's large economy, there is an ongoing problem of poverty. The problem of poverty is caused by several aspects, such as high unemployment and corruption. This also has an impact on community welfare and the emergence of significant societal disparities. Several efforts have been made by the Nigerian government to overcome the country's poverty problem. However, the steps that have been taken are still not enough to stabilize welfare and the disparities that have occurred. To further overcome this problem, the United States launched a program called "The Prosperous Africa Program" in the economic sector to help Nigeria overcome poverty in her country. This article will discuss the implementation of the American Government's "The Prosperous Africa Program" in the economic sector as an effort to overcome poverty in Nigeria. The analysis of this paper will use descriptive qualitative research methods and the theoretical framework of Foreign Aid.

Abstract

Forest fires and transboundary haze pollution have become annual problems faced by countries in Southeast Asia, especially in Indonesia, Malaysia, and Singapore. Since most of the burning forests occurred in Indonesia, the country has been accused to be responsible for the problems. Regarding this matter, the ASEAN member states have established the ASEAN Agreement on Transboundary Haze Pollution (AATHP). A major obstacle in combating the problems occurred as a result of the differences in interests between Indonesia and other ASEAN member states. Indonesia itself also faces complex domestic problems related to the conversion of forests and oil palm plantations. As a result, this problem continues to drag on and cause a great number of casualties and losses. This paper then seeks to analyze the problem of transboundary haze pollution in Indonesia and its impacts using the environmental victimization approach. The results show that the political discourses, both among ASEAN member countries and Indonesia's domestic affairs, have become stumbling blocks to effectively combating the problem. As a result, these problems resulted in casualties and caused legal and security, economic, health, social and cultural impacts.

Abstract

Energy independence and sustainable development are critical issues in international relations. As the world population grows and industrialization and urbanization continue, there is a surge in energy demand. At the same time, environmental concerns and limited natural resources have made sustainable energy systems a pressing issue. Achieving energy independence and sustainable development is a crucial policy objective for many countries. Energy independence aims to reduce dependence on foreign energy sources and ensure energy supply security, while sustainable development aims to meet current energy needs without compromising the ability of future generations to meet their own. International cooperation is essential to achieving energy independence and sustainable development. Countries need to work together to ensure a stable and secure global energy supply while also reducing carbon emissions. Renewable energy sources such as wind, solar, hydro, and geothermal power have enormous potential to promote both energy independence and sustainable development.Energy independence and sustainable development are essential components of the global energy transition. By promoting renewable energy sources, developing new technologies, and cooperating internationally, governments and organizations can ensure a stable and secure global energy supply while reducing carbon emissions and promoting sustainable development.

Abstract

The conflict between Ukraine and Russia holds significant implications for global energy stability, particularly impacting the Southeast Asia region. This conflict has led to a rise in global oil prices, which indirectly affects Southeast Asia. This paper aims to elucidate and analyze how the Ukraine-Russia conflict influences energy stability in Southeast Asian countries. Utilizing a qualitative methodology, this research adopts a descriptive-analytic approach, thereby allowing for a detailed exploration of the conflict's impact on the region's energy stability. Findings reveal that the European Union's longstanding dependence on Russian gas deeply entwines with ASEAN's efforts to leverage energy trade to sustain economic stability, subsequently influencing various derivative sectors. The conflict has undeniably affected the energy supply and demand dynamics, necessitating a shift towards more transparent policies on alternative energy sources. Despite not experiencing direct disruptions in the supply chain or immediate spikes in energy costs, the ripple effects of the conflict have led to an inevitable rise in fuel prices within ASEAN, thus affecting the economic and political landscapes of Southeast Asia.

Abstract

This research aimed to analyze the dynamics of United States arms sales to Taiwan. Taiwan as a country that is facing threats from China needs military technology weapons in maintaining its country's security. The conflict between China and Taiwan, namely territorial disputes, brought Taiwan to the United States as an ally and carried out defense cooperation by increasing arms sales to Taiwan. The United States has been carrying out arms sales since the era of President Jimmy Carter through the Regional Law, namely the Taiwan Relations Act (TRA) as the first step in cooperation in arms sales to Taiwan. The implementation was rejected by President Barack Obama over Taiwan's request for the sale of F-16C/D fighters. Using the Power and Influence theory The research focused on looking at how the United States sold the more advanced F-16 Viper fighter but previously rejected the sale of F-16C/Ds to Taiwan. The research methods used are descriptive qualitative methods and data collection through library research. The results of this study show a change in policy that there is a Security Dilemma in rejecting the F-16 C/D and selling an even more sophisticated F-16 Viper because there is Power and Influence through the actors involved and want to bring the United States to become an influential country in the world.

Abstract

Energy issues become one of dilemma of European Union in Rusia invasion to Ukraine.  The author of this scientific study analyzes European Union policy using Benjamin Sovacool's idea of energy security, including availability, accessibility, acceptability, and affordability. To explore this phenomenon, the author used qualitative research techniques and internet-based research. This study demonstrates how the European Union is putting numerous policies into practice to reduce energy scarcity by seeking out nations that can cooperate with them in the production of oil and gas, like Algeria, Qatar, and Norway. The European Union is also building a network of infrastructure for the distribution of gas and oil so that people in the area may access and affordably buy energy sources. By maximizing renewable energy, the European Union is diversifying its energy mix and reducing its reliance on imports of gas and oil.
