Abstract

This research aimed to describe and analyze the process in the policy implementation of the Community Consultations on Development Planning (musrenbang) for the 2021 North Kayong Regency Regional Government Work Plan (RKPD). Based on the research results, the objectives and the mechanism for implementing the 2021 North Kayong Regency Musrenbang RKPD were not in accordance with the objectives and mechanisms as stipulated in the Minister of Home Affairs Regulation Number 86 of 2017. The quality and quantity of the employees in the Regional Development Planning Agency, Research and Development (Bappedalitbang) as Musrenbang implementers were still low and the policy for  accommodating 1 (one) proposal for Musrenbang per village was only an internal policy of Bappedalitbang.        Based on the foregoing, the writer recommended that the implementation of the Musrenbang RKPD should run more optimally, such as the North Kayong Regency Bappedalitbang that needs to immediately prepare Standard Operating Procedures (SOPs) related to the implementation of the RKPD Musrenbang, encourage improvement in the quality and quantity of human resources at Bappedalitbang, especially the availability of functional  Planners and further enhance effective communication between the legislature and the executive on policies to accommodate community proposals through Musrenbang.

Abstract

The implementation of Electronic ID Cards in their services indicate problems such as low data accuracy, not covering good governance and e-government, not in accordance with Standard Operating Procedures and service innovations that have not been effective and satisfactory in the field. The focus of this research is aimed at the effectiveness of the Electronic ID Card service which aims to determine the effectiveness of the electronic ID Card service using effectiveness measurements according to Duncan’s three approaches, namely goal achieving, integration, and adaptation. The research method uses a descriptive method as well as a qualitative approach. The location of the research was carried out at The Pontianak Agency of Population Administration and Civil Registry with data collection techniques using observation, interviews, and documentation. The data validity technique refers to the triangulation technique and the data analysis technique using an interactive model according to Miles and Huberman. In the data analysis stage, it shows that the effectiveness of the electronic ID card service has been carried out using an approach to achieving goals, integration, and adaptation. In addition, in its implementation there are inhibiting factors and supporting factors for the effectiveness of the implementation. The effectiveness of electronic ID card services is a form of improving service quality as well as a manifestation of good governance and e-government through the application of good governance principles and the achievement of e-government development. The conclusion of this research is the achievement of measuring effectiveness coupled with inhibiting and supporting factors as well as the realization of the implementation and development of good governance and e-government. then its hoped that service will be maximized if a special application for population administration services and civil registration is made and the availability of a ball pick-up service complaint container is expected and the number of facilities for the elderly and pregnant women is expected to be increased.. Keywords : Effectiveness, Good Governance, e-government

Abstract

This study was conducted to find out how the Implementation of the Detailed Spatial Planning (RDTR) Policy in Balongbendo District, Sidoarjo Regency uses an approach to space utilization violations. The research was conducted using qualitative research methods in Balongbendo District, Sidoarjo Regency. Determination of informants using purposive sampling and data analysis is done by data reduction, data presentation and drawing conclusions. The results of the study show that the implementation of the RDTR Policy in Balongbendo District has been going well, seen from various space utilization permits such as permits for housing development, industry, trade and service activities, shophouse construction and so on. The supporting factors are good cooperation between policy implementing agencies, socialization of RDTR policies, socialization of RDTR policies to the community, seriousness and consistency of RDTR policy implementation, while the inhibiting factor is public understanding of the importance of implementing RDTR policies. community is not evenly distributed, lack of supervision on space utilization activities, there are still acts of violation of RDTR provisions.

Abstract

The purpose of this research was to find out and analyze the effectiveness of the bureau of general affairs in running the Electronic Letter program at The Regional Secretariat of West Kalimantan Province. This Study uses Gibson et al’s theory of short-term Effectiveness which is seen from production, effieciency, and satisfaction. The method used in this research is qualitative, with descriptive research. The results showed that the effectiveness of bureau of general affairs in running the Electronic Letter program at The Regional Secretariat of West Kalimantan Province already existed but was not optimal. The effectiveness of the bureau of general affairs in running the Electronic Letter program has not been effective, due to, namely a) production; which consists of incoming letter service, mail disposition information services, letter numbering service have been running according to the stages even more efficient when viewed from the previous system, but not yet optimal. This is evidenced by the internet network that is still experience problems, employees or admins who are still experiening human error, and limited facilities and infrastructure; b) effieciency; which consists of time efficiency, service cost efficiency and service procedure effieciency, in terms of efficiency both internal and external parties state that it is quite optimal because the service is faster and more efficient but still needs to be improved; c) satisfaction; internal parties feel they are quite satisfied even though they are not optimal because there are still problems in the production section, but external parties are not satisfied this is because there are parties who are still having trouble tracking the whereabouts of the letter. The recommendations of this research are: 1) changing the mindset of employees gradually by increasing socialization related to the Electronic Letter program and increasing the motivation of each employee by building good relations between employees within the The Regional Secretariat of West Kalimantan Province; 2) involving all OPD (regional device organizations) to use the Electronic Letter application; 3) the provision of good facilities and infrastructure. Keywords: Effectiveness, The Electronic Letter Program, Bureau of General Affairs

Abstract

Toodler is an age group with rapid body growth. However, toddler is also nutritionally vulnerable group and easily suffer from nutritional disorders. Various studies related to nutrition state that, nutritional status can be caused by medical conditions, socioeconomic status of the family which includes mother's education, mother's work status, family income, household food outcome, and socio-cultural environment. Nevertheless, secondary data in working area of Tambelan Sampit’s Public Health Center, toddlers aged 0-59 months were 85% in good nutrition. This research aimed to explore, analyse, and describe the positive behaviour of housewives in form of parenting’ feeding habits, parenting’s cleaning habits and parenting’s health service with toddler’s good nutrition event from poor family in Tambelan Sampit Urban Village of Pontianak Timur District of Pontianak City. The type of this research was qualitative and the samples were 5 toddlers with good nutrition status from poor family. The samples were taken using purposive sampling, which the housewives were chosen selectively, and they must be the best housewives, would be selected as the research samples. The result showed that positive behaviour of parenting’s feeding habits for toddlers was less eating but it was done regularly, giving additional foods, and giving suplementary vitamines. Parenting’s cleaning habits involved washing hands before feeding the toddler, showering before the feeding, and taking care of the cleanliness of house and environment. While the positive behaviour of parenting’s health service was such as coming to the Integrated Healthcare Center regularly to weigh and to observe the toddler’s health every month, and if the toddler gets sick he or she must be brought to Public Health Center in order to get treatment. This research suggests to improve socialization about nutrition awareness family to increase mother’s knowledge in feeding especially for toddler. It also involves the importance sanitation and hygene, joins the Integrated Healthcare Center regularly, socializes positive behaviours of toddler’s mother from poor family which has been successfully maintained and stayed out of lack nutrition issue on toddlers by health staffs through various activities in Integrated Healthcare Center.

Abstract

Kebijakan  publik merupakan  hasil  dari  proses  politik  yang  dijalankan  dalam  suatu sistem pemerintahan negara. Sesuai UU No. 11 Tahun 2010 tentang Cagar Budaya, yang dimaksud dengan benda cagar budaya adalah : Cagar Budaya adalah warisan budaya bersifat kebendaan berupa Benda Cagar Budaya, Bangunan Cagar Budaya, Struktur Cagar Budaya, Situs Cagar Budaya, dan Kawasan Cagar Budaya di darat dan /atau di air yang perlu dilestarikan keberadaannya karena memiliki   nilai penting bagi sejarah, ilmu pengetahuan, pendidikan, agama, dan/atau kebudayaan melalui proses penetapan. Salah satu bentuk kekayaan budaya di kelurahan polowijen Kota Malang adalah   keberadaan bangunan cagar budaya yang memang harus dilestarikan dan dibawa naungan peraturan walikota Malang .Berlakunya Peraturan Walikota Malang Nomor 38 Tahun 2016 BAB V pasal 10  Tentang Kedudukan, Susunan Organisasi, Tugas Dan Fungsi Serta Tata Kerja Dinas Kebudayaan ”bahwa pelestarian, perlindungan, penyelamatan dan pengamanan data dan/atau dokumen sejarah, cagar budaya dan museum pemeliharaan cagar budaya, benda purbakala dan musem. Tujuan penelitian untuk Menganalisis Implementasi Kebijakan publik Dalam Melestarikan Cagar Budaya(Studi Kelurahan Polowijen ) serta mengetahui faktor pendukung dan penghambat. Metode pada Penelitian ini adalah menggunakan metode kualitatif deskriptif, maka fokus dalam penelitian ini disesuaikan dengan rumusan masalah yang dikemukaan sebelumnya, yaitu: Metode perumusan kebijakan yang efektif dalam implementasi. Hasil penelitian yang diperoleh Implementasi kebijakan publik dalam melestarikan cagar budaya di kelurahan Polowijen sudah dijalankan dan di nilai sudah terwujud dilihat dari 2 aspek berdasarkan isi kebijakan yang meliputi  Kepentingan Yang Dipengaruhi, Tipe manfaat, Luasnya Perubahan, letak pengambilan keputusan, Pelaksana program, Sumber daya yang dilibatkan  dimana implementasi kebijakan publik dijalan  dalam pelestarian cagar budaya dijalankan Sesuai UU No. 11 Tahun 2010, faktor pendukungnya sendiri yaitu  dilihat dari cara pengambilan keputusan Dinas Kebudayaan dan  disiapkan baik itu sumber daya manusia maupu sarana prasarana  dan faktor penghambatnya yaitu  berupa bahan dan desain bangunan.

Abstract

ABSTRACT This research aimed to describe and analyze the policy implementation process of Self-Supporting House Aid at Sukadana District of Kayong Utara Regency in 2020. Based on the result of this study, it was known that the purpose and mechanism of the implementation of Self-Supporting House Aid at Sukadana District of Kayong Utara Regency was not in line with the purpose and mechanism arranged by Ministry of Public Works and Public Housing Number 07/PRT/M/2018, quality and quantity of human resources, facilities and infrastructures of Public Housing Office of Kayong Utara Regency as the implementer of the program was still low, and there were also political policies which could hamper the program, and the lack of understanding of the implementer towards this program. Based on the background above, the researcher recommends that the policy implementation of Self-Supporting House Aid program at Sukadana District of Kayong Utara Regency can run maximally as the Public Housing Office to obey the Ministry of Public Works and Public Housing regulation Number 07/PRT/M/2018 and its attachment on Circular Letter from General Director of Home Provision Number 12/SE/Dr/2018 in implementing the program’s policy, to support the quality improvement and the resource quantity by adding technical personnel and supporting budget, to socialize thoroughly to the society, to increase effective communication among stakeholders, and to arrange Standar Operasional Prosedur (SOP) Keywords: Implementation, Policy, Self-Supporting House Aid ABSTRAK Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis proses implementasi kebijakan Bantuan Rumah Swadaya (BRS) di Kecamatan Sukadana Kabupaten Kayong Utara Tahun 2020. Berdasarkan hasil penelitian diketahui bahwa tujuan dan mekanisme pelaksanaan Bantuan Rumah Swadaya (BRS) di Kecamatan Sukadana Kabupaten Kayong Utara Tahun 2020 belum sesuai dengan tujuan dan mekanisme sebagaimana yang diatur dalam Peraturan Menteri PUPR Nomor 07/PRT/M/2018, kualitas dan kuantitas sumberdaya manusia, sarana dan prasarana Disperkim-LH Kabupaten Kayong Utara selaku pelaksana BRS masih rendah, adanya kebijakan politis yang dapat menghambat pelaksanaan BRS dan masih kurangnya pemahaman implementor terhadap kebijakan BRS. Berdasarkan hal tersebut di atas maka penulis merekomendasikan agar implementasi kebijakan BRS di Kecamatan Sukadana Kab. Kayong Utara dapat berjalan lebih maksimal antara lain Disperkim-LH Kabupaten Kayong agar mempedomani Peraturan Menteri PUPR Nomor 07/PRT/M/2018 dan Lampiran Surat Edaran Direktur Jenderal Penyediaan Perumahan Nomor: 12/SE/Dr/2018 dalam implementasi kebijakan BRS, mendorong peningkatan kualitas dan kuantitas sumber daya Disperkim-LH dengan penambahan tenaga teknis dan anggaran penunjang BRS, melaksanakan sosialisasi secara menyeluruh kepada masyarakat,  meningkatkan komunikasi yang efektif antara stakeholder, perlu segera menyusun Standar Operasional Prosedur (SOP). Kata Kunci : Implementasi, Kebijakan, Bantuan Rumah Swadaya (BRS).

Abstract

Tujuan penulisan skripsi ini adalah untuk mengkaji hasil implementasi kebijakan pengendalian pembuangan sampah yang dilakukan oleh Dinas Kebersihan Kabupaten Kubu Raya. Penulisan tesis ini dilatarbelakangi oleh pengelolaan sampah di Kabupaten Kubu Raya yang belum dilaksanakan secara optimal. Penelitian ini menggunakan model penelitian kualitatif, dengan subjek penelitian adalah Kasubag Kebersihan dan Kasubag Kebersihan Dinas Pekerjaan Umum dan Penataan Ruang Dinas Kebersihan Kabupaten Kubu Raya. Hasil penelitian mengungkapkan bahwa komunikasi antara pelaksana, kebijakan dan kelompok sasaran Dinas Pekerjaan Umum dan Penataan Ruang dan Kebersihan Kabupaten Kubu Raya dimulai dengan Peraturan Daerah No. 9 Tahun 2013 tentang Pengelolaan Sampah, dan Peraturan Bupati No. 31 Tahun 2014 tentang Penanganan dan Pelaksanaan Pengelolaan Sampah. Komunikasi antara pelaksana dan pengambil kebijakan dikonsolidasikan, sedangkan komunikasi dengan masyarakat adalah sosialisasi. Sumber daya yang dimiliki Dinas Kebersihan Kabupaten Kubu Raya berupa sumber daya manusia dan sumber dana masih sangat kurang. Disposisi Dinas Kebersihan Kabupaten Kubu Raya berupa kebijakan pengelolaan sampah yang dikeluarkan oleh Bupati berupa pelimpahan wewenang penuh kepada Dinas Kebersihan untuk melaksanakan pengelolaan sampah di Kabupaten Kubu Raya sebagai instansi teknis yang memiliki konsekuensi. dan tanggung jawab di bidang kebersihan. Struktur birokrasi Dinas Kebersihan Kabupaten Kubu Raya mengacu pada standar operasional prosedur (SOP).

Abstract

In the implementation of road construction, problems and obstacles may arise, as happened in the construction of Jalan Dr. Sudarso. The purpose of writing this thesis is to describe the obstacles that occur in the construction process of Jalan Dr. Sudarso as well as analyzing the factors that influence the implementation of the Dr. Road construction policy. Sudarso by the Pontianak City PUPR Service. The problems that occur in road construction Dr. Sudarso, namely the existence of a conflict of interest with traders and parking attendants who set up trading stalls and parking lots on the road to be built. This study uses a qualitative method with analysis of policy implementation using Edward III's theory, namely four variables that affect the success of policy implementation, namely communication, resources, disposition, and bureaucratic structure. (1) Communication; Communication is carried out by direct socialization, holding negotiations, as well as a written communication sent by the City Regional Secretariat to the parking coordinator regarding the arrangement of the Dr. Street network. Sudarso. Communication between the PUPR Service and the community went well so that each party was willing to discuss and listen to each other regarding land acquisition. (2) Resources; Experienced human resources have the skills and abilities to solve problems in order to implement policies. The availability of funds and physical facilities in the form of heavy equipment is also adequate so that it is very supportive of the success of road construction. (3) Disposition; The attitude of the implementor is considered wise in acquiring land, with reference to the social aspect. This raises sympathy for the surrounding community so that the community fully supports the construction of Jalan Dr. Sudarso. (4) Bureaucratic structure; based on SOP to make policy implementation run optimally. There are also various agencies involved that coordinate to support the successful construction of Jalan Dr. Sudarso. The four variables synergize to create success as well as smoothness in the implementation of the construction of Jalan Dr. Sudarso. The Pontianak City PUPR Service is expected to always be consistent in observing the social aspects of the community, so that the initial goal of development, namely the welfare of the community, can be achieved.Keywords: Policy Implementation, Road Construction, PUPR Service

Abstract

The Covid-19 pandemic has not only had an impact on health, but also on social and economic conditions. Policies for handling the COVID-19 pandemic through PSSB to PPKM have caused a decline in community economic activity. Government policies limit their activities in the following ways: workers are laid off or even laid off, farmers cannot sell their produce due to a shortage of buyers, transport drivers no longer have passengers, and so on. Conditions like this can lead to social instability, income inequality, and regional disparities. Therefore, to avoid some of these things, the government revised the regulation. One of the revised regulations is Permendagri Number 69 of 2018. The purpose of this research is to examine the impact of the BLT program on community resilience in carrying out the provisions for handling the COVID-19 outbreak in Lokory Village, Tanarighu District, West Sumba Regency. The research method used is a qualitative research method which is often referred to as a naturalistic research method because the research is carried out to examine a natural place (natural setting).
