Abstract

The development of cultural arts tourism as a sustainable tourism destination is a priority considering the features and nature of these locations, which highlight a number of elements such the local economy, environment, culture, preservation, and community empowerment. One of the cultural tourism areas in Indonesia, to be precise the province of West Java, namely Kampung Ladang in Sumedang Regency which is located at the top of Pasir Peti hill - Marga Laksana Sumedang Village. Kampung Ladang is one of Sumedang's cultural tourism centres by collaborating with the local community to maintain and preserve traditional Sundanese culture and procedures, especially Sumedang culture and traditions. This research uses qualitative methods and uses IFAS / EFAS and SWOT Analysis which aims to identify the potentials developed by Kampung Ladang with data collection carried out by observation, indepth interviews, and documentaries. The results of this study indicate that Kampung Ladang has three potentials that are ready to be developed in attracting tourists to visit such as potentials that need to be improved, namely attractions and activities, external supporting potentials, namely accessibility infrastructure consisting of information boards and other supporting facilities, and potentials that are not yet available, namely the provision of tour packages through marketing and promotion strategies that can attract tourists to visit and can develop community-based sustainable tourism that is community-centred to improve community welfare, besides that government support is needed in carrying out development and maintenance. In order to meet the needs of travellers, businesses, the environment, and tourism management communities, among other stakeholders, sustainable tourism management is a type of tourism management that will play a significant role in both the present and the future economic and social conditions.

Abstract

Regulation of the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land Agency of the Republic of Indonesia Number 1 of 2021 concerning electronic certificates is a new regulation that changes the rules regarding land title certificates which were originally in book form to electronic form. Several of these regulations regulate changes in procedures and mechanisms but do not regulate in depth if the electronic land title certificate is pledged at the bank by someone else who is not the certificate owner and during the credit application process contains elements of fraud in it. The ambiguity of this regulation has caused several disparities in the judge's decisions which have significant legal impacts on justice seekers. This study examines two things, the first discussing the legal regulation of electronic land title certificates burdened with mortgage rights as a form of credit guarantee at the bank and the second discussing the legal reconstruction of electronic land title certificates burdened with mortgage rights as a form of credit guarantee at the bank in future regulations. This research method uses normative legal research methods with a statutory approach, a conceptual approach and a case approach. This study uses primary, secondary and tertiary legal materials by conducting a literature study and analyzing using legal interpretation. The results of this study are first, the regulation on land title certificates does not clearly regulate certificates that are pledged at the bank so that they are burdened with mortgage rights where the customer who applies is not the owner of the certificate. Second, to solve the first problem, it must be regulated with certainty regarding electronic land title certificates if they are pledged by someone else at the bank or if there is an element of fraud in the credit application.

Abstract

The Indonesian stock market in the banking sector is a popular investment instrument with high return potential but faces market volatility and global economic uncertainty that requires adaptive and data-driven portfolio management strategies. Traditional asset allocation strategies such as equal weighting or based on historical performance have limitations in dynamic market conditions, while the application of machine learning, especially Ridge Regression, in stock return prediction and portfolio optimization in the Indonesian market has not been widely explored. This study aims to build an integrated pipeline for portfolio prediction and optimization using Ridge Regression on Indonesian banking stocks. Methods: Daily closing price data of five major banking stocks (BBRI, BBCA, BMRI, BBNI, BBTN) for the period 2015-2025 are used with technical indicators of moving average and rolling standard deviation as input features. The Ridge Regression model is trained using TimeSeriesSplit cross-validation to predict daily returns, then the prediction results are integrated into the Mean-Variance optimization framework to maximize the Sharpe ratio. The Ridge Regression model shows excellent predictive performance with an average R² of 0.9986, MAE of 0.000466, and RMSE of 0.000720. The Ridge-based portfolio strategy achieves identical performance to the historical optimal strategy with an annualized return of 10.64% and a Sharpe ratio of 0.4705, significantly outperforming the equal-weight strategy (return of 6.63%, Sharpe ratio of 0.2562). A practical implementation simulation with IDR 100 million funds shows feasible execution with less than 1% deviation from the optimal weights. Ridge Regression is proven to be effective in capturing the return pattern of Indonesian banking stocks and enables superior portfolio performance when integrated with modern portfolio theory, providing investors with a robust and data-driven approach to portfolio optimization in emerging markets.

Abstract

Traditional fermented foods like tauco play a significant role in Indonesian culinary heritage. However, many micro and small enterprises (MSEs) face challenges related to inconsistent product quality and short shelf life. Tauco Cap “Meong,” a local producer in Cianjur, West Java, experiences similar limitations due to spontaneous fermentation, high water activity (Aw), and inadequate thermal treatment. These issues lead to microbial instability and sensory degradation during storage. This community engagement project aimed to optimize tauco production by improving formulation, introducing food-grade preservatives (BTP), and applying controlled thermal processing. The interventions included pH adjustment using 0.75% food acid, Aw reduction through thermal treatment, and the addition of stabilizers such as 0.1% CMC and xanthan gum, followed by hot filling and sealed packaging. Results showed that pH adjustment successfully lowered the pH from 4.6 to 4.3–4.4, shifting the product into a lower-risk microbial category while maintaining favorable color, aroma, and viscosity. Aw was reduced from 0.89 to 0.87 and 0.79 with 15 and 23 minutes of heating, respectively, although over-thickening and darker color were observed in the latter. After 75 days of storage, treated samples showed no phase separation or spoilage, with final Aw at 0.806 and total plate counts (TPC) of 1.5 × 10⁴ CFU/g, significantly lower than untreated controls. Sensory quality, particularly homogeneity and aroma, remained acceptable throughout storage. These improvements demonstrate the feasibility of simple, low-cost technological interventions to extend shelf life and enhance product stability in small-scale fermented food production.

Abstract

The purpose of this research is to describe and analyze farmer empowerment strategies in Pamulihan Sub-District, Sumedang Regency. Pamulihan sub-district has agricultural potential, especially food crops and various kinds of horticulture, so the Department of Agriculture and Food Crops of Sumedang Regency needs to optimize this potential through increasing agricultural productivity. This research uses qualitative methods with data collection techniques through interviews, observation, and documentation. Informants taken in this study included the Food Crops and Horticulture Division, Food Crops and Extension Division, Pamulihan area Technical Implementation Unit/Field Agricultural Extension Workers, and Farmers. The selection of informants used purpose sampling technique. After the data was collected, it was followed by data analysis, namely data reduction, data presentation and conclusion drawing. Then the data was tested for validity using triangulation of sources and techniques. This is intended so that the validity of the data can be trusted. The five aspects of community empowerment strategies, namely human resource development, group institutional development, productive business capital fertilization, and provision of appropriate information, were used as analytical tools. The results showed that the Department of Agriculture and Food Security office of Sumedang Regency has empowered farmers in Pamulihan Sub-district quite well, as evidenced by the increase in food crop and horticultural production. However, the Department of Agriculture and Food Crops have not been maximized in fertilizing productive businesses, and developing farmers' economic institutions.

Abstract

Legal certainty in a regulation will create order. If every individual or law enforcer can interpret a regulation properly and clearly, then a regulation will run as it should. One of the prohibitions stipulated in Article 17 paragraph (1) letter f UUJN is the prohibition for notaries to hold concurrent positions as leaders of private business entities. The concept of a leader in various types of private business entities covers a broad role, from strategic decision-making to operational management. Interpretations of who is considered a "leader" can vary depending on the structure and characteristics of the business entity. This ambiguity creates room for multiple interpretations in the implementation of the prohibition against notaries. The involvement of notaries in leadership positions can threaten their independence or create potential conflicts of interest. This provision contains significant ambiguity in the definition of "leader of a private business entity," thus creating legal ambiguity. Legal ambiguity occurs when a legal regulation does not provide a clear and detailed definition or provision regarding a concept or term used, thus creating difficulties in its application and interpretation. This ambiguity causes legal uncertainty that is contrary to the basic principles of the formation of laws and regulations.
