Abstract

Community Broadcasting Agency (LPK) is one of several agencies of broadcasting existing in Indonesia today. Its activity is not commercial in nature, and it is created by certain groups of community. Its loyal users and limited frequency capacity cause its program focus only on issues of information, education and culture of its community. Some operational problem facing by the LPK are difficulty in obtaining broadcasting license, as well as limited budget provided by the state to support its activity, and also the quality of program. The new approach is intended to maximize the functions of this community broadcasting for public. Away from this, the new approach is perceived necessary for the reasons of improving its legal basis, source of budget, the availability of channels, its covering capacity, and program quality.

Abstract

The role of Binwas in developing constructive relations among leaders from different level of government is arguably still weak. The writer reveals that the weaknesses come from relations of two factors, namely indecisiveness the central government towards the regions, and the limit of the power of governors to control regents or majors who have more authority today. This article is part of the 2014 field research conducted in the provinces Bangka-Belitung and South Sulawesi, which uses qualitative method. To cope with his finding, in the one side, the writer recommends the empowerment of political power of governors to supervise the performance of its lower officials in the regions. On the other side, he proposed punishment for regents/majors who did not follow guidance from higher government officials.

Abstract

As the largest archipelagic state and the world’s third-largest emitter of greenhouse gases, Indonesia’s commitment to climate change policy is critical. In 2009, Indonesia under President Susilo Bambang Yudhoyono showed its commitment by setting environmental targets, which included a commitment to reduce deforestation by decreasing the number of forest fires by 20 percent each year. The commitment, however, could not be fully realised. Unsurprisingly, in 2015 for the umpteenth time, a thick haze of smog caused by the forest fires blanketed Indonesia and its neighbours, Malaysia and Singapore. The pollution unavoidably raises uncertainty of Indonesia’s role in advancing the climate change regime. Since 85 percent of emissions in Indonesia come from deforestation, Indonesia’s failure to tackle this problem is a serious issue in relation to its international role. Indonesia’s international commitment and motivation then come into questions, particularly considering the country’s domestic conduct. While not dismissing the positive impacts of its active commitment, this paper evaluates climate change policy in Indonesia during the Yudhoyono administration by applying the context of multi-level governance, namely the impact of international, local government, and non-governmental actors in environmental policy. None should be in any doubt on the point that Yudhoyono has dealt with climate change issues more seriously than any previous president. However, since Indonesia falls behind on its national commitment, this paper argues that Indonesia’s role in establishing climate change regime is more driven by its international stature.AbstrakSebagai negara kepulauan terbesar dan penghasil emisi gas rumah kaca terbesar ketiga di dunia, komitmen Indonesia terhadap kebijakan perubahan iklim sangat penting. Pada tahun 2009, Indonesia di bawah Presiden Susilo Bambang Yudhoyono menunjukkan komitmennya dengan menetapkan target untuk mengurangi deforestasi dengan mengurangi jumlah kebakaran hutan sebesar 20 persen setiap tahun. Namun, target ini tidak sepenuhnya dapat diwujudkan. Pada tahun 2015 untuk yang kesekian kalinya, kabut asap tebal yang disebabkan oleh kebakaran hutan menyelimuti Indonesia dan tetangganya, Malaysia dan Singapura. Kasus ini menimbulkan ketidakpastian atas peran Indonesia dalam memajukan rezim perubahan iklim. Mengingat 85 persen emisi di Indonesia berasal dari deforestasi, kegagalan Indonesia untuk mengatasi masalah ini adalah persoalan serius terkait peran internasionalnya, apalagi dengan melihat implementasi pada tataran domestiknya. Meskipun tidak menampik dampak positif dari komitmen aktifnya, tulisan ini mengevaluasi kebijakan perubahan iklim di Indonesia selama masa kepresidenan Yudhoyono dengan menerapkan konteks tata kelola multi-level, yaitu dampak aktor internasional, pemerintah daerah, dan non-pemerintah dalam kebijakan lingkungan. Seharusnya tidak ada yang meragukan bahwa Yudhoyono telah menangani masalah perubahan iklim dengan lebih serius daripada presiden sebelumnya. Namun, melihat minimnya komitmen dan implementasi di tingkat nasional, peran Indonesia dalam membangun rezim perubahan iklim lebih tampak sebagai upaya membangun citra internasional.

Abstract

Mega-regional has become a major trend of the global political economy in this contemporary era. The most talked mega-regional negotiations are centered in East Asia, where Regional Comprehensive Economic Partnership (RCEP) and Trans-Pacific Partnership (TPP) seemed to be contested toward each other. The two mega-regional negotiations promised solution and advancement from stagnant multilateralism and regional trade agreement redundancy. Both regimes also promised possibility for East Asia regionalism, as an inevitable consequence of deeper integration created by the two regimes. Regional leadership is thus becoming a prominent issue, as great powers such as Japan, China, and ASEAN, will struggle to become a regional leader. While participating countries are motivated to conclude negotiation, a major event occurred with the withdrawal of the US from TPP and the establishment of its successor, Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). This study is aimed to understand East Asia political economy leadership constellation, regarding the current development of mega-regional trade agreements involving the region. We use “leadership” and “regional leadership” as our conceptual frameworks. We use the qualitative method in our study, in which data is obtained from the latest journals and books through literature review. Based on our analysis, we argue that this major shock event has created disruption in East Asia Regionalism, as it provided a new playing field for Japan, changing the balance of regional leadership. To conclude our study, we also propose scenarios for each East Asia great power as an initial discussion responding to this changing event. AbstrakMega regional telah menjadi tren utama dalam politik ekonomi era kontemporer. Negosiasi mega regional yang banyak diperbincangkan berpusat pada Asia Timur, di mana Regional Comprehensive Economic Partnership (RCEP) dan Trans Pacific Partnership (TPP) dikontestasikan dengan satu sama lain. Keduanya menjanjikan solusi dan peningkatan dari stangnansi multilateralisme dan redundansi perjanjian perdagangan regional. Keduanya juga menjanjikan kemungkinan regionalism di Asia Timur, sebagai konsekuensi yang tidak dapat dihindari dari integrasi yang intensif dari kerangka rezim yang ada. Kepemimpinan regional kemudian menjadi isu yang penting, karena kekuatan besar seperti Jepang, China, dan ASEAN akan mencoba untuk menjadi pemimpin kawasan. Di tengah negosiasi negara peserta untuk segera menyelesaikan negosiasi panjang RCEP, peristiwa penting terjadi di mana AS mundur dari TPP serta dibentuknya Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP) sebagai penggantinya. Tulisan ini bertujuan untuk memahami konstelasi kepemimpinan ekonomi politik Asia Timur, dikaitkan dengan perkembangan dari perjanjian perdagangan mega-regional yang melibatkan kawasan ini. Kami menggunakan konsep “kepemimpinan” dan “kepemimpinan kawasan” sebagai kerangka konseptual dalam tulisan ini. Metode kualitatif digunakan dalam studi ini dengan data yang diperoleh dari jurnal terbaru dan buku melalui studi literatur. Berdasarkan analisa yang dilakukan, kami berargumen bahwa peristiwa ini telah menciptakan disrupsi terhadap regionalism Asia Timur, di mana peristiwa tersebut menciptakan arena yang baru bagi Jepang, sehingga mengubah keseimbangan dinamika kepemimpinan regional. Sebagai akhir dari studi yang kami lakukan, selanjutnya kami menawarkan skenario bagi tiap kekuatan besar Asia Timur, membuka diskusi awal sebagai respon dari peristiwa yang terjadi.

Abstract

The position of the vice ministers stipulated in Law Number 39 Year 2008 on The State Ministry raises a new problem. Phenomena such as the increasing of number of the vice ministers and the position of the vice ministers as career official but not part of cabinet but appointed by the President have been linked to their position as political appointee. The position of the vice ministers gives impact on bureaucracy in Indonesia. Focusing on the position of the vice ministers according to the law and its impact to bureaucracy, this paper recommends that the position of vice ministers in the future must be clear whether as political official or career official.

Abstract

The role of science in national development and solving global challenges has been recognized by various actors. States have also employed science as a source of soft power. However, science as a source of soft power is not popular in Indonesia. Scientific articles on the interaction between science and foreign policy are also minimal. Perhaps the fact that Indonesia’s science world still needs plenty of improvement is the reason behind this gap. This article discusses the possibility of exploring science as a source of soft power for Indonesia, utilizing qualitative research method and Geun Lee’s resource-based theory of soft power. The article concludes that science can and should be used as a source of soft power for Indonesia to support its strategic development goals, given the significant contribution of science to development in the digital era.AbstrakPeran sains dalam pembangunan nasional dan memecahkan beragam masalah global telah diakui banyak pihak. Sudah banyak negara yang memanfaatkan sains sebagai salah satu sumber soft power. Namun demikian, sains sebagai salah satu sumber soft power belum banyak dikenal di Indonesia. Tulisan ilmiah mengenai interaksi antara sains dengan politik luar negeri pun minim. Masih banyaknya hal yang perlu dibenahi dalam dunia sains nasional dapat menjadi latar belakang situasi ini. Tulisan ini mendiskusikan dapat atau tidaknya sains dimanfaatkan sebagai sumber soft power Indonesia, dengan memanfaatkan metode kualitatif dan “resource-based theory of soft power” dari Geun Lee. Disimpulkan bahwa sains dapat dan harus dimanfaatkan sebagai sumber soft power Indonesia untuk mendukung tercapainya tujuan strategis pembangunan, mengingat besarnya kontribusi sains dalam era digital.

Abstract

The analysis in this essay refers to coordinated border management theory which emphasizes coordination inter- institutions, both vertically and horizontally, as well as inter-states, therefore, cross-border trade can be managed effectively. Indonesia which wants to create its border areas as its front yard is founded difficult to realize its dream due to the poor coordination among state institutions. This is contradictory with the potential conditions of its border areas such as in Bengkayang in West Kalimantan and Belu in East Nusa Tenggara, which respectively located close to Malaysia and Timor Leste. In fact, the formation of National Board for Border Management (BNPP) cannot automatically help overcome problems encountered in the many places of the country’s border. The essays is intended to give recommendations to DPR which is now discussing Bill on the Acceleration of Development in Underdeveloped Regions.

Abstract

Reform movement has not not only brought down the Soeharto authoritarianregime but also strengthened Indonesian people’s pressure for better militaryreform and parliamentary role. As parts of democratic transition, the reforms of both state institutions started with the amendments of constitution. Afterward, DPR becomes a ‘superbody,’ and the pressure for security sector reform (SSR) was further conducted. These studies revealed that parliament’s strong position still, however, in reality could not comprehensive- and significantly push SSR as has been previously voiced by the reform movement.

Abstract

The Indo-Pacific is a conceptual idea aimed at enhancing economic connectivity and security among states in the Indo-Pacific region. In line with the high interest from many Indo-Pacific states, security problems like terrorism are of common concerns that need to be addressed. Various existing security cooperation mechanisms have been established to solve this latent problem. However, these mechanisms have not been able to decrease the number of terrorist acts in the region. This study discusses the urgency of terrorism issues in the Indo-Pacific region with the current security cooperation mechanisms. This research uses qualitative method which allows the researchers to describe and explore the observed phenomenon. Using the theory of international cooperation, this research found that it is necessary to recalibrate the existing security cooperation or to focus on making a new and integrated mechanism in the Indo-Pacific region.AbstrakIndo-Pasifik adalah ide konseptual yang bertujuan untuk meningkatkan konektivitas ekonomi dan keamanan di antara negara-negara yang berada di kawasan Indo-Pasifik. Sejalan dengan banyaknya kepentingan berbagai negara di Indo Pasifik, masalah keamanan seperti terorisme perlu menjadi perhatian bersama. Berbagai mekanisme kerjasama keamanan telah dibentuk untuk menangani masalah laten ini. Namun, mekanisme kerjasama keamanan yang ada belum mampu mengurangi angka tindak terorisme di kawasan. Studi ini membahas tentang urgensi masalah terorisme di kawasan Indo-Pasifik dengan mekanisme kerjasama keamanan yang sudah ada. Penelitian ini menggunakan metode kualitatif dimana para peneliti dapat menggambarkan dan mengeksplorasi fenomena yang diteliti. Dengan menggunakan teori kerjasama internasional, penelitian ini menemukan bahwa perlu untuk mengkalibrasi ulang kerjasama keamanan yang sudah ada atau fokus pada pembuatan mekanisme baru dan terintegrasi di kawasan Indo-Pasifik.
