Abstract

Government’s proposal to appoint civil servants as deputies head of region in bill on Regional Government, which will amend Law no. 32 year 2004, is important to be discussed. This essay discusses the proposal by examining reasons revealed by the government and analyzing it by applying the perspective of administrative discipline and theories. The writer comes to the conclusion that the reasons are not quite rights so that the proposal cannot consequently be wholly justified. The writer founded that government’s officials who propose or support the notion still cannot disconnect between the position of deputies head of region as political appointees with their sources of recruitment, namely, the bureaucracy, which is identical with the government. This essay, therefore, suggests that source of recruitment or appointment shall be not only from the bureaucracy but also from political parties as long as the candidates have good capability to conduct their tasks and duties.

Abstract

Based on the World Health Organization report, Coronavirus disease 2019 (COVID-19) is an infectious respiratory disease that has become an epidemic in approximately 213 countries throughout the world, including Indonesia. Prior to the first confirmed case of COVID-19 in Indonesia, the Indonesian government’s response, as represented by its high-level officials, suggested a lack of awareness. Some situations then became the turning points for the Indonesian Government, who has since focused more on dealing with the COVID-19 outbreak. Through this research, the writer aims to analyze the Indonesian Government’s treatment of COVID-19 from a health issue to a security issue. Therefore, the securitization theory focusing on the component of securitization from Buzan will be employed as an analytical framework in this research. In addition, the global health governance is also used as a reference to support the writer’s statement. In order to explain the action of the Indonesian Government, this research will use qualitative research with a focus on literacy observations through online news relating to the issues. In conclusion, the change in action of the Indonesian Government was caused by the pressure from GHG, which then showed that the spread of COVID-19 in Indonesia is a security issue.AbstrakCoronavirus disease (COVID-19) yang merupakan penyakit pernapasan menular telah mewabah kurang lebih di 213 negara di dunia berdasarkan pada laporan World Health Organization, salah satu negara yang terkena wabah adalah Indonesia. Sebelum ada konfirmasi atas kasus COVID-19 di Indonesia, terlihat sikap pihak pemerintah yang diwakili oleh pejabat tinggi menunjukkan sikap kurang perhatian. Namun beberapa situasi menjadi “turning point” bagi Pemerintah Indonesia yang kemudian memberikan fokus yang lebih dalam menghadapi wabah COVID-19 di Indonesia. Dari keadaan tersebut melalui penelitian ini, penulis menganalisis sikap Pemerintah Indonesia dalam mengubah isu kesehatan menjadi isu keamanan. Penelitian ini menggunakan teori sekuritisasi sebagai kerangka analisis dengan terfokus pada komponen sekuritisasi oleh Buzan. Di samping itu juga menggunakan tata kelola kesehatan global sebagai penopang pernyataan penulis. Agar mampu menjelaskan sikap Pemerintah Indonesia maka penelitian ini menggunakan metode penelitian kualitatif dengan fokus pada pengamatan literasi melalui berita daring yang berkaitan dengan permasalahan yang diangkat. Dalam kesimpulannya, perubahan sikap Pemerintah Indonesia disebabkan oleh adanya tekanan dari tata kelola kesehatan global yang menunjukkan bahwa penyebaran COVID-19 di Indonesia merupakan isu keamanan.

Abstract

Problems emerged from the implementation of decentralization of the civil servants (PNS) across the country is giving a serious threat to the central government. Some examples of problems caused by the wrongdoings of the practices of this decentralization policy are, among others, the inneutrality of the civil servants, their uncontrollable growing numbers and structure, their poor management and big gap of quality among many regions. This essay argues that decentralization paradigm is still a good choice for regulating civil servants in Indonesia but its implementing policies need improvements in many areas.

Abstract

The implementation of regional elections and simultaneous general elections marks the momentum of voters’ agency through democratic political education carried out in a direct, public, free and confidential manner. For this reason, public participation needs to be strengthened as stakeholders and agents of the general elections in charge of monitoring and overseeing legislative candidates and executive leadership candidates. The study was conducted to see whether the implementation of regional elections and simultaneous general elections has resulted in the promotion of voters’ agency through education in politics and democracy and public participation as stakeholders of general elections in overseeing regional elections and simultaneous general elections. Thus, the public will play a bigger role than merely complementary agents -- through participation and oversight -- in the festival of democracy. They will enabled to contribute to successful organization of honest, fair and reliable general elections.AbstrakPenyelenggaraan pemilihan kepala daerah dan pemilihan umum serentak merupakan momentum kedaulatan rakyat melalui pendidikan politik secara demokratis yang dilaksanakan secara langsung, umum, bebas, dan rahasia. Untuk itu diperlukan penguatan dalam pelibatan partisipasi masyarakat selaku pemangku kepentingan dan pemegang kedaulatan. Salah satunya dengan menempatkan pemilih sebagai subyek yang berkuasa mengawasi dan mengontrol calon anggota legislatif dan calon pemimpin eksekutif. Kajian ini untuk melihat apakah dalam pelaksanaan pemilihan kepala daerah dan pemilihan umum telah menjadikan rakyat berdaulat sebagai sarana pendidikan politik berdemokrasi dan bagaimana pelibatan partisipasi masyarakat selaku pemangku kepentingan dalam mengawasi pemilihan kepala daerah dan pemilihan umum serentak. Dengan demikian, masyarakat akan mempunyai peran yang lebih besar melalui partisipasi dan pengawasan daripada sekedar pelengkap kontestasi. Masyarakat akan mampu berkonstribusi pada keberhasilan penyelenggaraan pemilihan umum secara jujur, adil, dan terpercaya.

Abstract

This essay made based on the research on the status and power of the so-called Official Village (Desa Dinas) and Traditional Villages (Desa Pakraman). The research uses a qualitative method whose data gathering is conducted by making observations and indepth interview. Its findings shows that each type of the villages has its own authority and regulations, in which there are no conflict of interest. There is no worry, therefore, that they will weaken each other.

Abstract

 Global warming is one of the key issues of the century. The cause of this particular phenomenon is that most economic activities have been carried out by many countries without due consideration of sustainability and the environment. Due to the lack of awareness of both aspects, the Earth’s temperature is getting warmer over the past few years and the long-term effect of such trend is that the sea level has started to rise. Coastal countries start to witness its impacts and some of them have already taken several actions to address this problem. Among the few countries that are determined to take serious measures to address this issue is Denmark. Through its Ministry of Foreign Affairs, Denmark has worked in cooperation/collaboration with countries that have contributed to this environmental problem in slowing down the phase of global warming by looking directly at its source. In response to this situation, back in November 2017, Denmark’s Prime Minister Lars Løkke Rasmussen visited Jakarta to discuss issues of Denmark’s interest in Indonesia, especially about environmental issue in Indonesia. The meeting was marked by a commitment of strengthened relations between two countries, and an exchange of gifts between both leaders. This study aims to find out the reasons why Denmark wanted to cooperate with Indonesia in surmounting environmental problems, and what actions the Danish government has taken to decrease the rate of pollution in Indonesia through the adoption of the National Interest concept. Towards the end, this article shows that Denmark has built several green facilities in order to decrease the pollution level, which partially comes from Indonesia. AbstrakPemanasan global merupakan isu yang penting pada abad ini. Sumber dari terjadinya fenomena ini adalah aktivitas ekonomi yang dilakukan oleh Negara-negara di dunia tidak memperhatikan aspek lingkungan hidup dan keberlanjutan. Sebagai akibat dari kurangnya aspek-aspek tersebut menyebabkan meningkatnya temperatur bumi dalam beberapa tahun terakhir. Hal ini kemudian menyebabkan dampak jangka panjang yaitu naiknya permukaan air laut. Negara-negara pesisir mulai merasakan dampak dan melakukan berbagai usaha untuk menghadapi isu lingkungan ini. Denmark menjadi salah satu negara yang berkeinginan untuk mengatasi masalah ini. Melalui Kementerian Luar Negerinya, Denmark telah melakukan kerja sama dengan negara-negara yang menjadi kontributor penyebab masalah lingkungan ini dengan tujuan untuk memperlambat laju pemanasan global. Melihat situasi ini, Perdana Menteri Denmark, Lars Løkke Rasmussen, melakukan kunjungan ke Indonesia pada November 2017. Kunjungan kenegaraan ini bertujuan untuk membahas kepentingan nasional Denmark terhadap Indonesia, khususnya mengenai isu lingkungan hidup. Pertemuan ini ditandai dengan pemberian hadiah diplomatik antara kedua negara. Tulisan ini bertujuan untuk mengetahui mengapa Denmark ingin bekerja sama dengan Indonesia dalam mengatasi isu lingkungan serta tindakan apa yang pemerintah Denmark lakukan dalam mengurangi tingkat polusi di Indonesia dengan menggunakan konsep National Interest. Bagian terakhir jurnal ini menunjukkan hasil konkrit kerjasama Indonesia-Denmark yaitu dibangunnya fasilitas-fasilitas yang berorientasi Hijau untuk mengurangi polusi yang sebagian dihasilkan oleh Indonesia.

Abstract

Pertumbuhan pariwisata di Parangtritis telah berpengaruh terhadap kehidupan komunitas. Kenaikan tingkat pariwisata telah menyebabkan adanya masalah sampah dan tekanan sosial pada komunitas. Sistem politik intrakomunitas mencoba untuk menyelesaikan permasalahan dengan mendorong terbentuknya Bank Sampah. Penelitian ini dirancang dengean metode kualitatif untuk melihat proses Bank Sampah sebagai elemen dari sistem politik intrakomunitas mengatur komunitas sosial di Mancingan XI. Pengumpulan data dilakukan dengan observasi lapangan dan wawancara mendalam. Wawancara mendalam dilakukan dengan teknik snowball sampling. Hasil dari penelitian menunjukan Bank Sampah sebagai elemen sistem politik intrakomunitas di Mancingan XI memiliki peranan penting dalam melakukan manajemen konflik, mendorong proses pemberdayaan dan demokratisasi di aras lokal.

Abstract

World Maritime Axis has been launched by President Joko Widodo, and its implementation is being overseen by the Indonesian parliament (DPRRI). Countries from inside and outside of the Southeast Asia region show their own different responses, particularly connected with infrastructure development policy and law enforcement on the field. This essay is part of a comprehensive research report on the Indonesian new government’s policy under Joko Widodo and the responses of other countries toward them, which discloses different reactions, arguments, reasons and responses. The research was conducted in 2015 in provinces of Sumatera, Mollucas, and Papua, whose data gathering is carried out by using library studies, focus group discussions, and in-depth interview with decision makers and experts on maritime sector development. Data analysis applies a qualitative method. Its findings reveal inconsistent responses of foreign countries in giving foreign investments for infrastructure development, and their critical views, and moreover, assertive reactions towards law enforcement in the Indonesian water.
