Abstract

Indonesia is one of the countries that has been relatively successful in completing a fertility transition. However, provincial differences in fertility still exist, with East Nusa Tenggara (Nusa Tenggara Timur – NTT) having the highest Total Fertility Rate in 2017 (TFR, 3.4 births per woman). By employing a document analysis method, this study explores the indirect and direct determinants of the stalled fertility decline in NTT. It is revealed that all indirect determinants of fertility –culture, socioeconomics, and governance– have shaped women's persistent fertility behaviour in NTT. Meanwhile, among three direct determinants of fertility –marriage, contraception, and postpartum infecundability–, contraception is the only determinant that has been responsible for the stall of fertility transition in this province. These findings suggest that to foster the fertility decline in NTT, the government plays an essential role in boosting the provision of contraception, information and education, and providing incentives for having fewer children.

Abstract

The impact of the pandemic has influenced every aspect of people’s life. One of the positive impacts of the pandemic in Indonesia is the existence of the community initiative to prevent the COVID-19 spreading. This article aims to explore several initiatives coming from the society in relation to COVID-19 and the lesson learned for the society to have preparedness in facing health disasters. The data come from the 39 online news on the internet, the data was then analysed using a content analysis method. The authors found that Indonesian community initiative can be distinguished by two purposes i.e. to prevent the transmission of COVID-19 and to help the vulnerability group cope with the economic impact of COVID-19. Furthermore, mostly the initiative originally came from society without the intervention of the government. It is important to note that the collaboration between the government, both the centre and local, and the society should be strengthened.

By using interviews and observations, the paper concludes some interesting issues. Firstly, the return migrants’ entrepreneurship is the process of accumulating knowledge that acquired before and during migration. Secondly, the return migrants face several challenges including finding appropriate jobs in their villages of origin, including efforts to establish networking with former colleagues and friends as well as difficult to meet their family members’ economic needs. Thirdly, economic reintegration is particularly difficult for the return migrants when their home villages’ infrastructures are not well developed. Four, on the other sides, the return migrants maximize revenues/saving and social remittances for entrepreneurship associated with self-transformation and living strategy at home villages. The return migrants undergo ‘rebirth’ by acquiring new knowledge and occupations, utilizing their economic experiences and mobility, and reintegrating themselves into society both socially and economically. In conclusion, the combination of financial support and social remittance of migrant workers is a valuable asset for economic reintegration of the return migrants.

Abstract

The population problem in Bengkulu has been critical, characterized by higher rates of population growth and fertility than in Indonesia as a whole. The aims of this study are to analyze comprehensively and give a full description of the trends of population changes in Bengkulu in terms of size, fertility and the sociodemographic characteristics of the population. The method used is descriptive analytic through use of secondary data from the 2010 Indonesian Population Census, the 2007 Indonesian Health and Demography Survey, and the Mini Survey from theBKKBN. The result of the study points out that since 1970 the size of the population in Bengkulu has increased significantly (three times from 1970 to 2010) due to transmigration and family planning programs during the Soeharto era, but not in the Reformation era. The high political will and the success of the family planning program under the Soeharto government had decreased significantly the rate of population growth and fertility until 2010. The study also finds that some micro factors such as educational attainment, economic conditions and the status of the population dwelling (rural or urban area) did not show any correlation with the fertility rate in Bengkulu. The implication of this result is that the awareness of the family planning program needs to be improved and become a challenge for related institutions such as theBKKBN in the new democratized era.Key Words: fertility, population growth rate, Bengkulu Province
