Jurnal Kependudukan Indonesia (JKI) is published by the Research Center for Population, Indonesian Institute of Sciences (PPK-LIPI).JKI publishes research articles (in English and in Bahasa) and book reviews and publishes twice a year covering issue related to population studies. Jurnal Kependudukan Indonesia (JKI) is an open access, multidisciplinary journal that publishes articles related to issues of population dynamics, employment, family, and human ecology. Population dynamics includes fertility, mortality, and migration. Employment covers the quantity and quality of human resources, the preparation and utilisation of labour force, education, wage issues and industrial relations. Family encompasses maternal and child health, adolescence, and ageing. Human Ecology covers the relationship between population, natural resources, and environment These issues can be analysed from a variety of disciplinary perspectives and can also be associated with strategic issues, such as gender, political identity, climate change, disaster, unemployment, and public policies and services.

Abstract

The second goal of MDGs is to provide basic education for all. This goal is targeted to guarantee that in 2015 all children both boys and girls finish primary schooling. The achievement of this goal is evaluated based on four indicators, namely: schooll enrollment ratio, literacy rate, length of study and ratio between boy and girls students. Indonesian achievement in materialising the second MDGs based on schooll enrollment ratio is good, that is more than 90 percent. The same story is also happen with the literacy rate. However, if it is measured from length of study, Indonesia is still lack behind. This paper is aimed to discuss this issue. The first part of this paper discusses the importance ofMDGs programmes which are fonnulated using right based approach for education. The second part describing various Indonesia's programmes aimed to realise the second MDGs to provide basic education for all. The third part is a review on the achievement of indonesia's eduication programmes in realiasing the second MDGs. The last part is conclusion.Key words: Education, Millenium development goals, MDGs

Abstract

In 2045, population projection shows that one of five Indonesians is elderly. They are considered as a vulnerable group in terms of physical, economic, social-environmental and psychological challenges. Family plays a vital role in supporting an older person to overcome these challenges. Indonesia government has also developed a program to support the elderly population and their family through the initiation of Bina Keluarga Lansia (BKL) program. However, the implementation of this program is facing many obstacles at various levels. This paper aims to analyze the challenges that occur in the implementation of the BKL program, especially in urban areas. This paper based on the results of research conducted in Medan, Surabaya, and Mataram. Data and information gained through interviews, focus group discussion (FGD), observation, and literature review. The study found that the major problem of BKL is the lack of participation of the elderly group and their families due to various factors, particularly related to the format of the program’s activities. Integration of other aged person programs can be a solution to increase the involvement in the BKL program. Moreover, the strong commitment of the local government in improving the welfare of the elderly group is needed to support the program’s successfulness.

Abstract

Adolescent fertility has become concerns at both national and international levels. The government of Indonesia views pregnancy and teenage childbearing as a problem that must be overcome. Giving birth in adolescence can lead to low levels of education. The aim of this study is to examine the relationship between adolescent fertility which is teenage childbearing and women’s educational attainment in Indonesia. The data source used is the Indonesia Demographic and Health Survey (IDHS) 2017. Based on IDHS 2017, among women who have given birth. Around 31.5% of women gave birth for the first time before the age of 20. Of those, 3.8% gave birth out of wedlock, and 9.8% gave birth after postconception marriage. By using the instrumental variable (IV) method, the results of the study show that there is a negative association between giving birth in adolescent and women’s educational attainment. After controlling for individual and community/environmental characteristics, women who experienced first birth during their adolescence have 3.5 years of education lower than women who give birth for the first time at the age of 20 years and above.

Abstract

This article reviews some corruption cases that are associated with natural resources management, especially in accessing and utilizing common property resources in Indonesia. It attempts to extract lessons from regulations and actions that have emerged in all levels and across many sectors. This article develops social-ecological systems (SES) framework to deliver a clear roadmap for incorporating more ecological or natural characteristics into studies that explores linkage social and legal systems. The framework therefore considers how problems are defined and how action and policy are formulated to deal with these problems. This article provides an in-depth investigation in Pasaman district. The data is gathered by interviewing local people who live around palm plantations in West Pasaman. Corruption in the context of managing common property resources brings many disadvantages to community and State because it will lead to the scarcity of resources. Overall, eradicating corruption is not only on the hands of community or private sectors, but also needs active involvement from government and policy-makers as the main stakeholders.

Abstract

This paper aims to identify the relationship between population growth and disaster incidents, especially flood in the city. Surabaya was chosen as a study area because of its large population and regular flooding incidents. The analysis is done by using secondary data, namely number of population as well as disaster incidents. The method used is quantitative descriptive analysis with correlation test, by using data of population growth rate and density, as well as data of flooding incidents. The study shows that population growth has a significant relationship with the number of flood events. Besides that, there is a tendency of sub-districts with high growth rate also have the highest number of flooding incidents. However, sub-districts with low growth rate with dense population also have high flood incidents. A large number of population is one of the triggers for the increase of disaster occurrence. It is because the high population growth in the limited urban land encourages residents to live in disaster-prone areas and the occurrence of inappropriate land conversion’s allocation. The reducing of water absorbent areas affects the runoff and the water discharge that enter the city, particularly when the rainy season arrives

Abstract

Proyeksi penduduk yang dilakukan oleh BPS dan UNDP menunjukkan bahwa pada tahun 2025 akan terjadi peningkatan jumlah penduduk usia produktif menjadi 187,6 juta. Pada kondisi terse but, rasio ketergantungan penduduk Indonesia akan berada pada posisi rendah dan secara demografis dapat dikatakan sebagai bonus demografi. Hal itu berimplikasi pada pentingnya penciptaan kesempatan kerja yang produktif. Apabila kondisi tersebut tidak dapat dicapai, maka akan menyebabkan peningkatan pengangguran usia muda yang dapat berdampak pada kondisi sosial ekonomi suatu bangsa. Di Indonesia, tingkat pengangguran usia muda mengalami kenaikan, dari 53,6 persen pada tahun 2008 menjadi 56 persen pada tahun 2012, dan diproyeksikan akan meningkat jika tidak ada kebijakan yang mendukung penyerapan tenaga kerja muda. Pengangguran tersebut sebagian besar tinggal di perkotaan dengan tingkat pendidikan menengah ke atas. Tulisan ini bertujuan untuk menganalisis tantangan sosia1 ekonomi jangka panjang akibat tingginya jumlah pengangguran usia muda di Indonesia. Metode yang digunakan adalah analisis deskriptif dan menggunakan berbagai data studi pustaka dan statistik dari World Bank, ILO, dan BPS. Hasil analisis menunjukkan bahwa dalamjangka panjang, tingginya pengangguran usia muda akan menyebabkan Indonesia menghadapi berbagai tantangan, antara lain: pertama, penurunan dalam hal modal manusia dan sosial, kesehatan mental dan fisik, pendapatan dan konsumsi, serta keterlibatan dalam demokratisasi berpolitik. Kedua, adanya peningkatan risiko bunuh diri dan kriminalitas di daerah perkotaan.

Abstract

Begitu banyak literatur mengenai epidemi HIV-AIDS ditulis dalam berbagai perspektif, baik di tingkat global maupun Indonesia. Namun demikian, tidak dapat dipungkiri bahwa buku yang dalam edisi Bahasa lnggrisnya berjudul "Wisdom of  Whores: Bureacrats, Brothers, Business of AIDS" ini membawa kekhasan tersendiri. Meskipun tidak secara spesiflk membahas tentang kompleksitas dunia HIV-AIDS, seks, narkoba di Indonesia, tetapi sebagian besar setting dan informasi yang diungkapkan dalam buku ini berdasarkan pengalaman dan kegiatan yang dilakukan oleh sang penulis selama berada di Indonesia. Oleh karena itu, tidak mengherankan hila Elizabeth Pisani merasa perlu untuk menerbitkan buku ini dalam dua bahasa (Inggris dan Indonesia) secara bersamaan.

Seperti halnya buku yang di tulis oleh Winarno Soerakhmad ini. Meskipun telah bermunculan buku-buku lain yang membahas ten tang pendidikan, buku ini menawarkan perspektif lain tentang sebuah pendidikan. Perspektif dari seorang seorang yang telah lama berkecimpung di dunia pendidikan sehingga pengetahuan dan pemahamannya tentang pendidikan di lndones~a tidak dapat diragukan lagi. Pengalaman selama puluhan tahun yang dialami penulis sebagai seorang praktisi pendidikan membuat penulis kerap diundang oleh berbagai instansi untuk menulis dan mempresentasikan hal-hal yang terkait dengan dunia pendidikan di Indonesia. Abstract

Improving the quality of human resources through education is one of the ways to benefit from the window of opportunity. The Government of Indonesia and many local governments have been conducting programs to provide easier access to education to prevent dropouts. The Local Government of Bojonegoro has been implementing a program called "Ayo Sekolah" to curb dropouts. This paper aims to describe the conditions of education in Bojonegoro District and the implementation of the “Ayo Sekolah” Program in Bojonegoro District. The analysis is based on  the result of research on the program. The research used a quantitative and qualitative approach. Qualitative data is collected through in-depth interviews, while secondary data are used for quantitative analysis. The result of the study shows that the “Ayo Sekolah” Program in Bojonegoro District that has been running since 2015 has significantly reduced dropout rates. The percentage of the drop-off rates for Bojonegoro Regency high school/vocational/MA in 2013-2017 decreased even though only 0.20 percent.
