Abstract

Differences of opinion among scholars in the fields of Islamic law actually occurred during the time of the Companions of the Prophet. However, these differences can still be overcome with political policies and the legality of ijmak. However, at the end of the Companion period, known as the Tabi'in period (approximately starting in 41 AH), differences of opinion could not be resolved like they were resolved during the Companion period. This is where the process of transitioning Islamic law began from a form of ijtihad which was based on the greatness of friends to a scientific and measurable process until the birth of school imams who codified the results of their legal thinking in the form of fiqh books. Ahl al-Hadith and Ahl al-ra'y are two forms of legal thought that ushered in this transition process. That period was the time when efforts to shape Islamic law began to suit societal conditions and rationality. The school of thought is the main idea or basis used by the mujtahid Imam in solving problems; or adhere to Islamic law. The emergence of the school of thought, as part of the historical process of establishing Islamic law, was neatly arranged from generations of friends, tabi'in, until it reached its golden age in the Abbasid Caliphate, but it must be acknowledged that the school of thought has made a major contribution to thinking in establishing Islamic jurisprudence law. The reasons for the differences opinion/school of thought due to differences in perception in ushul fiqh and fiqh as well as differences in interpretation or interpretation of mujtahids. Adhering to the understanding of bermahzab, due to factors Our "inability" to explore Sharia law itself directly from its sources (the Koran and Sunnah). The source of Islamic law is the most basic thing in the process of establishing a law. In Islam, the main sources of law are the Al-Quran and Sunnah.

Abstract

Patient satisfaction is a key metric for evaluating healthcare quality and is particularly important for BPJS patients in hospitals. This study aims to investigate how various aspects of healthcare quality affect BPJS patient satisfaction by utilizing a literature review methodology. This study reviews previous research published in journals through the google scholar database within a certain year, which are relevant to the topic of service quality dimensions (such as tangibles, reliability, responsiveness, assurance, and empathy) and patient satisfaction. The review results show that all dimensions of service quality have a significant contribution to patient satisfaction levels, with assurance and responsiveness often being the most dominant factors. These findings emphasize the importance of improving service quality in all aspects to support BPJS patient satisfaction in hospitals. This literature review aims to serve as a resource for policy makers and hospital administrators in formulating strategies to improve service quality.

Abstract

In Indonesia, the healthcare referral system has undergone a major shift from a conventional model to an integrated electronic system. Seven scientific articles published between 2020 and 2024 are the subject of this study. The purpose of this study is to evaluate the effectiveness of the electronic referral system in improving access to health services. The research results show that the implementation of electronic referral systems such as SISRUTE in the JKN BPJS Kesehatan program has improved the referral process and reduced patient waiting times. However, challenges such as limited technology infrastructure, labor shortages, the complexity of system interfaces, and fear of change still exist. Information quality, ease of use, management support, and data integration greatly influence system performance. The electronic referral system is essential for reducing maternal and infant mortality rates in delivery and maternal care services. Therefore, several important recommendations for the development of a referral system in Indonesia are continuous evaluation, increased employee capacity, strengthening regulations, and integration of health information systems.

Abstract

Awareness of K3 behavior must be instilled from an early age. Vocational schools are one of the means to introduce and instill students' awareness to behave in K3. Therefore, it is important to provide education and implement K3 correctly in the school environment. factors that affect K3 awareness in schools are knowledge, K3 supervision from both teachers and schools, K3 facilities such as (PPE) or special equipment, and K3 information. Awareness of K3 in students must be really applied in the form of their attitude during practice and their actions when practicing, so that accidents can be avoided even from the source of the material. The purpose of this study is to analyze factors related to K3 awareness in automotive students. This type of research is with a cross sectional approach. The research population of all grade XII students majoring in automotive at SMK Negeri 3 Gorontalo was 46 students, with a sampling technique, namely total sampling. Data in univariate and bivariate analyses used chi squere tests. The results of the study showed that the variables related to K3 awareness were K3 knowledge (p=0.015), supervision (p=0.007), PPE use (p=0.037), and information sources (p=0.010). It can be concluded that there is a significant relationship between K3 knowledge, supervision, the use of PPE and information sources and K3 awareness in students. Advice for students to always improve and implement the K3 knowledge that has been obtained and for the school to improve learning media, or add or add references to books about K3 besides also paying attention to students' attitudes and actions during the practical learning process.

Abstract

Hospital services today face increasing public demands for fast, safe, and high-quality care. To meet these challenges, an appropriate, integrated, and sustainable health management strategy is required. This study aims to analyze effective health management strategies for improving the quality of hospital services through a systematic literature review. The method used is a Systematic Literature Review (SLR), examining 15 Indonesian-language scholarly articles from Google Scholar published between 2020 and 2025. From the selection process, 8 articles met the inclusion criteria and were further analyzed based on managerial strategies and their impact on service quality. The findings show that strategies such as thorough planning, strengthening human resources, implementation of Hospital Management Information Systems (HMIS), and quality evaluation methods such as Total Quality Management (TQM), Kaizen (5R), and FMEA play a significant role in improving service quality. The application of international standards such as ISO 9001:2015, enhanced communication, and regular evaluations using quality indicators and the Balanced Scorecard also contribute substantially. In conclusion, a combination of integrated management strategies focused on continuous improvement has proven effective in creating optimal, efficient, and competitive hospital service quality.

Abstract

Pandemic outbreak is a non-natural disaster that is physically invisible and difficult to detect. Along with the experience and high death rate in Covid-19, it has encouraged the Government to issue Law No. 17 of 2023 concerning Health (Health Omnibus Law). Criminalization is the path chosen by the government as a form of state priority for the people in overcoming the spread and transmission of the pandemic outbreak. However, currently there is still a polemic about how legal action uses criminal sanctions during a pandemic. The study was conducted using a descriptive method, which aims to examine the effectiveness of the application of criminal sanctions for anyone who obstructs the implementation of efforts to control pandemic outbreak or violates health protocols. The results of this study indicate that Article 446 of Law No. 17 of 2023 concerning Health (Omnibus Law of Health) is the basis for criminalization for violators of the pandemic outbreak response, with the imposition of a maximum criminal fine of IDR 500,000,000 (Five hundred million Rupiah). With restrictions on movement accompanied by administrative sanctions alone, it has made the people's economy very difficult, especially if it is added to criminal fine. The sense of justice and legal certainty for the community is increasingly absent. The application of criminal sanctions should not be applied during a pandemic, because everyone has the right to maintain their own lives. This only adds to the suffering of people who do not agree with government policies by forcing them to follow health protocol rules that are contrary to their conscience.

Abstract

This research discusses legal protection for victims of criminal acts according to Law Number 16 of 2011 concerning Legal Aid. Although legal aid is very important and needed for victims of criminal acts, its application is still limited, especially litigation legal aid for victims, which results in many victims of criminal acts not getting legal aid assistance. The provisions in Law Number 16 of 2011 limit the provision of litigation legal aid only to suspects, defendants, and convicts, resulting in victims being neglected. This research aims to explore efforts to provide legal aid for victims based on Law Number 16 of 2011 concerning Legal Aid and the importance of legal protection assistance for victims of criminal acts.

Abstract

Bali, as a premier tourist destination, has led to a high population density in Denpasar, increasing the risk of criminal activities, particularly motor vehicle theft (curanmor) in the West Denpasar jurisdiction. Effective policing efforts, including the implementation of the Integrated Security System Based on Traditional Villages (Sipandu Beradat), are needed to address this issue. However, due to the persistently high number of curanmor cases in the past three years, it is necessary to study the implementation and factors influencing the optimization of Sipandu Beradat. This study employs theories of cooperation, the Sipandu Beradat concept, policing science, management theory, crime prevention theory, and optimization concepts. The research is conducted using a qualitative method with a descriptive-analytical approach, involving interviews, observations, and document studies. Data analysis techniques include data reduction and data triangulation. The findings indicate that the Sipandu Beradat Forum has undertaken several efforts to prevent motor vehicle theft, such as joint patrols, socialization, inter-element communication, and regulation of incoming residents. However, these efforts have not been maximized due to several internal factors, including the lack of government-allocated funding and human resource constraints, as well as external factors such as environmental conditions and public vigilance. To optimize these efforts, it is necessary to secure funding, enhance personnel quality, and organize tasks and responsibilities more effectively. The conclusion of this study.

Abstract

The economic crisis, the increasing needs of society, and the development of the internet and digital world are seen as a golden opportunity for official banks and large financiers to gain greater profits. Banks that have existed so far provide loan facilities through applications and internet networks without collateral or guarantees and without complicated conditions. The interest is still affordable, the conditions are also in accordance with Bank Indonesia (BI) regulations and are under the supervision or supervision of the Financial Services Authority (OJK). In addition, there are also large investors, both individually and syndicated and in collaboration with banks that have made a financial technology (fintech) breakthrough in the form of providing online loan facilities or known to the public as "pinjol". This online loan is favored and utilized by people who need money quickly because the conditions are very easy, without collateral or collateral, and directly disbursed to the customer's bank account (borrower). Along with the development of online loans, there are also online loans that are not licensed and operate outside the stipulated provisions or often called illegal online loans. Based on the results of the research, these illegal online loans have mushroomed and operate in violation of criminal provisions and other applicable provisions such as the application of high interest rates, fraud, intimidating collection methods, and dissemination of personal data. If examined closely, the practice of illegal online lending is full of legal violations, especially criminal law, which makes its customers victims. Intimidation and the dissemination of personal data have caused suffering for customers caught up in illegal online loans, even causing someone in Jambi to commit suicide some time ago. This journal will discuss the various criminal offenses that occur in illegal online lending practices and the efforts that can be made to eradicate illegal online lending practices. The author hopes that this Journal can contribute ideas for lawmakers so that in the end a law regulating online loans can be created that provides justice, benefits, and legal certainty for the community, especially users of online loan services.

Abstract

This study aims to determine and analyze the motivation of Islamic Religious Education (PAI) teachers in writing scientific articles at MTsN 10 Pesisir Selatan. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, and documentation. The results of the study indicate that the motivation of PAI teachers in writing articles is influenced by intrinsic factors, such as encouragement of professional development, the desire to share knowledge, and self-actualization; as well as extrinsic factors, such as demands for career development, awards from institutions, and encouragement from colleagues. However, challenges such as time constraints, lack of writing training, and lack of access to scientific journals are still obstacles. This study recommends the need for ongoing scientific writing training, stronger institutional support, and strengthening of academic culture in the madrasah environment.
