Abstract

Latar belakang penelitian ini adalahnya tingginya angka penggunaan alat tangkap ikan yang tidak ramah lingkungan oleh nelayan yang tinggal di daerah Polres Cirebon Kota. Fokus penelitian ini adalah Peran Satuan Polisi Perairan Polres Cirebon Kota dalam mencegah terjadinya penggunaan alat tangkap ikan yang tidak ramah lingkungan pada nelayan. Upaya yang paling efektif adalah upaya preventif atau pencegahan. Oleh karena itu dilakukanlah penelitian yang bertujuan untuk mengetahui apa saja yang telah dilakukan oleh Satuan Polisi Perairan Polres Cirebon kota, mengetahui faktor apa saja yang mempengaruhi kegiatan tersebut dan bagaimana cara mengoptimalkan kegiatan tersebut. Penelitian ini dilakukan dengan metode kualitatif, menggunakan metode deskriptif serta teknik pengumpulan data berupa wawancara, pengamatan, dan telaah dokumen. Hasil penelitian menemukan bahwa upaya pembinaan masyarakat yang dianalisis menggunakan konsep bhabinkamtibmas sudah sesuai karena kegiatan tersebut bertujuan untuk menjaga keamanan dan ketertiban masyarakat. Kurang optimal berdasarkan teori manajemen disebabkan beberapa faktor, yaitu jumlah personel Satuan Polisi Perairan Polres Cirebon kota yang masih sangat sedikit, faktor anggaran serta faktor sarana dan prasarana yang belum memadai. Berdasarkan hasil penelitian, maka penulis menyarankan agar dilakukan penambahan jumlah personil untuk Satuan Polisi Perairan Polres Cirebon Kota sehingga dapat melaksanakan kegiatan penyuluhan dengan lebih optimal. Penulis juga menyarankan agar menambah sarana dan prasarana seperti kapal patroli yang akan digunakan untuk upaya preventif. Karena dengan sarana prasarana yang lebih memadai, akan lebih optimal hasil pembinaan nelayan agar terwujudnya Kamtibmas Kata kunci : Alat Penangkap Ikan, Pencegahan, Satpolair

Abstract

ABSTRACT This research is motivated by the high data of vehicle theft cases in the Cirebon City Police jurisdiction. The Republic of Indonesia National Police is making prevention and prevention efforts, one of which is through the connectivity activities in preventing vehicle theft. Therefore, a study was conducted that discussed the general acts of vehicle theft that occurred in the city of Cirebon, the role of Bhabinkamtibmas in order to avoid the crime of vehicle theft, as well as knowing the factors inhibiting the performance of Bhabinkamtibmas. Theories used in this study include management theory, communication theory, routine activity theory, and no-no management. While the concept used is the concept of convention guidance, the concept of community policing, the concept of communication media and the concept of Bhabinkamtibmas. Research conducted by studying qualitative, type of research used is descriptive research, data collection techniques used are interviews, observation, study of documents and research instrument sheets. The results of the study found the vehicle theft case in the Cirebon City Police jurisdiction, mostly in the Cirebon Municipality. The vehicle theft case targets vehicles without dual keys that are parked inside the housing or boarding house. The criminal offense was charged with Article 363 letters 3e, 4e and 5e of the Criminal Code regarding theft by weighting. In implementing guidance and counseling by Bhabinkamtibmas, it has been carried out in accordance with procedures, but there are still a number of factors that hinder the improvement of Bhabinkamtibmas's performance in preventing theft cases. Lack of alacrity in the reduction of theft cases. While the factors that hamper legal factors, law enforcement, society and cultural factors. Research suggestions to optimize the performance of Bhabinkamtibmas (1) provide vocational education and training scheduled for members, (2) carry out analysis and evaluation of routine activities, (3) more supervision in the distribution of inventory items distribution, (4) establish partnerships with the community to create people who are proactive towards police duties, (5) use technology in the community complaints process for Bhabinkamtibmas, (6) give more attention to Bhabinkamtibmas who have a long distance from them home towards their target villages. Abstract

The background of this research problem arises because of an increase in cases of sexual crimes against children from 2016 to 2018. Therefore, a study was conducted to find out the task of the binmas unit, the factors that hinder and how the efforts of members of the community binmas done in preventing cases of child sexual abuse. This research was conducted with a qualitative approach and using research methods in the form of case studies and data collection techniques with interviews, observations and document review. The results of the study found that Satbinmas in the Cianjur area experienced difficulties in carrying out their duties due to lack of personnel, lack of understanding of members and lack of infrastructure. Members of binmas in the Cianjur region complain because they in carrying out their tasks often get double sprin due to the lack of members of binmas personnel. Infrastructure facilities are also incomplete for members of binmas in carrying out tasks such as cameras to carry out documentation, then there are no costs for the maintenance of transportation equipment for Satbinmas members to patrol and visit their assisted residents and sometimes there are still members who do not really understand the material convey to the local community so that the intentions of the members do not convey. Based on the discussion of these findings, the authors conclude several things including (1) Cianjur police chief is encouraged to provide additional personnel, especially to the Bhabinkamtibmas section so that the implementation of tasks in the field is not interrupted, (2) Providing facilities and infrastructure to Bhabinkamtibmas officers Difficulties and obstacles, (3) The need for education / training for members of the Satbinmas in order to deepen their understanding in their duty to maintain the Kamtibmas.

Abstract

Maraknya tindak pidana pencurian kendaraan bermotor menjadi fenomena yang sering terjadi di dalam masyarakat Indonesia harus menjadi perhatian yang cukup serius. Bertambahnya tingkat kejahatan curanmor di Kota Bandung memerlukan penanganan yang ketat. Satuan Sabhara dituntut untuk menjalankan tugas dan fungsi itu secara profesional. Tujuan penelitian ini adalah untuk menganalisis serta mendeskripsikan upaya optimalisasi untuk mengefektifkan pelaksanaan patroli roda empat satuan sabhara dalam mencegah angka curanmor di Wilayah Hukum Polrestabes Bandung, serta mengetahui faktor-faktor apa saja yang mempengaruhi pelaksanaan Patroli dalam mencegah angka curanmor. Jenis penelitian ini adalah penelitian kualitatif yang berlokasi di wilayah hukum Polrestabes Bandung. Teknik pengumpulan data yang dilakukan dengan observasi, wawancara dan studi dokumen. Analisis data dilakukan dengan reduksi data, sajian data dan penarikan kesimpulan. Untuk mengoptimalkan pelaksanaan Patroli Roda Empat satuan Sabhara dalam mencegah tindak pidana pencurian kendaraan bermotor, Kasat sabhara mempunyai inovasi atau terobosan baru guna mendukung kegiatan Patroli Roda Empat dinamakan Strong Point (Titik Penguatan). Faktor internal yang mendukung yaitu lengkapnya jumlah anggota yang dimiliki oleh Satuan Sabhara sedangkan faktor yang menghambat yaitu jumlah alat komunikasi handy talk (HT) yang sedikit. Faktor eksternal yang mempengaruhi adalah cuaca yang tidak mendukung, keadaan lalu lintas dan juga masyarakat yang kurang untuk berpartisipasi. Hasil penelitian menemukan bahwa pelaksanaan patroli roda empat satuan Sabhara Polrestabes Bandung sudah merujuk pada peraturan terbaru. Namun, ditinjau dari beberapa aspek seperti tahapan, waktu patroli, dan sasaran patroli dinilai belum optimal dalam mencegah tindak pidana pencurian kendaraan yang terjadi. Abstract

Penelitian ini dilator belakangi oleh permasalahan lalu lintas yang terjadi hampir di setiap kota maupun kabupaten, yaitu kemacetan. Kemacetan yang diangkat di dalam penelitian ini adalah fenomena phantom traffic jam, atau kemacetan tanpa sebab signifikan. Dalam menghadapi fenomena ini, perlu dilakukan peningkatan efektifitas dan efisiensi Satlantas dalam menjalankan tugasnya. Salah satu upaya yang dilakukan adalah dengan memanfaatkan teknologi, seperti yang sudah direncanakan oleh Grand Design Korlantas Polri. Sayangnya hal tersebut belum dapat diwujudkan sepenuhnya, sehingga harus memanfaatkan teknologi oleh Satlantas, dimana yang dibahas di penelitian ini adalah sistem GPS yang sudah ada untuk mengatasi permasalahan phantom traffic jam. Penelitian ini menggunakan metode pendekatan kualitatif yang dilakukan pada wilayah Polres Kuningan menggunakan sumber data primer sekunder, dan tersier. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, studi dokumen, eksperimen, dan comparative method. Analisa data dilakukan dengan tahap reduksi data, penyajian data dan penarikan kesimpulan. Untuk membahas persoalan dalam skripsi ini menggunakan pisau analisis teori Traffic Flow, teori Driving Behaviour, konsep implementasi, konsep Intelligent Transportation System, konsep manajemen lalu lintas, konsep Future Traffic Management, konsep sistem kerja GPS dengan Intelligent Transportation System, konsep Phantom Traffic Jam, konsep tugas Polantas. Hasil penelitian menunjukkan bahwa phantom traffic jam terjadi di Kabupaten Kuningan karena di sebabkan oleh berbagai faktor. Faktor tersebut antara lain adalah kurangnya system informasi serta efektifitas dan efisiensi pelaksanaan manajemen lalu lintas oleh Satlantas Polres Kuningan. Implementasi Sistem GPS oleh Satlantas berfungsi dalam mencegah dan menangani phantom traffic jam yang terjadi di Kabupaten Kuningan. Mekansime Implementasi juga meningkatkan efisiensi dan efektivitas dalam pelaksanaan tugas Satlantas maupun penerimaan informasi oleh pengguna kendaraan bermotor. Saran dari penelitian ini adalah perlunya sosialisasi dan pelatihan dalam penggunaan Sistem GPS bagi Satlantas, perlunya sosialisasi dengan masyarakat agar Sistem GPS memiliki jangkauan yang lebih luas, kerjasama antara Korlantas Polri dengan perusahaan sistem GPS agar lebih dapat bermanfaat, dibuatnya sistem GPS yang dikhususkan untuk POLRI.

Abstract

ABSTRACT The background to this problem arises because of increased traffic violations among students in the Bandung City area. Therefore, the role of the unit in providing community education and then through the Police Goes To School program is very important to reduce the occurrence of traffic violations committed by students in the Bandung police jurisdiction. The purpose of this study is to want to know the role of units in Bandung police service through the Police Goes To School program in reducing traffic violations among students, want to find out the factors that influence the implementation of community education and then through the Police Goes To School program in Bandung police in reducing past violations traffic to students, and want to find out how to increase the role of the Bandung police polytechnic unit in reducing traffic violations among students through the Police Goes To School program. This research was conducted with a qualitative approach that seeks to obtain a picture of a phenomenon in more depth by using field research methods and data collection techniques by interviewing, observing, and using document studies. In this study also uses management theory and communication theory as a knife in analyzing the problems that occur in the field. The results showed that the implementation of the Police Goes To School program for students at Bandung police station was in accordance with the plan, but the plan was not effective enough because the method used was in the form of counseling to schools that only received an average visit once in five months. And there are obstacles in the form of quantity and quality of personnel as well as inadequate budget and infrastructure. As for suggestions from researchers, Bandung police can provide vocational education and then to its members, increase counseling schedules to schools, provide counseling not only for students but also for students' parents, and participate in working with related institutions such as the education office.

Abstract

This research is in the background because it stays in the existing traffic jam at Puncak from the Bogor Police Traffic Turjawali Unit to prevent traffic congestion. with the existence of distancing by guarding the point prone to congestion, but this has not shown the expected results. Therefore, a study was carried out aimed at summarizing the congestion that occurred at the Peak, the efforts undertaken by the Bogor Police Traffic Unit Turjawali Unit in unraveling congestion in the Peak Lane, and what factors were used by the Turjawali Unit to unravel traffic jams . This study, using qualitative research, took data from interviews, observations, and documentation studies. The results of the study were found after being analyzed using the concept of struggle and the Standard Operating Procedure (SOP) efforts made by the Bogor Police Traffic Turjawali Unit were appropriate, discussed analyzed with management theory for technical organizing, still far from expectations due to support from the Turjawali Unit. Analyzing using the theory of traffic congestion also found that the obstacle was in human resources, namely the ability of the Turjawali Unit because it had not yet supported competency development education. Based on the results of the study, the author discusses the need to improve the quality of the members of the Turjawali Unit by including the members of the turjawali unit for the implementation of development education in accordance with their duties, after that form a task force that is enhanced with the help of institutions, such as the transportation service and the service. hope to achieve the highest level in the Peak Track. Abstract

In life and community life, everyone will experience social change. Various social changes that occur are a general phenomenon that will inevitably occur wherever humans will settle. Social dynamics that occur in society have an impact on the development of society to enter deeper into the more modern phases of human life which will not only bring good effects to human life itself but also indirectly will bring negative impacts as well, such as developing and increasing various types and forms of crime that did not exist before. One of the phenomena of social problems that occur in society is acts of gangsterism which often unsettles and gives fear to the community. The Binmas Unit has the role to conduct prevention through Operation Bina Kusuma where the target is perpetrators of thuggery. However, in the last three years there has been an increase in thuggery in the jurisdiction of the Cimahi Police Station. From the description above, the author is interested in examining the role of the Binmas Unit in Bina Kusuma Operations from a number of problem formulations, namely the role of the Binmas Unit in reducing thuggery by using the Bina Kusuma Operation system, and internal and external factors that affect the Bina Kusuma Operation system by the Binmas Unit . Conceptual literature contains two research results that are relevant to this study. The theory that the writer uses in this research is based on communication theory, role theory, SWOT theory, needs hierarchy theory, counseling guidance concept, Binmas Unit concept, and Operation Bina Kusuma concept. The approach used by the authors in this study is a qualitative approach and the type of research is field study. The focus of the study was on the role of the guidance counseling of the Community Service Unit at Cimahi Regional Police Station. The sources used are primary and secondary sources. Data collection techniques used in this study were interviews, observation and document study. The author uses triangulation techniques in determining the validity of the data. Data analysis techniques used are data reduction, data presentation, and conclusions. The factors that influence Operation Bina Kusuma are internal factors such as lack of members, lack of coordination with other functional units and external factors such as lack of coordination with relevant outside agencies. The findings obtained by the authors during the study were that the Binmas Unit personnel had not yet followed the Dikjur, the budget to carry out the tasks in accordance with the Bina Kusuma Operation, the role of the Binmas Unit was not maximal in the implementation of its duties due to the number of members, lack of coordination with other functional units, so conducting Bina Kusuma Operations tends to have no impact on perpetrators of thuggery and there is no clear cooperation with other agencies. The author's suggestion is to foster members through education and education, recruitment of young non-commissioned officers and support staff to make new breakthroughs in carrying out Operational Bina Kusuma tasks based on priority scale, as well as making written cooperation, so as to create a conducive Harkamtibmas situation at the Cimahi Regional Police Station.

Abstract

Increasing the village budget from year to year, solely aimed at equitable development that can be felt up to the village community. From year to year village funds have increased significantly in line with the increase in corruption cases committed by various parties concerned, especially the Village Head. President Joko Widodo instructed to tighten supervision of village fund management. Bhabinkamtibmas was given the task of spearheading the supervision of village funds as stated in the memorandum of understanding made by the Ministry of Villages, the Ministry of Internal Affairs and the Indonesian National Police. The formulation of the problem in this research is how the role of Bhabinkamtibmas Cipeundeuy Sector Police in preventing misuse of village funds and factors that hinder that role. This research is intended to describe and analyze the problems raised by the author, so that it can be useful for the development of knowledge and for the leadership policy. The study was conducted with a qualitative approach, using descriptive analysis writing methods, as well as data collection techniques with active observation, semi-structured interviews, and study of related documents. Data validity is supported through source triangulation techniques, and methods. Stages of data analysis through data reduction, data presentation, to the conclusion. The results found that Bhabinkamtibmas Cipeundeuy Sector Police had not been able to carry out all the tasks assigned. Sehinnga, there is no match between theory and concept with the facts and data in the field. The role is not yet maximally very closely related to several factors that hinder it, namely the condition of Bhabinkamitbmas itself to the conditions of the target communities. The conclusion of this research is that Bhabinkamtibmas has not been maximized in carrying out its role to prevent misuse of village funds. Therefore, the writer suggests that a policy on preventing village funds from the National Police be implemented and for the Polres and Polsek ranks to be able to apply analysis and evaluation appropriately and according to procedures. The author also recommends Bhabinkamtibmas to use the android application to facilitate monitoring of village funds.

Penelitian ini dilatarbelakangi oleh kemajuan teknologi yang meningkat pesat terkait teknologinya, sehingga masyarakat harus mengambil perkembangan yang ada. Polresta Cirebon yang termasuk dalam wilayah hukum Polda Jawa Barat sudah menggunakan Program SIM Online sebagai teknologi untuk pelayanan surat izin mengemudi. Dengan hadirnya program SIM Online, penelitian ini digunakan untuk mempelajari fakta masyarakat yang tidak menggunakan fasilitas SIM Online secara efektif. Dalam penelitian ini, untuk mempelajari pelaksanaan program SIM Online , dan kompetensi SDM Satlantas Polresta Cirebon dalam memberikan pelayanan publik melalui program SIM Online . Penelitian ini dilakukan pada bulan Febuari 2020 dan lokasi di Polresta Cirebon. Penelitian ini menggunakan kualitatif. Selanjutnya Teknik mengumpulkan data dengan cara studi lapangan, wawancara dan telaah dokumen. Penelitian ini menggunakan teori Manajemen, teori Pelayanan Publik, konsep Optimalisasi, konsep SIM, dan UU RI No 22 tahun 2009 tentang LLAJ. Hasil penelitian menunjukkan bahwa program SIM Online di Satuan Lalu Lintas polresta Cirebon berjalan kurang optimal karena adanya faktor penghambat yaitu masih kurangnya kualitas Pendidikan anggota yang memerlukan, masih ada beberapa sarana dan prasarana yang rusak, belum meratanya pengetahuan masyarakat tentang program yang tersedia dengan program yang tersedia SIM Online . Berdasarkan penelitian tersebut, masukan mengenai pengaktifan sosialisasi rutin atau terjadwal kepada masyarakat dan Kerjasama terhadap bhabinkamtibmas, sekolah, perusahaan, universitas, kelurahan, kecamatan, dan media sosial yang mendukung masyarakat yang telah berusia lanjut untuk menggunakan program SIM online , memberangkatkan anggota Satlantas yang belum dikjur dan belum memiliki operator sertifikasi, masyarakat yang gagal gagal berulang kali, serta perbaikan sarana dan prasarana yang bermasalah.
