Abstract

This research is motivated by the existence of cases of motor vehicle theft (curanmor) that occurred in Indragiri Hulu Regency with a fairly high number of incidents. The four-wheeled patrol unit of the Sabhara Polres Indragiri Hulu has carried out preventive efforts by carrying out routine patrols to prevent theft, but the crime of theft still occurs and has increased, especially in 2020. This study was conducted to examine the implementation of the four-wheeled patrol unit of Sabhara and its optimization. which must be carried out by the four-wheeled patrol unit of the Indragiri Hulu District Police Sabhara. This study uses previous research, theories and concepts. This study also uses a qualitative approach, the data collection techniques used are observation, interviews, and document studies. The data analysis technique used is data reduction, data presentation and conclusion drawing. The results of the study found that the implementation of the four-wheel patrol unit of the Indragiri Hulu District Police was still considered not optimal. The influencing factors are that there are still many personnel who have not attended vocational education and development education, as well as the lack of a fuel budget for patrols that is not in accordance with the area of ​​Indragiri Hulu Regency. Based on the results of the study, the researchers suggest increasing the intensity of patrolling, as well as optimizing the use of the SIPEKA application by members and the public to determine the points prone to crime.

Abstract

Technology nowadays holds an important role in every aspect of life, namely economy, culture, defense, and security. All stakeholders should be able to take positive benefits of technology, albeit it has negative impacts as well. This research is conducted because of the difficulty to reveal the larceny criminal acts with aggravation in the condition where there is lack of witnesses, evidence, guides, and other information about the larceny suspect with aggravation. In line with the background of problem, the author writes the thesis in titled “The Utilization of Location Tracking for Larceny Criminal Acts Investigation with Aggravation by Satreskrim Polrestabes Surabaya”. The purposes of this research are to know the description of larceny cases with aggravation, to obtain data about the procedure of location tracking method, and to identify the factors that influence the usage of location tracking method. Moreover, analytical theory and management theory are both being used for this research. Furthermore, in this research the author adopts investigation concept and criminal acts concept with aggravation which regulated in the article 363 KUHP. The result of the research based on literature review and interview shows that the location tracking method is very useful to support the criminal acts investigation, especially larceny with aggravation that being handled by Satreskrim Polrestabes Surabaya. The conclusion of this research is that the stages of the location tracking method, which has been done by Satreskrim Polrestabes Surabaya, has effectively helped the object to reveal the larceny criminal acts including the factors involved.

Abstract

This research is motivated because traffic violations committed by motorcycle riders in the jurisdiction of the Bogor Police have a fairly high number. This problem occurs because of the lack of knowledge, discipline, and public awareness in orderly traffic, especially regarding problems that often occur such as the use of helmets, and the completeness of driving documents. So that the role of Dikmas then as a form of pre-emptive and preventive in reducing traffic violations is needed. The approach used in this research is a qualitative approach and this type of research is field research. The focus of this research is the role of Traffic Dikmas in reducing traffic violations committed by motorcyclists in the jurisdiction of the Bogor Police. The sources of information in this study were the ranks of the Bogor Police Satlantas and users of two-wheeled motorized vehicles. Data collection techniques were carried out by means of interviews, observations, and document observations. The results showed that the role of Traffic Dikmas in reducing traffic violations by two-wheeled motorized vehicles in the jurisdiction of the Bogor Police was less than optimal. This happens because of several things, namely from the community itself, Dikmas activities that have not been carried out according to the rengiat, the lack of personnel, and other factors that make the implementation of Dikmas Then not run effectively. As a suggestion that the role of the Traffic Dikmas can reduce traffic violations by motorized vehicles in the area of ​​the Bogor Police, including making an activity plan according to the situation and conditions in the field, submitting personnel for Dikjur and training related to Traffic Dikmas, as well as collaboration with the Sector Police ranks to help deliver the message of Kamseltibcarlantas.

Abstract

The COVID-19 pandemic has had an impact in various fields and all levels of society, especially in Indonesia. Facing the pandemic, effective prevention efforts are needed so that they can be resolved as early as possible. The right role in preventing the pandemic in the community is Bhabinkamtibmas, with guidance and counseling efforts, the opportunity for the spread of COVID-19 can be minimized through public awareness. The purpose of this paper is to find out the description of the Healthy Village in the West Lombok Police area, the role of Bhabinkmatibmas through the Healthy Village program in preventing the spread of COVID-19 and analyze the factors that influence it. The analytical knife in this research is the Bhabinkamtibmas Concept, the Police Promoter Concept, Management Theory, Cognitive Theory, Role Theory, and Community Participation Theory. The approach that the researcher uses is a qualitative approach with field research methods, which are then collected through several observations, interviews and document studies. The analysis that researchers use next is to reduce data, perform data presentations and make final conclusions. The results showed that the spread of COVID-19 in the West Lombok region was caused by a lack of care and public trust in COVID-19, an unclean surrounding environment, and people's habits of not paying attention to health. So that it has an impact in the fields of health, socioeconomic, education, and security. These things are caused by the negligence and lack of care of the community. The role of Bhabinkamtibmas through the Healthy Village Program is very appropriate in preventing the spread of COVID-19 in the West Lombok Police area. Which is done by coordinating with the local community, Regional Government, Stake Holders by taking actions and appeals with local residents to prevent the spread of COVID-19 by creating their own health protocols in each village or village. The factors that affect the implementation of the Bhabinkamtibmas role are factors that hinder the implementation of the Healthy Village Program which stems from the absence of special budget support for the implementation of the Healthy Village Program, the existence of Bhabinkamtibmas who is responsible for two villages and cultural factors from the community itself. While the supporting factors come from the availability of infrastructure, enthusiasm, expertise, and knowledge of Babinkamtibmas carrying out its role in the Healthy Village Program, the Role of Leaders and community support.

Abstract

This research is motivated by the increase in traffic violations committed by students at the West Lombok Police. In this case, the Police have a responsibility to reduce and prevent these problems. The purpose of this study is to describe the implementation of direct social education to students in West Lombok, to find out the factors that influence its implementation and to optimize the activities of social education to reduce traffic violations by students in West Lombok. This research was conducted with a qualitative approach, using descriptive research methods, data validation by data triangulation and data collection techniques with interviews and document studies. Based on the results of the research, the implementation of community education was not optimal because the ability of members was still lacking and was constrained by the covid 19 pandemic. Factors that influenced the implementation of social education for students were both supportive and hindering factors, namely HR factors, sarpras factors and organizational policy factors. To optimize the implementation of community education directly to students, it is suggested that the ability of the personnel of the dikyasa unit can be improved through vocational education or increasing the competence of personnel so that personnel have good social communication to the community as well as the provision of rewards and punishments and more attention to members in order to increase the work motivation of personnel. Conducting alternative education to schools online because of this pandemic period so that education can still be done to students and prepare interesting and systematically arranged material to make it more interesting and easier to understand so as to prevent traffic violations by students.

Abstract

Globalization is a multidimensional process of social change that crosses national boundaries and makes the world's people more connected and more dependent on each other. Globalization occurs because humans are increasingly innovative and increasingly progressive and supported by advances in technology, especially communication and transportation technology, these two technologies make the distance is getting closer. One of the negative impacts of globalization is narcotics which includes transnational-crime. Based on the background of the existing problems, the author raised the title of the thesis Optimization of bhabinkamtibmas in tackling drug abuse in adolescents in the jurisdiction of the Sidoarjo Police. The purpose of this study was to describe the occurrence of drug cases that occurred in adolescents in the Sidoarjo area. The research was conducted at the Satbinmas Polrestabes Sidoajro using a qualitative approach. Primary data sources were obtained through interviews with sources in the research object. Data were analyzed during and after data collection through the stages of collecting, reducing data, presenting data and drawing conclusions. From the results of the discussion based on the existing conceptual literature and interviews, it was found that the performance of bhabinkamtibmas is influenced by many factors, from within the bhabinkamtibmas itself and from the community. The community also has an important role in helping bhabinkamtibmas carry out its duties, especially in the prevention of drugs, if the community is open to one another, there will definitely be no people who become victims of drug abuse, especially teenagers. The conclusion in this study shows that the role of Bhabinkamtibmas and the community is very influential in suppressing the number of drug crimes among teenagers

Abstract

The number of reports of theft cases that occurred in the jurisdiction of the Surabaya Police in a period of four years (2017-2020) occupies the position of the highest crime case. This research was conducted to explain the role of the Satsabhara Turjawali Unit in maintaining security and safety through two-wheeled patrol activities as a form of prevention against the occurrence of theft and to explain the factors that influence the implementation of two-wheeled patrol activities of the Surabaya Police Satsabhara. Therefore, the author compiled a thesis with the title "The Role of the Two-Wheel Patrol of the Sabhara Unit in the Prevention of Theft in the Legal Territory of the Surabaya Police". POAC management theory (planning, organizing, actuating, controlling), 6M management element theory (man, money, materials, method, machine, market), role theory, and Perkabaharkam No. 1 of 2017 concerning patrols is used by the author in analyzing the data from the research that has been done. The research was carried out using a qualitative approach. In terms of sources of information, members of the Satsabhara Polrestabes Surabaya as the primary source and the author's secondary source involved the people of the City of Surabaya. The technique used by the author in collecting research data is by conducting interviews, observations, and document studies. In this study, the results obtained by the author are to provide a solution to the problem of high cases of theft through the role of the Turjawali Satsabhara Unit in carrying out two-wheeled patrol activities in order to prevent theft in the jurisdiction of Polrestabes Surabaya which is then applied with POAC management theory (planning, organizing, actuating, controlling). ), the theory of 6M management elements (man, money, materials, method, machine, market), role theory, and Perkabaharkam No. 1 of 2017 concerning patrols. Based on the results of research on the implementation of two-wheeled patrol activities by the Turjawali Satsabhara Unit, it has not been in line with expectations because the number of theft cases is still relatively high due to personnel carrying out patrols, a decrease in budget, facilities and infrastructure, and the method of carrying out patrols that have not reached outskirts. Abstract

The background of the research was appointed based on security issues, especially drug abuse which is increasing in the jurisdiction of the Tanah Karo Police. The purpose of the study was to determine the role of Bhabinkamtibmas in carrying out counseling to prevent drug abuse in the jurisdiction of the Tanah Karo Police and the factors that influence it. This research uses management theory proposed by George R. Terry and Communication Theory, prevention concept and Bhabinkamtibmas which support this research. This research was conducted with a qualitative approach and using evaluative research. The data sources of this research are primary and secondary sources. Data collection techniques were carried out by interview, observation and documentation. The results of the research on the role of Bhabinkamtibmas in carrying out counseling to prevent drug abuse in the jurisdiction of the Tanah Karo Police based on management theory by George R Terry, namely in planning, organizing, implementing and controlling as well as management elements such as man, machine, materials, money, method and market. still not implemented according to theory. This is influenced by external and internal factors. Internal factors include human resources, facilities and infrastructure and budget, while external factors are influenced by community culture and support from other parties. From the research findings, the authors write suggestions as follows: 1) Improve the quality and competence of Bhabinkamtibmas; 2) Cooperating with parties outside the National Police and maximizing resources. 3) Increase the number of personnel within the Tanah Karo Police Station; 4) Utilize technology to support tasks.

Abstract

With the increasing number of violent theft crimes during the COVID-19 pandemic, the role of Bhabinkamtibmas in the jurisdiction of the Depok Metro Police, which is concentrated in the “Kampung Tangguh Jaya” program, is in question. With the fact that during the COVID-19 pandemic, large-scale social restrictions have been implemented, which means that all activities in the community tend to be reduced. In this study, researchers want to know and analyze the role and factors that hinder the role of Bhabinkamtibmas in preventing criminal acts of theft with violence in the jurisdiction of the Depok Metro Police. Which researchers make the role of Bhabinkamtibmas as the main variable in this study. To answer the problems that occur in the jurisdiction of the Depok Metro Police, the researchers used several theories as analytical tools in this study. In this study, the theory used to thoroughly explore the existing problems is the role theory by Soerjono Soekanto (2002: 243) and the theory of management elements by G.R.Terry (In Usman Effendy: 2014). The findings that the researchers got during this research are that in the "Kampung Tangguh Jaya" program there is no clear budget where Bhabinkamtibmas operational activities continue to use the daily budget of Bhabinkamtibmas, in addition to the wide area of ​​Depok City and the lack of Bhabinkamtibmas personnel are also the main factors that later researchers will analyze more deeply in this study.

ABSTRAK Latar belakang dari penelitian ini adalah Undang-Undang Nomor 2 Tahun 2002 Tentang Kepolisian yaitu pasal 1 ayat 5 terkait dengan Kamtibmas, pasal 8 ayat 2 terkait dengan fungsi Polri, data jumlah tindak pidana selama tiga tahun terakhir, unsur-unsur pencurian dengan pemberatan pasal 363 KUHP dan Perkabaharkam Nomor 1 Tahun 2017 tentang Patroli. Kepustakaan penelitian mengacu pada penelitian yang dilaksanakan oleh Mega Ayunda alumni Akpol (2018) dan Naufalsyauqi Muhammad alumni Akpol (2018) terkait dengan patroli Sabhara untuk mencegah Curat di Polres Bandung maupun Cianjur. Untuk konsep yang digunakan peneliti yaitu konsep patroli dan pasal 363 KUHP, kemudian untuk teori yang digunakan adalah teori manajemen kepolisian, teori pencegahan kejahatan dan teori komunikasi interpersonal. Metode penelitian yang digunakan yaitu pendekatan kualitatif dan jenis penelitian field research, untuk fokus penelitiannya yaitu optimalisasi patroli dialogis Sabhara dalam mencegah pencurian dengan pemberatan, lokasi penelitian di Polres Rembang, menggunakan sumber data primer dan sekunder, teknik pengumpulan data yaitu wawancara tidak berstruktur, pengamatan dan studi dokumen, validitas data menggunakan trianggulasi sumber,teknik, waktu, teori dan konsep, teknik analisis data reduksi data, penyajian data dan penarikan kesimpulan Pembahasan terkait dengan dengan deskripsi gambaran umum satuan Sabhara Polres Rembang mulai dari sumber daya manusia, anggaran dan sarana prasarana, deskripsi pencurian dengan pemberatan di Polres Rembang, deskripsi pelaksanaan patroli dialogis sabhara dalam pencegahan tindak pidana pencurian dengan pemberatan di Polres Rembang serta optimalisasi pelaksanaan patroli dialogis sabhara dalam pencegahan pencurian dengan pemberatan di Polres Rembang.
