Abstract

This research is motivated by data on the increase in the number of criminal acts by the Surakarta Police, accompanied by a decrease in the settlement of criminal acts of vehicle theft in the last 3 years. The National Police has the task of enforcing the law based on Law Number 2 of 2002 concerning the Indonesian National Police, which is carried out by the technical function of Criminal Investigation. This study aims to determine the implementation of the Surakarta Police Criminal Investigation Bureau in the disclosure of theft crimes in order to increase crime clearance, and the Surakarta Police Criminal Investigation Bureau efforts in the disclosure of theft crimes in order to increase crime clearance. To process the data, the authors use management theory as well as concepts and laws governing the procedures for conducting criminal investigations. This research was conducted with a qualitative approach, the type of action research and data collection techniques with interviews, observations, and document studies. The results showed that the main obstacle in carrying out the investigation of the crime of theft was the perpetrators who carried away evidence, and the investigation efforts carried out by the Surakarta Police Criminal Investigastion Bureau were not optimal in order to increase crime clearance. This is influenced by several factors, namely internal and external factors of the organization. Internally, the organization has increased budget plans and methods that are in accordance with laws and regulations as supporting factors and human resources and inadequate facilities and infrastructure as inhibiting factors. Meanwhile, externally, namely the facilities at the crime scene as supporting factors and difficult evidence, the way of the perpetrators, and the reporting party unable to show proof of ownership as inhibiting factors. Based on the results of the study, the authors suggest empowering personnel, budget support as well as facilities and infrastructure from the National Police, collaboration with internal and external parties, innovations in vehicle tracking devices, and the use of the latest technology to help track down perpetrators and evidence.

Abstract

The focus of the research in this final project is the efforts of Bhabinkamtibmas through a door to door system to prevent theft in the Klaten Police Legal Area. The focus of this research is considered important because the number of theft incidents in the Klaten Police District is still high. Therefore, the Bhabinkamtibmas in the Legal Territory of the Klaten Police is trying to go through a door-to-door system with reference to Perkap No. 7 of 2021 concerning Bhabinkamtibmas. This study aims to: (1) describe how the efforts of Bhabinkamtibmas through the door-to-door system to prevent cases of theft, (2) describe how to increase the efforts of Bhabinkamtibmas through the door-to-door system to prevent theft in the Klaten Police Legal Area. In the conceptual literature to analyze the problems above, several theories are used in this study, namely; Management theory (POAC and 5M) and communication theory. While the concepts used are; the Bhabinkamtibmas concept and the door to door system. In this study, qualitative methods with descriptive analysis were used to process data and field research to obtain data by observing participant as observer. Primary and secondary data sources use data triangulation to obtain data validity. The findings of this study are; (1) the implementation of the door to door system by Bhabinkamtibmas in accordance with Perkap No. 7 of 2021 concerning Bhabinkamtibmas. Lack of supervision carried out, Bhabinkamtibmas lacked discipline in following APP, and Bhabinkamtibmas did not reach the number of implementation targets, (2) Bhabinkamtibmas efforts in implementing the door to door system hampered due to the number of personnel, alsus, educational background of Bhabinkamtibmas, and budget. The conclusions in this final project, (1) The door to door system visit is still not effective and efficient based on Perkap No. 7 of 2021 (2) efforts to optimize the door to door system visit are still hampered due to lack of coordination between the Bhabinkamtibmas Kanit and the Head of other functions.

Abstract

As one of the state institutions in Indonesia, the National Police is tasked with maintaining security and public order. Various kinds of phenomena in society that add to the number of public order disturbances that occur, including the problem of alcohol abuse of the type of ciu. To overcome this, it is necessary to have preemptive efforts from the Police, especially the Surakarta Police, namely through the Surakarta Police Satsamapta with various kinds of activities such as Patrol. This Final Project discusses the problems that occur including how the role of the Surakarta Police Samapta Unit through the Patrol in preventing the abuse of ciu liquor and what efforts the Surakarta Police Samapta Unit through the Patrol to prevent the abuse of ciu liquor. The purpose of this study was to describe the role of the Surakarta Police Satsamapta patrol in preventing the abuse of ciu liquor and to describe and find efforts to increase the role of the Satsamapta patrol.As an analytical knife, the author uses management theory through 4 POAC functions and SWOT analysis theory, the concept of Patrol and Liquor. This final project uses a qualitative approach. The type of writing is field research while the data collection techniques are through interviews, observations, and document studies. For the data analysis technique, the writer uses data reduction, data presentation, and drawing conclusionsThe conclusion of this study was that the role of the implementation of Patrol activities by the Surakarta Police Samapta Unit was still not right on target due to various kinds of internal and external factors. Efforts are being made to increase the role of the Surakarta Police Satsamapta patrol, namely by adding or varying patrol routes and hours so that they are right on target.

Abstract

The increasing number of motorized vehicles from year to year causes traffic problems, one of which is traffic accidents. Prevention of traffic accidents by the Police, especially in Batang District is carried out by the Kamsel Unit Batang Police Department through Mobile Enlightenment activities. In this final project, we will discuss the implementation of Mobile Enlightenment activities by the Kamsel Unit, what factors affect its implementation and the efforts made to improve the implementation of Mobile Enlightenment activities in order to prevent traffic accidents. The research was conducted using qualitative methods with data collection techniques using interviews, observation and document studies. Mobile Enlightenment is one of the activities of the Traffic Education which aims to provide an appeal to the public in maintaining traffic safety. The implementation of the Mobile Enlightenment is based on the Indonesian National Police Chief's Instructions Number: Juklak/05/V/2003 with Management theory by George Terry and Communication Theory by Harold Lasswell as analytical tools. Mobile Enlightenment by the Kamsel Unit has not been carried out optimally. In the planning, important material has not been made, and briefing by Kamsel Unit’s Chief has not been implemented prior to the implementation of the activity. there are several factors that affect the implementation of the important such as limited personnel, budget, and inadequate infrastructure. The Kamsel unit has made efforts to improve the implementation of Mobile Enlightenment but there are still some shortcomings. Based on the results of the study, the authors analyzed the comparison between the implementation of Mobile Enlightenment by the Unit Kamsel Batang Police Department with the proper Standard Operating Procedure (SOP) and found that there were still some discrepancies. Therefore, the author provides several solutions to problems such as carrying out Mobile Enlightenment during patrols and distributing brochures during Mobile Enlightenment.

Abstract

Penelitian ini dilatar belakangi oleh tingginya kasus pencurian dengan pemberatan dibandingkan tindak kejahatan lain di wilayah hukum Polres Wonosobo. Polri perlu melakukan tindakan patroli guna mencegah bertemunya niat dan kesempatan pelaku kejahatan, khususnya dalam Curat. Oleh karena itu tujuan penelitian ini adalah mendeskripsikan pelaksanaan kegiatan patroli Satsampata dalam pencegahan tindak pidana pencurian dengan pemberatan dan optimalisasi kompetensi anggota patroli Satsamapta dalam pencegahan tindak pidana pencurian dengan pemberatan di wilayah hukum Polres Wonosobo. Jenis penelitian ini menggunakan field research dan pendekatan kualitatif. Sumber data meliuti data primer, sumber data sekunder, dan sumber data tersier. Teknik pengumpulan data yang digunakan adalah wawancara dan observasi. Teknik analisis data yang digunakan meliputi reduksi data, sajian data, dan penarikan kesimpulan. Pisau analsi dalam melakukan pembahasan meliputi teori manajemen dan teori kompetensi. Hasil penelitian menemukan bahwa tindak pidana pencurian dengan pemberatan sampai sekarang adalah tindak pidana tertinggi di wilayah hukum Polres Wonosobo. Pelaksanaan kegiatan patroli yang dilakukan memiliki permasalahan pada perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Dalam mengoptimalkan kompetensi anggota patroli Satsamapta memiliki permasalahan pada pengetahuan, keterampilan, dan perilaku para anggota patroli. Berdasarkan hasil penelitian, penulis menyarankan agar Satsamapta Polres Wonosobo membuat peta kerawanan gangguang kamtibas, dalam membuat rencana patroli agar diperhatikan jenis patroli dan waktu pelaksanaan patroli, untuk pelaksanannya para anggota patroli harus melaksanakan patrol seperti apa yang direncanakan dan diatur dalam Perkabaharkan nomor 1 tahun 2017, serta dalam pengawasan perlu dilakukannya anev setelah kegiatan dilaksanakan. Untuk mengoptimalkan patroli perlu diadakannya sosialisasi untuk menambah pengetahuan anggota, di berikannya pelatihan untuk meningkatkan kemampuan patroli para anggota, dan dibuatnya sistem reward dan punishment.

Abstract

Maraknya kasus pencurian dengan pemberatan di wilayah hukum Polres Grobogan. Polri perlu melakukan tindakan deteksi dini guna mencegah terjadinya tindak kejahatan, khususnya pencurian dengan pemberatan. Oleh karena itu tujuan penelitian ini adalah mendeskripsikan peran Satuan Intelkam Polres Grobogan melalui deteksi dini guna mencegah tindak pidana pencurian dengan pemberatan dan upaya peningkatan peran Satuan Intelkam Polres Grobogan melalui deteksi dini guna mencegah tindak pidana pencurian dengan pemberatan. Jenis penelitian ini menggunakan field research dan pendekatan kualitatif. Sumber data meliputi data primer dan sekunder dengan teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi dokumen. Teknik analisis data yang digunakan meliputi reduksi data, sajian data dan penarikan kesimpulan. Pisau analisis dalam melakukan pembahasan meliputi teori manajemen dan teori peran. Hasil penelitian menemukan bahwa kejahatan pencurian dengan pemberatan mengalami fluktuasi selama 5 tahun terakhir. Dalam pencegahan kejahatan tersebut kepolisian melakukan upaya preemtif dan preventif dengan melaksanakan kegiatan deteksi dini oleh Satuan Intelkam Polres Grobogan. Kegiatan deteksi dini yang dilakukan oleh Satuan Intelkam Polres Grobogan dilakukan dengan melakukan himbauan kepada masyarakat umum ataupun kepada tokoh masyarakat serta melakukan tracing di daerah rawan tindak kejahatan pencurian dengan pemberatan. Pelaksanaan deteksi dini dipengaruhi oleh beberapa fakot. Faktor internalnya minimnya alat khusus intelijen dan kendaraan yang digunakan untuk mobilitas anggota melaksanakan deteksi dini dan eksternal adalah minimnya safe house yang digunakan untuk melakukan tracing daerah rawan pencurian dengan pemberatan di wilayah hukum Polres Grobogan. Berdasarkan hasil penelitian, penulis menyarankan agar memberikan pelatihan khusus kepada anggota agar lebih memahami tugas dan tanggung jawab dalam fungsi intelijen dan pemberian reward kepada anggota agar lebih memotivasi anggota dalam bertugas.

Abstract

Penelitian ini dilatarbelakangi oleh pelaku pengedar narkoba yang tertangkap seringkali hanya sebebagian kecil dari anak buah bandar besar yang berada di belakangnya. Kurangnya informasi membuat para pelaku tidak dapat ditangkap karena belum diketahui identitasnya, sehingga pihak kepolisian dalam hal ini satuan reserse narkoba polres temanggung selaku yang menangani bidang tersebut memasukkannya kedalam daftar pencarian orang atau DPO. Penelitian ini bertujuan untuk mengetahui dan menganalisis upaya apa yang dapat dilakukan Satuan Reserse Narkoba Polres Temanggung untuk meningkatkan penyelidikan dalam mengungkap tersangka yang masuk dalam DPO serta mengetahui dan menganalisis faktor yang mempengaruhi penyelidikan kasus tindak pidana penyalahgunaan narkoba. Penelitian ini menggunakan pendekatan kualitatif dengan metode field and file research. Penelitian ini menggunakan sumber data primer dan sekunder, serta mengambil tempat di Kabupaten Temanggung. Analisis data dilakukan dengan reduksi data, sajian data, dan penarikan kesimpulan. Teknik pengambilan data menggunakan teknik wawancara, observasi, dan studi dokumen. Konsep yang digunakan pada penelitian kali ini adalah konsep narkoba, tindak pidana narkoba, upaya penanganan tindak pidana narkoba, satuan reserse narkoba, dan konsep penyelidikan sedangkan teori yang digunakan adalah teori manajemen, dan teori SWOT. Hasil penelitian menunjukkan bahwa berdasarkan Teori Manajemen, Satuan Reserse Narkoba sudah melakukan perencanaan, pengorganisasian, pelaksanaan serta pengawasan terhadap sumber daya dengan cukup baik. Berdasarkan teori SWOT, upaya peningkatan penyelidikan yang telah dilakukan perlunya dilakukan peningkatan faktor pendukung yang dimiliki oleh Satuan Reserse Narkoba Polres Temanggung untuk mengatasi adanya kendala yang berasal dari situasi dan kondisi di lapangan.

Abstract

The rise of the criminal act of theft of motor vehicles in Semarang Regency is a problem that must be addressed immediately. Bhabinkamtibmas as the executor of Binmas Unit is tasked to make preventive efforts to prevent the occurrence of theft of motor vehicle criminal acts, namely by providing public safety messages through coaching and counseling activities to the community. Based on the description, the author is interested in research to know and understand the implementation of coaching and counseling activities, factors that affect the implementation of coaching and counseling activities by Bhabinkamtibmas, as well as efforts made in preventing theft of motor vehicles. The research using this qualitative approach was carried out for two weeks in the jurisdiction of the Semarang Police. The type of research used is field research by lifting data in the field. The data collection technique in this study is carried out in three ways, namely interviews, observations or observations directly, and document studies. Data validation using data triangulation techniques, namely source triangulation, technique, time, and theory. Data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions and verification. Problems in research are discussed using one theory and five concepts as analytical knives. The theory and concept are management theory, effort concept, Bhabinkamtibmas concept, coaching and extension concept, prevention concept, and motor vehicle theft concept. The data sources or information in this study were obtained from primary and secondary data sources. Primary data sources are obtained by interview techniques and observations directly of research objects, while secondary data sources are obtained using document studies. The findings obtained during the study, several factors hinder the quantity and quality of personnel is not adequate when compared to the burden of Bhabinkamtibmas duties. The majority of Bhabinkamtibmas members have not attended vocational education. The method used is still not maximal and the material submitted is still general. On the other hand, supporting factors in the form of budget and the facilities and infrastructure provided have not been used optimally. Based on the findings, the authors suggest that personnel be added and improve the competence of Bhabinkamtibmas personnel by participating in vocational training or education.

Abstract

The writing of this final task was motivated by the crime of vehicle theft in the jurisdiction of the Sukoharjo Subregional Police for the past five years. By prioritizing repressive methods, the Criminal Investigation Unit in carrying out repressive efforts to vehicle theft criminal acts in the Sukoharjo Subregional Police By conducting investigation and investigation activities so that the vehicle theft case can be revealed and handed over to the Public Prosecutor for trial. The purpose of this writing is to find out how to optimize the performance of Crime Investigation Unit in Subregional Police of Sukoharjo in the investigation of vehicle theft criminal acts for the realization of law enforcment according to precision. As an analysis knife, the author uses several theories and concepts, namely: optimization theory, competency theory, performance concept, management theory, criminal investigation unit concept, investigation concept, vehicle theft concept and law enforcement concept. With the research area in Sukoharjo Subregional Police. This research is carried out with a qualitative approach, using field research types, as well as data collection techniques with observation, interviews, and document studies. The location of the research is in Sukoharjo Regency. The results of the study found that there were several problems in the implementation of performance optimization, where there were found factors that influenced the knowledge, skills and attitude of crime invetigation unit members of the Sukoharjo Subregional Police. There were also several problems mainly in the crime investigation unit performance of the Sukoharjo Subregional Police where the author analyzed using management theory in terms of Man, Money, Materials and Methods and in optimizing the performance of Crime Investigation Unit of the Subregional Police of Sukoharjo, the author conducted an analysis using management theory in the form of planning, organizing, actuating and controlling. Based on research conducted by the author, it was found that the performance of the investigators has not worked optimally so that the number of cases of motor vehicle theft has not been resolved.

Abstract

The Boyolali Police Satintelkam conducted an investigation to prevent the occurrence of the crime of theft. In the last 3 (three) years, the crime of theft in Boyolali district has increased. This is the duty and responsibility of the police in maintaining and maintaining public security and order in accordance with Law No. 2 of 2002 concerning the National Police of the Republic of Indonesia. Intelligence investigations carried out must be guided by Perkabik Number 1 of 2013 so that the investigation runs according to the existing SOPs. The research was conducted using a qualitative approach, in which researchers went directly to the field to study and explore the phenomena that occurred in the field according to the problems. This research focuses on the investigation of the Boyolali Police Satintelkam. data sources used are primary data and secondary data. Data collection is done through interview, observation and document study techniques. To measure the accuracy of the data, data triangulation was carried out. Then the data analysis technique is carried out through data reduction, data presentation and drawing conclusions. The results of the research that have been obtained indicate that the investigation activities carried out by the Boyolali Police Satintelkam were carried out to support the Satreskrim in disclosing the crime of theft. In carrying out this investigation it is not in accordance with Perkabik No. 1 of 2013. In carrying out the investigation there are still factors that influence both internal and external. Meanwhile, in an effort to increase the investigation carried out through coordination both within the internal and external environment. In the implementation of this coordination, it is expected to be able to find and collect information in accordance with the problem or research objective. The conclusion from the implementation of the Satintelkam investigation of the Boyolali Police is that the investigation has not been carried out optimally because it is not guided by Perkabik No. 1 of 2013 which is an SOP regarding intelligence investigations. coupled with the factors that influence both internally and externally.
