Abstract

Penelitian ini dilakukan berdasarkan pada penurunan penyelesaian perkara (crime clearance) tindak pidana pencurian dengan pemberatan (curat) di wilayah hukum Polres Magelang. Berdasarkan hal tersebut, penulis mengangkat rumusan permasalahan tentang bagaimana proses penanganan tindak pidana curat di wilayah hukum Polres Magelang dan upaya apa yang dapat dilakukan untuk mengoptimalkan kinerjanya. Dalam penulisan ini, penulis menggunakan metode penulisan kualitatif. Untuk membahas permasalahan yang diangkat, penulis menggunakan teori Manajemen yaitu POAC, dan unsur manajemen yaitu man, money, method, materials, serta menggunakan konsep optimalisasi, konsep kinerja, konsep penyidikan, konsep Sat ResKrim, dan konsep Unit Tipidum. Dari hasil penelitian yang dilakukan, penulis menemukan beberapa temuan terkait faktor-faktor yang mempengaruhi kinerja Unit Tipidum Sat Reskrim Polres Magelang sehingga crime clearance tindak pidana curat mengalami penurunan. Dapat disimpulkan bahwa kinerja dari Unit Tipidum Sat Reskrim Polres Magelang belum optimal. Saran yang diberikan adalah dengan mengatur terkait dengan personil yang ada serta melakukan kerjasama dengan satuan fungsi lain.

Abstract

Intelligence gathering is all efforts, work and activities carried out in a planned, directed manner by means of intelligence to create, create, change a condition in society so as to achieve favorable conditions for the main task of the police. In order to prevent conflicts between mass organizations, the Intelkam Unit as a preventive function can carry out fundraising aimed at influencing and or changing attitudes, behavior, opinions, emotions from certain targets which are carried out in a closed manner in order to create conditions that support the implementation of the main tasks of the National Police. Therefore, this research wants to explore how the competence of members of the Intelkam Unit in carrying out fundraising and how the implementation of raising by the Intelligence and Security Unit is to prevent conflicts between mass organizations in the Salatiga Police Legal Area. In this discussion, the researcher uses an analytical knife with competency theory, management theory, the concept of seven-step operational management, and the raising concept listed in Perkabik No. 3 of 2013 concerning Raising. This study uses a qualitative approach with the type of concept analysis research with the research location at the Salatiga Police Station. The results of this study indicate that the competence of members of the intelligence unit is still incompetent because it is influenced by members who have not carried out specialization development education then in the implementation of fundraising it is necessary to do a target analysis in order to obtain basic knowledge of the target. In addition, it was found that inadequate infrastructure facilities hindered the manufacture of intelligence products by the intelligence unit. Based on the research results, there are several conclusions that can be given to the Salatiga Police, namely the provision of unit training and seminars on science, procurement of intelligence facilities and infrastructure, and the use of applications to support member reporting to the leadership.

Abstract

Criminal frauds that is still rife in Demak Regency, has an impact on changes in the condition of Kamtibmas in the jurisdiction of the Demak Police.The presence of this fraud crime is certainly one of the duties of the police, especially in Bhabinkamtibmas, which has an important role in handling and leading the public to always be vigilant against fraud. Knowing the optimization of the performance of Bhabinkamtibmas members and analyzing the optimization of the guidance of counseling by Bhabinkamtibmas itself, the author uses the concept of bhabinkamtibmas, and the concept of optimization. The theoretical studies that the author uses are management theory, and performance theory. In this study, the author uses a qualitative approach. The data source used is the primary data source and the secondary data source. The data collection techniques used in this study are interviews, observations, and document studies. The findings of research conducted by the authors show that there are still some things that are not optimal in the performance of Bhabinkamtibmas and counseling guidance activities carried out. This is because some members of Bhabinkamtibmas have not implemented Dikjur, and the counseling material provided has not been on target, so cases of fraud still occur. The advice of the author in the research from the results of this paper is the need for vocational training for Bhabinkamtibmas members regularly, as well as the implementation of Binluh selectively prioritizes so that the Kamtibmas message is conveyed properly to prevent fraud that occurs in the jurisdiction of the Demak Police.

Abstract

The Jepara Police station’s Driver license Service Unit or known as Satpas 1438, in collaboration with Telkomsel made an application of “Link Aja” that facilitated the public in paying The payment of the driver’s license. With the Link Aja application, it is hoped that it can help the community because it is easier and more time efficient. It is so that people do not need to go to banks and instead just use the Link Aja application. This facility is expected to be able to provide excellent service and be able to increase public confidence in the National Police. Driver license payment based on the application, namely through the Link Aja Application has been carried out for 2 years since its inception in 2020 until 2022, however, the procedure for payment through Link Aja Polres Jepara was only issued on January 5, 2022 and the application has been implemented for 3 years starting from 2019. Until now there should be many benefits and conveniences provided by the innovation so that it becomes one of the main services provided to the community in the Driver’s license payment process. The method used in this research is a qualitative approach. It is conducted with the implementation of driver license service activities by the Jepara Police driver license Service Unit which is based on the driver license payment procedure using Link Aja in 2022. The research starts from the preparation, organizing, implementation, supervision, analysis and evaluation stages have been carried out. It has been found however, in each part of the management there are still shortcomings that have an impact on the purpose and utilization of the service delivery using Link Aja itself. Due to that, efforts are made in improving the performance of the Jepara Police station’s driver license Service Unit in the form of optimizing the performance of the Jepara Police station’s driver license Service Unit through the Link Aja application for excellent service at the Jepara Police station.

Abstract

Traffic offences are traffic issues of specific concern to the Police Traffic Unit. This study describes traffic offences in the Pekalongan City Police Department. The purpose of this study is to describe the implementation of the Traffic Public Education and Community Service and the improvement of Traffic Public Education performance by the Pekalongan City Police Security and Safety Unit in traffic violations in the jurisdiction of the Pekalongan City Police. To improve and implement Public Traffic Education which is a preventive effort to tackle the problem of traffic violations in Pekalongan City, the Pekalongan City Police Security and Safety Unit is guided by the Implementation Instruction of the National Police Chief No. Pol: Juklak /05/V/2003 regarding the Implementation of Traffic Public Education. The analytical knife to describe the purpose of this research uses the skills theory of Hutapea and Taha. And the theory of management principles and aspects of management by George R. The approach used in this study is a qualitative approach and the collection of data using interview, observational and document-based techniques. Based on the discussion of the results of the key research, there are still many traffic violations, especially violations of traffic signs with the type of four-wheeled vehicle and in the adult age group, it is necessary to improve the planning, organization, implementation, and supervision of the human element, methods, materials and machines in the implementation of the social education program. And there have also been efforts to improve performance in reducing traffic violations committed by the Pekalongan City Police Security and Safety Unit, but there are still some weaknesses and obstacles based on the knowledge, abilities, and attitudes of members in the Pekalongan City Police Security and Safety Unit.

Abstract

The final project, entitled Optimizing the Kring Serse of the Surakarta Police in preventing the occurrence of 3C in order to realize Harkamtibmas, discusses the increase in incoming reports related to criminal acts of 3C even though the Kring Serse has been carried out at the Surakarta Police. As for the background of the writing of this final project, namely the implementation of the Kring Serse which has not been optimal by the Surakarta Police Criminal Investigation Unit. The purpose of writing this final project is to find out the system and method of implementing the Kring Serse, the capabilities required by the Criminal Investigation Unit, and collaboration with various related parties to prevent 3C cases. The research method used qualitative research method with data analysis techniques using interview techniques, observation, and then concluded through a comprehensive analysis. The theoretical basis used is management theory, competency theory and cooperation theory, so that it is hoped that it will be able to optimize the security of the Surakarta Police Criminal Investigation Unit in preventing 3C. The conclusion in this final project are to improve the management process in the aspects of human resources, budget, facilities, and methods. Then, it is also necessary to increase the ability of the Sat Reskrim personnel in carrying out the Serse Service and the need to collaborate with various parties, both internally and externally to optimize the Serse Service at the Surakarta Police to prevent 3C in realizing Harkamtibmas.

Abstract

The high traffic violations that occur in the Pati Police Legal Area due to a lack of awareness of traffic by the community in the Pati Police jurisdiction are the background for the implementation of Traffic Community Education activities by the Pati Satlantas Satlantas Unit. This final project aims to find out what roles have been carried out by the Kamsel Unit so far in reducing violations in the Pati Police Legal Territory, what factors have influenced the activities of Societies Education, and the efforts carried out by the Kamsel Unit through Community Education activities. reduce traffic violations. This research uses a qualitative approach with the type of field research research by conducting limited observations, interviewing resource persons and document studies. In addition, the data used is also obtained from various references such as articles, journal books and relevant online media news. This study uses management theory and communication theory as well as the concepts contained in the laws and regulations governing Road Traffic and Transportation (LLAJ). The Satlantas Satlantas Unit of Pati Police carries out Society Education activities as a pre-emptive and preventive measure to prevent traffic violations. The occurrence of traffic violations is due to a lack of public awareness of traffic order in the Pati Police jurisdiction. In addition, the lack of public reluctance towards the police makes people disobedient to traffic regulations. The inhibiting factors for Community Education Then, namely the ability to communicate with Dikyasa Unit personnel, inadequate infrastructure, less up-to-date delivery methods and poor public enthusiasm. The efforts made by the Dikyasa Unit are through coaching and counseling, safety riding, integration of traffic materials in the education curriculum. Based on this, it is hoped that the Satlantas Satlantas unit of Pati Police will improve and maximize the performance of each activity carried out by making the implementation of Society Education more interesting so that it can attract the enthusiasm of the community in the Pati Police jurisdiction.

Abstract

This research is motivated by the increasing trend of drug abuse in the Salatiga Police jurisdiction due to the Covid-19 pandemic that hit Indonesia. The existence of a government policy to limit community activities outdoors makes the Salatiga Police Drug Research Unit unable to carry out guidance and counseling activities optimally. This study aims to analyze the implementation of guidance and counseling carried out by the Salatiga Police Narcotics Unit and the efforts that can be made through guidance and counseling to prevent drug abuse. This study uses a qualitative approach and field research methods. This study uses primary and secondary data sources, and is located in Salatiga City. Data analysis was carried out by data reduction, data presentation, and drawing conclusions. Data collection techniques used interview, observation, and document studies. The concept used is the concept of Guidance and Counseling, Drug Abuse, and Narcotics Satres, while the theory used is the theory of Management and SWOT Analysis. The results showed that 1) The implementation of guidance and counseling carried out by the Salatiga Police Narcotics Unit had differences between before and during the pandemic so that it could not be carried out optimally; 2) The efforts made by the Narcotics Unit of the Salatiga Police are to carry out guidance and counseling activities by means of face-to-face in a limited manner, and to use communication media as an alternative to implementing activities without face-to-face meetings. The results of this study are expected to be useful for the Narcotics Satres of the Salatiga Police in particular and the community in general to reduce the number of drug abuse in the jurisdiction of the Salatiga Police. The findings are expected to be used as a constructive evaluation for the Polri institution.

Abstract

Fokus penelitian dalam tugas akhir ini adalah tentang pengoptimalan Dikmas Lantas (Pendidikan masyarakat bidang lalulintas) oleh Unit Kamsel (keamanan dan keselamatan) dalam mencegah kecelakaan lalu lintas di wilayah Polres Klaten. Fokus penelitian ini dipandang penting dilakukan sebab kecelakaan lalu lintas selama lima tahun terakhir di Kabupaten Klaten mengalami peningkatan. Oleh karena itu, Unit Kamsel Polres Klaten berupaya mengoptimalkan Dikmas Lantas agar pelaksanaannya sesuai dengan Petunjuk Pelaksanaan Kapolri No. Pol: Juklak/05/V/2003 tentang Pendidikan Masyarakat Lalu Lintas. Penelitian ini bertujuan untuk: (1) Mendeskripsikan pelaksanaan Dikmas Lantas oleh Unit Kamsel dalam mencegah kecelakaan lalu lintas di wilayah Polres Klaten; dan (2) Mendeskripsikan upaya mengoptimalkan Dikmas Lantas oleh Unit Kamsel dalam mencegah kecelakaan lalu lintas di wilayah Polres Klaten. Penulis menggunakan pendekatan kualitatif dengan jenis penelitian lapangan untuk mendapat data secara langsung dengan pengamatan. Beberapa teori dan konsep yang digunakan dalam penelitian ini, yakni: teori manajemen, teori komunikasi, konsep pendidikan masyarakat, konsep Penerangan Lalu Lintas, dan konsep kecelakaan lalu lintas. Data diperoleh dari sumber data primer dan sekunder. Penulis menggunakan triangulasi data untuk memperoleh validitas data. Adapun temuan dalam penelitian ini yakni: (1) Pelaksanaan Dikmas Lantas masih belum terlaksana dengan baik dalam perencanaan, pengorganisasian, pelaksanaan dan pengawasan; dan (2) Unit Kamsel belum melaksanakan seluruh kegiatan Penerangan Lalu Lintas sesuai Petunjuk Pelaksanaan Kapolri No. Pol: Juklak/05/V/2003 tentang Pendidikan Masyarakat Lalu Lintas. Simpulan dalam tugas akhir ini adalah: (1) Pelaksanaan Dikmas Lantas oleh Unit Kamsel masih belum optimal; dan (2) Upaya dalam mengoptimalkan Dikmas Lantas masih belum sesuai dengan Petunjuk Pelaksanaan Kapolri No. Pol: Juklak/05/V/2003 tentang Pendidikan Masyarakat Lalu Lintas.

Abstract

This research is motivated by the increase in Theft By Weight cases that occurred in the jurisdiction of the Klaten Resort Police in 2018 to 2020 due to the effects of the Covid-19 pandemic and the impact on decreasing economic growth. Another effect of this pandemic is the occurrence of layoffs which resulted in an increase in the unemployment rate in Klaten. This unemployment rate causes crime rates to increase because people want to meet their basic needs instantly in the midst of a pandemic situation. Therefore, it is necessary to take preventive measures in reducing the number of drains in Klaten Regency. The step taken is to implement a system called Door To Door System by the Bhabinkamtibmas Unit. In this case the researcher is interested in researching the Door To Door System and examining its implementation and the factors that influence it. The analysis knife of this research uses Communication Theory, Management Theory, and Prevention Theory. While the concepts used are Bhabinkamtibmas, prevention, Door To Door, and criminal acts of Theft By Weight. This research was conducted with a qualitative approach and used a field research method. For analysis and data collection is by means of interviews, observations, document study data. The results of the study found that the implementation of the Door To Door System was not optimal in preventing the crime of stealing in Klaten Regency. The research findings show that the number of Bhabinkamtibmas personnel is not commensurate with the number of villages, members of Bhabinkamtibmas have not prepared material on Curat, the implementation of AAP is still minimal, the results of carrying out tasks using the Door To Door System method do not yet exist, there are members of Bhabinkamtibmas who have not had Binmas qualification education and the lack of wasdal from the leadership. Based on the findings above, the authors provide solutions, namely directing members of Bhabinkamtibmas to be dikjur Bhabinkamtibmas, arranging the distribution of members of Bhabinkamtibmas based on ability and level of vulnerability, checking the readiness of members of Bhabinkamtibmas when AAP includes self-readiness, sarpras, material to be delivered, checking the implementation directly to the field, and giving rewards and punishments.
