ABSTRACT IMPROVEMENT EFFORT OF SAMAPTA UNIT PERFORMANCE IN THE IMPLEMENTATION OF PATROL TO INCREASE PUBLIC TRUST IN THE JURISDICTION OF SEMARANG POLICE RESORT ALIVIQO PANDU VIRGANTARA, NO. AK. 18.075, aliviqo@gmail.com The global problems that often occur in Indonesia revolve around crime. The role of the Samapta Unit in handling crime in Indonesia is needed in carrying out preventive actions for crime. Polri expects public trust in the Police because this is an indicator of the success of the Police as a protector, protector, and public servant. Economic conditions in the Semarang Police Area decreased so that the crime rate during the pandemic increased dramatically. The Samapta Unit of the Semarang Police Also has a routine patrol program that aims to prevent and overcome criminal acts in the Semarang Police Jurisdiction, so that public trust has increased. This research aims to find out how to improve the performance of samapta units in the implementation of patrols and find out what efforts are being made to improve public trust in the jurisdiction of the Semarang Police. The methods used in this study are in the form of interviews of related parties in the Semarang Police And questionnaires given to the people of the Semarang Police jurisdiction. The results of this study aim to increase public confidence in the Semarang Regency Area by reviewing the performance of patrol members of the Samapta Unit of the Semarang Police. Overall, the performance of patrol members has been good, however, there are still mistakes from patrol members. It is hoped that this paper can improve the performance of patrol members which has an impact on increasing public trust in the Semarang Police Jurisdiction.

Abstract

The writing of this Final Project aims to find solutions that are the answers to problems that occur in the research place. This writing uses qualitative research methods, where the author as the main instrument conducts research on an object and describes it in writing. The object in this writing is the Tegal Kota Police Drug Reserse Unit.The Tegal Kota Police Drug Reserse Unit conducts investigations, investigations, and development of narcotics crime cases. Activities that are no less important are the prevention of narcotics crimes themselves. But in the implementation of these activities, there are obstacles that hinder them so that they do not run optimally.The author analyzes and evaluates narcotics prevention activities to support the maintenance of public order and security stabilization program which is a priority program for the Head of the Republic of Indonesia Police General Drs. Listyo Sigit Prabowo, M.Si. and maximize satresnarkoba's performance in the prevention of narcotics crimes.

Abstract

This research is based on the innovation of the Indonesian National Police in serving the community, in the form of service innovation in the form of online Statement of Police Report services. However, the online SKCK applicant rate is lower than the manual Statement of Police Report. This is because there are still many people who do not know about the online SKCK and understand how to use it. Therefore, a study was conducted that aims to find out how to optimize online Statement of Police Report services at the Salatiga Police Station, as well as what are the inhibiting factors for the implementation of online Statement of Police Report services at the Salatiga Police Station. This research uses the concept of optimization, the concept of public service, and the online Statement of Police Report concept and uses organizational resource theory and management theory as an analytical knife. This approach uses a qualitative approach with the type of descriptive research. The data sources used are primary data sources in the form of interviews, and secondary data sources in the form of documents, books and research related to this research. Data collection techniques in this study used observation, interviews and document review. The data analysis techniques used are data collection, data reduction, data presentation and conclusion drawing Research conducted at the Salatiga Police Station resulted in the finding that online Statement of Police Report aims to make it easier for applicants and officers to make Statement of Police Report, but the number of online Statement of Police Report applicants at the Salatiga Police Station is still less compared to manual. The inhibiting factors in carrying out these services are caused by internal factors such as the absence of personnel who have done training, the presence of personnel who do not receive honoraria for service implementers, as well as equipment received from the center that cannot operate optimally and external factors that come from the community. itself. With this, the Salatiga Police Intelligence Unit has not been able to provide services in accordance with the concept of public service. The author's suggestion in this study is to eliminate the inhibiting factors for online Statement of Police Report services and increase the socialization carried out to the Salatiga community so that people use online Statement of Police Report.

Abstract

Drug abuse is stated in Law Number 35 of 2009 concerning Narcotics That importing, exporting, producing, planting, storing, distributing, and/or using Narcotics without strict and thorough control and supervision is contrary to the laws and regulations and is a criminal act This is because drugs have a very detrimental impact and are a very big danger to human life, society, nation and state as well as Indonesia's national security. Technological advances also support criminals to profit through illegal trade. Transactions through Instagram social media and using online shopping, the convenience of this illicit transaction is carried out easily only by using a mobile phone. Perpetrators also have more varied motives, so it is necessary to increase investigation efforts so that they can reveal cases of drug abuse with a complex modus operandi. This study is intended to find out the investigation efforts carried out in increasing the disclosure of criminal cases of drug abuse by describing the implementation of investigations carried out by the Narcotics Unit in revealing cases of drug abuse in the Magelang Police area. Abstract

Corruption has become a contagious disease in every apparatus from the lowest level to the highest level. A more comprehensive and holistic effort is needed to carry out an anti-corruption movement at various levels. In addition, the authority of the National Police as an investigation into criminal acts of corruption is regulated according to the laws that apply to police investigators in carrying out their duties and investigations as well as following the Criminal Procedure Code which is specifically regulated in the laws and regulations and Law of the Republic of Indonesia No. 20 of 2001 concerning Amendments to Law No. RI. 31 of 1999 concerning the Eradication of Criminal Acts of Corruption. This study uses interview data collection techniques to obtain primary data and literature study as well as file and situation observations related to the handling of corruption cases from the Jepara Police Criminal Investigation Unit. The Jepara Police Criminal Investigation Unit in corruption cases is still often hampered. This happened as a result of inhibiting factors both externally and internally, there was an unfavorable response from the public, whether reported, other things such as the network of the covid-19 pandemic giving rise to certain stigmas in society making it increasingly difficult to investigate or investigate. the ability of members in case covers should also be improved. The conclusions obtained from the implementation of the investigation process carried out by the investigators of the Jepara Police Criminal Investigation Unit Corruption Unit refer to the Criminal Procedure Code and applicable laws and regulations and become established procedures. Success in conducting investigations into these cases cannot be separated from the leadership and the role of the investigation itself, both in terms of ability and experience.

Abstract

The background of writing this final project is the large number of criminal acts of theft of two-wheeled vehicles at the Grobogan Police Station during the last five years. By prioritizing the preemptive method, the Intelkam Unit made efforts to prevent the crime of two-wheeled theft at the Grobogan Police by carrying out early detection activities to prevent the emergence of intentions and opportunities to commit crimes so as to create security and public order. The purpose of this paper is to find out how the implementation of the Intelkam Unit's early detection and the Intelkam Unit's efforts in carrying out early detection to prevent the crime of two-wheel theft. As an analytical tool, the author uses several theories and concepts, namely: management theory, crime prevention theory, effort concept, Intelkam Unit concept, early detection concept, crime prevention concept, and motor vehicle theft concept. With the research area at the Grobogan Police Station. This research was conducted with a qualitative approach, using the type of field research, as well as data collection techniques by observation, interviews, and document studies. The location of the research is in Grobogan Regency. The results of the study found that there were several problems in the implementation of early detection activities where problems were found at the planning, organizing, implementing and monitoring stages. For example, the absence of an activity plan, the lack of personnel to carry out tasks, the lack of cooperation with the surrounding Sector Police, and the absence of consolidation and analysis and evaluation. Several problems were also found in early detection efforts to prevent two-wheeled theft, such as the absence of early detection at the juvenile level, early detection efforts that have not been carried out in vulnerable hours and areas, and the absence of cooperation with the technical detective function after the completion of the investigation.

Abstract

Humans in their daily life will not be separated from culture, because humans are the creators and users of culture itself. Humans live because of culture, meanwhile culture will continue to live and develop when humans want to preserve culture. The difficulty of adapting causes a lot of doubt, anxiety and conflict, both open external conflicts, and internal ones that are hidden and closed in nature. In this study, the approach used is a qualitative approach, the author describes data relating to the role of the Kendal Police Satsamapta through patrols in preventing the crime of motor vehicle theft. The results of the study found that the high number of motor vehicle theft crimes occurred because of several factors that encouraged the occurrence of motorized theft crimes, namely internal factors from the police themselves and external factors from the community. as well as from the Kasat Samapta himself, namely as a suggestion to the Kasat Samapta, namely to always supervise the activities of members, both checking the readiness of members both before the implementation and during the implementation of surveillance patrols while patrols are being carried out, namely through a live location on the WhatsApp application so that the patrol activities of members can be monitored directly.

UPAYA BHABINKAMTIBMAS MELALUI BINLUH GUNA MECEGAH TERJADINYA TINDAK PIDANA DI WILAYAH HUKUM POLRES PEMALANG Sanggrayugo Widyajaya Putra, 18.171, sanggra799@gmail.com Pandemi Covid-19 telah menjadi ancaman bagi keamanan dan ketertiban masyarakat (Kamtibmas) di Indonesia, salah satunya di Polres Pemalang. Implikasi dari potensi ancaman masalah kriminalitas yang ada di wilayah hukum Polres Pemalang mengharuskan Polri mengambil langkah yang tepat dalam mengatasi hal , yakni dengan melakukan upaya pencegahan tindak pidana yang berpotensi terjadi di masyarakat. Tujuan dilakukannya penelitian ini adalah untuk mengidentifikasi serta menganalisis upaya Bhabinkamtibmas melalui Binluh guna mencegah terjadinya tindak pidana di wilayah hukum Polres Pemalang. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Data pada penelitian ini diperoleh dari dua sumber yaitu primer serta sekunder. Teknik pengumpulan data yang digunakan adalah wawancara, pengamatan, serta studi dokumentasi. Dalam menentukan validitas data pada penelitian ini, peneliti menggunakan teknik triangulasi yang terdiri dari tiga jenis, yaitu triangulasi sumber, triangulasi teknik, serta triangulasi waktu. Teknik analisis data pada penelitian ini terdiri dari tiga tahap, yakni reduksi data, sajian data, serta penarikan simpulan/verifikasi. Berdasarkan analisis data di lapangan, ditemukan bahwa tindak pidana Curat dan tindak pidana penipuan online mendominasi tindak pidana di wilayah hukum Polres Pemalang. Penelitian ini juga menemukan bahwa upaya Bhabinkamtibmas melalui Binluh guna mencegah terjadinya tindak pidana di wilayah hukum Polres Pemalang selama ini telah dilaksanakan dengan tindakan manajemen yang baik, namun terdapat berbagai kendala pada perencanaan mapping lokasi wilayah binaan dan mapping SDM Bhabinkamtibmas, anggaran yang tidak terinci untuk pelaksanaan Binluh, keterbatasan sarana prasana IT, komunikasi, dan transportasi untuk pencegahan tindak pidana, dan kurangnya keterbukaan warga masyarakat. Abstract

Polres Klaten merupakan daerah yang berada di wilayah jajaran Polda Jateng, dimana peredaran narkoba masih tinggi sehingga perlunya pencegahan terhadap terjadinya peredaran narkoba melalui kegiatan penyuluhan yang dilakukan oleh Bhabinkamtibmas. Bhabinkamtibmas adalah merupakan unsur pelaksana tugas kepolisian yang ditunjuk oleh undang-undang selaku Pembina keamanan dan ketertiban masyarakat sebagaimana tertuang dalam Perkap Nomor 7 tahun 2021. Adapun maksud dan tujuan dalam penelitian yang penulis lakukan adalah untuk mendeskripsikan sejauh mana kinerja yang dilakukan oleh Bhabinkamtibmas Polres Klaten guna mencegah peredaran narkoba, serta mengetahui apa saja upaya yang dilakukan untuk mengoptimalkan kinerja yang dilakukan oleh Bhabinkamtibmas melalui penyuluhan dalam mencegah terjadinya peredaran narkoba di wilayah hukum Polres Klaten. Adapun teori dan konsep yang digunakan oleh penulis dalam penelitian yang dilakukan yaitu teori komunikasi, teori kinerja, dan teori manajemen. Sedangkan konsep yang digunakan oleh penulis yaitu konsep kinerja, konsep bhabinkamtibmas, dan konsep pencegahan narkoba. Untuk lokasi penelitian yang dilakukan oleh penulis yakni di wilayah hukum Polres Klaten. Metode yang dilakukan dalam penelitian oleh penulis dengan menggunakan pendekatan kualitatif dimana untuk menggambarkan permasalahan serta mengetahui kegiatan ataupun kinerja yang dilakukan oleh bhabinkamtibmas Polres Klaten melalui penyuluhan dalam mencegah terjadinya peredaran narkoba. Dari hasil penelitian yang dilakukan oleh penulis di dapatkan bahwa kinerja Bhabinkamtibmas dalam mencegah penyalahgunaan narkoba di wilayah hukum Polres Klaten dilakukan dengan menggunakan kegiatan sambang, kegiatan bimbingan dan penyuluhan kepada tokoh masyarakat dan tokoh agama di mulai dari tingkat kelurahan. Hal ini diakibatkan karena keterbatasan personil, petugas Bhabinkamtibmas masih terlibat tugas lain, contoh nya Bhabinkamtibmas melaksanakan giat objek vital. Selain itu keterbatasan pengetahuan dan kemampuan yang dimiliki oleh Bhabinkamtibmas dalam melakukan pencegahan tindak pidana narkoba serta masih ditemukan desa binaan yang cukup jauh dari penempatan tugas Bhabinkamtibmas. Untuk mengoptimalkan kinerja Bhabinkamtibmas melalui kegiatan penyuluhan guna mencegah peredaran narkoba di wilayah hukum Polres Klaten dengan cara meningkatkan kualitas dari para Bhabinkamtibmas.

Abstract

The author raised the final task with the problem of "Efforts of The Samapta Patrol Unit to Prevent Motor Vehicle Theft in Klaten Police". The writing of this final task aims to identify the implementation of patrols of the Samapta Unit of Klaten Police and identify efforts to increase patrols of the Samapta Unit of Klaten Police. This research uses a qualitative approach with this type of field research research by conducting resource interviewes, observations, and document studies. In addition, the data used is also obtained from various references such as articles, journal books and online media news that are relevant to the variable problems discussed. This research uses management theory and SWOT analysis theory and several concepts relevant to the problem, namely the concept of patrol based on Perkabaharkam No. 1 of 2017 concerning Patrols, the concept of effort, the concept of motor vehicle theft. The Klaten Police Samapta Unit became the backbone in preventive police actions in preventing criminal acts in the klaten police jurisdiction, especially Curanmor. In the implementation of patrols by the Samapta patrol unit, Klaten Police still found some shortcomings in terms of planning, organizing, implementation and supervision and not in accordance with the Patrol SOP that has been regulated in Perkabaharkam Number 1 of 2017 concerning Patrols. In addition, the existence of factors that affect both internally and externally makes the implementation of patrols of the Klaten Police Samapta Unit cannot be carried out optimally. On the other hand, to improve the implementation of patrols, creative breakthroughs are needed in efforts to improve patrol implementation.
