Abstract

Tujuan dari penelitian yang saya lakukan adalah untuk mendeskripsikan masalah kemacetan yang terjadi di wilayah hukum Polres Sukoharjo serta upaya pendidikan masyarakat (dikmas) lantas apa saja yang harus ditingkatkan oleh Unit Kamsel Satuan Lalu – Lintas Polres Sukoharjo. Teori yang saya gunakan dalam menulis tugas akhir ini adalah teori manajemen POAC dari George R. Terry yang meliputi planning atau perencanaan, organizing atau pengorganisasian, actuating atau pelaksanaan, dan controlling atau pengendalian. Teori berikutnya adalah teori optimalisasi dimana optimalisasi berarti hasil yang sudah tercapai berdasarkan keinginan, jadi optimalisasi merupakan sebuah pencapaian sesuai dengan apa yang diharapkan dan terjadi secara efektif dan efisien. Konsep yang saya gunakan diantaranya konsep pengertian lalu – lintas yang mencakup komponen lalu – lintas, manajemen lalu – lintas, perencanaan lalu – lintas, pengaturan lalu – lintas, pengawasan lalu – lintas, serta pengendalian lalu – lintas dan konsep kemacetan yaang berarti keadaan dimana pada suatu waktu tertentu kendaraan yang melintasi ruas jalan tertentu berhenti baik dalam waktu singkat maupun lama. Jenis penelitian yang saya gunakan yaitu kualitatif dengan metode analisis deskriptif yang mana metode ini menemukan fakta – fakta permasalahan di lapangan kemudian dianalisis menggunakan teori – teori yang berkaitan. Lokasi dilakukannya penelitian untuk penulisan tugas akhir ini yaitu Wilayah hukum Polres Sukoharjo. Kemacetan di Kabupaten Sukoharjo merupakan masalah yang telah lama terjadi. Trouble spot merupakan titik yang didalamnya terdapat permasalahan lalu – lintas. Terdapat dua trouble spot di Kabupaten Sukoharjo yaitu Underpass Makamhaji Kartasura dan Simpang Tiga Kartasura. Adapun upaya dikmas lantas yang harus ditingkatkan antara lain menggunakan Area Traffic Control System (ATCS), menjadikan media sosial sebagai sarana komunikasi dua arah antara pihak kepolisian dan masyarakat, serta menggunakan aplikasi yang berbasis lalu – lintas.

Abstract

This research is motivated by the rise of arrests of terrorists who are hiding, settling, and living in Temanggung. One thing that poses a threat to the rise of arrests of terrorists is the spread of terrorism in the community. One of the preventive measures used by the national police is a preemptive effort with the technical function of Binmas as one of the implementers. Through members of the Bhabinkamtibmas, it is hoped that one way of acting by conducting Sambang can prevent the development of the spread of terrorism in Temanggung. the purpose of this study was to find out Sambang implementation carried out by Bhabinkamtibmas in preventing the development of terrorism in Temanggung, as well as to find out the efforts made by Bhabinkamtibmas in preventing the development of terrorism in Temanggung. This research method is carried out using a qualitative approach and the type of research is grounded theory. Data collection techniques by conducting interviews, observations, and document studies. The use of POAC management theory by George R Terry to carry out an analysis of the implementation of Sambang carried out by Bhabinkamtibmas, as well as crime prevention theory according to Awaloedin to conduct an analysis of the efforts made by Bhabinkamtibmas in preventing the development of terrorism through active Sambang. Based on the results of the study, it was found that the implementation of Sambang has not been carried out based on Perkap no 7 of 2021 concerning Bhabinkamtibmas and the Bhabinkamtibmas smart book edition V of 2018. The efforts made by Bhabinkamtibmas have also not been carried out properly which is influenced by several factors causing it. From the result of this study, the authors suggested problem solving to the Bhabinkamtibmas and Sat Binmas Temanggung to pay more attention to the implementation of sambang and the efforts made by Bhabinkamtibmas in order to achieve the goal of preventing development of terrorism in Temanggung and the creation of Harkamtibmas.

In this study, the author uses the concepts of optimization and dialogic and uses POAC management theory and communication. The techniques used are interviews, observations and document studies, then the method used is the. The discussion here is the optimization of the dialogical patrol performance which is still not optimal because there are still high theft cases and factors are internal and external factors. Internal factors such as planning, organizingdivided so that the implementation of patrols is less than optimal. The conditions expected by the Pemalang Police Satsamapta are that in carrying out dialogical patrols they can determine fixed targets, the ability of personnel in communication to be good, disciplined and in carrying out patrols there must be APP and Anev carried out by the leadership and the need for good cooperation between functions. So, to realize this expected condition, it is by implementing a mentor system or senior noncommissioned officer who has been taught to teach material to young non-commissioned officers so that their competence develops.

Abstract

This writing is motivated by the number of motor vehicle theft crimes that have never decreased at the Kendal Police Station in 2019 to 2021. This is one of the lack of efforts by Bhabinkamtibmas in carrying out coaching and counseling activities as a preventive effort from the police. The purpose of this paper is to explain how the efforts of Bhabinkamtibmas in preventing theft at the Kendal Police using Management Theory and Communication Theory as well as the use of the Binluh Concept, the Effort Concept, the Motor Vehicle Theft Concept, the Binmas Concept, and the Bhabinkamtibmas Concept. This writing uses a qualitative approach which requires the researcher's knowledge in understanding the object of research which aims to describe the implementation of coaching and counseling activities. Data collection techniques are interviews, observations or observations, and document review. The results of this paper indicate that there are factors that influence the efforts of Bhabinkamtibmas, namely Bhabinkamtibmas personnel who are still not optimal in carrying out their duties, the increasing conditions of the Covid-19 pandemic, and the lack of an operational budget. The implementation of guidance and counseling for Bhabinkamtibmas in preventing the crime of motor vehicle theft has not yet achieved the expected goals. Based on the results of the writing, a solution is given to achieve Bhabinkamtibmas efforts through coaching and counseling to prevent the crime of motor vehicle theft through developing the material provided, carrying out routine evaluations and providing Reward and Punishment on Bhabinkamtibmas performance.

Abstract

This research is caused by the high number of reports of criminal cases of fraud at the Pekalongan City Police that are not balanced with the settlement cases. The crime of fraud can be prevented through counseling guidance efforts by Bhabinkamtibmas Pekalongan City Police. experienced fraud. This study aims to determine the implementation of counseling guidance by Bhabinkamtibmas Polres Pekalongan City and how to optimize counseling guidance by Bhabinkamtibmas. This research uses qualitative approach and field research methods, namely by collecting data in the field or observing, interviewing, and researching documents that discuss counseling guidance. The researcher applies management theory (George R. Terry), SWOT theory and management elements. . Bhabinkamtibmas of the Pekalongan City Police has carried out counseling guidance properly and according to procedures.But, the implementation is not optimalized yet because human resources were not understand about newest fraud tecnique and the target doesn’t appropiate with the objective or goal.

Abstract

Adanya perkembangan budaya transportasi membuat mobilitas masyarakat semakin meningkat sehingga menimbulkan suatu permasalahan yaitu pelanggaran lalu lintas dimana masyarakat melakukan hal tersebut secara sengaja sehingga Satlantas memiliki satu Unit untuk memberikan pembinaan kepada masyarakat yaitu Unit Kamsel, Unit Kamsel memiliki tugas melakukan pendidikan masyarakat yang bertujuan untuk memberikan pengertian dan ketaatan masyarakat terhadap peraturan yang telah ada. Tujuan penelitian ini adalah mendeskripsikan kinerja Unit Kamsel dan menemukan upaya Unit Kamsel melalui dikmas lantas guna mencegah pelanggaran lalu lintas dalam rangka terwujudnya kamseltibcar lantas di wilayah hukum Polres Salatiga. Untuk membahas penelitian ini, penulis menggunakan teori dan konsep yang relevan dengan permasalahan yang ada sebagai berikut teori Manajemen, teori SWOT, konsep Dikmas Lantas, konsep Pelanggaran Lalu Lintas dan konsep Kamseltibcar Lantas. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif dan jenis penelitian lapangan, sumber data primer dan sekunder, teknik pengumpulan data dengan wawancara, observasi dan studi dokumen, validitas data dengan triangulasi sumber, teknik dan waktu serta teknik analisis data pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menemukan bahwa upaya yang telah dilakukan oleh Unit Kamsel melalui dikmas lantas masih belum maksimal karena masih adanya pelanggaran lalu lintas yang terjadi dapat dilihat dari Faktor-faktor yang menghambat secara internal yaitu kurangnya personel dan kualitas personel, sarana dan prasarana dan anggaran kegiatan sedangkan secara eksternal kurangnya kesadaran masyarakat untuk mematuhi peraturan lalu lintas. Berdasarkan hasil penelitian, penulis menyarankan untuk Unit Kamsel dalam mencegah pelanggaran lalu lintas dapat memaksimalkan kegiatan dikmas lantas sesuai dengan sasaran. Sehingga dapat tercipta keamanan, keselamatan, ketertiban dan kelancaran berlalu lintas bagi masyarakat.

Abstract

This research was motivated by the problem of fluctuations in traffic accident cases in the jurisdiction of the Temanggung Police, most of the victims were private employees. So far Sat Lantas Polres Temanggung has handled the problem, but the results have not been maximized. Therefore, efforts to prevent traffic accidents through Dikmas Lantas counseling methods are carried out. According to this background, this study is aimed at explaining the picture of traffic accidents in the jurisdiction of the Temanggung Police And analyzing the efforts to organize the Lantas Dimas carried out through counseling in the prevention of traffic accidents of private employees in the jurisdiction of the Temanggung Police. Research is carried out by field research methods. The theoretical studies used in this research are management theory, social communication theory, social interaction theory, and several concepts such as the concept of effort, the concept of Dikmas Lantas, the concept of extension, the concept of prevention, the concept of traffic accidents and the concept of private employees. The results of this study showed that the problem of traffic accidents in Temanggung Was mostly experienced by victims with work identities as private employees. To overcome the problem of traffic accidents that have occurred so far, Dikmas Lantas has been implemented through counseling activities. However, in the implementation of the Dikmas counseling activities, there is no analysis of determining the right targets first, so that the results are not optimal, which can be observed from the implementation of Dikmas Lantas which has been carried out only focusing on organized communities on students only, while the implementation of Dikmas Lantas which is targeted at private employees is less planned so that the implementation of Dikmas Lantas which has been targeted at private employees is not carried out. For problem solving in the implementation of Dimas Lantas which is carried out through counseling, less obtaining budget support so that the implementation not optimal. Supposedly, an evaluation of the implementation of the Dikmas Lantas is needed so that budget distribution in the following years is not constrained, so that the implementation of Dikmas Lantas is optimal.

Abstract

The Pantura line is a road made by Herman Willem Daendales that passes through several towns and regencies along the island of Java. Batang Regency is one of the regencies crossed by the Pantura route. Accidents often occur on this route by shown by their fluctuating numbers. These fluctuating numbers can be preventived by traffic patrols. The Batang Polres Satlantas, especially the Turjagwali Unit, have problems in carrying out patrols and increasing patrol efforts. This final project uses a qualitative approach with primary and secondary data sources at Polres Batang. This final project uses the previous two theses as a guide in the research literature. Based on the results of the author's analysis, the novelty contained in this paper is about the increase of the Satlantas patrol efforts, especially the Turjagwali Unit. Then, this final project uses management theory, organizational resource theory, and SWOT as well as the concept of effort, traffic units, and traffic accidents. The Turjagwali Traffic Unit has factual conditions in the field. Factual conditions are divided into two, namely initial conditions and influencing factors. The initial conditions of this writing are an explanation of the initial conditions supporting the implementation of patrols, the factual conditions of the implementation of Satlantas patrols, and the initial conditions in the form of increasing Satlantas patrol efforts. Then, there are influencing factors, namely internal and external factors. The steps for solving the problem are the solutions given by the author to the two problems. The first solution regarding the implementation of Satlantas patrols is to coordinate with internal and external parties, evenly distribute the members of the Turjagwali Unit, cooperate with local governments, and carry out more intense supervision through the WhatsApp application. Conclusion of this final project is the implementation of Satlantas patrols and forms of improvement. The Satlantas patrol efforts have not been optimal due to the increasing and decreasing number of accidents. So the author provides solutions in the form of problem solving to problems and suggestions.
