Abstract

Various patterns have emerged as a result of globalization when it comes to controlling the kind of threats that a country may face, particularly non-traditional ones. One of them is terrorism, which occurences concentrated in specific places of the world, with North and Sub-Saharan Africa dominating for a variety of reasons. While there are other operational areas contested by various terrorist groups, the Sahel is one of the most well-known, with Al-Qaeda in the Islamic Maghreb (AQIM) being one of the most infamous terrorist groups. Legacies of weak and corrupt governments and institutions, unenforced border security, historical disadvantages, and crippled economies may serve as catalysts for such groups' growing influence, but this paper would argue that the use of sectarianism as a tool of identity mobilization is one of the reasons for AQIM's prevalence as a terrorist group.

Abstract

On November, 4th 2020, the Tigrayan Area became one of the deadly conflict hotspots in the midst of the global pandemic Covid-19. The conflicts are rooted since the Ethiopian People’s Democratic Front (EPRDF) becoming the governing party 30 years ago that reigned by corrupt, dirty, discriminate governance. EPRDF was in coalition with four parties: Amhara Democratic Party (ADP); The Oromo Democratic Party (ODP); Southern Ethiopian People’s Democratic Party Movement (SEPDPM); and Tigrayan People’s Liberation Front (TPLF). Among the four parties, only the TPLF has been promoted and acquired privileges by the EPRDF. These privileges provide TPLF an influence, an important political position, and a military sector, which creates other parties feel excluded. Political friction, sexual violence, and even the issue of ethnic cleansing of Tigrayans underlie the crisis. Since Abiy Ahmed from ODP become a new PM of Ethiopia, it is strongly indicated that his position indirectly supports reprisal against TPLF. The involvement of Eritrea in this conflict, expanding the spectrum of crisis. Deadlock on the solution and the unilateral claims of the Abiy’s successful (offensive) settlement against TPLF, agonizing the situation of the Tigrayan people. Therefore, in this essay, the author will explain how the characteristics of the current conflict situation, the ripeness of conflict, methods of resolution of mediation, and possible solution to construct a stable situation in the Tigray Conflict. Key Words: Abiy, Afrika, Amhara, Eritrea, Ethiopia, Oromo, Tigray, TPLF

Abstract

The involvement of immigrant descent footballers has become an important phenomenon for the demographic changes in the world, partially Europe. This phenomenon has reflected multiculturalism and heterogeneity in European society. The inclusion of foreign footballers into national teams has become common which leads to denationalisation of European national football teams, but the dynamics and complexities have remained under-researched. In this research, we will use the paradigm of constructivism to see Europe as a world society constructed by shared identities and values. This research will analyse how diversification and multiculturalism represented by football in nine countries who heavily impacted by immigrants could shape heterogeneity in European society. The results depict that the existence of immigrant descent footballers reflect the multiculturalism and heterogeneity of the European society.

Abstract

The COVID-19 pandemic comes not only sweeping the world with the high number of deaths and job losses but also gives warning about the threat of climate crisis. Therefore, many international institutions encourage the government to adopt green recovery to revive the economy as well as prepare for climate change mitigation. The crux of this recovery means transitioning energy from coal sector to renewable one. However, Indonesia still has not found the momentum yet, as the recovery chosen by the government is still heavy on coal subsidies. It indicates that the government still focuses on short-term recovery without considering the principle of sustainability. Alas, this paper would like to deconstruct the reason behind such recovery by the Indonesia government. This paper utilizes qualitative research method and collects data from academic literature reviews. Historical institutionalism will be applied in emphasizing the significance of the institution within the domestic and international political structure as well as in analyzing the role of ideas within the society. This paper found that the opportunity for green recovery to be adopted by the Indonesian government is still small due to several factors: 1) long-established relationship between the government and coal industry; 2) constraining factors from the international political structures towards the efforts to abandon the unsustainable sector; 3) lack of public support from the Indonesian society towards the agenda of green recovery.

Abstract

Acquiring an education is one of the Human Rights manifestations. Through education, someone can develop themselves to live a better life. Nowadays, the development of education in Indonesia is unequally distributed. The circumstances where students in urban are easier to access education than students in rural who have difficulty accessing education still exist. Furthermore, education inequality is exacerbated by the COVID-19 pandemic that changed the education system towards e-learning. It required students to quickly adapt to these conditions, although they are not ready to deal with them. West Sumatra is one of the provinces in Indonesia that has been implemented e-learning due to the COVID-19 pandemic. It causes educational inequality. Indirectly, the COVID-19 pandemic has divided students into several social classes due to their ability to access e-learning. Even though, education is a fundamental right for all human beings. This research dissected West Sumatra as the object of research. This aims to determine the extent of educational inequality that occurred in West Sumatra due to the COVID-19 pandemic. This research was uncovered by the concept of Marxism to articulate the educational inequality in West Sumatra during the COVID-19 pandemic. This research provides solutions based on the concept of capacity building, namely the establishment of The Education Care Community as a facilitator for students along West Sumatra to access education easily in the post-COVID times. This is done to realize equality of education for all students.

Abstract

This phenomenon called "paradiplomacy" is used to accelerate the involvement of international cooperation by providing greater access to the state government. Therefore, the state is no longer the only actor, but local actors have begun to take over and participate in international relations activities for the benefit of their respective actors. The concept of Sister City or Twinning or often also called twin cities, is a collaboration between cities, which is formally agreed upon and binding as a long-term sister city. In this concept, any issue can be the theme of cooperation, including environmental and disaster issues. The great debate about paradiplomacy in IR studies arose in the Realist and Constructivism schools. This article examines other perspectives in international relations, namely Paradiplomacy and Sister city, as well as the interrelationships between these key concepts by reviewing previously written articles. This article is divided into several parts. First, the introduction of how the issue of climate change and the concept of sister cities in urban areas can be alternative adaptation and mitigation actions. Then the methodology and data sources used in this paper are described. Furthermore, these findings will be discussed with reference to the theoretical background. Finally, this paper outlines some conclusions and policy implications for the role of sister cities in the US-Germany to become cities that are resilient and resilient in facing climate change risks.

Abstract

Due to its hostile behavior in the Middle East, Iran has been sanctioned severely by the international community. Despite isolation attempts by the international community, Iran is nevertheless regarded as a powerhouse in the regional power constellation, owing to its actions in the Middle-Eastern proxy wars. Acknowledging the anomaly of Iran’s capabilities in spite of heavy sanctions, this research arguably shows how Sino-Iranian relations paves the way for Iran to circumvent sanctions. Subsequent to learning about China’s support for Iran, this research questions if the aforementioned support has an impact on Iran’s actions and status within the regional power constellation. Furthermore, this research also questions the influence of Iran and China’s relations towards the former’s ability in pursuing its aims through the Syrian proxy war against Israel in the account of international sanctions and condemnations. Guided by the concept of balancing by Stephen M. Walt and  an exploitative model of proxy warfare theory, this research finds the Sino-Iranian relations as having a significant effect towards improving Tehran’s capabilities and acquisition of power in the Middle-East power constellation. Moreover, concerning the Iran-Israel proxy war, China’s actions are proven to mainly affect Iran and the Syrian civil war within the political sphere.

Abstract

Indonesia in issuing Australia’s plans to pursue nuclear-powered submarines and the launch of AUKUS as a new security grouping between Australia, the United Kingdom, and the United States aimed at promoting greater defense industry cooperation will be significant considerations for Indonesia. As one of Australia’s major neighboring country, one of Indonesia major concerns will be the significant impact on the region’s military balance. Not only will Australian nuclear-powered submarines will be able to undertake long-endurance, high-speed, stealth operations, but they could be equipped with upgraded missile systems. The Indonesian government viewed the submarine decision ‘cautiously’ and was ‘deeply concerned’ over the continuous arms race and power projection in the region. The aim of this paper is to analyze how Australia’s decision to power up its maritime capability create a security dilemma for Indonesia that left Indonesia ‘jammed’ between two major powers. This could increase the tension in the region. As Indonesia believe the AUKUS will provoke China into developing more sophisticated anti-submarine which would generate anxiety for Jakarta. This could lead into arms race between major powers. The author uses qualitative research to find fact and answer research questions on Indonesia’s concern regarding AUKUS will trigger China and provoke arm race in the region and create security dilemma for Indonesia.
