Abstract

The present study was to the degree of agricultural extension agents’ competency, the dominant factors influence their competency, and also to formulate the model for developing the competency of agricultural extension agents. The study used explanatory research method on 170 agricultural extension agents who work within paddy farmers area (Karawang) and within vegetable farmers area (Garut). Samples from paddy farmers area were taken by using random sampling technique, while those from vegetable farmers area were taken by using census method. Then a data verification was conducted toward 206 farmers who were the clients of the agricultural extension agents. Data collection was conducted during February to April 2009. Data were analyzed using descriptive technique and path analysis. The result of the study showed that the extent of media utilization and the agricultural extension agents’ competency tended to be at a low level. Abstract

The information about training needs for the social service employee toward social extension recently has not been available; therefor it is important to design a training in order to realize the competence of social extension. Lacking of those information due to the fact that there is not a valid dan reliable instrument to collect data on training needs of the social extension. The objective of this research is to determine a valid and reliable instrument to measure training needs on social extension. The research was carried out in October to November 2008 at eleven regencies/cities at south Kalimantan. The total of sample 228 people, taken randomly from the population of social service employee in south Kalimantan. The result of research is four kinds of instrument which is used in this research valid and reliable to measure the traning needs on social extension. The suggestion is the decision to choose instrument which relatively the same about the level of validity and its reliability on the basis of dimension consideration to the training needs that want to know.Key words: training needs, social extension, instrument of training needs assesment

Abstract

Performance is an implementation of work. For agricultural extension agents, performances are indicators of how well they do the job. The objectives of this research were to determine the level of performances of agricultural extention agent and factors affecting them. Data were collected in July through December 2008. A survey technique was implemented among 111 agricultural extension agents who were graduated from UT and among 88 farmers in four different locations, namely Serang, Karawang, Cirebon, and Tanggamus. By using In depth interview, a qualitative information were also used in order to elaborate the findings. Data was analyzed by using descriptive and path analysis. The findings indicated that UT’s graduates had a high level in performances. Several dominant factors influenced their performances. This study suggests several strategies to increase the performances of agricultural extension agents.(Keywords: agricultural extension agents, performances, distance education).

Abstract

Social cultural environment and Clients perception to the traditional health services considered as two important aspects. Social culture environment measured by social culture values and locality wisdom aspects. Clients perception to the traditional health services measured by perception to traditional mid-wife and perception to the traditional health service. Social culture environment that oriented to the health service has a high category, on the other hand, clients perception to the traditional health services has a middle category. Abstract

The arrangement of government institutions in the region, especially in the rural level is very important and urgent. The dominant factors affecting participatory rural development in Bone and Jeneponto Regencies of South Sulawesi province are the aspect of leadership, quality of human resources, awareness and sensitivity, and the level of education of the officers and public awareness. Changing the culture and access to knowledge and technology, both among the officers and the society is the key to the success of participatory rural development. There are three important aspects in the effort to create the prospect of government management and participatory rural development aspects of leadership, good governance and the aspects of sensitivity and concern for the officers. The level of stakeholders participation in all elements Bone and Jeneponto regencies of South Sulawesi Province can be categorized as medium. Achievement motivation and increased competence to the officer should be a prerequisite condition of adequate welfare, a clear career path, and the improvement of internal aspects of the system and working procedures and institutional structures of government. Community empowerment program has been running really well, but there are still weak in terms of socialization, values and traditions of feudalism, bureaucracy, as well as from the aspect of consciousness of citizens. Another phenomenon in terms of community empowerment programs is that the public is more interested in the economically productive program, so that the training programs are often considered less important and less desirable. The most prominent problems of the community empowerment program are transparancy, supervision, and socialization, and community authorities targeted purely as sub optimal.Keywords: institutional governance, participatory, autonomy and government official

Abstract

The collaboration on managing forest resource involves two main actors such as State ForestryCorporation (Perum Perhutani) and forest farmers groups. The objectives of this study are: (1) to explorethe conditions of factors that influence group dynamics of forest farmers group (FFG); (2) to explore thecondition of group dynamic of forest farmers group and to identify several factors influence the groupdynamic (3) to formulate a model of group dynamic of FFG. Several variables are included in this studysuch as potency of individual farmers, effectiveness of empowerment process, role of facilitators,effectiveness of forest farmers’ group leadershi, environmental supports and group dynamic of FFG. Thelocations of the study are in three forest districts area of East Pekalongan, South Kedu and Gundih. Thepreliminary study was carried out in January 2008, and field survey had been accomplished from July toAugust 2008. Populations of the study are forest villagers around state forest areas in three selectedlocations of 889.407 families. Method in this study is survey with questionnaire. Respondents of 408farmers were selected through multistage cluster sampling with disproportional number of respondentseach location. The research data were processed with descriptive analysis and structural equationmodeling (SEM) with LISREL 8.72. The conclusions of the study are: (1) The condition of effectiveness offorest farmers’ group leadership low (score 62); the condition of environmental support is low (score 62)and the condition of facilitators’ role is also low(score 62); (2) Level of group dynamic of forest farmers’group is low. Factors that influence significantly on the low of group dynamic are the low effectiveness offorest farmers’ group leadership, unfavorable environmental supports and low role of facilitators; (3)Model of effective group dynamic are influenced by effectiveness of forest farmers’ group leadership,favorable environmental supports and role of facilitators. Abstract

The mayority of the poor farmers have relativity enough land, approximately 1 Ha per household. Their poverty is considered as relatively poor. There were four factors which make the poor farmers hardly overcome their problems, namely: working pattern which mostly rely on physical potency; low level of adoption of innovation; poverty trap bounding and low competence to manage opportunity and potency. The poor farmers have to be motivated to get involve in learning process. By doing this approachit is hoped that the farmers could change to get bette, more effective dan more productive in land use.Keyword: poor farmers, land, behavior, household’s needs

Abstract

This study was undertaken to identify fish farmer characteristic and supporting institutional, and to know the degree of fish farmer capacity to manage of aquabusiness sustainability. This was done by carrying out a survey involving random sample of 278 fish farmers from Bogor and Cianjur Districts of West Java Province. Both descriptive statistic and independent-samples T-test were used in analysing the data generated from the resesarch. Result presented showed that majority of fish farmers were low on formal education, non-formal education, business experience, family size, income, and business scale, but age was moderate. The supporting of institutional showed that support of financial institutional was low, input production institutional and marketing institutional was high, and information institutional was moderate. Performance of extension worker was low, and supporting of fish farmer group was high. Capacity of fish farmer as follows to practice of business function was moderate, to solve a problem was low, to plan of business and to adapt it to change of environment was high.Key words: capacity, fish farmer, aquabusiness, sustainability

Abstract

The objectives of this study are (1) to get description the family needs of the Outer Baduy Community, (2) to analyze factors that influence the perception of Outer Baduy Community towards the needs of their families; and (3) To get tentative model of Planned Changes, such as intervention, and things that need to be intervened to fulfill the needs of Outer Baduy Community’s Family. (4) Social Interaction through interpersonal communication and with the agent of change had significant relation to the perception of Heads of family on basic needs, safety, loved, and appreciated are felt, and the perception towards the satisfaction on safety, loved, and appreciated; To develop strategy and policy in fulfilling the needs of SCC family of Baduy can be created through the enhancement of standard family’s needs by making a centre of business practice, discussion forum (community information group), escalation of business facility, community participation, the support by opinion leader in Baduy community, private support, and the motive and the awareness to change is high.Key words: community of baduy custom, perception, fulfillment of family needs.

Abstract

This study is proposed in answering to the question of “What types of partisipation do farmers give in developing Rurals Areas in Regency of Konawe”. This study was conducted in the rural areas of farmers who have joined in farmer groups, included outlying rural areas and swasembada rural areas in the Regency of Konawe. Technique of choosing samples was carried out by ”cluster purposive sampling”, i.e., firstly, population is grouped based on regions/rural areas, then 5 respondents are chosen purposively from every farmer (member of farmer group) who have been choosen from 10 rural areas. Finally, 50 samples of respondents are chosen (farmers who are members of farmer group). Data collection was undertaken by three methods, they are: (1) indepth observation, (2) indepth interview, and (3) focus group discussion (FGD). Questions on the implementation of rural area development in list of questionnaire forms are formulated into three stages of categories; they are full participation (PP) with score 3, partly/moderate participation (PS) with score 2, and less participation with score 1. The result shows that type of farmers participations mostly are categorized into partly/moderate participation, that is 72 percent, and the rest, respectively, are 10.66 percent for full participation and 17,34 percent for less participation. Types of participations in developing rural areas in Regency of Konawe were carried out through three models of participation approach, i.e., farmer participation in developing means and infrastructure of rural areas, participation in strengthening sosio-economical rural areas, and participation in improving output of rural area farming. In conclusion, opportunity, competence, and willingness of farmers to take part in developing rural areas are very low because of the barrier of social system from elite groups in rural areas, as well as it is mostly influenced by the dependence of government program realization, as well as social mobilization which is most familiar in rural communities. Therefore, farmers are given few opportunities actively and really in developing their rural areas.Keywords: farmer participation, rural development, social and community prosperity
