Jurnal Kajian Ekonomi dan Pembangunan (JKEP) is a peer-reviewed journal that provides a forum for scientific works pertaining to Development Economics. This journal was first published since June 2019 by the Universitas Negeri Padang.This journal published four times a year and has e-ISSN 2656-0356. JKEP is expected to be used as a reference for academicians in writing a scientific, relevant, and dynamic article to enhance the new generation that is found in writing an academic paper. The Redaction Board accepts only research in the field of legal science that already in the form of a journal article to be considered for publication. The aims of JKEP are to provides immediate open access to its content in the principle of making research freely available to the public as a support for the greater global exchange of knowledge. The language used in this journal is English or Indonesian. Scope of articles published in JKEP is consist of a broad range of topic in the field of development economics, energy economics, environmental economics, international trade, public finance, rural development, regional economics, financial development, monetary economics, industrial economics, Islamic economics, agricultural economics, and labor economics.

Abstract

Capital expenditure plays a critical role in regional economic development, yet its effectiveness is highly influenced by the fiscal capacity of local governments. This study aims to analyze the effect of locally generated revenue, revenue-sharing funds, general allocation funds, and special allocation funds on capital expenditure in Indonesia, with economic growth as a mediating variable. A quantitative approach was employed using panel data regression analysis on 34 provinces in Indonesia from 2019 to 2023. The Fixed Effect Model (FEM) was selected based on Chow and Hausman test results. Path analysis was used to examine both direct and indirect effects between variables. The findings indicate that locally generated revenue and special allocation funds have a positive and significant impact on capital expenditure, while general allocation funds show a significant negative effect and revenue-sharing funds are statistically insignificant. Locally generated revenue and revenue-sharing funds positively influence economic growth, whereas special allocation funds have a negative effect. Economic growth does not significantly affect capital expenditure, thus it does not serve as a mediating variable. The study suggests optimizing local revenue and evaluating the effectiveness of general and special fund allocations. Future research should consider institutional and governance quality as additional explanatory variables.

Abstract

Village development in Indonesia is one of the main focuses in an effort to strengthen the national economy and achieve equitable development. The research method uses descriptive qualitative with data collection of interviews and documentation. The results showed that the development of adequate infrastructure, access to education and health services, as well as local economic empowerment through tourism and agriculture sectors are crucial factors in advancing villages in Indonesia. Fiscal decentralization policies and village fund programs implemented by the central government have had a positive impact on village development, although challenges remain in terms of implementation and sustainability at the local level. The study also found that active community participation and cooperation between the government, local communities, and the private sector are critical to achieving successful village development. Recommendations include improving the management capacity of village governments, strengthening collaboration between various stakeholders, and developing local innovations that are relevant to the village context. This research provides important insights for policymakers and practitioners in designing more effective interventions for village development in Indonesia.
