Abstract

Nizam Zachman Fishing Port (PPS Nizam Zachman) is one of fishing ports in Indonesia that implemented traceability and has export-destination to the United States and the European Union. However, previous study showed that documents recording and fish handling activities in the fishing port were poorly managed. Objectives of this study were to identify structure of supply chain, formulate obstacle factors of traceability, and recommend implementation actions of traceability. Data were collected through observation and interviews with longline tuna fishermen and tuna processing entrepreneurs. Subsequently, data were analyzed by applying descriptive and GAP analysis. The results showed that supply chain of tuna fisheries at PPS Nizam Zachman was started from fishermen, fish landing center, and ended at tuna processing industries. Regarding traceability implementation, 83% of activities at the Nizam Zachman fishing port met the standard. However, improvement was still required for documentation process at fishermen and processing phase, in addition to tuna handling procedures. Factors that impede traceability include e-logbooks filling, tuna handling at unloading process; 1) No regular checking on temperature at every 2 hours; 2) slow loading and unloading speed; 3) Fish are exposed to the floor during transportation process, no refrigerated vehicles were used during transportation process, and no electronics documentation. Some actions to overcome traceability implementation problems are: 1) evaluating and monitoring the fishermen activities; 2) doing periodic quality control in the field; 3) managing collaborations between the government and NGOs and tuna fisheries industry associations.Keywords: GAP analysis, supply chain, traceability, tuna export, tuna handling

Abstract

Pemilihan pangkalan utama kapal pengawas perikanan menjadi sesuatu yang sangat penting dikarenakan dermaga pangkalan kapal pengawas perikanan berfungsi menunjang keberhasilan kegiatan operasional kapal pengawas perikanan. Masalah yang timbul adalah bagaimana cara menentukan dermaga atau pangkalan yang tepat untuk mendukung operasional kapal pengawas pada suatu wilayah perairan agar memperoleh hasil yang maksimal. Tujuan dari penelitian ini adalah untuk menentukan prioritas pangkalan kapal pengawas di WPP NRI-715. Metode analisis yang digunakan dalam penentuan pangkalan prioritas kapal pengawas adalah TOPSIS. Prinsip kerja TOPSIS adalah alternatif yang dipilih harus memiliki jarak terdekat dari solusi ideal positif dan terjauh dari solusi ideal negatif. Hasil dari pengujian 10 alternatif dari 6 kriteria didapatkan Prioritas Pangkalan Utama kapal pengawas perikanan di WPP NRI - 715 adalah : Pangkalan PSDKP Bitung = 1,000; Pangkalan PSDKP Tual = 0,662 dan Stasiun PSDKP Ambon = 0,541. Perangkingan dari alternatif tersebut akan dijadikan usulan sebagai dasar penentuan strategi operasi kapal pengawas perikanan di WPP NRI - 715 sehingga mampu meminimalisasi kegiatan illegal, unreported, unregulated (IUU) fishing. Abstract

consisting of 954 islands with 218.236 tonnes capture fisheries potential. As a leading economic sector in the region, capture fisheries should be maintained sustainably. One of actions that can be done is focusing fisheries development on prime commodities. Purpose of this study were to identify prime commodities and potential commodities in Bangka Belitung waters. Location Quotient (LQ) Analysis, Shift Share (SS), and Specialization Index (SI) were used for data analysis. The result showed that there were three prime commodities i.e., red snapper (Lutjanus campecanus), mackerel (Scomberomorus commerson), and blue swimming crab (Portunus pelagicus). Other potential fisheries commodities in Bangka Belitung Province were grouper (Plectropomus leopardus), yellowtail (Caesio erythrogaster), sea catfish (Arius thalassinus), fork-tailed threadfin bream (Nemipterus furcocus), stingray (Dasyatis sp), and crab (Scylla serrata). Abstract

Fishing with purse seine fishing gear has been carried out by many fishermen, which are generally aimed at catching pelagic fish. Jepara District is one of the coastal areas of the North Coast of Java, located in Central Java Province. This condition makes Jepara Regency have a marine-based economic side of life which has the potential of fish resources that have been used by local fishermen for a long time. The current condition has a tendency to decline in production, which is thought to be due to overfishing. This study aims to obtain an overview of the dominant fish caught by the purse seine and to see the productivity of the purse seine. The research method used is a survey method, by conducting interviews with 20 fishermen, the head of the Ujungbatu Fish Auction Place (TPI) and his staff. The data obtained are data on catch production, composition of types of catch and other data. The results are expected to be able to provide an overview of the dominant fish catch and productivity of purse siene in the waters of Jepara District. The conclusion that can be drawn from this research is that there are three types of fish that are dominant catch, namely layang fish, mackerel and squid. During the last five years (from 2015 - 2019), production tends to experience a significant decline. Meanwhile, the productivity has also decreased as well. Based on the calculation of the productivity level according to KEPMEN KP No.61/2014, the productivity level (2019) of purse seines that land their catch at TPI Ujungbatu Jepara is 4.45, meaning that the production produced in 2019 year is 4.45 tons per vessel 1 GT used. Abstract

Based on information from fishermen and fish entrepreneurs, about 95.5% of the catch landed in the Bacan fishing port is stored in the air blast freezer (ABF) which is targeted for regional and exportsmarkets, while the remaining 4.5% is sold locally. The actual condition shows that the ABF has limited capacity. Furthermore, the need for ice blocks and diesel fuel (BBM) cannot be full filed as the ice factory and fuel station (SPDN) inside the port was not able to meet the current demand. As a result, fishermen have to buy from outside fishing port .In order to improve the port service, development program supported by scientific investigation on existing port performance is required. Therefore, this study aims to analyze the level of utilization and satisfaction of users of cold chain facilities and SPDN in PPP Bacan. The research was conducted at PPP Bacan, South Halmahera Regency, North Maluku Province, from August to September. Data were collected within 2 weeks, from 5 to 19 September 2020. The results showed that the utilization rate of ice factory facilities, ABF, and SPDN had exceeded the optimal limit, while the cold stroge was not optimal. All stakeholders (skippers, fishermen, and fish buyers) expressed their dissatisfaction with the service of the ice factory facilities, ABF, and SPDN, while the cold storage facilities were very satisfied. Abstract

Importer countries of Indonesian fishery products, such as European Union countries (EU) and the United States (USA), are very concerned about the treacebility of fishery products, which lead to some rejection of fishery products obtained from illegal, unreported and unregulated activities (IUU Fishing) in NZFPJ. Approximately 231 vessels, 121 of it are purseiners, conducted fishing operations outside permitted fishing areas and at least 42 vessels were moored outside their assigned fishing ports. Considering the number of violations, this study is aiming at formulating strategies to improve compliance level of fishing vessels. Data from the case study were analyzed using Strengths Opportunities Weaknesses Threats (SWOT) method and Quantitative Strategic Planning Management (QSPM). The results showed that strategies to improve the compliance of purseiners to fishing regulations in NZFPJ are by developing an integrated fishing vessel monitoring system with relevant agencies conducting law enforcement in the field of marine and fishery. In addition, reward and punishment scheme along with education for fishermen and businessmen are required to improve awareness. Lastly, there is need to provide facilities and training to support the monitoring activities. Keywords: IUU fishing, NZFPJ, inspection.

Abstract

This research was aiming at analysing ergonomic aspects and identifying potential hazards resulted from fishing activities. Data was collected from a long line fishing vessel MV Satelit. Analysis of ergonomic aspects focused on four major activities namely setting, drifting, hauling and fish handling. The investigation was conducted to examine the suitability of on board working area with fishermen’s movement. The result showed that on board working area was inadequate compared to fishermen’s movement because of limited zones for fishermen (ranged from 1 – 3 m2/ person) without any safety equipment. Based on Job Safety Analysis (JSA), it was revealed that there were 14 potential hazards emerging from fishing activities; 64,29% of them were moderate risk and the rest were trivial risk. However, fishermen have no significant efforts to prevent those hazards. Keywords: : ergonomic, fishing vessel, occupational health and safety, tuna fishing, potential hazards

Abstract

In the Ministry of Fisheries and Marine Affair Decree No. 45/2014 stated that an environmental consideration should take into account in controlling waste in fishing port area, including ship-generated waste. Marine pollution is one of the factors cause environmental damage including marine environment. Fishing activities is one of activites that has the potential to cause pollution of the sea. The objective of this research was to identify the waste type generated by fishing vessels and identify fishermens’s behavior patterns on the waste handling. The research was conducted in PPN Palabuhanratu (Palabuhanratu Nusantara Fishing Port). The data of waste type were collected from all kind of fishing vessels that grouped base on their dimension. The results show that, organic waste dominated the waste compotition, and from the fishers habit point of view most fishers still ignore the importance of marine pollution prevention effort. Abstract

Fishing activity to catch hampala (Hampala macrolepidota) using gillnet in the Ranau Lake has been quite intensive. However, there is a type of net developed by fishers to catch hampala in the same waters, namely “jaring kekop.” The existence of this net will increase the intensity of fishing in Ranau Lake which is already high, thus affecting the availability of stocks. The purpose of this research is to describe technical and biological characteristic of kekop net and to analyze the sustainability of kekop net fishery to catch hampala in Ranau Lake, South Sumatera. Data was collected by field survey method through direct interviews with fishers, observation and measurement of fishing unit, and participated in the fishing operation trips. The result showed that the jaring kekop used by fishers in Ranau Lake can be classified into the set gillnet with slightly different operation method from the common set gillnet. The SPR (spawning potential ratio) analysis of hampal fish obtained a value of 72% or > 40%, which means that the average fish caught is gonad ripe or fit to catch (SL50 > Lm). The sustainability values of the jaring kekop fishery were 51.4 for technical aspect, 6.5 for biological aspect, and 65.2 for social-economic aspect. From these sustainability values, it can be seen that the jaring kekop fishery in Lake Ranau is sustainable enough. Key words: jaring kekop, hampala fsih, characteristic, sustainability, Ranau Lake

Abstract

The utilization of glass eel (eel seeds) in the Cimandiri River Palabuhanratu has a very important role to support the supply chain for the eel culture industry. The purpose of this study was to estimate the amount of glass eel catch, describe the glass eel eel supply chain system, and measure the performance of the supply chain in eel culture. The research method uses quantitative methods through direct observation and interviews, as well as case studies of supply chain actors. The results showed that the highest catch of glass eel in 2019 was in June at an average of 14,859 grams (14.9 kg). The highest catch of glass eel occurred in the dry season (June - August), with a total catch of 21,884 grams (21.8 kg). The glass eel supply chain mechanism consists of supply chain flow pattern on the product flow, a good and transparent flow of information on each link, and the distribution of two payment systems, namely cash and credit payments. The supply chain performance in the eel culture industry obtained a performance value of 82.63 which indicates that the achievement of the company's supply chain performance is in the good category, and improvements need to be made especially on the deliver process performance indicators with a value of 2.70.
