Abstract

In the era of globalization and the industrial revolution 4.0, the quality of human resources (HR) is crucial for organizational success, especially in educational environments such as the University of North Sumatra. Effective HR management plays an important role in achieving organizational goals. This research aims to investigate the impact of work-life balance and organizational culture on job satisfaction and employee performance at the Faculty of Medicine, University of North Sumatra, while elucidating the role of job satisfaction as a mediator in this relationship. Quantitative research methods with path analysis techniques were utilized in this study. Data were obtained through questionnaires distributed to 99 employees of the Faculty of Medicine, while interviews were conducted to gain in-depth insight into their perceptions and experiences of the variables studied. Additional information was gleaned through documentation studies related to policies, procedures, and organizational culture at the Faculty of Medicine. The results of the path analysis confirm that work-life balance has a significantly negative effect on job satisfaction, while organizational culture has a significantly positive impact on job satisfaction. Moreover, work-life balance also significantly negatively influences employee performance, while organizational culture has a positive and significant effect on employee performance. These findings affirm that job satisfaction acts as a mediator in the relationship between work-life balance and employee performance, as well as organizational culture and employee performance. Based on the research results, it is recommended that the Faculty of Medicine, University of North Sumatra improve the performance appraisal system, address the imbalance between employees' work and personal lives, strengthen a positive organizational culture, and consider other factors such as the quality of work life in an effort to enhance employee job satisfaction and performance. Future studies are encouraged to broaden the scope of variables and sample population to gain a more comprehensive understanding of the factors influencing employee job satisfaction and performance in educational institutions.

Abstract

Higher Education Institutions (HEIs) have come under scrutiny for not sharing their substantial resources and immediate support with nearby communities. As a result, they should not be seen as deviating from the main goals of HEIs in terms of active research, teaching and learning, or scholarship. Therefore, HEIs must reach out to assist nearby communities to raise the profile of the latter, foster its growth, and provide the social capital necessary for sustainable development. This research makes a case that HEIs and communities should establish a collaboration to promote rapid gains in the diversification of the communities' sources of income. HEIs should assist the surrounding communities, aid in community empowerment, enhance the quality of life, and act as change agents to address socioeconomic conditions. The paper draws on existing literature and reports to explore each of the roles of HEIs in community engagement in South African communities. Different databases like Google, Google Scholar, Scopus, AOSIS, ProQuest, and university repositories utilised to search data. Themes were developed and used to search the data until completion. The Thematic Content Analysis (TCA) approach was applied. Additionally, the research is supported by observation and real-world experience. The Social Capital Theory is acknowledged in this article to create the foundation of its argument. The conclusion that can be derived from this research is that for successful transformation and growth, HEIs and communities must work together amicably.

Abstract

The purpose of this paper is to the discuss the design and delivery strategies adopted by institutions of higher education in the challenging times looking mainly at the opportunities and potential challenges posed by utilisation of technology as a mode of curriculum delivery for face-to-face and online learning and assessments. Curriculum change emerged as key focus in restructuring the educational system and strong emphasis was placed on its implementation. Curriculum is a complex and contested terrain that is variously described based on disparate philosophical lenses through which it is viewed. When the word curriculum is used it is generally understood as applying to school education that is to the prescribed learning programmes of schools or more broadly to the learning opportunities provided to school learners, rather than to higher education. The argues that inadequate training regarding curriculum implementation, lack of guidelines for the implementation of curriculum changes and the complexity of managing the new and the old curriculum simultaneously. However, despite the increasing pressure upon academics to interrogate their own systems and disciplinary structures that chiefly focus on a traditional mode of specialised knowledge production, there is limited evidence of significantly changed understanding of curriculum practices. Although, South Africa has unique political, economic, social and cultural needs due to its history to provide justification for curriculum transformation, it still has to deal with fundamental psychosocial, identity and pedagogical identical issues. The paper concludes that technology can be utilized to improve teaching and learning and help our students be successful.

Abstract

This research aims to test the influence of financial ratios and local government characteristics on the financial distress conditions of District/City Local Governments across the island of Sumatra. The financial ratios utilized in this study consist of effectiveness ratio, efficiency ratio, growth ratio, and budgetary solvency ratio. Meanwhile, the local government characteristics include financial independence, population size, area size, and the degree of decentralization. The data used in this research are secondary data obtained from the Budget Realization Report (LRA) published by the Directorate General of Financial Balance (DJPK) of the Ministry of Finance. The data analysis technique employed is logistic regression analysis using Eviews version 10 software. The research results indicate that effectiveness ratio, efficiency ratio, budgetary solvency ratio, financial independence of the region, and the degree of decentralization have a negative influence on the financial distress conditions of local governments. However, growth ratio and population size do not affect the financial distress conditions of local governments. On the other hand, the area size has a positive influence on the financial distress conditions of local governments the island of Sumatra.

Abstract

This study investigates the perceptions of public school teachers with regards to factors that shape the teaching of biology in senior secondary schools in Kwara State, Nigeria. The effective teaching of biology holds a crucial position in equipping students with the requisite knowledge and skills necessary for careers in science and healthcare, underscoring the significance of comprehending the obstacles and enablers educators face in this domain. The study collects data through structured quantitative surveys using a quantitative approach. A simple randomly selected 50 seasoned biology teachers, drawn from public senior secondary schools situated in Kwara State, actively participated in the research. The study found that teaching biology plays a significant role for students pursuing careers in science and healthcare. While the current curriculum is effective in preparing the students for their chosen career, up-to-date resources are essential in enhancing the efficacy of biology instruction in public schools in Kwara State. There is also the need for adequate teacher training and professional development opportunities for effective biology teaching, coupled with the support of the school administration. Students need meaningful engagement and a keen interest in the biology teaching and learning process. There is a need to pay attention to the classroom facilities, laboratory apparatus, and equipment to facilitate effective teaching in biology. The study recommends the need for comprehensive and up-to-date curricula tailored towards biology education needs, continuous teacher training and professional development, support from the school administration to create an enabling environment for the teaching learning process, and student active engagement in classroom learning.

Abstract

Initially, health development relied on efforts to treat disease and restore health, shifting to implementing comprehensive health efforts with an emphasis on efforts to prevent disease and improve health. Adequate health legal instruments are intended to provide legal certainty and comprehensive protection for both providers of health efforts and communities receiving health services. The legal basis for health is regulated in Law Number 36 of 2009 concerning health. Health Law is all legal provisions that relate directly to health maintenance/services. This concerns the rights and obligations of receiving health services (both individuals and levels of society) as well as the implementation of health services in all its aspects, organization, facilities, medical service standards and so on. A Health Worker is any person who dedicates themselves to the health sector and has knowledge and/or skills through education in the health sector, which for certain types requires authority to carry out health efforts. As legal subjects, actors in the health sector such as doctors, dentists, hospital directors, heads of health services, heads of divisions, heads of community health centers always carry out legal actions. Legal actions taken if they conflict with applicable regulations will result in legal sanctions.

Abstract

One of the rights of prisoners is to receive health insurance, but often detainees' health rights are not fulfilled. This is clearly very contradictory where in the Decree of the Minister of Justice of the Republic of Indonesia Number: M.02-PK.04.10 of 1990 concerning Patterns of Development for Prisoners/Detainees, the Minister of Justice of the Republic of Indonesia states in section C regarding health care. Apart from that, Law Number: 39 of 1999 concerning Human Rights Article 4 emphasizes the importance of fulfilling the health rights of prisoners and one of the rights that prisoners have is contained in Government Regulation Number: 58 of 1999 Article 9, namely regarding responsibility for prisoner care, prisoners have the right to receive prisoner care including physical and spiritual care, in terms of health services. However, its implementation is very difficult if it is carried out in accordance with existing regulations, because the expected conditions are different from the conditions in reality. In reality, we often find various kinds of obstacles faced by the management of places of detention, these obstacles include overcapacity in prisons, there is still a lack of special officers in the health sector in the management of places of detention which is still hampered by the problem of limited budget funds. .

Abstract

According to Presidential Regulation of the Republic of Indonesia Number 70 of 2023 concerning Allocation of Land for Investment, mining business permits may be granted to community organizations, as explained in Article 2 paragraph 1 letter f, Article 4 paragraph (5) letter c, Article 9, and Article 12 paragraph (1). This regulation also opens up the possibility of land allocation for various types of business entities, from small to large scale. However, one thing that is not yet clear is how indigenous communities can be more involved in mining management. That when talking about mining management permits for communities, the importance of accommodating indigenous communities is not only limited to the organizational level. Management of mineral and coal resources should contribute significantly to the economy and welfare of indigenous communities. Clear regulations are needed regarding the recognition and protection of the rights of indigenous communities as well as increasing the capacity of indigenous communities in the mining sector. This can be implemented through collaboration with BUMN in the mining sector as the aim is not only to focus on profit but also on community welfare as an agent of development.

Abstract

Abstract: We evaluate the effectiveness of the implementation of South Africa’s industrial policy between 1994 and 2023, to provide policy makers with informed recommendations for improving the effectiveness of this policy. The methodology used in this paper is that of the desktop literature review of government policy documents, legislation, industrial output reports, and academic work related to South African industrialization. We find that South Africa’s industrial policy in South Africa failed to reach its stated targets as there were many problems that contributed to its ineffective implementation. The study recommends that policymakers must revise its industrial policies (to improve its clarity, consistency, and scope) and improve the services provided by the public sector, to enhance industrialization’s effectiveness in growing South Africa’s economy.

Abstract

Climate change as a human security threat has weakened the ability of states to deal with severe weather patterns, droughts, land degradation, flooding, and other climate-related changes. This has significantly affected poor communities in developing countries as they are prone to low precipitation, high temperatures, and high poverty levels. In light of this, communities in Lesotho have for generations been adapting to climate induced hazards and risks by developing situation specific livelihood practices and building resilience of their households and communities. Nonetheless, in recent years, the increasing intensity and frequencies of climate extremes have revealed the limitations of indigenous and local knowledge in dealing with the scourge of climate change. As such, the need for the integration of indigenous and scientific knowledge systems in coping with and adapting to climate change. The study being qualitative in nature relied on the extensive review of purposively selected written sources which include journal articles, books, book chapters, Government publications, newspapers, magazines as well as a Key Informant interview to collect data which was analysed using thematic and content analysis techniques. The study established that, integrating traditional and scientific knowledge systems in dealing with climate change vulnerability and impacts in Lesotho is critical for policy makers to develop multi-level, multi-dimensional, multi-hazard and multi-disciplinary adaptation and resilience-building strategies and solutions that are sustainable, cost-effective and participatory. The integration of the scientific and indigenous knowledge and practices will help in proactively identifying current and future risks and hazards thus enabling the better implementation of climate-change policies in Lesotho.
