Abstract

This study examines the DAU (Dukcapil Ada Untukmu) service innovation as a government communication strategy in the development of a Smart City in Karawang Regency. The central research question guiding this study is: how is the DAU service innovation implemented as a government communication strategy, and to what extent does it support the Smart City development agenda in Karawang Regency? Employing a qualitative approach through in-depth interviews, field observation, and documentation study, this research analyzes the implementation of the DAU service within the framework of Rogers' Diffusion of Innovation Theory, encompassing five stages: knowledge, persuasion, decision, implementation, and confirmation. The findings reveal that the community of Karawang responded positively to the DAU service innovation. The service has demonstrably accelerated and simplified access to civil registration documents, particularly for vulnerable groups who previously faced geographical and administrative barriers. Field findings further highlight the strategic role of Community Social Workers (Pekerja Sosial Masyarakat/PSM) as effective diffusion agents, bridging communication between the government and residents at the village level. These findings indicate that the DAU service has successfully traversed all five stages of innovation diffusion in a sustained manner. This achievement simultaneously reinforces the foundation of smart governance within Karawang's Smart City ecosystem. Academically, this study contributes to the literature on government innovation diffusion by demonstrating how community-based intermediaries can accelerate public service adoption, while opening opportunities for replicating similar service models in other regions with comparable social contexts.

Abstract

Background: Retention of qualified university lecturers is a critical challenge for higher education institutions in Indonesia, particularly in Mataram City, as a large number of staff are attracted to sectors with access to superior resources. Although a supportive work environment is a well-established factor in retention, inconsistent research results suggest the need to investigate interconnecting variables such as person-organization fit.Objective: The purpose of this study is to examine the mediating role of Person-Organization Fit (POF) in the impact of Supportive Work Environment (SWE) on Employee Retention (ER) among university lecturers.Methods: Data were collected from 176 lecturers at four institutions in Mataram City using a quantitative survey method. SmartPLS 4.0 software was used to analyze the data using Structural Equation Modeling – Partial Least Squares (SEM-PLS).Results: Supportive Work Environment significantly enhances employee retention (β = 0.233). Moreover, SWE significantly influences Person-Organization Fit, which in turn considerably affects Employee Retention. The association between SWE and ER was significantly mediated by POF (β = 0.267), which was the most notable finding.Conclusion: Lecturer retention depends on the alignment of personal values with organizational goals in a supportive work environment facilitated by digital integration. These findings help institutions formulate human resource policies that maintain the quality and stability of their educational programs.

Abstract

Penelitian ini bertujuan untuk menganalisis posisi bukti ilmiah sebagai bukti dalam perkara perdata lingkungan hidup di Indonesia. Perkara lingkungan hidup memiliki karakteristik khas yang membutuhkan pembuktian hubungan sebab akibat yang kompleks antara tindakan melawan hukum dan terjadinya pencemaran atau kerusakan lingkungan. Keterbatasan bentuk bukti konvensional dalam hukum acara perdata mendorong penggunaan bukti ilmiah, seperti hasil uji laboratorium, laporan penelitian, dan kesaksian ahli, untuk mengungkap kebenaran materiil. Penelitian ini menggunakan metode penelitian hukum normatif dengan pendekatan hukum perundang-undangan, konseptual, dan kasus. Bahan hukum yang digunakan adalah Peraturan Mahkamah Agung Nomor 1 Tahun 2023 tentang Pedoman Penegakan Hukum Perkara Lingkungan Hidup, serta putusan pengadilan dan literatur hukum yang relevan. Teknik analisis dilakukan secara kualitatif menggunakan penalaran deduktif. Hasil penelitian menunjukkan bahwa bukti ilmiah memainkan peran strategis dalam membuktikan sebab akibat serta pencemaran atau kerusakan lingkungan hidup, meskipun belum secara eksplisit diatur sebagai kategori bukti independen dalam hukum acara perdata. Dalam praktiknya, posisi bukti ilmiah diperkuat melalui kesaksian ahli di pengadilan, yang kemudian dinilai oleh panel hakim dan dimasukkan ke dalam penalaran yudisial, sehingga berkontribusi pada keadilan lingkungan dan kepastian hukum dalam kasus perdata lingkungan.

Abstract

Access to healthcare services constitutes a fundamental right enshrined in the Constitution of the Republic of Indonesia. Despite this guarantee, underprivileged communities encounter persistent barriers to adequate healthcare, including economic hardship, geographic isolation, insufficient healthcare infrastructure, and disparities in service distribution. This study analyzes the legal policies that govern healthcare services for underprivileged communities in Indonesia and evaluates their effectiveness in promoting equitable healthcare access. Employing a normative legal research method, the study utilizes statutory and conceptual approaches to examine key legal instruments, such as the 1945 Constitution, Law Number 17 of 2023 on Health, Law Number 40 of 2004 on the National Social Security System, and Law Number 24 of 2011 on the Social Security Administering Body. Data were gathered through a literature review of legislation, academic publications, and policy documents, and analyzed using qualitative descriptive methods. The findings indicate that Indonesia has developed a comprehensive legal framework to safeguard the right to health, notably through the National Health Insurance Program (JKN) administered by BPJS Kesehatan. However, the effectiveness of these policies is limited by unequal healthcare infrastructure, shortages of healthcare personnel, administrative inefficiencies, and insufficient public awareness of healthcare regulations. The study concludes that enhancing legal implementation, upgrading healthcare facilities, improving intergovernmental coordination, and broadening public access to health information are critical for achieving equitable healthcare services and fulfilling the constitutional right to health for underprivileged communities. This research contributes to the discourse on health law and public policy by offering a comprehensive legal analysis of healthcare protection for underprivileged communities and emphasizing the necessity of strengthening policy implementation to realize equitable healthcare access and social justice in Indonesia.

Abstract

The high turnover intention among Generation Z employees is a challenge for construction service companies because the human resource management approach that focuses on financial compensation has not fully met this generation's needs for recognition, self-development, and work meaning. This study aims to analyze the effect of non-financial rewards and innovative recognition on turnover intention with job satisfaction as a mediating variable in Generation Z employees in construction service companies in Denpasar City. The study used a quantitative approach with a survey method of 112 Generation Z employees in five construction service companies that are members of Gapeksindo in Denpasar City. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results showed that non-financial rewards had a negative and significant effect on turnover intention (β = -0.480; p < 0.001), while innovative recognition also had a negative and significant effect on turnover intention (β = -0.249; p = 0.038). Non-financial rewards (β = 0.522; p < 0.001) and innovative recognition (β = 0.293; p < 0.001) had a positive and significant effect on job satisfaction. However, job satisfaction did not significantly influence turnover intention (β = -0.195; p = 0.203), thus not mediating the relationship between non-financial rewards and innovative recognition with turnover intention.

Abstract

Corruption as an extraordinary crime requires effective asset recovery, but the conviction-based forfeiture system in Indonesia has proven to be non-optimal with a low rate of asset return because it relies on criminal judgments with permanent legal force (Hibnu Nugroho, 2026; Graviddita & Wijayanto, 2025). This normative legal research with a legislative, conceptual, comparative, and case approach examines the concept of Non-Conviction Based Asset Forfeiture (NCB) as an alternative instrument for asset return. The results of the study show that the NCB has juridical urgency through the ratification of the UNCAC (Law Number 7 of 2006) and sociological urgency to recover state losses (Hasibuan, 2025). The Asset Forfeiture Bill which carries a double track system is a progressive step to overcome the weaknesses of the existing mechanism, especially in the case of perpetrators dying or fleeing (Hukumonline, 2026). Nevertheless, the implementation of the NCB faces serious challenges related to the protection of human rights, the potential for abuse of authority (Narendra Jatna, 2025), and the protection of third parties in good faith (Andini, Boer, Tanjung & Odelia, 2025). This study concludes that the implementation of the NCB requires strict and accountable normative arrangements to balance the effectiveness of law enforcement with the protection of citizens' constitutional rights, so that this mechanism can be a fair and effective instrument in eradicating corruption in Indonesia.

Abstract

The introduction of Minister of Home Affairs Regulation No. 108 of 2019 has raised concerns regarding marriage registration in Indonesia. It presents a challenge for couples whose marriages lack official documentation, as they have the option to register their union at the Population and Civil Registration Office through the endorsement of a Letter of Absolute Responsibility (SPTJM). Subsequently, they receive a Family Card affirming their marital status despite the absence of a marriage certificate, which is also reflected in their Identity Card (KTP). However, this practice of informal marriage registration deviates from the maqasid of sharia, which seeks to uphold the welfare of the community by failing to satisfy the fundamental human necessities of religion, life, intellect, lineage, and property. Such non-compliance with the sharia objectives contradicts the utilitarian principle, which dictates that moral actions should promote overall happiness. Consequently, unofficial marriages can have adverse effects on spouses and offspring, running counter to the utilitarian notion of maximizing happiness. This research endeavors to scrutinize the challenges surrounding the legitimacy of unregistered marriages in Indonesia, focusing on the stipulations delineated in Minister of Home Affairs Regulation No. 108 of 2019 regarding the prerequisites and processes for population and civil registration. Employing a normative approach to library research, this study reveals that marriages deemed valid by religious standards yet lacking official documentation often give rise to myriad legal complications affecting both couples and their progeny. The lack of alignment between Permendagri 108 of 2019 and Law Number 1 of 1974 engenders inefficiencies in marriage registration procedures, potentially fostering concerns about the escalating prevalence of informal marriages or successive unions, thereby undermining the efficacy of marriage registration mechanisms in the foreseeable future.

Abstract

Background of the study: Global warming is a significant problem that many experts have discussed because it relates to the world's future. A few countries are experiencing the impacts of global warming, which can affect large populations. Indonesia is also one of the countries at high risk. One of the factors that can cause global warming is CO2 emissions. Low income or poverty is another problem that arises in Indonesia. The Indonesian population currently living below the poverty line is 9.76%. According to the World Bank, 1 in 10 people lives below the poverty line. Increasing CO2 emissions related to anthropogenic activities can also increase the poverty rate. This study investigates whether there is a long-term relationship between CO2 emissions and poverty in Indonesia from 2000 to 2022. This study will examine the direction of influence between the two variables, and the results indicate that CO2 emissions have a one-way relationship with the poverty rate in Indonesia. The data collection process was conducted without significant constraints, and the pooled time-series data derived from the long-run Granger causality test are appropriate for analysis. The selection of an annual data series is justified because the quarterly data series was not available. The choice to utilise an annual data series is justified, as the quarterly data series was not accessible. The Granger representation theorem establishes unidirectional causality, elucidating the impact of poverty on CO2 emissions. It is reasonable to hypothesise that contemporaneous correlation or feedback presence reinforces the implications of model one (unidirectional Granger causality), which reveals the relationship between Y1t and Y2t, provided that the correlation is not excessively strong (two-way causality cannot occur). This research found that CO2 emissions exhibit a unidirectional association with Indonesia's poverty level. CO2 emissions impact poverty in Indonesia. Indonesia's economy is expanding, as demonstrated by the persistent upward trajectory in economic activities. The consistent expansion of economic activity has led to increased CO2 emissions. This study will contribute to the growing body of evidence on the relationship between low income and CO2 emissions. The technology used determines the level of CO2 emissions. The new insights pertain to environmental and development economics, as well as social policies. Providing alternative energy is a means to control CO2 emissions. In addition, welfare policies can be implemented to anticipate and minimise the impact of increased CO2 emissions. The choice of technologies and relevant factors may shape CO2 emissions. The level of CO2 emissions in this study is determined by examining Indonesia.
