Abstract

Taxation Politics of Legal Local Stady on the Local Prevision Provindents Southeast Sulawesi in 2024 South Halmaherata Good as a Real Discipline Public Finances Thus, the purpose of this research is to examine regional taxation policies that play a significant role in improving local revenue with legal certainty, justice and public welfare as part of strengthening good governance in the region. That said, local taxation policies inflict many juridical and administrative problems in relation to regulatory alignment; tax authority and accountability; as well as regional fiscal interests vs. the economic rights of communities. Thus, this study examines two main problems: 1) the legal politics of the establishment of regional regulations; and 2) To what extent is the principle of law creation in relation to legal certainty, justice, and good governance from the regulation. The research used a normative juridical method which is the statutory, conceptual and analytical methods by analyzing Law, legal doctrine, strategic policy and literature relating to taxation law and regional government. The results indicate that the regulation is an attempt to consolidate regional fiscal autonomy and maximize local income, but issues exist in regulatory concurrentness, effectiveness of implementation, public participation, and taxpayer legal protection. The regulation also expresses a political direction to empower regional revenue, while remaining in need of a strengthened supervision and accountability system. Academically, the study enriches the premier debate on taxation law and regions by ensuring that fiscal decentralization policies in Indonesia region closely reflect principles of legal certainty, justice, transparency and democratic accountability as underlined in Indonesia’s regional taxation system.

Abstract

This study examines how Perceived Village Fund Governance (PVFG) shapes Cooperative Readiness (CR) and Inclusive Rural Welfare (IRW) among rural households in North Sumatera, Indonesia, and whether Cooperative Readiness mediates the governance–welfare relationship. Drawing on household-level survey data (n = 343) from villages receiving Village Fund transfers under Indonesia's Village Law No. 6/2014, the study employs Partial Least Squares Structural Equation Modeling (PLS-SEM). The measurement model demonstrates adequate reliability and validity across all three reflective constructs. Structural estimation reveals that PVFG exerts a strong positive influence on CR (β = 0.663, f² = 0.785) and a significant direct effect on IRW (β = 0.397), while CR positively influences IRW (β = 0.370). The indirect effect of PVFG on IRW via CR is statistically significant (β = 0.245, VAF = 38.19%), confirming partial mediation. PLSpredict results indicate medium out-of-sample predictive power. These findings establish Cooperative Readiness as a substantive meso-level mechanism through which village fiscal governance translates into household-level inclusive welfare, complementing the well-documented direct governance–welfare channel. The study contributes micro-institutional evidence to the decentralization, cooperative, and inclusive development literatures, and offers actionable guidance for Village Fund reform in Indonesia.

Abstract

Purpose, Despite the substantial fiscal decentralisation embodied in Indonesia's Village Fund Programme (Dana Desa), persistent governance deficits continue to erode public trust in village government. This study develops and empirically tests a theoretically grounded model that positions accountability as the mechanism through which transparency of village fund reporting and community engagement translate into public trust, while investigating perceived corruption risk as a boundary condition that attenuates this mechanism.Design/methodology/approach, A cross-sectional survey was administered to 437 respondents drawn from purposively selected villages in three districts of North Sumatera Province, Deli Serdang, Simalungun, and Mandailing Natal, representing diverse administrative capacities and socio-economic contexts within a single province. Partial Least Squares Structural Equation Modelling (PLS-SEM) using SmartPLS 4 was employed to assess the measurement and structural models, including mediation via bootstrapping and moderation through the product-indicator approach.Findings, Transparency and community engagement each exert significant positive effects on accountability, which in turn robustly predicts public trust. Mediation analyses confirm that accountability fully mediates the transparency–trust pathway and partially mediates the community engagement–trust pathway. Critically, perceived corruption risk significantly moderates the accountability–trust relationship, such that its salience substantially weakens the trust-generating capacity of accountability, even when accountability practices are formally observed. Digital reporting systems are confirmed as a significant antecedent of perceived transparency.Research limitations/implications, The cross-sectional design precludes causal inference, and the purposive sampling strategy constrains generalisability beyond the sampled districts. Future longitudinal research should track temporal dynamics and examine inter-village heterogeneity across North Sumatera's diverse adat governance traditions.Practical implications, Village governments should invest in institutionalising digital reporting platforms and structured participatory budgeting to concurrently raise transparency and community engagement. Anti-corruption communication strategies must accompany accountability reforms, as corruption risk perceptions independently suppress trust-building efficacy.Originality/value, This study advances public governance and public economics literature by articulating the conditional nature of the accountability–trust nexus within a fiscal decentralisation context, demonstrating that structural accountability reforms are necessary but insufficient when citizens carry entrenched corruption risk beliefs. The findings provide one of the first moderated-mediation examinations of village fund governance using variance-based SEM in a North Sumateran context, extending prior Java-centric research to a province with distinct customary governance traditions.

Abstract

Teaching track and field events like the discus throw is often difficult, especially when schools lack proper facilities and teachers are forced to rely mostly on verbal instructions. To address this gap, this study focuses on developing a "swing trainer"—a mechanical training aid designed to help students learn the basics of the discus throw even in schools with limited sports infrastructure. We used a Research and Development (R&D) approach based on the 4D model, conducting the research over a 13-month period through three main phases: needs analysis, product design, and product testing. The final prototype features a 180 cm circular swing plane attached to an adjustable support frame. We based the design on biomechanical principles so that it accurately mimics the ideal arm trajectory during a throw. When we tested the device at SMAN 4 Surakarta, the trials showed that it works very well as a physical guide for motor learning. By restricting the arm's path, it helps students repeat the correct movement until it becomes natural. The results highlighted a significant jump in the students' technical skills, with their average scores rising from 73 in the pre-test to 88.25 in the post-test. Additionally, usability and functionality assessments gave the device a "Highly Feasible" rating (averaging 88.5%). Ultimately, the swing trainer proved to be a practical and affordable tool that allows students to safely practice and master the fundamental movements of the discus throw, even when training space is highly restricted.

Abstract

Despite strong international and national legal guarantees, a significant normative gap prevents the substantive fulfillment of the right to education in the remote borderlands of West Kalimantan, Indonesia. This study addresses two critical research questions: what structural, administrative, and socio-economic barriers drive local students to migrate to schools in neighboring Sarawak, Malaysia, and how can conflicting layers of law be effectively harmonized to meet local needs? Employing a qualitative-prescriptive normative juridical method, this research integrates statutory, conceptual, and comparative approaches, while utilizing the mechanism of Maqasid al-Shariah—specifically Hifdh al-'Aql (preservation of intellect)—to evaluate state governance over vulnerable populations. The findings reveal that uneven teacher distribution, severe infrastructure deficits, and centralized curriculum rigidity interact in a reinforcing cycle of inequality, forcing families to choose foreign schooling that aligns better with local socio-economic and vocational realities. To resolve this systemic friction, the study builds a multi-level, contextual framework for legal harmonization across normative, institutional, and social dimensions, advocating for differentiated fiscal allocation formulas, flexible cross-border vocational curricula, and the formal integration of traditional adat governance structures into school systems. Ultimately, this research provides a vital academic contribution to socio-legal and educational scholarship by offering a structured method to bridge the top-down normative-empirical divide, providing a practical blueprint for policymakers to secure educational equity and reinforce national resilience along international frontiers

Abstract

This research aims to analyze the role of the Tourism Awareness Group (Pokdarwis) in the development of an ecotourism village in Pekon Kiluan Negeri, Tanggamus Regency, which integrates institutional, creative economy, and ecological conservation dimensions. Although Kiluan Bay possesses a geographical advantage as a dolphin habitat, fluctuations in tourist arrivals and managerial limitations pose significant challenges to achieving sustainable development. Utilizing a qualitative case study approach, data were collected through technical triangulation, including in-depth interviews with eight key informants, participant observation, and documentation conducted between March and April 2026. The results indicate that the Pokdarwis in Pekon Kiluan Negeri has transformed into a "Hybrid Institution" capable of simultaneously aligning three main pillars. In the institutional aspect, Pokdarwis established a foundation through a clear organizational structure and digital-based coordination. In the economic dimension, the group successfully encouraged community income diversification through the development of creative MSMEs and inclusive tourism services. Meanwhile, in the environmental aspect, Pokdarwis carried out monitoring functions for marine mammal habitats and community-based waste management. The success of this integrative model is evidenced by Pekon Kiluan Negeri's achievement as the second-place winner in the 2023 National Archipelago Tourism Village Competition. The study concludes that continuous strengthening of managerial capacity and ecological literacy within grassroots institutions is the primary key to achieving a balance between economic profitability and the preservation of coastal ecosystems

Abstract

The financial performance of micro, small, and medium enterprises (SMEs) is shaped not only by the availability of capital or market conditions, but also by the socio-demographic characteristics of the entrepreneurs who manage them. Despite growing scholarly attention to financial literacy and its influence on business performance, the relationships between demographic factors particularly ethnicity, gender, and financial capability remain scattered across disconnected bodies of literature spanning multiple disciplines and geographic contexts. This systematic literature review synthesizes findings from 31 studies with the aim of constructing an integrative framework that explains how demographic factors shape financial behavior and, in turn, influence SME performance. Articles analyzed in this review were published between 2015 and 2024 and selected using the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) protocol. Applying stringent inclusion and exclusion criteria, articles were sourced from the Scopus, Web of Science, and Google Scholar databases. The findings reveal that financial capability, encompassing knowledge, skills, attitudes, and self-confidence functions as a primary mediating variable between demographic characteristics and the quality of financial decision-making. Gender influences access to financial resources, risk tolerance, and entrepreneurial orientation, while ethnicity and cultural values shape financing preferences, trust in formal financial institutions, and long-term planning behavior. Furthermore, financial inclusion and access to formal credit serve as factors that either strengthen or weaken these relationships across diverse national and cultural contexts. Taken together, these findings underscore the need for policy interventions that account for demographic factors, as well as the development of financial education programs that are responsive to the diverse needs of SMEs.

Abstract

Transactional politics has become a fundamental challenge in the consolidation of democracy in Indonesia. The phenomenon of "money politics" and the high cost of political contests often stems from an electoral system design that is less capable of curbing short-term exchanges of interest between candidates, political parties, and voters. This article aims to analyze the urgency of reconstructing the electoral system in Indonesia as a strategic step to minimize transactional practices that undermine the integrity of the democratic process. The research method used is juridical-normative with a descriptive-analytical approach, examining election regulations and literature related to voter and political party behavior. The study finds that the open-list proportional system currently implemented, despite increasing candidate proximity to constituents, actually triggers internal political cannibalism and high-cost competition that widens the gap for transactional politics. As a solution, this article proposes reconstruction through three main pillars: first, redesigning the electoral system to emphasize strengthening party institutions rather than just figure-based politics; second, reforming political party financing systems to be transparent and accountable in order to reduce dependence on illicit donors; and third, strengthening law enforcement through the synchronization of electoral supervisory authorities. This reconstruction is expected to shift political orientation from a transactional model toward an idea-based politics grounded in programs and integrity. The conclusion of this article asserts that without structural changes to the electoral system, efforts to eradicate transactional politics will remain superficial without addressing the root of the problem.

Abstract

The government's procurement policy of goods/services has the strategic potential to empower domestic products through large state expenditure allocations. This study aims to analyze the implementation of these policies, measure the effectiveness of price preferences, and identify the main obstacles faced by local providers. The research method uses a qualitative approach with a case study type, involving in-depth interviews with 25 local goods/service providers, observation of 40 tender packages in five local governments, and analysis of secondary data from the LKPP e-Catalog for the January-December 2024 period. The results of the study show three main findings. First, the level of use of domestic products increased but was dominated by products with a Domestic Component Level (TKDN) of 25-40% (62% availability, 48% orders), while TKDN products >60% only controlled 12% of availability and 17% of orders. Second, the price preference policy effectively increased the victory of local TKDN products ≥40% to 61.2%, but the average price difference was still 9.5% higher than imported products, indicating dependence on protection. Third, the main obstacles to local providers include difficulties in TKDN certification (88%), technical specifications leading to imported products (76%), and slow payments (72%). This study concludes that government procurement policies for domestic product empowerment have shown progress but still face structural challenges. It is necessary to simplify certification, strengthen supervision of tender specifications, guarantee payment discipline, and long-term local industry capacity building programs so that these policies really have an impact on national economic independence.

Research This emphasize on management personnel in the sector the public which is element key in success organization that currently This do sevara significant that is The Republic of Indonesia National Police, specifically the SSDM Polri as unit parent management of Indonesian Police human resources . The performance of personnel who are something achievement and become size success from something organization needs to be optimized . After identified from a number of problems that exist in the organization , there are a number of the actor who is considered can influence performance personnel namely Job Design, Job Satisfaction and Organizational Citizenship Behavior (OCB). Analysis done by the method quantitative through survey . By using total sampling from population as many as 341 personnel 229 respondents were obtained among them group Pamen, Pama and Bintara who participated. Data processed use Partial Least Square-Structural Equation Modeling (PLS-SEM) method with SmartPLS software version 4.1. The result prove that each job design has positive and significant influence in a way directly Good to performance and OCB, and OCB has role in influence the relationship between job design and performance . Job satisfaction has positive and significant influence in a way directly to performance and also OCB, and OCB also plays a role mediate connection between job satisfaction and performance personnel . From the results it is proven that job design has more influence strong to performance with OCB as mediation . In addition results study prove that there is influence positive and significant between OCB and performance personnel .
