Jurnal Kebijakan Publik contains articles and scientific papers in the form of research and non-research results, both in government institutions or in the community. This journal focuses on the theoretical and practical study of public policy starting from the formulation, implementation, and evaluation of policies carried out by the government in dealing with the changing needs and demands of society. Therefore, the publication of this journal as a scientific media regarding issues of public policy, both in the form of legislation, legal government, regional regulations, policy government, and government programs and actions. The publication of this journal aims to disseminate theoretical and practical studies in the field of public policy throughout higher education, government institutions, non-governmental at the central, provincial, and city/district levels.

Abstract

The Dandan Omah program is a government initiative aimed at rehabilitating uninhabitable housing to assist low-income families in obtaining decent living conditions. This initiative is in accordance with Surabaya Mayor Regulation Number 7 of 2024 concerning the Social Rehabilitation of Uninhabitable Houses in Surabaya City. The purpose of this study is to analyze and describe the extent of the implementation of the Dandan Omah Program in Kedung Cowek Village, Surabaya City. The research method used is qualitative with a case study approach with the technique of determining informants through purposive sampling. The data collection technique was a combination of three ways, observation, interviews, and documentation. Data were collected through a triangulation of methods, including observation, interviews, and documentation, and were analyzed using the interactive model of analysis proposed by Miles, Huberman, and Saldana. The findings of this study focus on three focuses: (1) Program suitability with the target group: the program has clear objectives,policies, and budgeting that address the needs of the intended beneficiaries, supported by the e-Rutilahu coordination strategy; (2) Program suitability with the implementing organization: the implementers carry out their roles and responsibilities effectively, conduct outreach and training, and receive positive feedback from the program beneficiaries; (3) Suitability of the target group with the implementing organization: he program is well-targeted, appropriately implemented, and prioritizes poor families residing in uninhabitable housing. Nevertheless, the study also identifies an existing information gap between program implementers and beneficiaries, particularly regarding policy details and budget allocations.

Abstract

The current condition of public services is facing various significant challenges and opportunities. Public services include various types of services provided by the government, one of which is services in the health sector. RSUD R.T. Notopuro Sidoarjo is a type A hospital, in providing services there are still problems such as long queues, slow service and lack of human resources, which are the main obstacles. This study uses a qualitative method with a descriptive research type. Data collection techniques include observation, interviews, documentation. The results of this study indicate that the effectiveness of public complaint services at RSUD R.T. Notopuro Sidoarjo is said to be successful, can be stated as follows by 1) High productivity in handling complaints, shown by the number of staff and complaints resolved within a certain period. 2) Efficient service through fast response times once complaints are received. 3) Quality of service marked by consistency and transparency in complaint handling. 4) Flexibility in offering multiple channels for submitting complaints and adaptive policies. 5) Development of the complaint system is progressing well, supported by sufficient resources and effective use of information technology. 6) Public satisfaction is relatively high, especially in terms of complaint resolution, though some units still require improvement. 7) Service excellence is reflected in overall quality improvements.

Abstract

This study addresses the issue of suboptimal public service delivery, which is often attributed to gaps in the competencies of civil servants (ASN), especially in the areas of technical and managerial capacity. The main objective of the research is to evaluate the extent to which civil servant competencies influence public service performance, guided by Government Regulation No. 30 of 2019 on Civil Servant Performance Assessment. The study also aims to identify the supporting and inhibiting factors that affect competency fulfillment in delivering effective services. Using a qualitative descriptive approach, the research was conducted at the Social Affairs Office of West Kotawaringin Regency. Subjects involved in this study included structural officials, functional staff, and administrative personnel. Data were collected through direct observation, in-depth interviews, and documentation, while the analysis employed qualitative content analysis techniques. The findings reveal that civil servants demonstrate adequate socio-cultural competencies, such as empathy and adaptability in community interactions. However, deficiencies were identified in technical skills, especially among new employees unfamiliar with digital systems, and in managerial practices, including poor coordination and unclear delegation. Public service performance—measured through effectiveness, efficiency, and economy—was hindered by outdated infrastructure, excessive reliance on manual processes, and budget inefficiencies. Supporting factors include clear regulatory frameworks, committed leadership, and basic facilities. Meanwhile, constraints include limited training opportunities, inadequate staffing, and poor digital data management. The study concludes that enhancing civil servant competencies through targeted training, integrated digital systems, and strategic resource planning is crucial to improving public service performance. These findings have practical implications for strengthening human resource development policies in local government administration.

Abstract

SAMSAT (One Roof Integrated Administration System) is a government institution in Indonesia that is tasked with managing motor vehicle administration. Samsat also functions to facilitate the administration of motor vehicles, especially in the issuance of STNK, TNKB (vehicle registration plate), Motor Vehicle Tax Payment (PKB), Motor Vehicle Transfer Fee (BBNKB), and Mandatory Contributions to Road Traffic Accident Funds. The Samsat Office operates with the aim of providing fast, efficient, and transparent services to the public. The purpose of this study is to describe and analyze the Quality of Payment Services. The method used is descriptive qualitative, using observation and interview techniques. The results of the study The Joint Samsat Office of Bangkalan Regency is obliged to satisfy its customers as a public service organization. This is one effort to increase public satisfaction in terms of service quality. The author will describe the data analysis in accordance with the research plan that has been in the research proposal on the Quality of Motor Vehicle Tax Payment Services at the Joint Samsat Office of Bangkalan Regency after summarizing the results of the study in the form of interviews and other supporting data related to the Bangkalan Samsat Office. There are several dimensions of service quality at the Samsat Office that are still lacking, so it requires improvement in the performance of employees/apparatus at the Samsat office in Bangkalan Regency.

Abstract

Village funds are one part of village finances that come from APBN transfers and are used by village governments to improve the welfare of village communities in accordance with the priorities for using village funds. The policy on the use of village funds has been stated in Permendes Permendes Nomor 7 Tahun 2023 Tentang Rincian Prioritas Penggunaan Dana Desa. Village funds must be allocated for the welfare of the village community, one of which is through the realization of development. The purpose of this study is to describe the extent to which the implementation of the use of village funds in supporting development in Jatimulyo Village, Kauman District, Tulungagung Regency. The research method used is descriptive qualitative research and the research focus uses the theory of public policy implementation according to Van Meter & Van Horn (1975) which includes 6 variables. Based on the research results, the Jatimulyo Village Government and other implementers have implemented infrastructure development and human development through village funds in 2023. There are 3 out of 6 indicators that have not fulfilled the implementation theory according to Van Meter & Van Horn (1975), including: 1.) indicators of policy targets, the development carried out is the construction of GORs, farm roads, waterways, posyandu, and the Village Fund BLT program. However, these development targets have not been maximally useful in terms of quality and quantity. 2.) resource indicators, the limited village fund budget makes the implementers have to maximize these financial resources in supporting good development. 3.) indicators of the characteristics of these implementers still have insufficient competence in planning village development priorities at that time.

Abstract

This research found problems faced by conventional services at the Bekasi Population and Civil Registration Office in the form of limited blank forms, minimal waiting rooms, limited computer equipment, complicated procedures, brokers, and discrimination. Through digital service transformation, it becomes a solution to answer existing problems. This research aims to examine the implementation of the e-open application by the Bekasi City Population and Civil Registration Office as part of the government's efforts to improve public services through e-government innovation. Through a qualitative descriptive research method, the subjects used as informants were e-open application users and e-open operators with the sources in this research being the head of the Bekasi City administration information technology section, the head of the Bekasi City data presentation and processing section, and the community using the e-open application. Data collection was carried out using a purposive sampling technique which was carried out through in-depth interviews, observation, and documentation. The data analysis process uses phenomenological data analysis. The results of the research show that this application has significantly improved public services, ongoing support, and improvements in accessibility for optimal impact. So, this digital service innovation is a solution to transform public administration. This research concludes that e-open has succeeded in improving the provision of public services attracting the public, and bringing significant progress in public services, so this research has implications for the utilization of sustainable digital transformation in public services and is expected to be utilized in all government sectors.

Abstract

This study aims to determine the prison's efforts in fulfilling the rights of children of correctional prisoners (WBP) both those who are still in the womb and those under 3 years old. In addition, this study aims to ensure the psychological stability of WBP who are mothers as the main caregivers of children. The research was conducted with a case study qualitative research design. Primary data sources were obtained from information from interviews with prison staff and prisoners who have experienced pregnancy and parenting in prison. While secondary data sources were taken from documentation of previous sources including child development records and Instagram media content studies. Data collection was conducted through interviews, observation, and documentation. The data were analyzed using thematic qualitative data analysis techniques. The results of the study found that prisons provide easy access to health, the provision of health and development facilities, and a guarantee of security from violence and discrimination for early childhood. While the second finding is that the mother's psychological condition is still stable so that there is minimal parenting stress that leads to violence. This is due to the support of psychological services for prisoners and the positive relationship between the prison and the mother (WBP). Implications for further research are written in this article.

Abstract

This rticle aims to understand the regional elections as a collective political process strough the practice of local political management involving the milenial generation and utilization of social media, particularly face book in the North Central Timor Regency (TTU). Based on the results of a quantitave study involving 200 milenial respondents who participate in the 2020 TTU regional elections it was found that the political participation of the younger generation is very high and diverse including rules as simpathizers, organizer, success team and party members. Social media has become the main channel mediating political information, building social - political networks and strengthening the relationship between voters and candidates. Local political governance in regional elections takes place through interactions based on social networks, collective values and informal consensus. This article suggest the importance of designing regional elections as a collaborative space that recognize the rule oh the younger generation and the power of digital communication in realizing substantial and inclusive local democrazy.

Abstract

Corruption crimes not only result in massive state financial losses but also create inequality of justice and weaken the effectiveness of the legal system. The recovery of state losses has so far relied on a criminal approach that is repressive and limited to court decisions, so that it is unable to reach conditions when the perpetrator escapes, dies, or cannot be brought to trial. This article examines the application of civil forfeiture as a restorative mechanism oriented towards direct asset recovery without requiring proof of criminal guilt. Through a normative juridical research method with statutory, conceptual, and comparative legal approaches, this research analyzes the practice of non-conviction-based asset forfeiture in civil law countries such as France as well as common law countries such as the United States and the United Kingdom. The results of the analysis show that the civil forfeiture mechanism is in line with the principles of restorative justice and can be applied in Indonesia through regulatory reforms that guarantee legal certainty and protection of human rights. The application of an in rem- based asset forfeiture scheme with limited reversal of the burden of proof is considered capable of accelerating the return of state losses while strengthening the eradication of corruption in a sustainable manner.

Abstract

This study found that there's a conflict over customary forests between the Pubabu-Besipae community and the East Nusa Tenggara provincial government. This conflict started when the forest was made into a pilot area for livestock intensification, then the forestry department turned it into a state forest. As a result, the forest was cleared for the government's interests, and the community didn't know about it. The community naturally rejected this because they felt that under the cooperation agreement, the forest was only designated as a pilot area for livestock intensification. There was no agreement regarding the clearing of the forest or the extension of permits to use the forest. This is what led to the conflict and the struggle over the forest by the community. Using qualitative research methods, the researcher will explain the phenomenon of the Pubabu-Besipae forest conflict, with the subjects being Pubabu women, the women's community Solidaritas Perempuan, and Komnas Perempuan. Data collection techniques include document studies, which involve collecting data from various sources such as journals, newspapers, and articles. The analysis technique uses descriptive analysis, which involves analyzing and explaining the findings. The research results show that the strategies implemented by women actors have influenced the resolution of the Pubabu-Besipae forest dispute. The strategies implemented include negotiations, protests, sending recommendation letters, and filing complaints with institutions.
