Abstract

Urban planning in Algeria, manifested through its two main urban planning instruments, the PDAU (Urban Development Master Plan) and the POS (Land Use Plan), has accompanied a remarkable acceleration of urbanization in Algerian cities. This article focuses on private real estate development and its impacts on newly urbanized spaces and the mechanisms of their production within the coastal city of Skikda. Abstract

This study aims to shed light on the dilemma of physicians’ emigration and health care through two perspectives that are arguably conflicting. More specifically, the objective of this paper is to examine the fundamental rudiments of these two perspectives. While the first perspective focuses on the multifaceted right of physicians to emigrate which is represented predominantly by the liberalist, the second perspective focuses on the right of patients to obtain necessary health care provided by physicians, this approach is represented by the nationalists. To achieve our aim, the comparative method was used which is adequate in presenting the underlying premises of each approach after reviewing the existing literature. By extracting the main basic conjectures and refutations of contradictory statements and analyzing it profoundly, the study findings indicated that the advocate of physicians’ mobility is pointedly linked to patients’ health care, and any shortage in physicians due to departing will impact health care accessibility. The findings also suggest that both of the perspectives carry rational and realistic arguments, but the differences in the assumptions and the reductionism of the claims hinders and prevents the possibility of reconciling and combining them in order to reach a solution to what can be called the discrepancy dilemma of rights between physicians’ emigration and patient health care.

Abstract

The trend of housing quality has become more intricate and has expanded to encompass all aspects of habitat. There are several significant challenges related to improving housing, both socially and in terms of economic and environmental considerations. Discussing the quality of new production methods requires an analysis based on various traditional criteria, using convenient indicators such as cleanliness, stability, safety, comfort, durability, flexibility, and aesthetic appeal. The principal aim of this study is to provide an objective assessment of the quality of Participative Subsidized Housing (LPA) in the municipality of EL-Khroube in Algeria. The methodology employed integrates a field survey and a resident questionnaire to appraise the comfort level offered by this housing type as well as the level of resident satisfaction. The results of the on-site observation indicated that the living environment does not offer an adequate level of comfort. This finding was corroborated by the questionnaire results, which revealed a prevailing sentiment of dissatisfaction among residents. This dissatisfaction can be attributed to issues pertaining to interior comfort and a dearth of local infrastructure and facilities. The results of this study will assist housing stakeholders in enhancing this mode of production through a collaborative and participatory approach.

Abstract

This research aims to study the effect of urbanization on flood-prone areas in the city of Jijel. The methods used in the study are (i) generation of a susceptibility map (ii) identification of land-use maps for the years 1988 and 2021 (iii) generation of flood hazard maps for the years 1988 and 2021. The determination of flood hazard areas is mainly based on an index approach. Using the ArcGIS raster calculator tool, the susceptibility map was multiplied by the land use map to generate a flood hazard index. Based on parameter weights derived from the Analytical Hierarchical Process (AHP) approach, the various flow accumulation maps, slope, distance to stream, elevation and geological parameters were combined to create the flood susceptibility map. The effects of urbanization on flood-prone areas were determined by overlaying the susceptibility map with two land-use maps from 1988 and 2021. The results show that while areas at very low, low and moderate risk decreased by 9.28%, 17.31% and 47.3%, respectively, areas at high and very high risk increased by 32.36% and 41.53%, respectively. The study showed that increases in the high zone were mainly due to uncontrolled urban development, mainly caused by rural exodus in Algeria's coastal cities.

Abstract

The commercial business ethics, in light of the spread of illegal speculation acts and in view of the proliferation of the phenomenon of food scarcity, particularly in connection with the Corona pandemic, has compelled the Algerian legislator to reexamine and consider again the penal text that criminalizes this act through the cancellation of the Provisions of Penal Code (Articles 172 and 173). Afterwards, he established a special law that frames that issue, and then provided a number of preventive mechanisms along with a number of protective and discouraging punishments in order to put an end to that phenomenon. The present study aims primarily to examine the judicial application of the misdemeanor of illegal speculation based on the Provisions of Law 15-21.

Abstract

Legal cultures dissimilarities are likely to generate challenges at many levels, especially when they imply historical accumulations. The present literature review paper aims at discussing the diachronic development of the English and the Algerian legal cultures, revealing how such divergence has led to some repercussions. The research first uses historical and comparative approaches regarding legal institutions and professionals’ titles and then addresses current issues. The English legal culture has gone through four main periods, especially after the Norman Conquest in 1066 AD, and the Algerian one has been shaped across three principal stages, particularly in the post-independence era. The paper shows how the chronological development of the Algerian legal system was characterised by legal pluralism, especially the interaction between French Civil Law and Algerian Islamic Courts. It then discusses convergence issues between the English and Algerian legal systems in the globalisation era. It also looks at how the dissimilarities and rapprochement of legal cultures hold sway on a threefold anthropological parameter: social for the English, intercultural for the Algerians, and translational for both communities. At the social dimension, legalese is likely to create communicative problems for English neophytes. At the intercultural level, the dissimilarity of legal systems threatens the social identity of Algerian law students through self-enculturation contradiction, known as the continental paradox. At the translational level, the divergence gives rise to pitfalls in English-Arabic-English legal translation between the two contrasting systems, whereas the convergence, under the auspices of globalisation, needs the recourse to new methods.

Abstract

Industrial heritage, encompassing both tangible and intangible evidence of industry history, holds profound cultural and historical significance. However, this heritage is often abandoned and neglected, as seen in the El Hamma district of Algiers, the capital of Algeria. The study aims to determine the priority order for the preservation of these industrial buildings, emphasizing the methods and priorities necessary to protect this invaluable heritage. The research methods involve introducing a comprehensive framework for evaluating the potential reuse of industrial heritage through a GIS-AHP methodology, assessing factors such as historical importance and architectural value. Employing the methodology of Weighted Overlay Analysis (WOA) in ArcGIS, the study categorizes sites for preservation or potential demolition, providing stakeholders with valuable insights into conservation priorities. The research results underscore the crucial importance of heritage preservation in maintaining local identity and promoting sustainable urban development. These findings highlight the need for an interdisciplinary strategy that balances economic growth with heritage conservation, ensuring the cultural and historical significance of the El Hamma district is safeguarded.

Abstract

This paper explores Algerian EFL Master’s students’ attitudes toward using AI Generators like QuillBot and ChatGPT to AI-giarize. The researchers selected 66 Algerian EFL Master’s students from the University of Saida, Dr. Moulay Tahar, Algeria. The study adopted a semi-structured questionnaire and an analysis of three selected Master’s theses. The results indicated that students shared positive attitudes toward AI generators in plagiarising, including QuillBot. The findings also revealed that the students had poor knowledge acknowledging the use of these generators. The results also showed that the students received no guidance from their teachers and supervisors on the advantages of these generators in academic writing and raising their awareness against their use to plagiarize. The study concludes that AI generators harm the Algerian educational system if case institutions and universities do not put regulations and raise teachers’ and students’ awareness toward their use.

Abstract

Monitoring spatio-temporal changes in land use and land cover (LULC) and the value of ecosystem services (ESV) contributes significantly to sustainable development and management. Over the last 30 years, LULC has changed enormously in the Mila region of eastern Algeria, covering approximately 69,052 hectares. The Mila municipality, located on a minor affluent of the Oued Rhumel and dominated by the Marchau mountain, is one of the most crucial functional ecological and environmental zones in the country. Utilizing remote sensing, four satellite images of the study area, dated between 1994 and 2024, were visually interpreted to obtain LULC data classification and global value coefficients, which were then used to evaluate local spatio-temporal changes in ESV and LUC over this period. Five LULC types were identified in the study area: Urban Area, Active Agriculture, Vegetation, Soil (bare land), and Water Body. These classifications were used in conjunction with ecosystem service value coefficients to analyze the changes. The results indicated that from 1994 to 2024, vegetation (shrubs and grasslands) decreased, while built-up land (urban areas), water bodies (due to the construction of the Beni Haroun dam), and cultivated land increased. This study underscores the vital role of the wilaya of Mila in the regional system of maintaining landscape change and provides a scientific reference and cartographic tool for the sustainable development of land resources and ecosystem services in semi-arid regions.

Abstract

In high-density metropolitan areas, urban air pollution increasingly affects the physical environment of cities. The city of Jakarta has poor air quality which can threaten the health of its citizens. The purpose of this research was to find out whether the role of fusion identity with the city of Jakarta in the collective action demanding clean air in Jakarta is mediated by group efficacy and group-based anger. a correlational survey approach with cross-sectional was used for data collection. People who live in Jakarta, Bogor, Depok, Tangerang and Bekasi are the samples of this study. After data collection, 127 people were found with an age range of 17-47 years. Based on the results of the research, it proves that in this study there is a role for fusion identity towards collective action demanding clean air in mediation in Jakarta by group efficacy which can be confirmed. This finding is different from SIMCA, which shows that group-based anger emotions can mediate the indirect effect of social identity on collective action. In this study, we found that identity fusion has no effect on collective action.
