Abstract

Digital transformation in the public sector requires employees with adequate digital literacy. However, a digital skills gap persists, particularly in local government agencies such as the Banten Provincial Agriculture Office. This study aims to examine the role of digital literacy in improving employee performance using a literature review approach. Data were obtained from various recent national and international publications (2020–2025), sourced from journals, books, and other relevant scientific references. Therefore, this study will produce a study model that shows that digital literacy contributes significantly to improving employee performance, particularly in improving work efficiency, the quality of data-based decision-making, and strengthening technological competency through service innovation at the Banten Provincial Agriculture Office. Therefore, the implementation of digital literacy is a key factor that needs to be prioritized strategically in efforts to improve employee performance while supporting the public sector's transformation towards a sustainable digital agricultural system.

Abstract

This study aims to analyze the implementation of employee career development in improving organizational performance at the Nutrition Fulfillment Service Unit (SPPG) MBG Terumbu, Serang City. Human resources are a strategic factor in determining organizational success, so career development is an important aspect in improving work competence and productivity. This study uses a qualitative method with a descriptive analytical approach. Data collection techniques are carried out through observation and documentation studies related to human resource management and the implementation of Makan Bergizi Gratis (MBG). The results show that employee career development at SPPG MBG Terumbu, Serang City is implemented through training and technical guidance, certification, provision of job opportunities, strengthening managerial capacity, cross-sector collaboration, and workload management. This implementation has been proven to be able to improve employee competence and professionalism. As a result, organizational performance has increased, marked by the effectiveness of service distribution, an increase in the number of SPPG units, flexibility in program implementation, and strengthening the monitoring and public accountability system. Thus, employee career development is a key factor in supporting the success and sustainability of Makan Bergizi Gratis (MBG).

Abstract

Indonesia, as an archipelagic country, holds substantial coastal economic potential, yet this potential is often accompanied by disparities and the resource paradox that limit community welfare. This study examines conditions in the coastal areas of Tangerang Regency, which are characterized by low fisheries productivity, limited access to technology, markets, and infrastructure, as well as environmental issues such as mangrove degradation and coastal abrasion. The research aims to analyze the role of local government and evaluate the implementation of the Gerbang Mapan Program. This study applies a descriptive qualitative approach with policy analysis, using data from Statistics Indonesia (BPS), the Ministry of Marine Affairs and Fisheries (KKP), regional spatial planning documents (RTRW), and relevant literature. The findings show a significant gap between existing potential and actual conditions, with economic activities still dominated by low-productivity traditional enterprises. The implementation of the Gerbang Mapan Program indicates limited progress when assessed through George Edward III’s framework, particularly in terms of communication, resources, disposition, and bureaucratic structure. Despite these limitations, the program has produced several positive impacts, including increased community income, the development of small enterprises, mangrove rehabilitation, and greater community participation. In conclusion, strengthening integrated, adaptive, and sustainable policy governance is essential to bridge existing gaps. Efforts should focus on improving market access, enhancing institutional capacity, and increasing human resource competencies to support inclusive and sustainable coastal economic development.

Abstract

Waste management is a strategic issue in sustainable development, particularly in Banten Province, which has experienced an increase in waste generation alongside population growth and economic activity. Based on data from the National Waste Management Information System, the volume of waste in this region shows an upward trend each year, while the level of waste management remains suboptimal. This study aims to analyze the effectiveness of the implementation of integrated waste management policies in Banten Province in supporting sustainable development. This study employs a descriptive qualitative approach with public policy analysis. Data were collected through literature reviews, official government documents, and secondary data related to waste generation and management. The analysis utilized a policy implementation model encompassing variables such as communication, resources, disposition, and bureaucratic structure. The results indicate that the effectiveness of policy implementation remains suboptimal, as evidenced by low rates of waste reduction at the source (less than 30%), limited waste processing facilities and infrastructure, and uneven application of the 3R concept (Reduce, Reuse, Recycle). Furthermore, coordination among stakeholders remains weak and public participation is relatively low, resulting in the majority of waste still ending up at Final Disposal Sites (FDS) via landfill methods. The study’s conclusion emphasizes the need for institutional capacity building, increased investment in waste processing infrastructure and technology, and sustainable public education strategies to enhance policy effectiveness and support sustainable development in Banten Province.

Abstract

This study examines the influence of overconfidence on the investment decisions of Indonesian individual or retail investors. Furthermore, this study explores the moderating effect of gender on the relationship. The analysis uses Hayes' Moderation Model 1, utilizing a quantitative survey of 500 retail investors from the Indonesia Stock Exchange (IDX). The results showed that overconfidence significantly increased investment decisions, with the relationship being more pronounced in men than in women. Overconfidence positively influences investment decisions for both genders, with a more pronounced effect on male investors, as evidenced by the conditional effect. These findings advance behavioral finance by demonstrating gender-specific effects of overconfidence in emerging markets and suggest that investor education and risk communication strategies should be tailored to demographic characteristics.
