Abstract

Heritage assets form the substratum and foundation of sustainable development. They bear witness to a past specific to each population, a way of life, systems of behaviour, traditions and specific arts. These witnesses ensure the maintenance, if not the emergence, of identity and the creation of a symbiosis between the traditional and the mod-ern.However, in this particular case, cultural wealth has fallen victim to neglect, the passage of time, indifference and standardisation. The Ksar of Khanguet Sidi Nadji, which is the subject of this research, is suffering from the development of neighbouring towns. Under the in-fluence of social changes, it is being emptied of its population in search of better, more modern living conditions. The aim of this paper is to identify the main reasons for the aban-donment of this ancient urban settlement by its inhabitants. It also highlights the social causes of the changes in the way people use the Ksar today.

Abstract

Implementing e-government in the business sector of State-Owned Enterprises (BUMN) has become a strategic step to enhance operational efficiency and transparency. This study aims to analyse the Vendor Invoicing Portal (VIP) application implementation at PT PLN (Persero) PUSHARLIS UP2W I Cilegon based on three main elements: support, capacity, and benefits. (value). Data were collected through in-depth interviews, direct observation, and document analysis using a descriptive qualitative method. The research results indicate that regulatory support through Presidential Regulation No. 95 of 2018 has provided a strong legal foundation. Still, the dissemination of the application to new vendors has not been optimal. From the aspect of capacity, the technological infrastructure is mostly adequate, but the limitation of human resources with information technology competence poses a significant challenge. In terms of benefits, the VIP application successfully increased payment efficiency by 50%, reduced administrative errors by 80%, and improved vendor satisfaction by 75%. This study concludes that the synergy between support, capacity, and system benefits greatly influences the success of e-government implementation at PT PLN PUSHARLIS. Recommendations include enhancing HR training programs, intensive vendor outreach, and investing in digital infrastructure to support sustainable digital transformation

Abstract

Child sexual abuse is a serious problem that requires a holistic approach in handling it. Sexual abuse is committed by the closest people such as family, teachers and neighbours of the victim. There is an impact or trauma experienced by child victims of sexual abuse, for example, they become more quiet and tend to close themselves. This study aims to explore the use of therapeutic communication as a tool to help child victims of sexual abuse in the recovery process. Qualitative methods were used to understand the experiences and perceptions of children traumatised by sexual abuse. Using the therapeutic communication approach, there are four stages to go through: pre-interaction, orientation, and problem solving, and resolution steps to get the best results. The results showed that therapeutic communication has an important role in reducing the psychological impact and helping children overcome trauma

Abstract

This study assesses the walkability of 16 pedestrian routes con-necting public transport stations to the University of Algiers, fo-cusing on safety, comfort, accessibility, connectivity, and pedestri-an traffic flow. The selected routes represent key pathways fre-quently used by students commuting between public transport hubs and the university, chosen due to their high foot traffic and significance for daily student mobility. A mixed-methods approach was employed, combining field observations, interviews with 120 students, and mapping using Google Earth to provide a compre-hensive spatial analysis. To evaluate walkability, a model was de-veloped that includes a scoring system based on five criteria, with each route assessed and categorized as Highly Walkable, Moder-ately Walkable, Slightly Walkable, or Not Walkable. This model en-abled a structured assessment, using tables to quantify aspects like safety (lighting, crossings), comfort (sidewalk quality, shade), and accessibility. Results indicate that while connectivity between transport hubs and the university is consistently high, there are significant disparities in safety, comfort, and accessibility. Route 03 scored well in terms of overall walkability, whereas others like Route 05 and Route 06 were categorized as Not Walkable due to major deficiencies in safety and infrastructure. High congestion during peak hours also emerged as a challenge for many routes. Recommendations for improvement include enhancing safety fea-tures, upgrading comfort amenities, increasing accessibility for individuals with disabilities, and managing pedestrian congestion. These findings aim to inform urban planning efforts to create safer, more comfortable pedestrian infrastructure for university stu-dents in Algiers.

Abstract

The research addresses the issue of informal housing and the as-sociated social and economic challenges in urban communities, focus-ing on Bir El Ater, Algeria. It aims to investigate the causes of informal housing in the city and its impact on the social fabric and community well-being. The study seeks to produce findings that will help stake-holders develop effective and integrated programs to mitigate this phenomenon, enhance social cohesion, and align urban planning with sustainable development goals. The research was conducted in two phases: a theoretical phase followed by fieldwork, including interviews with local officials and urban planning representatives. This approach aimed to diagnose urban planning violations and understand the challenges related to informal housing. The findings revealed that informal housing primar-ily arises from a gap between residents' practices and land and urban legislation, along with inadequate oversight and practical measures.Recommendations include integrating theoretical work with flex-ible practical steps, improving communication between residents and authorities, and enhancing oversight mechanisms. The study empha-sizes the need for sound frameworks to balance urban growth and sustainable development, strengthen partnerships between official entities and civil society, and allocate adequate resources to oversight bodies. Raising awareness among residents about urban laws is cru-cial for reducing violations and improving compliance, ultimately leading to more effective urban planning and development.

Abstract

This article explores intercommunity relations in the M'Zab region of southern Algeria during the pre-colonial period. Known as a refuge for the Mozabites, Berber ibadites, the region boasted a unique identity with its own institutions and a history of autonomy. The Mozabites coexisted with Jews, ḥamriyas, and various nomadic and semi-nomadic tribes, who were mainly Malikite and Arabic-speaking. Their interactions ranged from economic cooperation to conflict, influenced by circumstances and alliances. The study aims to clarify how the Mozabites engaged with foreigners and lived alongside them before French colonization in 1882. Relying on documentary research into demographic composition, historical roles of different groups, and existing power dynamics, along with local interviews, the paper sheds light on these complex relationships. Understanding these historical interactions is crucial for grasping the current ethnic and doctrinal conflicts in the region, including those in 2015, and highlights the im-portance of historical context in contemporary community relations.

Abstract

Direct cash assistance is one of the programmes to ease the burden on the lives of underprivileged people in meeting their basic needs. Social assistance is the provision of direct cash assistance in the form of money / goods from local governments to individuals, families, groups and / or communities that are not continuous and selective in nature which aims to protect against possible social risks. The problems of this research are first, the inaccuracy of the target distribution of the direct cash assistance programme. Second, there is a delay in the disbursement of funds, so that the community has to wait a long time and this creates social jealousy. In this study, researchers used George C, Edward's programme implementation theory in which his theory suggests there are four variables that influence programme implementation, namely: Communication, Resources, Disposition, and Bureaucratic Structure. The method in this research uses descriptive research methods with a qualitative approach. Data collection techniques used interview techniques, observation, and documentation related to the research. The results of this study are overall that the Implementation of the Cilegon City Direct Cash Assistance (BLT) Programme has been running but is still not optimal because there are still obstacles or problems that occur in the tasks and functions of the DTKS system.

Abstract

Gender equality in the military is a phenomenon that still receives little attention, because the military world is still dominated by male masculinity and there is still little involvement of women in military operations or peace missions. Since the existence of UN Resolution 1325, it has become an opening for gender equality in the military world, especially for women. Women have an important role in conflict management, conflict prevention and can be peacemakers after conflict. Women are considered more sensitive to local situations and environments, thus facilitating acceptance in society. This research is descriptive research using the Systematic Literature Review (SLR) method. Based on the Scopus search results, 2 documents were found that were relevant to the gender focal point and 1 article was found from the publish or perish search results. And there are 6 previous articles that also researched gender focal points. The research results show that gender focal point research in the military field is still rare and this provides wider space for researchers interested in this field.

Abstract

Indonesia has the largest mangrove environment in the world. The government itself has launched a national mangrove rehabilitation initiative of 600.000 hectares, in accordance with the 2020-2024 RPJMN through low carbon development. Banten Province is one of the provinces in Indonesia that has experienced environmental degradation, so that the existing mangrove ecosystem area is not comparable to the potential mangrove habitat that should be. The government, communities, and businesses have adopted various initiatives and programs in the form of rehabilitation projects that aim to rebuild damaged mangrove forests and establish mangrove centers. Therefore, this study aims to determine collaborative governance in the development of mangrove rehabilitation in Cigorondong Village, Sumur District, Pandeglang Regency. By using indicators in Ansell and Gash's collaborative governance model (2007), where the actors involved are government, private, academics and non-governmental organizations. This research uses descriptive method with qualitative approach. The results showed that the collaboration that occurred was quite successful in being well implemented with the rehabilitated mangrove area
